The Hull paints , which are making a major impact on the total cost of paints being used in dry dock are Sea quantum ultra , Sea Quantum PRO U & Intercept 8500 LPP. B. In addition to the hull paints , the remaining major cost is contributed to Cargo hold paints , where Jotun brands are costing higher wrt Akzonoble due higher DFT. Akzonoble recommended this DFT ( 250 microns vs 325 microns of Jotun) to be satisfactory for upgradation of cargo holds , on the basis of cargo hold inspection. Given below is the technical comparison between the offered 3 paints with their Pros & Cons : (JOTUN) Sea Quantum Ultra S – This is a silyl acrylate based product. Maximum idle period allowable is 45 days for low steaming vessels. Polishing rate is faster, hence DFT is to be kept higher. Cost of this paint is causing the complete hull painting cost to go up excessively. This gives coverage to 25% of voyage factor and layup of up to 45 days. The speed degradation factor for sea quantum ultra is 1.5%. (JOTUN) Sea Quantum Pro U – This is a silyl acrylate based product. Maximum Ideal Period allowable is 24 days , and there is marginally higher speed loss over sea quantum ultra S. Jotun is arranging to offer acceptance of guarantee with this paint in a manner similar to sea quantum pro U, if max ideal period is 24 days and with voyage factor of 40%. This paint is suitable for voyage factor of 40 %(146 sailing days in a year , i.e. 219 idle days) , as per the mail given by Jotun. However, their representative advised in the meeting held in office , that their brochure indicates coverage only up to 50 % voyage factor, i.e. if sailing days goes less than 50% , i.e. about 180 days in a year , we would start to have problems with this paint & if this paint performance deteriorates due idle days then guarantee terms would not be valid. The speed degradation factor for sea quantum pro u is 2.1%. (AKZONOBLE) Intercept 8500 LPP ‐‐ Intercept 8500 LPP is Silyl Methacrylate+ LUBYON Polymer based anti‐ fouling paint. Paint provides 60 days static period performance with Intercept 8500. The speed degradation factor for Intercept 8500 is 1.3%. This means with enhanced booster biocides and very low speed degradation factor, the product works for better static period performer as well as for fuel economy. Performance comparison under Sea Water High Temperature & Limited Sailing Activity (Idle Period) : 1. Silyl Methacrylate(Intercept 8500 LPP Akzo) is advanced polymer as compared to silyl acrylate(Sea quantum Jotun ) as it is temperature independent self‐ smoothening paint against temperature dependent silyl acrylate binder based paints. Hence in tropical waters due high water temperature, Silyl Acrylates polish through much quicker exposing the bare primers , whereas silyl methacrylate doesn’t face this issue. Additionally, LUBYON Polymer is Linear Polishing Polymer , which due to its linear polishing properties, extra film build up is not necessary. 2. Our vessel has very limited sailing activity and is usually on east coast in zone with very high fouling challenge. With higher sea water temperatures there would be increase in antifouling consumption. Considering sea water temperature of 29 deg Celsius , if we choose sea quantum pro U ,there would be excessive fouling observed if the hull is exposed to higher number of idle days and the polishing rate is similar to sea quantum ultra, meaning it would expose the bare primers sooner. Sea quantum ultra may give a similar effect like intercept 8500 even when the voyage factor is less and high idle period only if the DFT is higher , but then cost goes up excessively. 2 This paint was used on both Uma Kismat and Angad 2. Concern with M/s Akzonobel: The only commercial issue of old outstanding payment (Partially of APJ UMA KISMAT ‐ DDK (around US$ 60,000) & Complete DDK Invoice of APJ Angad 2 (around US$108,000) – Getting Due on 28th May) might affect the supply of Paint on time. Still we are discussing with the vendor to resolve this issue mutually. Conclusion : After taking the Technical concurrence on offered Product specifications from the Technical Superintendent, understand that considering the performance requirement and operational factors that will be applicable till next docking, hence Intercept 8500 LPP (Offered by M/s Akzonobel) is most reasonable & beneficial option, as per the available data with regards to speed loss / idle period / polishing properties / involved cost (even though the total price for sea quantum pro U is less than Intercept 8500). Unquote Will ask Ali to get the details of paints from Chugoku and other suppliers who have quoted for Amarnath.
