Dong Nai is located in the Southern Key Economic Region (SKER), and connects to 3 regions of Southeast, the South Central and the Central Highlands of Vietnam, 30 km away from Ho Chi

Minh City (HCMC). Dong Nai is one of three acute angles of the development triangle of HCMC

– Binh Duong – Dong Nai.

Dong Nai is in the South East of Vietnam and the Southern Key Economic Zone, bordering

Lam Dong Province to the northeast, two provinces of Binh Duong and Binh Phuoc to the northwest, Ba Ria – Vung Tau Province to the south, HCMC to the west. The natural area is

5,894 km

2

(accounting for 1.76% of total area of Vietnam, and about 25% of the South Eastern region).

Dong Nai has many advantages to develop its economy and society.

- Firstly, the province has convenient transportation systems crossed by many National Road

(NR) nos. 1A, 20, 51, south – north railway, many inter-province roads, and river ports of

Long Binh Tan, Go Dau, Phu My, that are near Sai Gon Port and Tan Son Nhat International

Airport, which makes it easy to develop regional economy as well as to trade with countries all over the world.

- Secondly, there is an ideal ground with well compressed texture, providing convenient conditions to build industrial parks.

- Thirdly, there is an abundant water resource, which supplies water not only to Dong Nai but also to HCMC and Binh Duong Province.

- Fourthly, there is an abundant electric resource supplied from hydro-electricity plants of Tri

An, Phu My, which assures the economy development needs. Apart from the national electricity network, Dong Nai also has Amata Power joint – venture company that supplies its electricity to the Amata industrial park and neighboring industrial ones.

Besides, Dong Nai has various and abundant natural resources and mineral products such as gold, tin, zinc and mines of rock, mud coal, clay and sand, forest and water resources, etc. which are convenient to develop industries of manufacturing construction materials, pottery, and handicrafts. Dong Nai has many advantages for investment due to geographical location in the key economic zone, where there are few storm and flood.

The Master Plan for Long Thanh International Airport was approved by Prime Minister Phan

Van Khai in 2005. It is situated on an area of about 25,000 ha, covering 6 communes (Long An,

Binh Son, Cam Duong, Suoi Trau, Bau Can, Long Phuoc), Long Thanh District, about 40 km northeast of HCMC. The airport is near Long Thanh Townlet, along NR nos 51, 40 km to the northeast of HCMC, 70 km to the northwest of Vung Tau City, and 43 km from Tan Son Nhat

Airport.

Upon projected completion in 2020, it will handle international flights in place of Tan Son

Nhat Airport, serving over 100 million passengers annually when built to the maximum designed capacity. The latter will serve the domestic market after the completion of Long Thanh

International Airport. The new airport will be accessible by enlarged NR no. 51 of 8 traffic lanes,

HCMC–Long Thanh Highway (under construction), Bien Hoa–Vung Tau Expressway, Long

An–Long Thanh Expressway, HCMC–Long Thanh high-speed railway, HCMC–Nha Trang high-speed railway, Beltway no. 3, and Beltway no. 4.

The new airport will have four runways (4,000 m x 60 m), four terminals and concourses.

The cargo terminal will be able to handle up to 5 million metric tons of cargo per year. The total cost of construction is estimated around 10 billion US$, making it one of the world's most expensive single projects, which will be invested from the government's investment budget, private and foreign funds. The Southern Airports Corporation (a company under the Ministry of

Transportation of Viet Nam) is in charge of development of this project. As planned, the construction progress will be divided into 3 phases.

- Phase 1 (2015–2020)

Construction of the airport will be started in 2015 with a budget of 6.74 billion US$. The first phase is scheduled to be finished in 2020 with a capacity of 25 million passengers and 1.2 million tons of cargo per year. Two runways will be constructed in this phase. Once the phase 1 is completed, the airport will handle most of the international flights in the metropolitan area, while Tan Son Nhat International will serve some international flights and all domestic flights.

