Introduction
Social Works is involved in many levels of community organizing. As a pre-requisite to finish this
degree, we need to undergo 500 hours Field Practice Community-based.
Community Organizing utilizes Social Work skills at the community level to support communities in
acting together to make the changes they want to see in their communities.
In Social Work practice, the Social Worker in the Community Organizer Role does not identify and
solve problems for the community but supports the community in creating solutions to their self-identified
issues/problems.
To render my 500 hours of Field Practice, I chose Brgy. Novaliches Proper which is situated at
Novaliches, Quezon City. I chose Brgy. Novaliches Proper because it is one of the Barangays of District 5
who has been awarded for Best in BCPC and second place in child protection.

HISTORY
Long Before its creation as an independent Barangay Novaliches Proper was considered as the
centre of commerce and industry and was part of the former town of “Bayan ng Novaliches”.
On what is known as Novaliches, historically known as Tala, was the site of the first civil government
under the Spanish Colonizer and the first Gobernadorcillo was then MANUEL PAVIA LA MARQUEZ DE
NOVALICHES. He administered the town for a long time starting from the year 1750. Novaliches was so
popular and influential that the town eventually becomes known as “Bayan ng Novaliches”, later-on the words
“Bayan ng” were dropped leaving only Novaliches.
The old Novaliches town originally had twelve (12) barrios and was increased to fifteen (15) including
their sitios, as follows: Sta Monica, San Bartolome, Bagumbong, Gulod, Kaybiga, Llano, San Agustin,
Bagbag, Soledad, Kay Kristina, Kaligayahan, Poblacion, Pasong Putik, Binugsok, and Mataas na Lupa o
Hacienda Jacinto.

Philippine-Spanish War – Little is known of the fact that Novaliches, a former town previously
divided between Quezon City and Caloocan City, also played an important role in the campaign for Philippine
Independence from Spain, America and Japan, On November 1886, a fierce battle took place between
groups of Katipuneros and Spanish soldiers. In that battle, the Novaliches Headquarters of the Spanish troops
was seized, burned down and destroyed by raiding katipuneros.In this battle, GENERAL LUIS MALINIS was
killed and General Luis St. was named after him.
During the attack, women, children, and the elders fled to the mountains. The Spanish officials who
survived the attack ordered their men to go to the different barrios and mountains and shot all the people
they found, young, and old, men and women, those found in the streets were ordered to stay at home while
those still in the evacuation places were ordered to go back to the town.
For almost a year peace reigned in the town, In the year 1898, however, when then Spaniards left
Novaliches, burning the church, the convent, and all the houses in the town before they departed.
ANDRES BONIFACIO, the founder of the Katipunan had organized the Revolutionary movement.
He made the Tulyahan River, traversing Quirino Highway between the boundaries of Barangay Gulod and
Barangay Novaliches Proper as his sanctuary.
During this time, the highest Filipino official was BALBINO DELA CRUZ, during the conflagration,
all the people left the town, including KAPITAN BALBINO, and returned four months later when the
Spaniards had finally surrendered, and peace was restored.
The short-lived Philippine Republic was proclaimed and the people of Novaliches organized a
government electing the President, TOMAS SUSANO, the most learned man of that time.

