National Service Training Program
•
The National Service Training Program is a civic education and defense preparedness
program students instituted by the Government of the Philippines on 23 July 2001 by virtue of
Republic Act 9163, otherwise known as the "National Service Training Program Act of 2001.
COMPONENTS OF NSTP
•Civic Welfare Training Service (CWTS)
•Literacy Training Service (LTS)
•Reserve Officer Training Corps (ROTC).
NSTP COMPONENTS AND ITS DESCRIPTION
Civic Welfare Training Service (CWTS)- is refers to the program component or activities
are contributory to the general welfare and the betterment of life for the members of the community
or the enhancement of its facilities, especially those devoted to improving health, education,
environment, entrepreneurship, safety, recreation and morals of the citizenry and other social
welfare services.

The Literacy Training Service (LTRS) is one of three components of the National Service
Training Program, a civic education and defense preparedness program for higher and vocational
education students in the Philippines.

Reserve Officers' Training Corps (ROTC) is a group of college- and university-based
officer training programs for training commissioned officers of the United States Armed Forces.
It refers to the program component, institutionalized under section 38 and 39 of Republic Act No.
7077, designed to provide military training to motivate, train organize and mobilize them for
national defense preparedness.

THE VOLUNTEER ACT OF 2007
There are three main interrelated objectives of the Volunteer Act 2007:
1.
It aims to provide the policy framework that shall underscore the fundamental principles
necessary to harmonize the broad and diverse efforts of the voluntary sector.
2.
It aims to provide a conducive and enabling environment for the mobilization and nurturance
of volunteers and volunteer organizations.
3.
It hopes to strengthen the Philippine National Volunteer Service Coordinating Agency
(PNVSCA) as an effective institution to support volunteerism in the country.
DECLARATION OF PRINCIPLES AND STATE POLICIES
ARTICLE II, SECTION 4
The prime duty of the Government is to serve and protect the people. The Government may
call upon the people to defend the state and, in the fulfillment thereof a citizens may be required,
under conditions provided by law, to render personal, military or civil service.
NSTP LAW AND DESCRIPTION
• The National Service Training Program (NSTP) Act of 2001 (R.A. 9163) was enacted in response
to public clamor for reforms in the Reserved Officers Training Corps (ROTC) Program. This act
affirms that the prime duty of the government shall be to serve and protect its citizens. In turn, it
shall be the responsibility of all its citizens to defend the security of the State; thus, the government
may require each citizen to render personal, military or civil service. In the pursuit of these goals,
the youth shall be motivated, trained, organized, and mobilized in military training, literacy, civic
welfare, and other similar endeavors in service to the nation.
COVERAGE OF NSTP LAW

All incoming Freshmen students , m all, female, starting school year (SY) 20
02 ± 2003, Enrolled in any baccalaureate and in least two (2) year technical ± vocational or associate
courses, are required to complete one (1) NSTP component of their choice, as a graduation
requirement.

All higher and technical ± vocational education institutions must at least one (1) of the NSTP
components.

State universities and colleges, shall offer the ROTC component and at least one (1)
other NSTP Components.

The Military academy (PMA). Philippine merchant marine academy (PMMA),
Philippine national police academy (PNPA), and others of similar nature, in view of the special
character of these institutions, are exempted from NSTP or Private higher education and
technical ± vocational education institutions with at least 350 student cadets ,ma y offer the
ROT C component and consequently establish / maintain a department of military science and
tactic s (DMST), subject to the existing rules and regulations of the armed forces of the
Philippines (AFP).
Activity#2
1. What are the guidelines for the accreditation of the NGO’s to formulate and administer
training modules?
Answer:
CHED/TESDA shall jointly accredit NGO’s which satisfy the following:
1.
Duly registered with the Securities and Exchange Commission (SEC) /Cooperative
Development Authority (CDA);
2.
Have a good track record of community service; Have qualified personnel with experience in
program related implementation;
3.
Viable and sustainable organization; and Program of Inst ruction (POI) / Curriculum Prog ram
for Civic Welfare Training Service (CWTS) which should include the dimensions of development
such as Health and Nutrition, Safety and Security, Recreation, Education and Training,
Entrepreneurship and Social Welfare Concerns particularly Dangerous Drugs Prevention and
Control, Voters Awareness and Poverty Alleviation.