- Phase 2 (2020–2030)

Another runway will be added. The airport will be able to serve 50 million passengers per year along with 1.5 million tons of cargos.

- Phase 3 (after 2030)

The airport will have up to four runways and four terminals serving 100 million passengers and 5 million tons of cargo annually.

However, some professors, doctors and former aviation officials have proposed that the planned Long Thanh International Airport should not be built, since the project is costly and unnecessary. Associate Prof. Dr Nguyen Thien Tong, former chairman of the aviation engineering department of the HCMC University of Technology, said that people should think of building the Long Thanh airport in 40 or 50 years, not now. Moreover, it would be a mistake to build a new airport and turn Tan Son Nhat Airport into a domestic terminal, since the location of the new airport would be inconvenient for transit passengers as well as transit goods.

Besides the project for a new airport, the Airports Corporation of Vietnam, the project’s investor, has asked the Japan Airport Consultants Inc. to prepare two other projects for consideration and selection. One of them involves expanding Tan Son Nhat, and the other details the upgrading of Bien Hoa Military Airport in Dong Nai Province. Instead of investing 10 billion

US$ in the new project on 25,000 ha, only 1 billion US$ is needed to upgrade Tan Son Nhat to meet the increasing demand for air travel.

Dong Nai is one of Vietnam's most populous provinces with a population of 2,665,100 in

2019, ranking no 5 of 63 provinces and cities of Vietnam. Its population has been growing rapidly in recent years, mainly driven by migrant workers from northern and southern provinces coming to the province to work to work at industrial parks. Population growth was 1.95% in

2005, between 2.5% from 2008 to 2018 and 3.5% in 2019. Net migration contributed 2.2% to this mentioned growth rate. Dong Nai is second after Binh Duong in both population growth and net migration.

2 Topography and climate

Dong Nai Province has a topography of plain and flat terrain with scattered mountains and a gradual decline toward the south: 82,09% of the terrain with a slope < 8 o

, 9.2% with a slope <

. Alluvial soils, clay soils and sandy soils have a flat topography; many hollow places are flooded all year round.

There are three distinguished topographical forms:

+ Topography of a plain with two main forms

(i) River platforms are 5-10 m high, even only 2-5 m high along rivers and forming narrow strips the width of which varies from about 20 m to some km;

(ii) Hollow topography on sea marshy sediments: the height of which varies from to 0.3-2 m; several places are permanently flooded by tides, other places are criss-crossed by rivers and covered by flooded salted forests.

+ Undulating topography: Its height is 20-200 meters, consisting of basaltic hills. The soil is red, yellow or grey.

+ Relief of low mountains: It consists of scattered remaining mountains which are the southeast part of the Truong Son chain with a height of 200 to 800 m. This relief is mainly distributed in the modern part of the province, on the border between Tan Phu District and Lam Dong

Province, in Dinh Quan and Xuan Loc Districts with some remaining mountains. All these

mountains are some 20 – 200 m high with open-cast base rocks consisting mainly of granite and clayey rocky schist.

Climate

Dong Nai lies in the monsoon tropical zone and is affected by the north-east and south-west monsoon. It is also put under the influence of Pacific Ocean tropic atmosphere between April and October. There are two distinct seasons: the rainy season lasts from March or April to

November and the dry season from December to March or April of the following year. Average temperature goes between 23.9 – 29 o

C, much lower than standard level of the tropical regions

(26-30 o

C). Its rainfall is quite high with 1,500 mm – 2,700 mm.

On average, the weather is sunny for 4-9.5 hours a day and does not exceed 11.5 hours per day, even on the hottest and sunniest days. Total rainy days within a year are between 120 - 170 days (standard level of tropical region is 150 - 160 days) with total rainfall of some 1,500 - 2,750 mm. The average humidity is around 80 - 82% and humidity in the dry season is 10 - 12% lower than that of the rainy season. The humidity is inconsiderably different among the areas. Dong

Nai Province's weather with regular sunshine, rain and high humidity equally found in the localities facilitates agricultural production and development of industry and cultural and tourism activities.

