Chennai startups braved the funding winter to cross the USD 1-billion
funding mark for the first time in a year in 2022, according to data from
Tracxn, a platform that provides curated profiles of over 1,00,000
startups.
Delhi-NCR was the worst-hit by the funding crunch in 2022 as the total funding to its startups
dropped by 52 percent to USD 5 billion. Bengaluru retained its pole position as the most attractive
destination for venture capital, with USD 11.7 billion, Tracxn data showed.
The city’s startups raised USD 1.5 billion this year, up 71 percent from
USD 876 million in 2021, even as young companies in other major
Indian cities struggled to attract investors amid a so-called funding
winter.
Delhi-NCR has been hit the hardest as its startups saw funding drop 52
percent to USD 5 billion in 2022. While Bengaluru retains its pole
position as the most attractive destination in India for venture capital,
with USD 11.7 billion, it is 46 percent lower, compared to the previous
year, Tracxn data showed.

Green Tech, Rural Impact and Women-led Startups
Rs. 1.25 Crore TANSEED Grant Disbursed; Mentor Portal Launched
Hon'ble CM launching the booklet on the special packages of
assistance G.O. for Green Tech, Rural Impact and Women-led Startups
The Hon’ble Chief Minister handed over Rs. 1.25 crore as grant to 25 Startups at Rs. 5 lakh each under the 4th edition of Tamil Nadu
Startup Seed Grant Fund (TANSEED). A total of 1,029 applications were received for TANSEED 4.0 and they were shortlisted for the
bootcamp and finale along with program management partners PSG-Science and Technology Entrepreneurial Park, Coimbatore;
NABARD - Madurai Agribusiness Incubation Forum; Crescent Innovation and Incubation Council, Chennai; HeadStart Network
Foundation, Chennai; and Maxelerator Foundation, Madurai. The 25 awardees include seven Green Tech, nine Rural Impact and nine
Women-led Startups. The following Startups received the grant and will receive the second tranche of Rs. 5 lakh each upon reaching the
milestones that have been agreed.
Another highlight of the day was the launch of the MentorTN portal (mentors.startuptn.in) by the Hon’ble Chief Minister. The Mentor
Portal is a novel initiative by StartupTN to connect Startups and Aspirant mentees with mentors with vast experience in their domains in
India and at the global level. This momentous occasion was carried out in the presence of the Hon’ble Minister for Micro, Small and
Medium Enterprises Thiru T.M. Anbarasan; Chief Secretary Dr. V. Irai Anbu, I.A.S.; Secretary to Government, MSME Department,
Thiru V. Arun Roy I.A.S.; StartupTN Mission Director and Chief Executive Officer Thiru Sivarajah Ramanathan and other higher officials.

Special Packages of Assistance
The Hon’ble Chief Minister launched special packages of assistance for Green Tech, Rural Impact
and Women-led Startups, considering the larger public interest they serve. Highlights of the
assistance announced in the G.O. are elaborated below.
Special Package for Green Tech Startups
Assistance under the TANSEED scheme of StartupTN to be increased from Rs. 10 lakh to Rs. 15 lakh. This will be disbursed in three
equal installments subject to fulfillment of milestones as agreed at the time of sanction.
Seed capital funding in the form of equity/convertible debentures under TN Emerging Sector Seed Fund through an accelerated
application processing window.
Assistance from Green Climate Fund for commercially viable infrastructure projects in Sustainability and Circular Economy.
State procurement facilitation desks in Chennai and Madurai to facilitate testing and use of ‘Green Tech Startups’ products in
Government and public agencies, including local bodies.
Annual event to showcase Climate Action Startups and connect with growth enablers.
Exposure to global best practices through international visits.
Green Startup Blog in the StartupTN website connecting to global market/media.
Free acceleration programme for 20 Startups.

Assistance under the TANSEED scheme of StartupTN to be increased from Rs. 10 lakh to Rs. 15 lakh.
10% of total TANSEED assistance earmarked for Rural Impact Startups.

