Yes A Participant can choose to use either registered or nonregistered providers No NDIS website: The NDIA recommends having a written service agreement so participants and providers are clear about what each party has agreed to. Some Plan Managers insist on a Service Agreements being signed between the parties before they will pay invoices etc. No Price - how much can a Service Provider charge? As negotiated by the Participant and the Service Provider. However, the budget allocated on a plan is based on the Price Guide limits. So, if a higher price is negotiated, a Participant will receive less support. Who manages payments and invoicing? Either receive an Invoice, request a payment from NDIS, then pay a Service Provider OR pay the Service Provider, then request a payment from NDIS with a copy of the receipt. Service bookings are used to set aside funding for an NDIS registered provider for a support or service they will deliver. A provider must have a service booking in place to make a payment claim in the Service Provider Portal. Price Guide: “access to a wider range of service providers, including non-registered providers whilst remaining in line with the price limits contained within this Guide.” Plan Manager Within limits of the Price Guide NDIA NDIS Code of Conduct applies to all providers, whether registered or not. If a person is not able to resolve a complaint with an NDIS (unregistered) provider, the person can complain to the NDIS Quality and Safeguarding Commission. If a complaint raises a compliance issue, the NDIS Commission has powers to take action. (other options include going to Small Claims Tribunal). What systems are available to ensure quality service provision? Registered providers must comply with the conditions of registration, demonstrate compliance of NDIS Practice Standards and comply with NDIS Code of Conduct. New initiative: NDIS Worker Screening Database - a register of cleared and excluded workers from all states and territories to enable national portability of clearances (both registered and unregistered), support national ongoing monitoring of the criminal history records of workers with clearances, means NDIS providers across the country can go to one place to sponsor applications and verify the clearances of prospective workers.
