In chapter 2, we’ll find there are 3 kinds of responsibilities, obligation responsibilities, blame responsibilities, and role responsibilities. » Relationship with the public Obligation responsibilities is a kind of relationship with the public, because obligations responsibilities is refers to the duty of professional to use their specialized knowledge and skill in a way that benefits clients and the public and does not violate the trust placed in them. Blame responsibilities refers to the identification of those whom blame can be a ributed for wrongdoing. “Whom” in here can be organizations or individual (as employee or workers). For example in organization, we must solve the problems of the employees while they doing some jobs (like the salary, method, safety), if we can’t the one who responsible for this is the organizations. Individual also can be responsible agents, most of the error or failure during some works are caused by individual, so we as an individuals must know about our limit to minimize the failure and the error that can be happen. » Relationship with other professionals Role responsibility is refers to relationship with other professionals. Role-responsibility refers means to being in a role with certain responsibilities so that one has obligation-responsibilities and can also be blamed for harm. For example, person in responsible charge has an obligation to see to it that the engineering project is performed in accordance with these standards. We can solve it by using Occupational Safety and Health Engineering knowledge. » Ethical : As an engineer, we may find some improvement, but we must consider the safety above all factors. We can solve it by using Occupational Safety and Health Engineer knowledge. » Position of the tank : The tank must be placed in right position to avoid accident; we can use Manufacturing Facilities Planning to solve this problem. » Ethical point : Although the government had said that the gas tank design of Ford Pinto was not same with the regulation, The Ford still produced it. And it made several accidents that were caused by the wrong design. The ethical solution for pinto’s case is we must hire a professional to make a statistical data and test drive that the car is safe. If the data is not well enough, we must make a new design or make improvements in the car so we can be sure that the car is safe. Engineering Ethics (h p://dananglimantoro.wordpress.com/2009/02/08/3/) ENGINEERING ETHICS Before we know about engineering ethics, we should know about the definition of Engineering and Ethics. Ethics (from Ancient Greek Ethikos means “starts from habits”) is a social knowledge, major branch of philosophy that learns about value or quality about standard and moral. Ethic happens when we live with other people or have relationships with the others. Engineering is the discipline and profession of applying technical and scientific knowledge and utilizing natural laws and physical resources in order to design and implement materials, structures, machines, devices, systems, and processes that safely realize a desired objective and meet specified criteria to make a be er life for human being . Engineering Ethics is the field of applied ethics which examines and sets standard for engineers’ obligation to the public, their clients, employers and the profession. Engineering ethics is concerned with the question of what the standards in engineering ethics should be and how to apply these standards to particular situations. We need Engineering ethics because every engineers work in group, so we need it for managing the frame work of thinking, a itude, and evaluating process. CASE STUDY 51-60 Case 51 Resigning from a Project Case : computer scientist David Parnas resigned from an advisory panel of the strategic Defense Initiative Organization (SDIO). He had concluded that SDI was both dangerous and waste of the money. His concern was that he saw no way that any software could adequately meet the requirements of a good SDI system. Analysis: In this case, David Parnas rationale for resigning rested on three ethical premises. 1. I am responsible for my own actions and cannot rely on any external authority to make my decisions for me. 2. I cannot ignore ethical and moral issues. I must devote some of my energy to deciding whether the task that I have been given is of benefit to society. 3. David Parnas resign from his job, because not comfort with this condition. 2. the government can change the system. Conclusion: I think alternative 2 is be er. Case 52 Shortcut ? Case : Bruce Carson’s cicil engineering firm has a contract with the state to specify the route of new road connecting two major cities. Bruce determines that the shortest workable path will save 20 minutes from what would otherwise be a two hour trip, but it would require the state to destroy a farmhouse that has been in Jones family for 150 years. Bruce visits the Jones family to get some idea of what it would cost the state to purchase their home and the land immediately surrounding it. Not surprisingly, the prospect of losing the home their family has maintained for the past 150 years is upse ing to the family. What’s 20 minutes compared to 150 years of family tradition? Objects entire 63 years of his life. The family insist that no amount of money would tempt them to sell their home to the state or anymore else. Bruce knows that one option would be for the state to exercise eminent domain and conderm the farmhouse. Alternatives : 1 Bruce have alternative to make other route of the road,but it also save 20 minutes without pass the Jones farmhouse. 2. Jones family sell their home for the state to build road, because the route is for public uses. Conclusion : I think the first alternative is be er. Case 53 Smoking System Case : Philip Morris companies reported testing a microelectronic cigare e holder that eliminates all smoke except that exhaled by the smoker. Ba ery powered, it is excepted to cost $50. The result of years of research, it cost approximately $200million to develop. Tentatively called the accord, the device uses cigaretes that 62 millimeters long(compared with the standard 85 milimeters). Users will have to remember to recharge the accord’s ba ery(30 minutes process, but extra ba ies can be purchased). A cigare e is iserted into the 4 inch long, 1,5 inch wide device. A microchip senses when the cigare e is puffed and transmits powers to eight heating blades. A display shows the remaining ba ery charge and indicates how many puffs are left in the eight puff cigare e. The divece also contain a catalytic conventer that burns off residues. Supported of this product will be welcomed by smokers who currently refrain from smoking in their homes or cars for the sake non smoking famil members,guest,and passengers. Alternatives: 1. Philip Morris companies uses the technology, it because the device also contains a catalytic converter that burn off residues. 