DRAFT RESOLUTION

We as the members of The United Nations community, shall deeply focus on the violations and brutal
practices against women by the Islamic states and emphasize on the Iranian government and try our
level best to accommodate the operative clauses for their better lives, We shall remember that women
and men are the future of a country and shall be treated equally!
United Nations Human rights Council,
PP1 Guided by the Charter of the United Nations, the provisions of the Universal Declaration of Human
Rights, the International Covenants on Human Rights and other relevant international human rights
instruments,
PP2 Recalling all resolutions adopted by the General Assembly and the Human Rights Council on the
situation of Human Rights in the Islamic Republic of Iran, including General Assembly resolution 76/178
of 16 December 2021 and Human Right Council resolution 49/24 of 1 April 2022,
PP3 Taking note of expressions of concern about the situation of human rights in the Islamic Republic of
Iran by the United Nations High Commissioner for Human Rights, special procedures mandate holders of
the Human Rights Council, United Nations agencies and the United Nations Special Representative of
the Secretary-General on Violence against Children, including the joint call on 26 October 2022 by a
group of special procedures mandate holders,
PP4 Stressing the need for accountability for human rights violations, which is critical for the prevention
of further violations, and recalling the Islamic Republic of Iran’s obligation to ensure prompt, effective,
independent, transparent and impartial investigations into all reported human rights violations,
PP5 Reaffirming the human rights of women and girls in the Islamic Republic of Iran in accordance with
the State’s obligations under international human rights law,
PP6 Deeply concerned about allegations of pervasive human rights violations in the Islamic Republic of
Iran, including reports of women and girls being arbitrarily arrested and detained, beaten and sexually
assaulted for exercising their human rights and fundamental freedoms,
PP7 Deeply concerned also by reports of the arbitrary arrest of minors for participating in protests, their
incarceration at “psychological centers” and “preventative” detentions of civil society activists to restrict
their ability to participate in or organize peaceful protests,
PP8 Further concerned by reports of restrictions on communications affecting landline and mobile usage,
including Internet shutdowns and blocking of social media platforms, which undermine the exercise of
human rights, including the right to freedom of opinion and expression,
OP1 Strongly deplores the reported deaths of at least 304 people, including 41 children, participating in
the protests following the death of Mahsa (Jina) Amini in custody on 16 September 2022, a young
woman arrested for allegedly violating the compulsory veiling law, as well as reported arbitrary arrests
of many participating in the protests;
OP2 Urges the Government of the Islamic Republic of Iran to promote, protect and fulfill human rights
and to take all necessary measures to prevent extrajudicial killings, enforced disappearances, sexual and
gender-based violence, arbitrary arrests and detentions, and torture and other cruel, inhuman or
degrading treatment or punishment, including against peaceful protesters;
OP3 Calls upon the Government of the Islamic Republic of Iran to end the persistent discrimination
against women and girls in public and private life and within law and practice, and to uphold all human
rights, including the right to freedom of expression and opinion and the right to freedom of religion or
belief;
OP4 Further calls upon the Government of the Islamic Republic of Iran to guarantee that victims and
survivors have access to justice and redress, including reparations, and that perpetrators are held fully
accountable, in compliance with fair trial guarantees under international human rights law;
OP5 Reiterates the urgent need for the Government of the Islamic Republic of Iran to fully restore
Internet access and underlines the importance of maintaining free, open, interoperable, reliable and
secure access to the Internet;
OP6 Urges the authorities of the Islamic Republic of Iran to cooperate fully with the Special Rapporteur
on the situation of human rights in the Islamic Republic of Iran, in particular by granting free, full and
unhindered access to the territory of the country, including unhindered access to all places of detention,
and to extend full cooperation to the thematic special procedures of the Human Rights Council and to
United Nations treaty bodies;
OP7 Decides to establish an independent international fact-finding mission, to be appointed by the
President of the Human Rights Council, with the following mandate:
8. Calls upon all States to promote, translate and give full effect to the Declaration on the
Right and Responsibility of Individuals, Groups and Organs of Society to Promote and Protect
Universally Recognized Human Rights and Fundamental Freedoms, including by taking
appropriate, robust and practical steps to protect women human rights defenders;
9. Welcomes the reports of the Special Rapporteur of the Human Rights Council on the
situation of human rights defenders, including in relation to women human rights defenders
and recalls with appreciation related reports of her predecessor, the Special Representative of the
Secretary-General .
10. Expresses particular concern about systemic and structural discrimination and violence faced by
women human rights defenders of all ages, and calls upon States to take all measures necessary to
ensure their protection and to integrate a gender perspective in their efforts to create a safe and
enabling environment for the defense of human rights
11. Calls upon
States to exercise due diligence in preventing violations and abuses against women human rights
defenders and in combatting impunity by ensuring that those responsible for violations and abuses,
including gender-based violence, committed by State and non-State actors, online as well as offline, are
promptly and impartially brought to justice;
12. Strongly calls
upon all States to refrain from, and ensure adequate protection from, any act of intimidation or reprisals
against women human rights defenders who cooperate, have cooperated or seek to cooperate with
international institutions, including their family members and associates, and reaffirms the right of
everyone, individually and in association with others, to unhindered access to and communication with
subregional, regional and international bodies, in particular the United Nations, its representatives and
mechanisms;

Emphasizes the need for participation of women human rights defenders in the development of
effective policies and programmes related to their protection, recognizing their independence and
expertise on their own needs, and to create and strengthen mechanisms for consultation and dialogue
with women human rights defenders including focal point(s) for human rights defenders within the
public administration, for example through national women mechanisms where they exist;
14. Encourages national human rights institutions to support the documentation of violations against
women human rights defenders, and to integrate a gender dimension in the planning and
implementation of all programmes and other interventions related to uman rights defenders, including
through consultations with the relevant stakeholders;
14. Encourages regional protection mechanisms to promote projects to improve and further develop the
documentation of cases of violations against women human rights defenders, and to ensure that the
programmes for the security and protection of human rights defenders integrate a gender perspective
and address the specific risks and security needs of women human rights defenders;
15. Requests all concerned United Nations agencies and organizations, within their mandates, to provide
all possible assistance and support to the Special Rapporteur human rights defenders for the effective
fulfillment of his/her mandate, including in the context of country visits and through suggestions on
ways and means of ensuring protection of women
10. Requests the Special Rapporteur on human rights defenders to continue to report annually on
his/her activities to the General Assembly and to the Human Rights Council, in accordance with the
mandate; human rights defenders;
