COMPETITION & STATE-AID
CAPITAL MARKETS & FINANCIAL SERVICES
• Promote and assist the recognition of the Romanian Capital
Market as an emerging market.
• Monitor the current financing environment available to
Romanian start-ups with a goal of promoting start-up
development.
• Monitor and assist the development of alternative financing
methods such as crowdfunding and investment in crypto
assets.
• Continue the Financial Inclusion Initiative to deliver a larger
societal impact and an impact on the overall development of
Romania.
• Contribute to an improved legislation for the financial sector in
Romania.
• Provide feedback on the national competition legislation,
implementation of European Regulations and on the
transposition of the EU Directives.
• Promote issuance of new guidelines on merger related gunjumping practices and on self-clearing measures in public
procurement cases.
• Promote the implementation of the office of Hearing Officer
at the level of the Romanian Competition Council drawing
upon the similar institution set up at the level of the European
Commission.
• Raise awareness on competition aspects via public events
• Promote new state-aid schemes for 2021-2027 and update
of existing schemes according to the evolution of economic
realities.
• Provide valuable resources to the Romanian Government
regarding OECD and European Union best practices in the area
of state aid and competition.
CORPORATE GOVERNANCE
• Promote an ethical behavior across sectors and a
business-led compliance culture in Romania.
• Create and share corporate governance resources for the
business audience in Romania.
• Engage with key public and private stakeholders (incl.
top management, entrepreneurs, public authorities, and
HE institutions in Romania) to promote solid corporate
governance practices.
• Advocate for a transparent and predictable regulatory
framework that supports the development of a sustainable
corporate governance culture in Romania and encourages
the observance of OECD standards.
DATA PROTECTION & ePRIVACY TF
• Monitor and provide feedback on the national application
and interpretation of the European General Data Protection
Regulation (GDPR).
• Monitor and provide feedback on the national application
and interpretation of the European ePrivacy Regulation
(ePR).
• Maintain a constructive dialogue with the National Data
Protection Authority (ANSPDCP) and provide the Authority
with best practices established at EU and EU Member
States level.
• Provide Task Force members with a framework for analysis
and development of best practices in the field of Data
Protection and ePrivacy.

DIGITAL ECONOMY COMMITTEE
•
Promote digital transformation as an anchor for increasing
Romania’s competitiveness through innovation and
supporting economic growth. Leading priorities include:
• Supporting a hybrid cloud model for the development of
nation-wide cloud infrastructure facilitating data exchanges
and interoperability and access to innovative solutions.
• Advocating for the digitalization of public services and
simplified interaction between the administration and
taxpayers (ex. through the electronic identification and the
eID card project);
EDUCATION
• Promote the blended learning model in Romania.
• Promote the deployment of technology and open governance
practices and tools to better monitor and evaluate the quality
of education in Romania.
• Engage with social actors in Romania to identify ways in which
the private sector can contribute to the education, upskilling
and reskilling of the human capital.
• Advocate for a modern education (incl. infrastructure, curricula,
resources, teaching methods) and life-long learning systems in
Romania to future-proof the Romanian society.
• Increasing digital skills in the public administration and in the
society at large.
• Ensuring resilience and security of data & services through
advanced cybersecurity mechanisms.
• Promoting the uptake of emerging solutions - automation &
AI to increase the productivity and foster innovation.
ENERGY
• Promote a stable, coherent, and predictable legal
and regulatory framework and measures to stimulate
investments in the energy sector, through development of
new power generation capacities and modernization of
existing infrastructures.
• Turn the energy sector into a platform for the relaunch
and sustainable growth of the Romanian economy
through its transformation from coal-intensive to green
energy, aligning with developments at the EU level.
• Support authorities in making optimal use of the EU
funding opportunities for the energy sector (the National
Recovery and Resilience Plan, Modernization Fund, Just

• Support the efforts towards the green and sustainable
transformation of the Romanian economy and society.
• Promote a coherent and predictable legal and regulatory
framework governing environmental protection and
circular economy (ex. waste management, permits,

LABOR
• Advocate for an increased healthcare financing – multi annual

the contribution base and transparency of budgets and

• Promote policy priorities for sustainable economic
growth, development, and competitiveness, based on key
macroeconomic trends.
• Advocate for a better dialog among developers and
local authorities and urge for further digitalization of the
interaction with central and local authorities.
• Propose amendments on relevant legislation –
Construction Law, Access Roads, Law 129/2019 for
Preventing Money Laundering and Financing Terrorism.

TRADE LEGISLATION
STRUCTURAL FUNDS,
PUBLIC PROCUREMENT & PPP
• Advocate, in coordination with sectoral committees, for the
proper implementation of reforms & investments included
in the National Recovery and Resilience Plan (NRRP), through
participation in the Committee for Monitorization of the NRRP
and stakeholders’ engagement.
• Promote the optimal use of available EU funds under the
2021-2027 MFF to improve Romania’s absorption performance
through a joint effort between the public sector and the
business environment.
• Advocate for a coherent and predictable legal framework
increasing the efficiency and integrity of public procurement
procedures.
• Promote the use of the public-private partnership (PPP)
financing model for major investments projects.
• Advocate and contribute for an updated and improved trade
related legislation.
• Promote proper transposition of Directives in the consumer
protection area (Unfair Trading Practices, Double Standards,
New Deal for Consumers, Collective Redress, market
surveillance and product conformity etc.).
• React to trade related legislative initiatives in the Parliament
• Liaise with the authorities to understand priorities in the
consumer protection area.
• Liaise with the authorities to understand priorities in the B2B
protection area.
• Monitor and provide feedback on the development of online
trading markets in accordance with the European directives
and policies.
TAXATION
• Promote measures to increase tax collection rate and
REAL digitalization of ANAF, at central and local levels.
• Promote streamlining of APA/SFIA/MAP procedures.
• Promote update of transfer pricing legislation.
• Monitor RO e-Factura and RO e-Transport implementation
• Promote maintenance of the flat tax system.
• Advocate for a balanced ANAF – taxpayer relationship.
• Promote stimulation of RDI activities by completing the
existing fiscal framework R&D for introduction of the
Patent Box system.
• Provide input re Romania’s approach towards the new
fiscal framework discussed at EU and global level.
TOURISM
• Advocate for raising Romania’s profile abroad as
destination for tourism based on a strategy for promotion
and consolidation of the competitiveness of the tourism
sector in Romania, including through the development of
destination management organizations (OMDs).
• Promote the stringent needs of modernizing the airport
infrastructure in Bucharest and having a direct flight
Romania-United States.
• Shaping coherent public policies for stimulating
professional employment in tourism and support the fight
against the gray economy in the context of the shortage
of employees.
• Promote implementation of multiannual budgeting.
• Advocate for transparency, stability, and predictability of
fiscal measures.
