V. MAJOR PROBLEMS ENCOUNTERED
Describe the problems encountered, how these affected project implementation and what
measures were implemented to address the problems.
Considerable work has been done in seismology to explain the characteristics of the recorded
ground motions in earthquakes. Such knowledge is needed to predict ground motions in future
earthquakes so that earthquake-resistant structures can be designed. Although earthquakes
cause death and destruction through such secondary effects as landslides, tsunamis, fires,
and fault rupture, the greatest losses—both of lives and of property—result from the collapse
of man-made structures during the violent shaking of the ground. Accordingly, the most
effective way to mitigate the damage of earthquakes from an engineering standpoint is to
design and construct structures capable of withstanding strong ground motions.

• To date, the government had so far provided PHP 40,641,280.76 worth of relief
assistance in terms of food and non-food items, medicines and financial assistance to
the affected population out of the combined resources from the NDRRMC, DSWD,
LGUs and DOH.

• DSWD NROC relief items were transported thru Philippine Air Force C-130 Aircraft,
Philippine Navy and Philippine Coast Guard Vessels
• The Russian Government thru DSWD donated the following goods, 450 boxes of
canned meat, 150boxes of canned goods and 100 sacks of sugar
• GMA Kapuso Foundation, Inc. distributed relief supplies to 500 affected families of
Brgy Hinakpan, Guihulngan Negros Oriental
• Bacolod Chamber Volunteer Fire Brigade, Sagip Kapamilya ABS-CBN Cebu and TAU
GAMMA Bacolod Chapter conducted relief operations
• AIR URSUNCO, OPERATION BLESSING, and PHAP CARES extended relief
supplies to victims in Guihulngan, La Libertad and Tayasan
• AFP-CENTOM handed over PHP 2M worth of food and non-food items to the
respective chairpersons of Guihulngan, La Libertad, Jimalalud and Tayasan
• UN-WFP donated 20 metric tons of High Energy biscuits to Ayungon, Jimalalud,
Guihulngan, Tayasan and La Libertad victims
• ABS-CBN Regional Network Corporation donated goods to Brgys Magsaysay,
Mckinley, Poblacion, Baludo, Martilo, Pisok, Malusay, Calamba and Balogo, all of
Guihulngan City and etc.