Dong Nai is the province which possesses the largest area of agricultural land in the eastern region of South Viet Nam. There are 5 main groups of soils classified by FAO/UNESCO.

Cultivation land is mostly composed of basalt soil suitable for development of for industrial plants and fruit trees.

Water resources

Dong Nai has a relatively abundant surface water with average density of 0,5 – 1,2 km of river/km

, but unevenly distributed. Most of rivers and springs are concentrated in the northern region and along the Dong Nai River in the south-western region. There are 2 main rivers, i.e.

Dong Nai, 220 km and La Nga, 70 km, providing water for utilization and waterways. Other large rivers are La Buong, Thi Vai, Ray, and Dinh. Total water volume is 25.8 billion m

3 a year, varying from 85-90% to 10-15% in the respectively rainy and dry season. The underground water for industrial purpose is not abundant, concentrating in the south of Long Thanh district and the north of Bien Hoa City. There are 5 sites having mineral water, including Suoi Nho where the reserve may reach 10,000m

3

/day.

- Dong Nai River: The part from the Dong Nai – Lam Dong border to the mouth of Song Be

River (in Tan Uyen) flows in the south – eastern direction. The basin of the middle part, which is 100 – 300 km, from Ta Lai to Tri An, has many falls. Past Tri An, the river flows quietly, becomes wider and deeper. The longest tributaries of the Dong Nai River are the La

Nga River and the Song Be River.

- La Nga River: The part of La Nga River in Dong Nai is 55 km long, having many bends and falls. This part of La Nga River is narrow, receiving many tributaries, such as Gia Huynh and

Tam Bung springs. Gia Huynh springs has a basin of 135 km the dry season and 47.41/s.km

(at the Dong Nai – Binh Thuan border). Tam Bung spring has a basin of 155 km

, has its source in the northern region of Xuan Loc plateau, having a flow module of 101/s.km

2 in the rainy season. La Nga River discharges into Tri An Lake a quantity of about 4.5 x 109 m

- La Buong River: Rising in the western part of Xuan Loc plateau and flowing in the western direction, its basin slope is 0.0035. The river has a high water volume compared with other smaller rivers in the region, with about 0.23 x 109 m

/year; its flow module is 27.61/s.km

- Song Ray River: The river basin occupies nearly 1/3 of the southern part of Dong Nai

Province. It has its origin in the south – eastern part of Xuan Loc plateau and flows directly into the sea in the southern direction. Its basin slope is fairly high (0.004). So, if there are not dams to hold water, the river water will flow into the sea rapidly, and it is often dry in the dry season. The total water volume is fairly high: 0.634x 109 m

3

/year, 79% of which is provided by the rainy season. Song Ray, if utilized rationally, can solve the drought problem for the south – eastern part of the province.

+ Song Xoai and Thi Vai rivers are located in the south – western part of the province, having their sources on Xuan Loc plateau and flowing directly into the sea.

- Thi Vai River, in its upstream part, has many small and step springs; its downstream part is wider and contains salted water (from south of NR no. 51 to Vung Tau).

- Song Xoai has 2 main branches: Chau Pha and Suoi Dun and other short and narrows springs. The basin area is 184 km

2

, the average quantity of water is 0.1015x 109 m

3

/year, and the flow module is 17.51s.km

2

/year. Song Xoai plays an important role in agricultural

production of Chau Thanh district and fresh water supply to Vung Tau. The Song Xoai downstream part contains salted water, which is as salted as sea water.

+ Underground water: the reserve of static water is about 793,379 m

3

/day, of which the capacity reserve is 789,689 m

3

/day and the elastic reserve is 3,691 m

3

/day. The reserve of dynamic water is about 4,714,847 m

3

/day which is the whole surface current in the dry season and the lower limit of the underground water reserve. So, the total underground water reserve of Dong Nai Province is about 5,505,226 m

3

/day. Although the above reserve is rich, its distribution is uneven; there is no water in the dry season, when water needs are very high.