The Katipuneros of Novaliches were in the frontlines, while in town there was peace under the
administration of TOMAS SUSANO.
Philippines-American War – On February 4, 1899, was the start of the Philippine American War.
GENERAL EMILIO AGUINALDO ordered GENERAL ANTONIO LUNA to establish defensive positions at
Caloocan, along tulyahan river at Novaliches and Hacienda Malinta. This was done in defence to attacking
American Forces under General Otis and Arthur McArthur, with the mission of annihilating Filipino forces at
nearby Malolos, Bulacan, the site of GENERAL E. AGUINALDO’S Revolutionary Government. The Filipino
Forces were led by LUCIANO DELA CRUZ or GENERAL SUNIO, both were under the command of ANDRES
BONIFACIO. On April 22, 1899, Gen. Lawton with 4,000 men successfully defeated Filipino forces at
Novaliches, San Jose Del Monte and Angat. Novaliches economic development before the war has slowed
down because this place becomes the battlefield for this war. Though Novaliches was Destroyed, it has
contributed much to the attainment of Philippine Independence, freedom from Spain and America. It is also
in this era when the Quirino Highway was constructed in 1922. The stones and gravel used came from the
Tulyahan River and the daily wage of workers then was Php. 0.50 centavos per day.
During the American Occupation, therefore, Novaliches become a part of Caloocan, Rizal, until it
was incorporated with Quezon City in 1949, Hence, the history of Novaliches cannot be disassociated from
that of Quezon City of which it is now a part.
Philippine-Japanese War – During the Japanese War in 1942, advancing Japanese Forces coming
from San Jose Del Monte, passing through Tala and along Quirino Highway, met no resistance because
almost all-male residents left their houses, to hide in the mountain, evading the brutality of the Imperial Army.
The Headquarters of the Japanese Imperial Army was then located at Barrio Gulod, just after the Tulyahan
Bridge, while their advance post was located at Quirino Highway near the corner of Gen. Luis St. and Susano
Road, where now erected is the Novaliches SB PLAZA. The Japanese Forces organized residents of the
Poblacion into brotherhood associations to serve as the link between the Japanese forces and the residents
and to make coordination and control much easier, this place was branded as the “Little Tokyo”.

Quezon City was born as a result of the social amelioration program of the late President MANUEL
L. QUEZON, who dreamed of providing decent homes on inexpensive lots for the landless and the working
classes of Manila. A city for both rich and poor was then conceived, a city which politically shall be the
showplace of the nation, a place that thousands of people will come to visit as an epitome of culture and the
spirit of the country, socially a dignified concentration of human life, aspirations, endeavours and
achievements, and economically as a productive and self – contained community.
Commonwealth President MANUEL L. QUEZON created Quezon City in October of 1939. Part of
the infant city was carved out of Caloocan. In 1949 Congress amended the Quezon City Charter and the city
boundary was moved further to the east and north chopping of the former Novaliches town almost right
through the middle, giving the barrios back to Caloocan which formerly belongs to them. As decreed under
Republic Act. 333, approved by then-President ELPIDIO QUIRINO, the barrio of Novaliches become part of
Quezon City, the Capital City and seat of the National Government for 27 years until later-on, on June 24
1976, then Former President FERDINAND E. MARCOS issued Presidential Decree 940 conferring back the
role as nation’s capital to the City of Manila.
As part of history, is the claim for a separate city though the movement called the Novaliches
Cityhood Movement, failed through a referendum conducted on February 23, 1998, wherein Quezon City
residents voted NO.

Barangay Novaliches Proper – On July 25, 1975, Barangay Novaliches Proper, was created through
Presidential Decree 86 and 210, implemented under Executive Order No. 26 by then Quezon City Mayor
NORBERTO S. AMORANTO.

PHYSICAL DEVELOPMENT
Novaliches Proper has shifted from purely agricultural area to a commercial and semi-industrialized
one. From a typical rural to an urban area. What were once vast agricultural land, orchards or pasture lands
have been converted into commercial or industrial sites, land development or subdivisions.
The shift from agricultural to commercial and manufacturing production has led to the identification
of development with industrialization. The shift from agricultural employment to manufacturing has led to the
urbanization and has benefited more and more families from the fruit of these changes thus giving more jobs
or employment to residents in the area. The Strategic location of the former Barrio Poblacion, now Barangay
Novaliches Proper to commercial or business opportunities has given advantage not only to residents but
also to residents of neighboring Barangay that sell their wares or do commerce in this Barangay.

SOCIAL ECONOMIC PROFILE
Novaliches under its social-economic structure, in the pattern of commercial and industrial out-put,
from products of the light industries to the yield of heavy industries and infrastructures which was more
economically needed that puts capital outlays for the project. Mainly includes public works, road bridges,
highways, hospital, that adds-up to the development of an urbanized Novaliches. Public utilities such as
electricity, waterworks and telephone services which were also considered investment expenditures, bringing
about the total transformation of the former Barrio Poblacion now Barangay Novaliches Proper.
The conversions of an urbanized Novaliches on the source are non-agriculture. The level of family
income is still important determined by the working labor force, to achieve this goal of “Bayan ng Novaliches”
in attaining its sustainable growth and development being the threshold of trade and industry.

