1. OBJETIVE
This document defines minimum technical requirements for fabrication, inspection, testing and
shipping of cathodic protection Transformer Rectifier Units, to be installed in the stations of “FEED
TO OIL REFINED PRODUCTS PIPELINE FROM TUXPAN VERACRUZ STORAGE & RECEPTION
TERMINAL TO SAHAGÚN HIDALGO STORAGE & DISTRIBUTION TERMINAL”.
2. SCOPE
This specification describes the minimum requirements for design, fabrication, inspection, testing,
shipping, and documentation of cathodic protection Transformer Rectifier Units.
This specification together with the datasheets indicates the requirements to met by Vendor in the
fabrication, inspection, testing and supply.
The Vendor shall guarantee that the design and the fabrication shall be according with the
applicable codes, standards and this specification.
All deviations from this Technical Specification, Data Sheet, the Purchase Order, or the drawings
shall have the written approval of the Client or Contractor representative.

4. REFERENCE STANDARDS AND CODES
The cathodic protection Transformer Rectifier Units shall designed, manufactured and tested
according to the requirements of the relevant applicable NMX, NOM and ANSI/IEEE and NEMA
standards. The listed standards and Codes, together with their all parts and subparts, shall applied
considering their latest applicable issue available.

375 m below this point.
6. DEFINITIONS
Definition presented in this Specification have precedence over other definitions. Conflict between
various definitions shall be brought to the attention of Company Representative and Contractor for
resolution.
CLIENT:
Is the party which promotes the project and defines the design
and construction of the scope of work.
The CLIENT may also include an agent or consultant (PMC),
authorized to act on its behalf.
CONTRACTOR:
Is the party which carries out all or part of the design,
engineering, procurement, construction and commissioning for
the project.
MANUFACTURER/ SUPPLIER/ Is the party which manufactures or supplies equipment and
VENDOR:
services to perform the duties specified by the EPC
CONTRACTOR.
Within the context of this Specification the following words shall have the meanings stated:
 “Must” or “Shall” - indicates a mandatory requirement
 “Should” - indicates a preferred course of action
 “May” - indicates one acceptable course of action
7. FUNCTIONAL AND SERVICE REQUIREMENTS
7.1. Generals
This section includes the basic criteria required by the transformer rectifier units to be used for the
cathodic protection system.
Fluctuations in the electrical system shall be within the following values:
 Voltage: ± 5%
 Nominal Frequency: ± 2%
The equipment shall be designed to minimize any risk of short circuit and to offer maximum
personal and operational safety during all operating, inspection and maintenance conditions, as
well as commissioning and testing the unit while the equipment is energized and in operation.

7.2. Electrical Power Supply
The transformer rectifier units shall be two-phases power supply, 240-220 V, 60 Hz, of sufficient
power for the required service.
7.3. Input and Output Parameters
The nominal input and output parameters of the transformer rectifier units are as follows:
 Input voltage 240-220 V AC, 2 phases, 60Hz
 Output voltage 100 V DC
 Output current 50 A DC
7.4. Enclosure
The enclosure shall be for NEMA 3R interior use, or NEMA 4X type shall used for outdoor locations
and/or NEMA 7 type for hazardous area outdoor installation.
7.5. Interior Structure
Components shall be installed so that all connections are accessible. In oil-immersed units, the
components shall be fixed to a removable structure for repair and maintenance purposes. In aircooled units, all structures and fixings must be resistant to corrosion.
7.6. Transformer
The transformer shall be an isolated type, and must have an individual winding for each phase used
by the rectifier, with a capacity 10% greater than the nominal AC power of the rectifier. The
secondary winding must have adjustments for 10% of the DC output voltage, in steps not greater
than 2 V. The output filters must have a useful life similar to that of the transformer. They shall be
designed to increase the efficiency of the rectifier by at least 10% operating at full DC load.
7.7. Rectifier Circuit





The rectifier circuit shall be a solid state, full-wave rectifier diode bridge type, designed for
the total output capacity of the rectifier. Proper fuses and surge suppressors shall be
installed to avoid overcurrents.
The rectifier must be equipped with a dry contact type output, normally closed, for signaling
DC output failure.
The DC output voltage must be adjustable from 0-100%, through continuous control,
without steps.
The output filters shall be dimensioned for a maximum ripple voltage of 5% operating at
full load.
The rectifier shall be equipped with an external ground connection for the structure.

