SCOPE:
The General Learning Outcome (GLO): Upon completion of this assessment, the students will be able
to demonstrate proficiency using Army Learning Areas (ALA) and GLO's to successfully plan a
tactical radio communications network with assigned tactical radio systems using Systems Planning
Engineering & Evaluation Device (SPEED) software planning tool. Capable of successfully providing
tactical radio communications network coverage using Point-to-Point Terrain Analysis, achieving a
Green Line status indicated an acceptable predicted transmission in both directions for all assigned
platform meeting all mission/unit scenario requirements.

NOTE: Before presenting this lesson, instructors must thoroughly prepare by studying this
lesson and identified reference material.
Before examination:
• Read and study the Criteria Test Instructions (CTI), be ready to conduct the written
examination.
During examination:
• Conduct the class in accordance with the Criteria Test Instructions (CTI).
• Monitor students.
• Announce when 30 minutes has elapsed for the examination.
• Announce when 10 minutes and 5 minutes remain to complete the examination.
After examination:
• Collect all recoverable materials after the examination.
The General Learning Outcome (GLO): Upon completion of this assessment, the students will

communications network with assigned tactical radio systems using Systems Planning
Engineering & Evaluation Device(SPEED) software planning tool. Capable of successfully
providing tactical radio communications network coverage using Point-to-Point Terrain Analysis,
achieving a Green Line status indicated an acceptable predicted transmission in both directions
for all assigned platform meeting all mission/unit scenario requirements.
LSA 1 is the Criteria Test Instructions. The Method of Instruction (MOI) is Test. The LSA
outcome to be accomplished is for the student to (1) completely fill out all require forms and
understand all test instructions, (2) plan a tactical radio communications network with assigned
tactical radio systems using Systems Planning Engineering & Evaluation Device (SPEED)
software planning tool. Capable of successfully providing tactical radio communications network
coverage using Point-to-Point Terrain Analysis, achieving a Green Line status indicated an
acceptable predicted transmission in both directions for all assigned platform meeting all
mission/unit scenario requirements. You will be allotted 150 minutes to complete the
examination.
LSA 2 is the Test Review. The Method of Instruction (MOI) is Test Review. The LSA outcome
to be accomplished is to conduct an individual review with each student informing them on the
question(s) the student missed by providing them the learning step activity in the lesson plan
where they can find the correct answer.

Once the students has a full understanding:
This exam will serve as the Course CAPSTONE assessing the 25C30 NCOs, ability
to successfully providing tactical radio communications network coverage using Point-to-Point
Terrain Analysis. The Develop (ELM) portion is performed immediately following the
evaluations. This is accomplished through immediate feedback from the facilitator about the
student's performance during the assessment. This is also accomplished during the Summary
of the exam when the students will have the opportunity to discuss how they can use
information from the lesson in the future.

hold an accountability formation and report his findings to Primary Instructor.

PART I: Evaluation Criteria
1. Test Item.

SAFETY CONSIDERATIONS: The students will be reminded of the Army Safety

2. Criteria action element within the test group.

(1) Use of 113-25C3TCP1 -Written/Hands-on-(A) or (B).
(2) Record answers on Student Answer Score Sheet.
(3) Use of Student Handout and Reference Material are authorized.
(4) You can only use scratch paper and a non-programmable calculator when taking
the exam.
PART II: Directions to Administrator.
1. Objective of the test. This is the written/hands-on performance examination to
measure the student’s ability to navigate and plan a tactical communications operation
using the SPEED software. Students will have 150 minutes to complete the exam and
must achieving a Green Line status indicated an acceptable predicted transmission in
both directions for all assigned platform meeting all mission/unit scenario
requirements.
NOTE: There are no electronic devices allowed in the classroom during testing.
Ensure all cell phones, pagers, palm pilots, blackberries, thumb drive, etc. are not
brought into the classroom during the test period.
2. Prior to test period.(Exam.) Ensure each student is provided with the following:
a. Verify there are no electronic devices in the test area.
b. Assign students to test positions.
c. Ensure all required Test Materials and/or Equipment are available at each position.
d. Have students fill out DA Form 5160, Test Administration Statement.
e. Provide each student with an answer sheet.
f. Have the students fill out the personal information portion of the answer sheet.
g. Pass out one examination booklet per student
(Do not allow students to open examination booklets at this time.)
3. During the test period:
Prepare students for testing: Tell student to Turn Off all cell phone, pagers, palm pilots,