Accreditation Certificate shall be issued for a maximum period of three (3)years subject to
renewal/revocation upon periodic evaluation.
2. Who will manage the NSTP implementation?
Answer:
The CHED and TESDA regional offices shall oversee and monitor the implementation of the NSTP
under their jurisdiction to determine if the trainings are being conducted in consonance with the
objectives of this Act, also periodic reports shall be submitted to the CHED, TESDA and DND in
this case.
3. What are the basic guidelines for the formulated of the NSTP curriculum?
A. The curriculum shall be formulated by the Program coordinator duly approved by the school
authorities, copy furnished CHED/TESDA Regional Offices. It shall comply with the Intent
and requirements of the NSTP and its components.
B. It shall provide for both lecture and practicum activities. N STP Practicum
activities shall be separate from the practicum r
equirements of other subjects/ courses.
C, The course syllabi shall clearly define the objectives, content s, activities, requirements and student
evaluation system.
D. Program coordinators and instruct ions/lecturers s hall be duly qualified in terms of training and
experience, to handle their respective assignments.
4. What is NSTP-One Summer Program (NSTP-OSP)?
Answer:
National Service Training Program (NSTP)" is a program aimed at enhancing civic consciousness
and defense preparedness in the youth by developing the ethics of service and patriotism while
undergoing training in any of its three (3) program components.
4. What is the National Service Reserve Corps (NSRC)?
Answer:
National Service Reserve Corps (NSRC) is an organization composed of graduates of the Civic
Welfare Training Service (CWTS) and Literacy Training Service (LTS) components of the National
Service Training Program (NSTP) as mandated by Republic Act 9163 (NSTP Act of 2001). How
are Clustering and Cross-Enrollment done?
Answer:
Clustering of students from different education institutions during semestral or summer periods may
be done for any of the NSTP component, taking into account logistics, branch of service and
geographical locations. The host school shall be responsible in managing the Program.
5. What fees shall be changed to students taking any of the NSTP components
Answer:
No other fees shall be collected except basic tuition fees, which should not be more than 50% of the
changes of the school per academic unit.
6. Who are covered by the suspension of the ROTC requirement?
Answer:
Th completion of ROTC training as a requisite for graduation is set aside for students who have
completed all their academics requirements for their respective courses as certified by the school
on or before the effectivity of the NSTP Act of 2001, which is March 23,2 002.The concerned
students m ay apply for graduation with their respective schools.
9. What is CMO No. 5, series of 2003?
Answer:
It is the utilization on of the NSTP Trust Fund wherein: NSTP fee collected shall constitute a Trust
Fun d, 70% of which shall be exclusively for the operation of the Program; The remaining 3 0%
retained by the school, shall serve as contingency funds especially in unprogrammed activities not
originally included in the Program of Expenditures (POE) prepared by the ROTC Commandant or
CWTS/LTC Coordinator and approved by the school head. The remaining f und balance shall be
carried over the next semester; Expenditures/disbursement shall be subjected to periodic audit s by
the proper school authorities and concerned NSTP Officers and ROTC Commandants/CWTS an d
LTS Program Coordinators shall submit a comprehensive report on the utilization of the NSTP Funds
to their respective school heads and Reserve Unit Commanders/ Program Heads two weeks after the
end of every semester.
10. In your own words as a students, what is your role under the CWTS program?
Answer:
As a student, we all know that the Civic Welfare Training Service or well known as CWTS, will
help us to enhanced what are the youth is, what capable we are, to know what we are in our society,
where should we stand and use our voice to educate, to empower rather our co-youth. It also made
us very much aware of the importance of health education and applies in their daily life good values.
My role as a student, I will use my voice to help my camaraderie to improve their self-awareness,
ability to communicate, ability to listen and interpersonal relationship. Also to be open-minded for
to listen to their opinions. Helping one another to be out of their comfort zone.