Piloting opportunities to test their products and processes in Government departments and corporates. This will act as a Test
bed for establishing proof of concept.
StartupTN will work with academic institutions to integrate their alumni network for structured mentorship, market access and
funding from the local ecosystem. The alumni network will have an emotional connect with the local ecosystem.
StartupTN will partner with Vaazhndu Kaattuvom Project of the Department of Rural Development and Panchayat Raj to
provide mentorship/market access for enterprises promoted through the Rural Enterprise Ecosystem Development Project.

with rent and membership free of cost for the first year, subject to a maximum subsidy of Rs. 2 lakh.
A web portal integrating Startup ecosystem enablers supporting Women-led Startups.
Entrepreneurship Development and Innovation Institute will implement a special entrepreneurship training programme for
aspiring and existing Women-led Startups.
Women who had run a business or were earlier top executives in a corporate entity will be invited to mentor Women-led
Startups/aspirants in a special mentorship programme.
Exclusive annual acceleration programme for Women-led and FemTech Startups.

Scrapify Ecotech Private Limited
Avris Environment Technologies LLP
This waste management Startup has a novel platform for
multiple forms of waste by directly connecting buyers and sellers
of waste. By bridging the gap and by generating revenue from
waste they enable recycling and reusing, thereby preventing the
wastes from ending as landfills.
This Startup is into sustainable waste management. Using their
patented food waste treatment system called ‘CHUGG’ they
produce biogas and rich digested fertiliser.
KovaiBSF
They are not only into waste management but also into animal
husbandry by producing feed for animals from waste, using
Black Soldier Fly. They collect municipal waste from the civic
body that is consumed by Black Soldier Fly larvae. The worms are
used as a rich protein source in animal feed.
Suzhiyam Industrial Machines Pvt ltd
The CleanTech Startup manufactures industrial pellet burners
that use pellets - that are made from agricultural wastes as
fuel - instead of fossil fuels. This technology not only saves fuel
cost for the industries but also reduces pollution.
The Thenus
This Startup is into Circular Economy with a difference. They
produce cosmetic products using banana peel as the main raw
material, making it a viable and eco-friendly alternative to
harmful chemical based alternatives that are available in the
market.

Base'P Sustainable foods LLP
This Ecofriendly Startup has an innovative value processing
technique to convert agro waste into 'Charcoal Briquettes'. This is
used as a substitute to charcoal produced from felling of trees.
The Food and Beverage Startup produces soy-free, cholesterol
free, protein rich plant based meat products. On doing so using
pulses, millets and single cell protein, they are producing plant
based meat without impacting the environment.

TANSEED 4.0 Rural Impact Startups
AASVA Technologies India Pvt Ltd
Bridge Healthcare Pvt Ltd
Based in Ramanathapuram district, this Startup is an
e-commerce platform for tailors catering to women in the
southern coastal district. Using the platform, customers can
place orders for their tailoring and fashion needs from their
doorstep. Tailors enrolled on the platform go to the customer's
place, take the measurement, get it stitched and deliver it at the
customer's place.
Their "Tele-Diagnostic Machine" remotely connects doctors with
patients for primary healthcare by providing access to analysed
medical records and real time health data. Based out of Chennai,
this Startup is creating Rural Impact by bridging the gap
between patients and healthcare facilities.

This AgriTech Startup from Erode has developed a novel
equipment for collecting venom from Indian and Italian Honey
Bees. The venom collector is designed to work efficiently and
effectively for both large scale and small scale apiary units at
ease.
Vishnuthulsi International Pvt Ltd
This Direct to Customer Startup connects Micropreneurs,
Farmers and Farmer Producing Companies, produces native
Superfood and directly delivers it to customers across the world.
The brand ships its bestselling simple to use traditional
superfood products from Turmeric (Curcuma longa), Moringa
(Moringa oleifera), Millets and Honey.
Pullatta Agro Machinery Pvt Ltd
The innovative Startup from Villupuram manufactures
agricultural machinery such as combined groundnut harvester
and paddy transplanter. The company aims to assist farmers
achieve
agricultural
prosperity
through
agricultural
mechanisation.
Global Coconut Farmers Producer
Company Limited
They preserve Coconut Neera (Nectar) without adding
preservatives or chemical processes. On doing so, this Rural
Impact Startup also covers the Food and Beverage sector. The
FPO with 1,200 farmer shareholders is into improving the
livelihood of farmers by fetching them better returns for their
produce.
Maheesha Foods And Beverages Pvt Ltd
With a portal and an app, this Madurai based Startup delivers a
range of hot beverages to offices and workplaces in that region.
They use technology to seamlessly map their orders and their
supply chain.