blackberries, and other electronic devices. The devices will be OFF before, during, and
after testing period and during test review.
a. Read verbatim PART III of this CTI to all students being tested.
b. Clarify students questions concerning test directions.
c. Keep students who have not been tested separate from those who have been
tested.
d. Start and stop examination at the time designated on the board.
e. Move around the room to monitor student’s progress.
f. Do not aid students during the examination, except to correct administrative
problems.
g. Give the students incremental notifications of the amount of time remaining, i.e. 30
minutes, 15 minutes, 5 minutes.
h. In the event of an administrative error, or the occurrence of a problem, make the
necessary adjustment in the start/stop time.
4. After the examination period.
a. Collect student answer sheets and examination booklets, verify header information
on answer sheet is accurate and that examination booklets are complete and contain
no markings.
b. Take examination booklets and answer sheets to TCO for scoring.
c. Summarize student’s mastery of the skills and knowledge required to perform the
learning objectives to standard.
d. Conduct an AAR.
e. Record student scores on Student Absentee and Grade Record FG Form 6548
using the Student Score Sheet.
f. Schedule required retraining and resting as needed.
PART III: Directions to Students(READ VERBATIM)
NOTE: There are no electronic devices allowed in the classroom during testing.Ensure

the classroom during the test period.
1. You will now be administered a written/hands-on performance-based examination.
a. This Tactical Communications Planning Examination will measure your skill and
knowledge of planning tactical radio communications network coverage using Point-toPoint Terrain Analysis.
b. You must successfully achieving a Green Line status indicated an acceptable
predicted transmission in both directions for all assigned platforms meeting all
mission/unit scenario requirements. You will be allotted 150 minutes to complete the
examination.
c. You will be allowed to use your personal notes or references during the examination.
2. Procedures.
a. You will be allotted 150 minutes to complete the examination.
b. You will notify the test administrator when you complete the examination.
c. The test administrator will announce the start and stop times for the test and post
them on the board.
d. There will be no talking except to ask the test administrator a question during the
examination.
e. You are warned against having any personal electronic devices in the test area and
giving or receiving any unauthorized assistance. You will be subject to disciplinary
action for all violations IAW Article 134, UCMJ and may include dismissal from the
course.
f. The examination and its contents are "FOR OFFICIAL USE ONLY" and are not to
be discussed with unauthorized persons.
g. DO YOU HAVE ANY QUESTIONS PERTAINING TO EXAMINATION
PROCEDURES?
h. At this time, start your SPEED Program.
i. You are to read each scenario and perform the tasks as outlined. Remember to
periodically save you work

j. Before completion of the exam, you must ensure all of your work is saved and is
ready to be graded by the instructor.
k. Are there any questions?
l. Note to Instructor: Start all students at the same time and post START / STOP
times on the board.

3. Test Administration Statement. Students must complete DA Form 5160, Test
Administration Statement.
a. You may begin the test (TIME BEGINS).
b. Announce “START” all students at the same time.
c. Announce “STOP” when time as expired for the class.
PART IV: Directions for TCO (Hardcopy Test Only)
1. Scoring is based on GO or NO-GO.
2. The student must successfully achieving a Green Line status indicated an
acceptable predicted transmission in both directions for all assigned platforms meeting
all mission/unit scenario requirements, as outlined in the Performance Hands-on
scenarios.
3. TCO will ensure that the header information on the examination matrix (scattergram)
is filled in with the class number, exam slug number (place in Module block), version,
and date.
4. The SGL will assist TCO in filling out the examination matrix and Student Score
Sheet.
5. Provide Student Score Sheet to the SGL and place examination matrix in Course
folders in TCO.
PART V. Exam Answer Keys are maintained in TCO.