So, the exploitation of underground water must follow a rational exploitation planning.

3.3

Mineral resources

+ Metalliferous mineral group: There are 19 mines and 2 ore sites, comprising 2 laterite bauxite mines, 17 gold mines and ore sites, some sites having signs of mineralized lead – zinc, gold – silver, and caciterit ore of low content.

- Gold: 17 mines of good ores and mineralized gold have been discovered, mainly in the northern part of the province. Two mines in Hieu Liem and Vinh An are rich in potentialities.

Other points, where the reserve of gold ores has not been assessed fully, are located at Suoi

Ty, Suoi Nho, Tam Bung, Sa Mach spring, Vinh An, La Nga and Hieu Liem forestry State farms.

- Aluminum (Bauxite): Two mines of bauxite have been discovered at Datapok (Ma Da

Forestry State Farm) and La Nga State Forestry Farm, with an area of 1,120 ha, but 2/3 of it are located in prohibited zone (Nam Cat Tien forest). Its reserve is about 450 million m

3

.

- Tin: It is present in scattered edges of mineral layers. These edges are large, but poor in tin, insignificant for survey, concentrated on Chua Chan Mount. At Suoi Ret, Suoi Sao and in

Gia Ray River.

- Lead and zinc in rich ores: discovered on Chua Chan Mount.

+ Non – metal minerals: Non-metalliferous mineral group: kaolin, natural colour powder, limestone, quartz, construction materials such as stone, sand, clay, puzzolan.

- Kaolin:10 mines have been discovered, mainly small mines and points of ores, concentrated mainly at Phuoc Thien, Hang Nai, Phuoc Tho, Tam Hoa, Tan Phong, Binh Y, Thanh Phu.

- Coloured clay: At present, nine points of ores have been discovered at Long Binh Tan, Xuan

Khanh and Xuan Loc.

- Quartz layers: scattered in many places, only 01 point has been discovered at Xuan

Tam (Xuan Loc District).

- Stones for construction and tiling: 24 quarries in exploitation, concentrated in Bien Hoa,

Thong Nhat, Trang Bom, Long Thanh, Vinh Cuu, Dinh Quan, Nhon Trach, Xuan Loc.

- Sand for construction: mainly in the Dong Nai River, from Tan Uyen bifurcation to Mui Den

Do bifurcation, the reserve of which has been surveyed and assessed. In addition, there is sand in small rivers and springs in Dinh Quan, Tan Phu, especially in Tri An Lake bed.

- Sand for land filling: At Phuoc An (Dong Mau Rua, Go Sim, etc.) the Nha Be River, Dong

Tranh.

- Clay for making bricks and tiles: fairly abundant, distributed mainly at Thien Tan, Thanh Phu

(Vinh Cuu District), Long An, Long Phuoc (Long Thanh District).

- Keramzite: Distributed at Dai An and Tri An with a reserve of about 8 million tons.

- Puzolan: Very abundant, concentrated in Dinh Quan, Dong Thanh and some of it at Cay Gao,

Gia Kiem (Thong Nhat District) and Vinh Tan (Vinh Cuu District ).

- Laterite: Fairly abundant, concentrated in Vinh Cuu, Bien Hoa, Long Thanh, Nhon Trach.

+ Precious and semi – precious stones

- Zircon: in Gia Kiem, Nui La, and Tan Phong.

- Sapphire: La Nga Bridge, southern part of Tan Phong, Gia Kiem.

- Pyrop – zircon:

- Opal – chalcedony: Chua Chan Mountain.

- Tecfic: Northern part of Ta Lai.

+ Mineral water, hot water and underground water

- Mineral water and hot water: in Phu Loc and Kay.

- Mineral water with Maggie – bicarbonate: in Suoi Nho.