This Startup has come out with an Organic seed coating
formulation that improves germination rate of a wide range of
plants and crops. Apart from increasing the seed germination
capacity and yield, this technique also reduces the cost of
cultivation and improves soil health.
This Rural Impact cum AgriTech Startup is designing an
unmanned Farm Autonomous Smart Electric Tractor. The EV
Tractor is an alternative to traditional tractors that require a
heavy stock of fossil fuel and also pollute the environment.

This healthcare Startup is developing portable equipment for
dentists. Their Portable Dental Clinic provides dental care by
supporting dentist to reach non-ambulatory, geriatric patients in
remote areas irrespective of their geographical disparities and
unreachable environments in a seamless manner.
The Startup has an AI-Based SaaS product for Industry 4.0 in EHS
Monitoring, Quality Automation, Process Flow Management and
Productivity Analysis. It ensures better safety at the workplace.
Orcci Technologies LLP
They have come out with an automated smart public toilet
disinfection and deodorizing device using nano technology. The
3-in-1 device uses Photocatalytic activity of TiO2 nanoparticle
aerosols.
Pradco Private Limited
The Startup manufactures electric airless fluid spray machines
for a wide range of sectors including construction, industrial and
aerospace. Their Electric Airless Fluid Handling Machine 'SprayX'
can save material, time and money considerably while reducing
the handler's exposure to paint and chemicals.
Zvata Studios Pvt Ltd
This woman-led EduTech Startup has designed new-age games,
toys, books and kits to promote skill development and learning
through play for kids across age groups.
Beez Innovation Labs Pvt Ltd
The women-led Startup into the Information Technology and
Software sector develops Hyper Automation solutions to
automate industry business processes. They help their clients
scale through a desktop-less environment and with minimal
infrastructure investment.
PSchool Edutech Pvt Ltd
This woman-led EduTech Startup has developed a learning and
practice app for school children to help them practise what they
learn in the classroom
Oneomics Private Limited
Using patented genome service and AI-based genomics they
provide vitro diagnostic kits to domestic medical and research
institutes. They strive to realise precision medicine based on
genomic technology to provide hope and practical healthcare
solutions.
Vyoma Systems Pvt Ltd
They serve as a cloud based Verification-as-a-Service platform for
RISC-V designs and systems in the semiconductor domain.

MentorTN Portal to Create More Startup
Success Stories
The Hon’ble Chief Minister launched the StartupTN
Mentor portal to strengthen the Startup ecosystem of
Tamil Nadu by increasing success stories. StartupTN
Mentor Portal connects and creates impactful
interactions between Startups and Experts. Tamil Nadu’s
Startup Ecosystem has a mature Mentoring Network that
is confined within the community, without making much
noise.
This platform is to bridge the gap between these mentors
and Startup founders and aspirants. It is structured to
make it conducive for Startup and Aspirants to connect
with Mentors. The portal is loaded with interactive
features to help Startups reach out to mentors based on
their niche expertise, fix appointments with them for
mentoring sessions based on the availability of the
Mentors and for the follow-up mentoring sessions

Scaleup Incubator
Rs. 45 lakh Scale Up Grant for 15 Incubators
Tamil Nadu takes pride as the State with the highest number of Incubation Centres in the country. According to Startup India,
by New Year’s eve the State has 104 Incubators against the 910 pan India. StartupTN conducted a ‘Certified Incubation Management
Training’ Program for CEOs and Managers of Incubators in Tamil Nadu. It was organised in association with the Indian Science and
Technology Entrepreneurs Parks and Business Incubator Association (ISBA) with technical sessions handled by Fundenable, Maharsatra. A
total of 59 CEOs, CXOs and Managers of incubation centres in Tamil Nadu participated in the training programme that was conducted in
two phases.
The Phase I of the programme was organised in two cities, with 27 participating at Anna University - AIC, AC Tech Campus, on
December 9 & 10 and 32 participating at the PSG STEP campus in Coimbatore on December 16 & 17. Thirty participants were shortlisted to
attend the Phase II training program at Intellect Design Arena on December 22 and 23. Following evaluation at the end of the programme,
15 Incubators were selected for the Scaleup grant of Rs. 3 lakh, each. Five of these Incubators were also provided an opportunity to be a part
of the Israel delegation in the first week of February to study the best practices in the leading innovation and incubation ecosystem.

