Bengaluru City MLA Rating Press Conference
Bangalore Political Action Committee (B.PAC) and knowledge partner Icare, conducted an
analysis about the performance of the MLAs of Bengaluru city. This report was released by Mr
Mohandas Pai, Vice President B.PAC to the media.

B.PAC released 27 Bengaluru city MLAs’ rating
Rating covers 8 parameters during the MLAs elected period from 2013 - 2018
Bengaluru, Friday, April 13, 2018:
Bangalore Political Action Committee (B.PAC) undertook this study focusing on the 27 Assembly
constituencies and today released the rating of the MLAs.
Bangalore city in spite of being progressive city in several segments, voter turnout in the city is
the lowest in the past elections. Bengaluru has voted 47.22% and 58.27% respectively during 2008
and 2013 Assembly elections.
B.PAC under it’s Election Habba initiative carried out a range of initiatives/programs.

Continuing our efforts towards keeping citizens informed and encourage them to participate in the
upcoming elections, B.PAC undertook Bengaluru city MLA Rating study.

Member of Legislative Assembly Local Area Development
is a scheme that enables each MLA to undertake small
developmental works in his/her constituency through the
allocated funds of Rs. 2 crores per year. MLA are expected
to spend this amount to resolve priority issue particular to
his/her constituency

Total 262 Starred Questions and 3356 Unstarred Questions were asked by Bengaluru city
MLA’s during 16 Assembly Sessions
19 MLAs had zero Criminal Cases whereas 2 MLAs had 4 Criminal Cases each
19 MLA’s have spent 95% of MLALAD fund allocated and 3 MLA’s have spent 90% to 94%.
3 MLAs are Post Graduates, 17 are Graduates, 2 are PUC and 5 are 10th standard. No MLA is
below 10th standard
All MLAs are present on Social Media such as Facebook and Twitter
T.V. Mohandas Pai, Vice President, B.PAC while releasing the MLA rating said “Continuing
B.PAC’s commitment to take information about elected representatives closer to citizens to make
informed choices, B.PAC undertook the MLA rating exercise. Now the Citizens of Bengaluru
should come out and vote in large numbers on May 12th elections and elect responsible
representatives who will govern the city efficiently during the next five years”.
“This is an analysis of performance against 8 parameters based on data sets available in the public
domain with weights given to each parameter based on a methodology developed by B.PAC &
ICARE. The analysis aims to bring objectivity into electoral discussions and encourage voters to
engage with their respective elected representatives to make an informed choice. This is not to be
interpreted as a rating of integrity and quality of work undertaken by MLAs” said Mrs Revathy