- Super – tasteless mineral water: in Tan Phuoc and Nhon Trach.

- Ferrous mineral water: in southern part of Thanh Tuy Ha.

- Salted water with natrium chloride: in southern part of Thanh Tuy Ha.

- Underground water: in Bien Hoa, Long Thanh, Nhon Trach, villages of Dong Nai and La

Nga rivers.

Forestry resources

Dong Nai abounds in forest with 153,586 ha, accounting for 30% of the provincial area. It has a diversified ecology with 614 species of plants and 250 species of animal. This a favorable condition for development of ecological environment, tourism, and exploitation of forest products.

Forests have basic characteristics of tropical forests with a varied fauna and flora, as represented by Nam Cat Tien National Park, a natural reserve region rich in rare and precious animal and vegetal species with the implementation of the present program for forest cultivation

(including the cultivation of perennial industrial trees). In 1976 forests covered 47.8% of the provincial natural area, decreasing to 21.05% in 1981.

There are many handicraft villages (Tan Van pottery village, skillful stone carving of Hoa group). Dong Nai's pottery has well-known for its beauty. The province owns immense coffee, rubber farms and Nam Cat Tien National Park. Tourists can enjoy ecological tours in forests and orchards in My Quoi, Thanh Hoi, Tan Trieu, Pho, Ong islets. The province is proud of many interesting sites such as Dong Nai River, Long An Lake, Suoi Tre Culture Site, Tri An Waterfall,

Sac forests.

Human resources

Dong Nai has a young population pyramid with 65.45% of total population in the working age (about 1.63 million laborers). The workforce has a relatively good education level and been experienced with industrial lifestyle. The trained labour force accounts for 53% of total workforce.

Dong Nai has 53 vocational centers teaching 51.200 persons in the following occupations: electric engineering, mechanics, construction, transport, information technology, culture and arts, medicine, agriculture and processing of agricultural products, safeguard and protection, machine installation. In 2004, Dong Nai provided employment to 78,200 labours and sent 233 persons to foreign countries for employment and vocational training, reducing the urban unemployment radio to 3.4% and the rural employment ratio to 83%. In the same year, the province organized vocational training 51,200 trainees, increasing the trained labour rate to 30%. In the context of rapid development of industry and service sectors, Dong Nai attracted many emigrant labours from the other provinces: 12,000 labours in 1990 increased to 65,000 in 2000.

Dong Nai Province has an advanced traffic system with many backbone national roads, such as: National Road (NR) nos 1A, 20, 51, North–South railway lines; Located adjacent to the

Saigon Port and Tan Son Nhat International Airport, Saigon port cluster in HCMC and Cai Mep

– Thi Vai port cluster in Ba Ria – Vung Tau Province. Such site offers many advantages to economic activities in the area. Its location is very important for the development of the Southern economic main hub and a junction of the South Eastern and the Central Highlands.

The provincial road network has a total length of 6,202.7 km, comprising 1,592.3 km of bituminuous concrete, bituminous surface treatment and 80.5 km of concrete. The average road density stands at 0.6 km/km

2 but that of bitumionuos concrete and concrete is still low, only 0.16 km/km

2

, accounting for only 26.7% of the total road length. Consequently, the road network cannot meet standards for industrialization and modernization.

The road network comprises 5 NRs crossing the province with a total length of 244.5 km

(NR nos. 1, 20, 51, 56, and 1K), 369.1 km of provincial roads connecting with NRs, 13.7 km of district and city roads, 3,835.7 km of commune- and ward-level road. Moreover, the road network there are 390.2 km of road for specialized purposes of under the direct management of economic units in Dong Nai Province.

The bus terminal and ground facilities currently include 8 bus terminals, 3 of which are the central stations operating in Bien Hoa City and 5 others at districts of Tan Phu, Long Khanh,

Xuan Loc, and Vinh Cuu. There are 6 bus stations inclusing 2 in Bien Hoa City and other 4 in districts of Xuan Loc, Cam My, and Vinh Cuu.