Investor Connect - Investor Pitching
StartupTN conducted two Investor Connect
programmes for 18 Startups with Fluid Venture and
Aavishkaar Capital on December 16 and 19,
respectively. StartupTN team shortlisted these
Startups based on the sectors among other criteria
in which the Venture Capital firms showed interest.
Some of them have been shortlisted for the second
round.
Investor Connect - Investor Sensitisation
StartupTN conducted seven Investor Sensitisation
events in online and offline modes in December.
During these sessions awareness was created
among 284 prospective Angel Investors and
Investors from the Tamil Diaspora on the
investment opportunities in Tamil Nadu Startups.

30 Startup founders participated in 'Ookamathi Kaividel', an
entrepreneurship competency building programme, to help
Startups overcome stress and related complications during their
challenging Entrepreneurial journey, at the hub office on
December 3, 2022.
A session on democritisation of e-commerce through the Open
Network for Digital Commerce (ONDC) portal of the Department
for Promotion of Industry and Internal Trade, Government of
India, at the hub office attracted December 15, 2022, attracted 30
Startup founders and Entrepreneurs.
26 officials from various Government Departments participated
in the sensitisation programme held at the Erode District
Collectorate on December 16, 2022, on the role they could play in
strengthening the Startup Ecosystem.

the mentors tweaked their presentation and approach of
preseting the problem, solution and USP.
As many as 106 officials from 22 Government Departments in
Madurai District participated in the Startup sensitisation
programme organised by the Madurai District Administration on
December 21, 2022.
A total of 46 officials from 16 Government Departments participated in the Startup sensitisation programme organised in
Theni District on December 22, 2022.

under the aegis of the Micro, Small and Medium Enterprises Department, Government of Tamil
Nadu, is the Nodal Agency for Startups and Innovation in the State. StartupTN is striving towards
nurturing and strengthening a benevolent Startup Ecosystem in Tamil Nadu and positioning the
State as the top Startup Ecosystem in the country and among the top 20 Startups Ecosystems
globally.
StartupTN is working towards creating 10,000 new Startups in the next four years while
inculcating the culture of Inclusive Mass Entrepreneurship to play an active role in reaching Tamil
Nadu’s USD 1 Trillion economy vision by the year 2030. To achieve this goal and making the State the
Knowledge Capital and Innovation Hub, StartupTN is taking strides to partner with Startups,
entrepreneurs, innovators, incubators, investors, industry bodies, mentors, Government agencies and
other Stakeholders in the State and the Tamil Diaspora.
Supported by the Government of Tamil Nadu, StartupTN is striving to promote innovation at
the grassroot level to make Tamil Nadu an innovation driven economy. With the aim of ensuring a
balanced spread and growth in the Tier II and Tier III cities and towns, the Honourable Chief Minister
of Tamil Nadu Thiru. M.K. Stalin launched three StartupTN Regional Hubs in addition to the Chennai
Metro Hub. Located in Madurai, Erode and Tirunelveli, these hubs are taking StartupTN’s schemes
and initiatives across the State.
The Government of Tamil Nadu through StartupTN has also launched flagship grants and
schemes such as TANSEED for which Rs. 10 Crore has been earmarked for this financial year to
benefit 100 Startups. Phase one for the same is under process and the second phase is soon to be
launched. Rs. 30 Crore has been earmarked for the Tamil Nadu SC/ST Startup Fund and Emerging
Tech Fund to make equity or debt investments in innovative and scalable Startups by founders from
these communities.
StartupTN is also supporting early-stage Startups to brand their ventures and accelerate
their Startups with the mentorship of experts who have established big brands. S2G Buy Day to
facilitate direct Government procurement of products and services from Startups, Community
Circles to connect Startups and aspirants with investors and mentors at the local level and
Thozhilanangu to empower women from the economically weaker sections of the society to create
micro enterprises in non-metros are among our key initiatives.
We are reaching out to the Tamil Diaspora for the recently launched Mentor Portal and for
the soon to be launched Tamil Angels platform to directly connect them with Startups to ensure
holistic growth by strengthening and moulding the Startup ecosystem of the State.
