DIPLOMA IN OCCUPATIONAL SAFETY AND HEALTH OSH LEGISLATION 1 DOSH 1314 Assignment Title : INDIVIDUAL / REPORT WRITING Date : 24 SEPTEMBER 2021 Lecturer Name : PN. ROZAIDAH Student Name : MUHAMMAD QAYYUM RAZIQQIN BIN NOOR AZLAN Matric No. : 1-2107-11-0566 1 TABLE OF CONTENTS Contents Introduction Main Contents: Act and Regulation that comply Suitable PPE Example of safety data sheet Responsibilities of employer, employees, supplier Control measures and Prevention Conclusion References Appendix (articles) 2 Introduction In 1978, one of the factories industry was became incident and being dangerous to the people at the country. The news or article about the incident had spread in media social, newspaper and otherwise. Baltimore factory was the name of company or organization included in this incident. The factories industry was located at Baltimore ,Maryland and it produce the products with many of dangerous chemicals such as sulfur dioxide. At this year, Baltimore factory has spread a cloud of irritations gas into another place and the gas was sulfur dioxide. Many of employees got the treatment at hospitals such as eye irritations and breathing problems. People had lived near the factory must go a safety place and other people far from the factory just stay at homes for avoid them to suffer with that gas. Sulfur dioxide gave the impact to the place such as the record shows no death people because just many of the people injured to the gas and the record was 100 injury people. All of them had known what the gas had expose their until they will be injured with gas. The Maryland Division of Labor and Industry continue the investigation about the Baltimore factory and finding the answers how the accidents would be happen and can be suffer to the country faster. From now, all of the city in the country were back to normal such as air and Procter and Gamble sent metallugists, electricians and technicians to investigate the tank today. 3 Main Content Act and Regulations Classification, Labeling and Safety Data Sheet of Hazardous Chemical Regulations (CLASS) must need to comply for that company because it can be guidelines and helps to the company to always care of safety in industries. For apply the regulations the company must apply to chemical supplied for use at a place of work and the company cannot apply the regulations if the chemical used for other reason such as for scientific research and development or trial purpose. The factories industry also cannot apply if the chemical who shall transit must be stored at any storage area and the chemical cannot use for manufactured item and other than a fluid or particle. Use and Standards of Exposure of Chemicals Hazardous to Health (USECHH) for that company can comply the regulations because it can provide a legal framework for the employer to controls chemicals which are hazardous to health with respect to their use and to set workplace exposure standards so it can protect the health of employees and also other persons such as students, visitors and so on at the place of work. Time weighted average or action limit should be follow to all of them for avoid expose the chemical hazard to health. These action limit have many types and different ways to the employers, employees and suppliers have know the specific of factories industry before produce the products to classify the chemical to the 2 schedule such as Schedule 1 and Schedule 2. For the chemical Schedule 1 the action limit must should provide for the factory isabove the ceiling limit at any time or above from the 8 hour time weighted average airborne concentration and this time to the factory must follow if their chemical list in Schedule 1. If the chemical not listed in Schedule 1 the factory must follow the action limit such as above the maximum exposure limit during the work shift should not always use in factories because the employees, employers or supplier will be suffer the chemical hazard and their health will decrease. All of the chemical have the characteristics using with hazard pictogram. For the incident in Baltimore factory at Maryland 1978 the chemical is sulfur dioxide. The characteristics for Sulfur Dioxide are the chemical use to make a sulfuric acid, intermediate in bleaching, processes and in food processing. The chemical can spread a colourless gas and this gas is suffocating to the human body. The sulfur dioxide have many type of effects for the human body such as firstly, Compressed Gas and characteristics for this gas are under pressure and explode if heat. Secondly, Very Toxic the gas will be fatal to the people if inhale and dangerous to respiratory if corrosive and also a severe short term exposure and long term to respiratory and can effected skin burn and eye damage. Thirdly, Mutagen it can cause genetic defects. 4 Suitable Personal Protective Equipment 1. Eye or Face Protection : Wear safety goggles in using the chemical and use face shield when contact is possible 2. Skin Protection : Wear personal protective clothing such as gloves, aprons, boots before enter the chemical zone 3. Respiratory Protection : Use the mask or Assigned Protection Factor to handle the chemical to provide against sulfur dioxide and if the chemical expose the employers, employees or supplier, they can cause eye irritation or damage. Responsibilities of employers, employees and supplier 1. 2. 3. 4. 5. 6. Identify of chemical hazardous who can expose to the health Comply with permissible exposure limits Conducting chemical health risk assessment Have knowledge to handle the chemical exposure All of the products has chemical elements must labeling and relabeling to prevent health All of staff may take the training to control and handle chemical hazardous Control Measures and Prevention 1. Elimination and Substitution Use the safe alternative such as have a tool kit for all employers and employees 2. Engineering Controls Change the work environment to minimize contact with hazardous chemicals Isolation of the employees who contact with chemical Use fume hoods Ventilation 3. Administrative Controls Use the time shift to the employees for avoid expose the chemical in long time The employers must adjust work schedules to the employees because cannot take overexposed for them in working 4. Personal Protective Equipment Wear chemical protective clothing Wear respiratory protection Use gloves Wear eye protection 5 Conclusion 6 . 7