The North – South Railway runs through Dong Nai with a total length of 87.5 km and 8 platforms at Bien Hoa, Ho Nai, Trang Bom, Dau Giay, Long Khanh, Bao Chanh, Gia Ray, and

Trang Tao. The railway still plays an important role in the passenger and freight transport. Bien

Hoa platform is the major terminal, equipped with “semi-automated train operation system”.

+ Waterways

Dong Nai s a landlocked province. The inland waterway includes more than 532 km, of which 205 km are navigable water. The commercially important waterways comprise 8 rivers of

Dong Nai, Thi Vai, Dong Tranh, Cai, Nha Be, Long Tau, Go Gia, and La Nga, of which the former, 162 km in length, is the most critical waterway for cargo transport in Dong Nai Province and from here to HCMC, 2 provinces of Ba Ria – Vung Tau and Binh Duong. Other lines belonging to the Dong Nai River are the Nha Be River, 8.5 km in length, and the Long Tau

River, 9 km in length, have passages for ocenn liners to acccess ports of Sai Gon, Cat Lai in

HCMC and Phu Huu, Ong Keo in Dong Nai Province. The Thi Vai River has passage for ocean liners to access port areas of Go Dau and Phuoc An.

Sea ports: Total loading-unloading capacity of the provincial ports is about 3.5 million tons/year.

- Dong Nai Port Complex in the Dong Nai River is able to accommodate 2,000 DWT vessels.

Total cargo volume reaches 600,000 tons a year. Moreover, 2 specialized ports in the complex, SCT Gas and VT Gas, can handle under 1,000-ton contaner vessels.

- Go Dau Port Complex in the Thi Vai River comprises Zone A (specially designed for Go Dai

Industrial Park), with ability to accommodate 2,000-DWT freight vessels and Zone B with 2 docks handling 12,000-DWT vessels. Morever, there are other specialized ports of VEDAN

(Phuoc Thai) which can accommodate 10,000-DWT bulk cargo ships and 12,000-DWT liquid cargo ships.

In addition, Dong Nai possesses a system of small-scale river ports. Its cargo handling is about 142,000 – 205,000 tons a year, comprising the following main units:

- Wharfs specializing for enterprises and container cargo: COGIDO, Tin Nghia, Co Co in An

Bianh Ward, Bien Hoa City, to receice barges of 500 – 1,000 tons; Ajinomoto in the Dong

Nai River; and 6 river ports for container cargo which can handle barges of 500 – 3,000 tons.

- Wharfs for construction materials: about 50 units in the rivers of Buong, Dong Nai, and areas of Hoa An, Long Thanh, Vinh Cuu, Dai An, Thien Tan, handling barges of 500 - 1000 tons.

Government will build Long Thanh Airport to receive about 100 million passengers a year.

6 Economy

The Dong Nai economy is one of key pillars of the southern key economic region. The province has a population of about 2.6 million, a workforce of 800,000 and about 1,400 foreign businesses. Dong Nai’s urban area Bien Hoa City is the main driving force of the province with a high population density of 3,115 in 2019, ranking the third only to Ho Chi Minh City and Ha

Noi. The provincial economy is gearing into a right direction with greater percentages of industry and services and lower proportion of agriculture. Industry accounted for 57.2 % of the provincial economy and that of services was 34.1 % and of agriculture 8.7 % in 2018 while in

2013 the sector compositions were 56.9%, 36.8%, and 6.3% respectively.

Despite its strong focus on industrial development, Dong Nai still has a substantial agricultural sector. Agricultural land accounts for 47% of the province's area as of 2019, a total of 277,600 ha. This is lower than in other provinces in the Southeast region, except for HCMC.