STRUCTURES AND COMMUNITY FAMILIES
The realization and development of an urbanized Novaliches through the help of early settlers and
migrants plays a vital role toward an emerging productive, industrious and self-reliant “Bayan ng Novaliches”.
The early settlers through their vision under their knowledge and skills created “Bayan ng Novaliches”
as the center of trade and commerce. With the strategic location in the guise of social and economic
fundamentals of entrepreneurship as prominently known since time immemorial took part in building a strong
and stabilized “Bayan ng Novaliches”,
These Families that dedicated their lives, skills knowledge and capital thus contributed to what is
now Barangay Novaliches Proper, The Susano’s as they own vast lands, used their capital and resources in
making possible the structural changes through the creation of markets, movie houses, food chains. The
other families were the Ramirez, Francisco, De Jesus, Daez, Roque, Buenaventura, Maximo, Mendoza,

Community Case Study

Community Information
Name of Community: Barangay Novaliches Proper
Total Land Area: 65.72 Hectares
Location: Buenamar Street, Buenamar Subdivision, Brgy. Novaliches Proper, Quezon City

Presenting Problem
In Barangay Novaliches Proper, there is an alarming number of minors being involved in
Bullying cases and Children at Risk cases the Barangay is having problems on containing the
situation due to many of the violators are from outsiders and non-resident of the Barangay.
III.
Community Background
Barangay Novaliches Proper – On July 25, 1975, Barangay Novaliches Proper, was created
through Presidential Decree 86 and 210, implemented under Executive Order No. 26 by then Quezon
City Mayor NORBERTO S. AMORANTO.
Presently, the community is being supervised and led by the Barangay Captain Asuncion M.
Visaya and her council. The residents are receiving some of the programs and services of the
Barangay. Through attending seminars and programs being held in the Plaza such as TESDA
Trainings (Baking & Cooking). Even though the Barangay is 2nd to the lowest budget in the District.
The Barangay is still serving the community with the utmost effort to guide them to the community’s
development

The community were practicing the “Shalom” every Friday, they would gather at 3:00 PM until
4:00 PM for their Values Formation at SB Plaza. The residents of their community are invited to join
the said values formation so that the community will be given snacks and as well as announcement
for the upcoming events. Shalom is also used by the Barangay as an Diversion/Intervention program
for their clients being involed in RA 9344 (Juvinile Justice Act) cases. Even though the Barangay has
a low rate of CICL cases the Barangay is still having problems in CAR cases (Children at Risk) due
to a lot of their clients are non resisdents of their Barangay and the victims are mostly residents of
their Barangay.
Even though most of the resident’s are active and participating in the Barangay activities
and follows simple rules and regulations. They still have a problem in the Bullying cases because of
non-residents are the perpetrators of the problem.
IV.
Assessment

Theoretical Framework
In this case, we can apply the Behavioral Change Model, in this model, it states that the
reasoning was directly associated with the supposition that if people were better informed, they would
become more aware of the problems and consequently, would be motivated to behave responsibly.

did not know how to handle the problems facing their children. that is why many of the residents were
complaining youth being involved in bullying
According to Marcel Balm, there are six stages of Behavioral Change Model, these are
Receptiveness, Understanding, wanting to, being able to, Doing and Persevering. When someone
is not open to change, they are not capable of changing or adjusting their behavior so being receptive
is a first step to change which in this case if the residents would accept that there is an existing
problem in their community then they would be open for change. Second is Understanding, where
they can describe in their own words what the desired behavior is and the advantages of this new
behavior. This case, if the residents have a proper understanding or knowledge on the problem in
the community that they are facing that, is the time where change begins. The third is wanting to, if
the residents are willing to make a change or participate in every activity to resolve the community
problem then change would be real. Fourth is being able to, which means that the residents should
not practice the “Ningas Cogon” instead they should continue what they are doing for their community
to achieve change. The fifth is doing which means putting into practice and participating in every
activity in resolving the community problem. Last is Persevering, the community should support each
other to have the perseverance to change for their behavior.

VII.
Recommendation
As a recommendation for the Barangay of Novaliches Proper is to implement a quarterly
seminar about Bullying to remind the parents and youth about the psychological effects of Bullying
as well as a continuous counselling session for the victims of Bullying with the help of Social
Services Development Department to give proper assistance to the clients.
