The government will restrict or limit the charge for education to 0.5% of the previous year, with
the overall charge not exceeding $10 billion. The government will provide universities with a
subsidy of 25% to pay school costs and keep an extremely high level of education, as the
United States has done always.
It will allow an average American to follow his ambition of higher education. We trust that this
strategy will allow the United States to have a fresh pool of skills to promote the essential
innovation in the 21st century.