2. Philip Morris companies don’t use the technology, it because that children might be encouraged to smoke because the Accord would enable them to hide smoking from their parents. 3. Philip Morris companies use the technology, but replies that the device has a locking device for parents. Conclusion: I think the third alternative is the best of all. These records are confidential. Patrons are assured that these records are not accessible to anyone other than library personnel. But, of course, drawers can be opened when no one is looking. What assurance is there that the software systems under consideration will provide as much, if not greater, security? Assuming that no one in the library is software specialist, the library has no alternative but to place its trust in someone who presumably has the requisite expertise. Case 55 Sunnyvale Case : Jim Grimaldi, project manager in the Sunnyvale Division of Universal Corporation, has just learned that in two weeks the headquarters in Los Angeles will be sending him a project engineer, Joan Dreer. Her job will be to supervise small groups of engineers who are involved in automotive brake design. The Los Angeles headquarters is anxious to move women into all company levels, and it has targeted grimaldi’s engineering division at Sunnyvale as a good place for Joan Dreer. Jan Dreer will be the first engineer at Sunnyvale. On learning that their new supervisor will be a woman, several of the engineers inform Jim Grimaldi that they don’t like the idea of a woman supervising their work. What, if anything should Jim Grimaldi do to prepare for Joan Dreer’s arrival? Alternatives: 1. Jim Grimaldi reject the Joan Dreer moving, because he don’t like the idea of a woman supervising their work. 2. Jim Grimaldi recieve the Joan Dreer moving to Sunnyvale and give chance to Joan Dreer to prove that she can joined to Sunnyvale. Conclusion: I think 2 alternative is more wise. Case 56 Training Firefighter Donald J. Giffels, civil engineer and president of a large engineering consulting firm, was puzzled by the design of a government facility to train firefighter dealing with fire crashes of airplanes. His firm was under contract to do the civil engineering work for installing equipment at the facility. Because jet feul contaminates the soil, it had recently been replaced by liquid propane to simulate the crash fires. However, Giffels was concerned about a lack of design specificity in saveral areas crucial to safety. Futhermore, no design analysis was submi ed. Giffels concluded that one existed. However, none of this fell within the direct responsibility of Giffel’s firm, whose contract was simply to do the civil engineering work required for installation. Alternatives: 1. Giffels cancel the contract with government because he cann’t set the condition like government wanted. 2. Giffels deal with use contract, but the jet fuel wiil contaminates the soil. 3. Giffels change the jet fuel, because it will contaminated the soil, it had recently been replaced by liquid propane to simulate the crash fires. Conclusion : I think the third alternative is best. VCRC has primary responsibility for maintaining the safety of country roads. Verdant Country’s population has increased by 30 percent in the past 10 years. This has resulted in increasedtraffic flow on many secondary road, has more than doubled its traffic flow during this period. It is now one of the main arteries leading into Verdant City, an Industrial and commercial center of more than 60,000 people. For each of the past seven years, at least one person has suffered a fatal automobile accident by creshing into trees closely aligned along a threemile stretch of forest Drive. Many other accidents have also occured, causing serious injuries, wrecked cars, and damage trees. Some of the trees are quite close to the pavement. Two lawsuits have been filed againts the road commission for not maintaining sufficient road safety along this threemile stretch. Both were dismissed because the drivers were going well in excess of the 45 mph speed limit. Other member of VCRC have been pressing Kevin Clearing to come up with a solution to the traffict problem on Forest Drive. They are concerned about safety, as well as lawsuits that may some day go againts VCRC. Alternatives: 1. Clearing now has plan-widen the road, unfortunately, this will require cu ing down some 30 healty, long standing trees along the road. 2. Clearing don’t to start his plan, because if Clearing do his plan a citizen environmental group forms and registers will be protest. Case 58 Trench Boxes Case: Excating for foundations, pipelines, and sewers raises important safety issues. A deep, steep-sided trench is inherently unstable. Sooner or later, the side walls will collapse. The length of time that trench wall will stand before collapsing depends on several factors, including the length and width of the cut weather conditions, moisture in the soil, composition of the soil, and how the trench was excavated. People who work in deep trenches are subjected to considerable risk, and hundreds of laborers are injured or killed each year when side wall collapse. Alternatives: 1. To reduce the risk, engineers can specify the use of trench boxes in their design. A trench box is a long box with an upside-down,u-shaped cross-section that is inserted inside the trench to protect the laborers. 2. We change the work place into safety place, but it will make new problem and need expensive cost. Conclusion : I think first alternative is be er, because we can reduce the risk without change the work place and just need cheap cost. Case 59 TV Antenna Case: Several years ago, a TV station in Houston decieded to strengthen its signal by erecting a new, taller transmission antenna in Missouri City, Texas. The station contracted with a TV antenna design firm to design the tower. The resulting design employed twenty 50 foot segments that would have to be lifted up into place sequentially by a jib crane that moved up with the tower. Each segment required a lifting lug to permit that segment to be hoisted off the flatbed delivery truck and then lifted into place by the crane. Not only had director of new product development Tom Evers’s liked the idea, he had asked Joe to form and head a project team to develop a prototype of the device. Joe found the task to be more challenging than he had expected. To keep cost down, Joe had to select team members with less experience than he wanted. Because inexperience of them, some of Joe’s design ideas and materials choices had to be corrected, and he soon realized that the cost of the prototype would be higher than he originally estimated. If you were Tom, how would you respond to Joe when he makes his presentation? Alternatives: 1. Tom stop Joe to walked out and keep in their team like before. 2. Tom let him go to make a new team, but Joe must succes with the new team then he present his project to Tom. Conclusion : I think the second alternative more wise than first alternative.