7.8. Cables for connection
It shall be internally wired with insulating THHW or TTU type cables, the equipment shall have two
rectifier power cables of minimum size 2 AWG, in addition to this the equipment shall be contain
the following connection terminals:
 Outlet terminals for connection of pipes and other elements, suitable for 2 AWG size cables,
with a minimum number of 6 terminals for connection.
 Terminals for reference cells, suitable for 8 AWG size cables, with a minimum quantity of 6
terminals for connection.
 Terminals for potential measurement, suitable for 10 AWG size cables, with a minimum
quantity of 6 terminals for connection.
 Ground connection terminals, suitable for 2 AWG size cables, with a minimum quantity of 2
connection terminals.
7.9. Terminals and Connections
The connectors shall be of the double nut bolted type. All terminals shall be crimped to the cables.
The positive and negative terminals shall be dimensioned to wire the maximum output capacity of
the equipment, both in size and quantity, whichever is greater.
7.10. Instruments and Measurement



Individual output voltage and current meters shall be provided. The ammeters shall be of
the External Calibration Resistance type, with said resistance mounted on the front of the
meter for calibration.
The meters shall be equipped with isolating switches that allow disconnecting and isolating
the meter when it is not in use.
The meters shall be visible from the outside, and protected with a hinged cover, with
provisions for a padlock.
8. INSPECTION AND TESTING
8.1. General
The transformer rectifier units shall be inspected and approved in accordance with the standards
established in this specification.
The CLIENT shall be designate inspectors who will act as their representatives in the execution of
the tests to which the teams are subjected.
Inspectors shall have authority to:
 Attend the tests and accept or reject the procedures and results if they do not agree with the
standards and specifications, or when in cases of doubt, THE MANUFACTURER cannot

demonstrate to the satisfaction of the INSPECTOR, the reliability of the procedures and the
results.
 THE MANUFACTURER shall carry out the specified tests using their own equipment or will
rent them if necessary. THE MANUFACTURER shall prepare, in good time, a complete
program indicating the dates on which the tests shall be carried out and the main stages of
the equipment assembly shall be completed. This program shall be submitted to THE
CLIENT for approval.
The results of the tests shall be recorded in Test Reports, of which three (3) copies shall be sent to
THE CLIENT, duly signed.
The tests to which the teams shall be subjected shall be mainly the following:
 Factory testing.
 On-site testing.
8.2. Factory Testing
Inspections and tests shall be carried out on the fully assembled equipment.
The equipment shall be inspected to verify compliance with the approved disposition drawing, as
well as the identification and capacity of the components, fuses, meters, among others.
Inspections shall be made in order to verify:
 Proper assembly of components and good execution of internal wiring.
 Required output parameters.
 Adequate operation of the measurement and signaling.
The main and auxiliary circuits shall be inspected to verify that they correspond to the
corresponding schematic diagrams. To this end, functional tests shall be carried out, simulating the
operation with the equipment in service. This includes testing under simulated load.
Verification of the operation of all protection systems for ground fault and output overcurrent.
8.3. On-site testing
On-site testing shall include, but is not limited to the following:
 Inspection of assembly and structural integrity.
 Measurement of empty output voltage levels.
 Measurement of current and voltage levels with the equipment connected to the cathodic
protection system.
 Functional testing.
8.4. Guarantee
The equipment shall be built according to the latest applicable standards using only new, high
quality materials. All items necessary for a complete and satisfactory installation shall be included,
even if they do not appear in this specification.

