In Malaysia, there are 4 cities with gaming facilities in Malaysia which have 5 legal gambling
facilities in total. Three of them are mainly horse racing gambling games, one is a casino cruise
ship concept casino, and lastly the casino at Resort World Genting.
To initiate and to plan to build a casino development, a convenient and strategic location
is one of the keys for it to be a successful one. Penang is a state in northwest Malaysia
comprising mainland Seberang Perai and Penang Island. A casino’s location will limit its ability
to maximize its potential. The further a casino is located from the regional population centers,
the harder it is for the gamers to commute and to go to the casino. Thus, it decreases the chance

We suggested Georgetown as our proposed development site as it is an urban area with highly
concentrated population. The location nearby to Island enables to attract people from various
region and easily located by the non-residents. Other than that, the accessibility network along

Georgetown is considerable where it is nearest to highway access, local street access, pedestrian
access and parking availability at the site area. Besides, there are different modes of transport
available for the users for instance bus, grabs, ferry and railway transit to easily accessible to
casino and other developments. There are also few resorts and exterior public amenities like
hotels, bars, malls, river walks, restaurants would be able join hands with casino developments to
engage people to casino site. On the island, the state capital of George Town is home to many
landmarks such as colonial Fort Cornwallis, the ornate Chinese clan house Khoo Kongsi and the
Kapitan Keling Mosque, all testaments to centuries of foreign influence. The agglomeration in
tourism industry will boost the economy by attracting more visitors as well as creating more job
opportunities to the public too.

As a conclusion, agglomeration concept and location theory are interconnected to each other.
Casinos integrating with other land uses helps much in development of certain area where
exchange new ideas and resolution to boost the economy and attract people to the area. They also
share maintenance, support services and share basic amenities like road, electricity and light
which saves the cost of the company. Building a casino near to other land uses like resorts, hotels
and tourist attractions will able to create a pool of higher potential of visitators level. Location
and accessibility play a significant part in shaping the size and nature of a casino’s market.
Where and how it is situated among major roadways and population centers focuses the set of
boundaries for potential visitation levels, incomes, and fundamental viability. Casinos which are
not easily accessible to their target populations will face the major challenge. The added key
