Country:Ethiopia
Committee:African Union
Agenda:Refugee Migration in Sub Saharan Region
Refugee crisis can refer to movements of large groups of displaced people, who could be
either internally displaced persons, forced displaced people, refugees or other migrants. It can
also refer to incidents in the country of origin or departure, to large problems whilst on the move
or even after arrival in a safe country that involve large groups of displaced persons, asylum
seekers or refugeesSub-Saharan Africa hosts more than 26 per cent of the world’s refugee
population.Over 24.2 million people in this region are of concern to UNHCR.They are all
victim of human rights violation.African Union has worked relentlessly to ensure firm unity
among all African countries and to solve the refugee migration crisis.Ethiopia being a member of
AU is working hard to solve this problem. With more than 900,000 refugees and asylum
seekers,Ethiopia is home to second largest refugee population in Africa. The majority of refugees in
Ethiopia come from 3 countries:South Sudan,Somalia and Eritrea.However,the Ethiopian
government being aware of this horrible situation has taken some plans and steps to solve this
crisis. The plans taken by them is given below:
1) 2004, a national Refugee Proclamation was enacted based on the international and
regional refugee conventions to which Ethiopia is a party
2) launched the Comprehensive Refugee Response Framework (CRRF) in Ethiopia in
2017
3) provided work permits to refugees
4) increased enrollment in primary, secondary education.
5) Brought planned amendment to the 2004 refugee proclamation.
6) the government implements an out of camp policy (OCP)
7) BIOMETRIC INFORMATION MANAGEMENT-2017
8) Safe and Secure Approaches in Field Environments (SSAFE) –to ensure securityof
refugees.
9) Cash based interventions
Ethiopia hosts nearly 740,000 refugees, mostly from Somalia, Eritrea, Sudan and South Sudan, the
largest refugee population in a single African country. The country maintains an open-door policy that
welcomes refugees and allows humanitarian access and protection.
Ethiopia is planning to bring up more feasible solutions. The solutions Ethiopian Govt. is planning to
do now are:
1) Expanding access to solutions including resettlement opportunities, voluntary repatriation
when feasible, legal migration pathways as well as local integration.
2) Preserving and enhancing the protection environment and living conditions of refugees
including access to basic services, and promotion of peaceful coexistence with local
communities
3) Planning to gain more funds for refugee management.
4) Contributing to the development of a strong linkage with local/national development
related interventions
5) Strengthening access to inter alia education, WASH, health and nutrition, livelihoods,
participation in maket systems, energy, and to sanitary items