The equipment to be supplied shall be guaranteed as suitable for continuous operation under load
operation and specified services.
The equipment shall be guaranteed against defects in materials and workmanship for a period of 12
months from start-up or 18 months from the date of delivery, whichever occurs first.
THE MANUFACTURER shall guarantee the immediate supply of parts and spare parts as well as
reliable technical assistance to the equipment, ensuring a rapid restoration of operations in the
event of its failure.
9. DOCUMENTATION
The documentation to be supplied during the bidding stage and the manufacturing stage of the
equipment covered by this document is specified below:
9.1. Documentation to be delivered with the offer






Detailed description of the equipment offered, including catalogs, drawings and any other
document that allows evaluating its technical and constructive characteristics, as well as its
components.
Guaranteed Technical Data Sheets duly supplemented.
Commercial offer, presented according to the Commercial Conditions requested by THE
CLIENT.
List of recommended spare parts to guarantee the maintenance operations of the
equipment for a minimum period of 2 years. The list of spare parts shall be made based on
THE MANUFACTURER's experience and will be accompanied by the unit prices of said spare
parts.
Work program for the supply, factory tests and transportation of the equipment.
List of deviations to the specifications.
If there is no deviation, a certification to fully comply with them.
9.2. Documentation to be delivered two (2) weeks after placing the Purchase
Order





Drawings indicating the dimensions, weight, equipment layout, front view and sections.
Dimensional diagram with plan views, front, side section and details for anchoring.
Bill of materials.
Electrical and Electronic Diagrams.
Wiring and interconnection diagrams.
In addition, it shall include:
 Nameplates (Manufacturer name, Serial number, Model, Physical dimensions, degree of
protection, Year of manufacture, Nominal voltage, Nominal current, Nominal power).
 List of materials supplied and their characteristics.
 Complete parts list.
 List of spare parts.

9.3. Documentation to be delivered with the equipment

Factory test certificates, duly signed by the technical representative of THE CLIENT, as a
sign of compliance.
Equipment assembly and installation manual.
Equipment operation and maintenance manual.
10. INSTALLATION, OPERATION AND MAINTENANCE MANUALS
THE MANUFACTURER shall deliver three (3) copies of manuals that shall contain, without being
limited, the following:
 Instructions for use and installation.
 Operation characteristics, calibration instructions and technical data.
 Maintenance instructions.
 List of parts with their identification.
 Reduced copies of construction drawings.
11. RECOMMENDED SPARE PARTS LIST
THE MANUFACTURER shall supply for each equipment supplied, a list of the recommended spare
parts for starting and two years of operation.
12. SHIPPING
All shipping locks, binding, etc., shall be clearly marked so that their removal is assured. Any special
precautions that must be observed in the removal of the these shipping restraints shall be clearly
marked on the shipping container or crate.
The units shall be shipped at the maximum preassembly extent.
Receiving location shall be notified two working days in advance so that handling equipment will be
available.
13. COMMISSIONING SERVICE
Installation, check-out, start-up and training service of installed system shall be provided.
13.1. Technical Assistance
THE MANUFACTURER shall include in its offer the costs of technical assistance for supervision
services of assembly, start-up and start-up for the equipment.
These costs shall be broken down as follows:
 Time of duration of the works in normal conditions.
 Required technical personnel.
 Technical staff rates.
 Fees for travel expenses and personnel transportation.

14.1. Automatic Rectifiers for Cathodic Protection
14.1.1. Description
Switching rectifier with remote control and monitoring, automatic, potential, constant voltage and
current, with on / off capability, synchronizable with G.P.S. (according to calculation memory) 100
V / 50 A D.C. 6 kVA, air-cooled, 240 VAC two-phase power, 16 modules of 5 Amp, manufactured by
Ametek or similar approved.
The equipment must have technology in Automatic Rectifiers with multiple switching outputs
architecture, for application in cathodic protection, with robustness and great management
capacity via communications, based on IGBT (Insulated Gate Bipolar Transistor) technologies and
microprocessors.
The IGBT switching elements shall have at least a voltage VCEs = 1,200 Volts and an IC current
capacity> 200% of the defined nominal current at maximum operating temperature. The Table #1
shows the specifications of these equipments.

In its front part, the equipment has a control module provided with an LCD display that indicates
the values of the magnitudes and the status of the parameters, set point alarms, etc.
Below are:
 Keyboard that allows data entry.
 DB9 connector for RS 232C connection, through which the equipment can communicate to
the PC.
 A female BNC connector labeled "Synchronism Output" from which pulses can be obtained
to command a synchronized start (Miller mode) of an ON-OFF test on external equipment.