Cereals were grown on 118,600 ha in 2019, an area that has been decreasing gradually in recent years, from 139,300 ha in 2005. Output of rice has remained stable and was at 335,200 tons in

2019. The province also produced 305,300 tons of maize, making it the largest producer of maize outside the country's mountainous regions and contributing 6.3% to the national maize output.

Dong Nai also produced 619,700 tons of sugar cane (3.5% of the national output), sweet potatoes and cassava.

Dong Nai is the largest livestock producer among Vietnam's provinces and plans to further invest in the sector. The government reserved 15,000 ha for livestock farming in 2019, mostly for poultry and pigs. Despite not being located along the coast, Dong Nai produced 41,600 tons of fishery products in 2019. Over 90% of this was produced in 33,500ha of aquaculture farms.

This makes Dong Nai the largest aquaculture producer outside the Mekong Delta.

Dong Nai exports mainly agricultural products, such as preliminary processing rubber, coffee, peanut, cashew nut, corn, processed food, shoes, garments, mechanic products, and products made from wood. The province imports fertilizers, cement, construction steel, spare parts and equipments, raw materials for production. Total export and import turnovers of Dong

Nai in 2018 are respectively 7 billion US$ and 7.9 billion US$.

The import turnover in the first 10 months of 2013 is 8.99 billion US$, increasing 8% year on year. The annual growth of export turnover is about 17.2%. The commodities are exported to 60 countries, including USA, Japan, and China.

Dong Nai is one of Vietnam's main manufacturing centers. It has attracted 9.1% of the foreign direct investment (FDI) into Vietnam by 2019, an accumulated 18.2 billion US$, the fourth largest after HCMC, Ba Ria – Vung Tau Province, and Ha Noi. Industrial gross output in

2019 was 314 trillion VND, 10.6% of the national value. It has received a broad range of FDI projects, including a Bosch auto component plant, a Toshiba motor plant, a PepsiCo beverage factory, a Posco steel plant, and a Nestlé coffee factory.

One of most notable achievements of the province’s FDI attraction was the growing presence of hi-tech and friendly environmental projects with greater percentage of service sector, supporting industries and high technology while labour intensive projects were cut down in number. 56% of the registered capital 1.64 billion US$ in 2013 came from high technology and ancillary industry projects which indicated the province’s priorities in luring FDI.

7 Industrial park (IP)

The distance from Dong Nai to HCMC is about 30 km. The geography advantage and suitable natural conditions and infrastructure help facilitate the province’s IP development. It is the first province in Vietnam that was permitted for IP building. Until September 2019, Dong

Nai ranks the first in terms of IP quantity with 31 IPs covering a total area of 9,838.31 ha.

Leasable area and average covering rate are 5,836 ha and 70.1% respectively. IPs strech along

NR no. 1 and NR no. 51 which are arterial roads suitable for water and power supply, communications, transport, and human resources.

Dong Nai IPs attract investors from 36 countries and territories worldwide. Of them, Taiwan took the lead with 251 projects valued at 3.282 billion US$. It was followed by South Korea with

197 projects valued at 2.627 billion US$, Japan with 132 projects worth over 2.73 billion US$,

Singapore with 29 projects worth 844.7 million US$ and Thailand with 25 projects worth 677 million US$. Noticeable business includes Fujitsu, Olympus and Toshiba from Japan, Formosa and Vedan from Taiwan and C.P. from Thailand. Total labor force in IPs is 414,749 people, including 5,307 foreigners. Companies engaging in infrastructure have invested more than

45,334 billion VND and 102 million US$ for infrastructure development.

The Government has approved for Dong Nai to build a 500-ha hi-tech park in Long Thanh

District, a 2,186-ha industry and agriculture complex in two districts of Xuan Loc and Thong

Nhat, a 209-ha hi-tech biology area in Cam My Districts.

Concerning industrial cluster (IC), there are 43 ICs under planning in Dong Nai by the end of 2020, with a total area of 2,143, including 2 which have been completed in construction, 6 under construction, and others are in the process of ground clearance and invesment formality preparation.
