1 Overview of commissioning standalone
mcBSC configurations
These instructions are intended to be used in the commissioning of a standalone Multicontroller BSC (mcBSC) system in the final location of the mcBSC. The commissioning
tasks are done to ensure that the hardware and software of the mcBSC have been
correctly installed and the mcBSC is functional. They can be used with the ANSI or ETSI
environment. The mcBSC running with S16.1 release supports Packet Abis, AoIP and
GPoIP features.
The mcBSC can be commissioned as standalone mcBSC and its capacity can be
increased by addling PS/TRX extension. For more details on configuring standalone
mcBSC and standalone mcBSC with PS/TRX extension, refer to Creating and Managing
mcBSC Hardware.
After commissioning, the mcBSC is ready to be integrated with the other elements of the
network.
1.1 Prerequisites

The mcBSC has passed the factory acceptance tests.
The installation has to be accepted.
At least the files associated with the configuration are ready on the hard disks and
flash banks of the mcBSC.
The site has been built and prepared according to mcBSC, Rel. S16.1, Site
Documentation.
The basic knowledge of Linux is necessary to perform described operations.

1.3 Software
All the software that belongs to the mcBSC must be ready on the hard disks and flash
banks of the system before starting the commissioning tests. If there is newer SW
available than what is installed in the mcBSC disk, the mcBSC must be commissioned
with the same SW that is installed on the disks. The newer SW is installed before the
integration of the mcBSC. In the final mcBSC site the tests which, according to the test
logs delivered with the hardware, have already been performed at the test field, do not
necessarily have to be performed.

1.4 Testing
The purpose of the commissioning tests is to ensure that the mcBSC will operate
correctly in the GSM network. When the commissioning tests have been performed in an
acceptable manner, the mcBSC can be taken into traffic. Depending on the
configuration, the commissioning of mcBSC takes around 3-5 working days.
The Serial Number and Identification codes of the network element (NE) must be fill
using NetAct HW Inventory during commissioning of NEs (at least) according to Creating
and Managing mcBSC Hardware. This is normally done during factory testing before the
delivery for new deliveries, but in extensions this must be done on site before
commissioning testing.
It is important to have an overall view of the commissioning. Therefore, we recommend
that you read the instructions carefully before starting.
Commissioning test arrangements testing of the mcBSC can be started when the
installation has been checked. Any detected faults are reported with a problem report
which is sent to the Customer Service Centre.
Test logs are filled in during the testing. The test logs can be found in mcBSC
commissioning test logs.

3 Initial inspections
The purpose of initial inspections is to ensure that the mcBSC is ready for the
commissioning. Perform the inspection in the order given in this document.
3.1 Visual Inspection
Carry out a visual inspection of the BCN-x, BAFE-x / BDFE-x, BAFU-x, BMFU-x and
BAFI-x.
3.1.1 Verify LMP MAC address.

3.2.2 Checking the MAC Address of the BCN

The mac address of the unit can be found on a sticker contained inside the BCN box at
the front see (see Figure 1: MAC Address on BCN box sticker.).
Check BCN box MAC address and compare it for MAC address taken in the below step.

Both MAC address needs to be the same. Set the MAC address as it is on BCN box
sticker. If they are not the same set the MAC address as same as on BCN Box sticker
using the below command.

OMU is located in slot 8 of BOX 1.

Check the OMU location.
Use the following commands:

Location must be 8. If not, set the location as follows:

In all other BCN boxes, the root complex is set to LMP.

5 Monitoring mcBSC startup
Purpose
This section describes the monitoring of system startup and provides information for
solving possible disturbances.
The startup of the whole system depends on the startup priorities of the system's units. A
unit with higher priority is given loading permission before a unit with lower priority.
Within the system, the units are started up according to their respective priorities. For
example, all the base station controller signalling units (BCXU) are given permission to
load simultaneously, as they all have the same priority. In the case of doubled units, the
working units are given loading permission before the spare units.
The startup order of the system is as follows:
1. Operation and Maintenance Unit (OMU)
2. Marker and Cellular Management Unit (MCMU)
3. Other units (BCXU, PCUM, ETME, ETMA)
Monitoring OMU startup
Purpose
Monitor the startup of the Operation and Maintenance Unit (OMU). A failure in the OMU
startup may lead to a similar failure in all other units.
When the startup of the OMU has reached the stage where the service terminal software
is started up, the Recovery Service Terminal (RCBUGG) extension is taken into use.
RCBUGG is an extension of the service terminal software which enables the monitoring
of unit states. It is started up with a service terminal software command.
The RCBUGG contains commands that correspond with those of the Working State and
Restart Handling MML (command group US). Even if the startup of the MMI system fails,
the working states of the units can be controlled with the RCBUGG extension. A
prerequisite for the successful running of the RCBUGG is that the recovery system itself
has been started up.

6 Inspecting EMB connections
The Ethernet Message Bus (EMB) LAN connections are tested by sending a test
message from each computer unit to all other units. The purpose of this is to ensure that
all the computer units can be reached through both EMB-0 and EMB-1.
The tests are executed with the commands of the EBSTER service terminal extension.
EBSTER sends the test message through the MB to the post offices of the computer
units, and the post offices acknowledge the message through the EMB. The test is run
separately for EMB-0 and EMB-1.

7 Checking the I/O system of mcBSC
Purpose
This procedure specifies how the I/O system of Flexi BSC should be checked in the
commissioning tests and how the functioning of the I/O system and devices is checked.
Opening the first MML session in mcBSC
Purpose
When a system is delivered, the user identifier of the system has been defined as
<SYSTEM> and the password as <SYSTEM>.
These user identifier and password definitions are of a general nature and they are
intended to be used only in factory acceptance testing. The main user of the system or
the system administrator makes the actual authority definitions for the terminals and
users with MML commands.
The procedure for setting up the first session and for defining and testing the user
identifier and password is presented here. Examples are also provided.

Checking the state of the I/O devices
Purpose
The procedure is used for checking the number and states of the I/O equipment and the
output controls (that is, correspondence with the source data).
Note that included printouts provide examples only, the actual printouts may differ from
the ones presented here.
Before you start
Check that the correct number of the I/O devices has been packaged for the system.
Check their states and state transitions.
Steps

preparatory measures.

Purpose
The powersystem is checked to ensure that the supervision, alarm, and recovery
functions of the system are working properly.
Since the outputs presented here are examples only, the actual outputs may, in some
cases, differ from them.
Before you start
A prerequisite for the checking of the mcBSC maintenance system is that the checks
connected with the system start-up have been successfully performed.
Testing the recovery from power breaks
Purpose
The purpose of testing is to test the recovery of the system from different power breaks.
The system automatically disables those units which are without power after a power
break. The system starts the units in their correct working state after the power is on
again.
Testing the recovery from a complete power break in the
system
Steps
1
Open MML session via serial or MGT port.

Check that all units are in states WO-EX or SP-EX (USI, ISI).
If an unit is not in the appropriate state, change the state with the USC command.
ETMEs and ETMAs may be in SE-NH states.