The Dart Plus Remote Module (RM) system is built with military hardware quality and assembled
in an ISO-9000 quality facility using the strictest and most up-to-date procedure to ensure product
quality.
Data acquisition is accomplished with the integration of three separate technologies. By combining
the global positioning system "GPS", with the personal computer "laptop" and the mixing of
advanced radio technology with advanced microprocessors, it is now possible to monitor isolated
areas that were impossible to interrogate with conventional remote monitoring techniques using
the remote monitoring interrogation system (RMIS).
It can take up to 600 readings a day, they can be recorded depending on traffic conditions and at
speeds from 8 Km - h to 160 Km - h.




RMIS equipment is powered by a long-life size C lithium-thionyl chloride battery with a life
expectancy of 10 years depending on the frequency of use. (Normally using the
interrogation module between one and three times a year).
It has the ability to receive electrical power C.A. normal (110-220 VAC, 50-60 Hz) when
available, such as inside rectifiers, anode box or internal plant applications)
It has an operating temperature between -40°C and 85°C in 100% humidity, meeting
military specifications for any type of environment or application.
The electronics are encapsulated in a level grade resin layer that prevents moisture
migration in the electronics and any weakening of the resin in saturated seawater
conditions.

It is built using military electronics grade and its enclosure is made of materials for high
impact and high content of black carbon in order to eliminate degradation by exposure to
ultraviolet.
It has a unique serial number assigned to it and it is registered in its GIS map by the GPS
system that will permanently locate the module. This allocation is established in the field at
the time of installation. It is important to note that the number of Dart Plus RMI
concentrates in one area (such as in a pipeline corridor) does not matter.
The system will only take the corresponding modules or serials and will have no effect
towards other modules in the corridor even if they are touching each other.
When interrogated by an RF connection, with its assigned serial number, it will respond by
sending the stored readings and at the same time provide the operating voltage of the
Lithium battery and synchronize the time of the remote module with the GPS time on the PC
of the Laptop.
The Dart Plus RM wireless communication system has an effective range of 30 to 325 feet (9
m to 100 m) for modules installed below ground level in valve boxes, buffalo boxes, buried
directly in the ground, etc.
The Dart Plus RM's wireless communication system has an effective range greater than
3,000 feet (1,000 m) for modules installed above ground level on test posts and
interrogated from a car, truck, boat, helicopter, or airplane.
The band for the Dart Plus RM wireless connection system for North America does not
require a license in 902-928 Mhz ISM using communication frequency with “Hopping
Spread Spectrum” technology.
It has an internal clock with a precision of “days/minutes/month”, when it is operating at
maximum operating temperature. This clock is reset / reset each time the remote module is
powered, through the use of ultra low power RF microprocessors and TransmittersReceivers, and the use of power controllers via software in the "standby" mode of operation.
It has three analog monitoring channels. The normal range is ± 7.0 volt for readings with
reference cells with internal impedance of 20 meg-Ohm, ± 250 V for the voltage output of
rectifiers, ± 150 mV for the current output of rectifiers in the shunt with rejection capability
60 Hz AC and a Transient Voltage trapping capacity of 2500 volt. Other working ranges are
available for special applications.
It has an accuracy of 1 mV or less in all reading ranges, regardless of the reading range
being used.
Provides the current output of a sacrificial anode, as well as the Instant On/Off reading, in
compliance with DIN 50925 Stelth 7 standard (reference cell Ag/AgCl), using one amp, dual
contact, zero power at latching relay.
Measure and store 12 readings on each channel, at the interval programmed in the field,
from 1 min to 30 days.
It is conveniently designed to be housed in a "top hat" style on test posts under the Cott
Manufacturing trade name "FINK" and "Bullet Box" Test post that is produced and
manufactured by Borin Manufacturing, INC. This consideration maintains easy
compatibility of the Dart Plus RM enclosure with existing test stations that have been
previously installed.
