Selection procedure for the organiser for the Champions Trophy
of the Ligue Nationale de Handball
2016 and subsequent editions
1- PRESENTATION OF THE LIGUE NATIONALE DE HANDBALL (LNH - National Handball League)
The LNH in charge is in charge of the organisation, management and regulation of the competitions and marketing
of the French professional handball events that it organises.
Home to 12 of the last French world champions and many foreign internationals, the LNH includes more than
200 players and 14 professional clubs. These clubs compete during attractive competitions with “new
generation” arenas, with an attendance rate of more than 85%, and their fans are active and connected.
With more than 500,000 licensees in France and nearly 15 million fans (source: Uniteam Sport study – January
2015), the LNH Competitions provide an excellent communication medium.
2- PRESENTATION OF THE CHAMPIONS CUP
In addition to the Men’s D1 Championship and the final phases of the League Cup, the Champions Trophy is one of
the highlights of each handball season.
At the start of the sports season, and before the start of the French Championship, the Champions Trophy pits the 4
best French teams against one another. Since September 2010, this event has been held each year between 20
August and 10 September.
The 4 teams participating in the Champions Trophy include the world’s best players. The teams include:




The winner of the D1 Championship;
The runner-up in the D1 Championship;
The winner of the League Cup;
The winner of the French Cup.
The competition formula is the following:

1st day: Semi-finals
2nd day: Match for 3rd place, and finals of the Champions Trophy between the two finishers in the semifinals
3- SUBJECT OF THE INVITATION TO TENDER
As part of its desire to produce a high quality competition that combines sports, events and a grand spectacle, the
LNH is consulting with candidates for this event’s organisation for the editions of the Champions Trophy after the
September 2015 edition organised in Tunisia.
Potential candidates have the choice of bidding for 1, 2 or 3 edition(s), i.e.:

Only for the 2016 edition,
or for the 2016 and 2017 editions,
or for the 2016, 2017 and 2018 editions.

4- INVITATION TO TENDER PROCEDURE
This consultation file has been widely disseminated and appropriately advertised.
The selection procedure used by the Ligue Nationale de Handball steering committee consists of 2 phases:


The declaration of interest phase: carried out under the authority of the LNH steering committee. Potential
organisers are asked to submit a written dossier on the basis of the questionnaire provided in appendix 1
hereto. Before submitting their declarations of interest, candidates can submit additional queries to the LNH
administration, but no official presentations will be made to the steering committee. The LNH
administration and, if relevant, experts designated by the LNH authorities, will assess the declarations of
interest. Where applicable, they may decide to visit potential sites. As the conclusion for this declaration of
interest phase, the LNH steering committee will identify the candidates shortlisted for the second phase;
The application phase: the candidates selected by the steering committee will take part in a second phase
that will end with the tendering of an application file containing very precise commitments for each of the
application elements. This application file will be prepared with the support of the LNH administration and
of the experts designated, as relevant, by the LNH authorities. Information exchanges, inspection visits and
reports will allow each candidate to defend its application. The application files will then be studied by the
steering committee, prior to a presentation by the candidates before this body.
5- CONTENT OF THE DECLARATION OF INTEREST FILE
Each candidate is asked to produce a declaration of interest file containing at least the following elements:
3.1
A presentation of the capacities and references of the legal entity in charge of the file;
3.2
A presentation of the sports venue(s) – competition and training installation(s) – that the candidate
plans to use for each of the editions for which it is tendering. This presentation of each of the match
sites must include a description of the sport installation’s existing capacities and surfaces, including:
- Total capacity of the venue;
- Capacity of each of the stands;
- Capacity of the official stand and of the VIP seating;
- Capacity of the press box;
- Number and surface area of the hospitality suites.
3.3
A presentation of the other sites (accommodations, food services…) that are essential for organising
the event;
3.2
A declaration of interest drafted on the basis of the template contained in appendix 2 hereto, and
that notably indicates:
 The duration of interest to the candidate. This duration must be between 1 and 3
edition(s);
 The periods – if only the specific dates on which the candidate considers it preferable or
possible to hold this competition – for each of the editions in question (in view of its own
logistical, meteorological, political or other constraints). This period must be between 20
August and 10 September of each year included in the tender;
 That the candidate clearly understands the minimum commitments contained in appendix
1 hereto, and very seriously believes that it will be able to honour them;
 An initial estimate of the financial benefit that the candidate could offer to the LNH and to
the participating clubs in exchange for the organisation of each of the Champions Trophy
editions for which it wishes to tender.
The candidate’s file can include any other element that it considers useful, and notably any document that could
confirm the economic solidity of its file.

This declaration of interest will be delivered by hand or sent by registered mail with acknowledgment of receipt, to

6- CHOICE OF SHORTLISTED CANDIDATES
After the closing of the tendering period for the declarations of interest, the LNH will perform an initial analysis of
the tenders.
This initial analysis of the files can include:
 requests for additional information from the candidates, using all appropriate means;;
 visits to the recommended sites;
 requests for written commitments relative to the elements comprising the declaration of interest.
The clarifications made to the declarations of interest at the end of this initial analysis of the tenders will become
integral parts thereof.
The LNH steering committee will then select the candidate(s) shortlisted for the next part of the procedure leading
to the organisation of one or more edition(s) of the Champions Trophy.
7- ACTUAL APPLICATION PHASE
After selecting the candidate(s) shortlisted for the remainder of the procedure, the LNH steering committee will
provide these candidates with the appropriate application file (specifications, back-planning and procedure).
The application phase will allow the candidates to clarify and refine their files in the greatest possible detail, after
which the steering committee will select the Champions Trophy organiser on the basis of the following main criteria:

Compliance with the specifications;
Competition site and surroundings that meet the LNH’s expectations in terms of the event’s prestige,
as expressed in the foreword of these specifications.
Commitment of private and public partners;
Capacities and references of the organisers;
Compliance with the organisation constraints;
Expected benefits for the parties, i.e. economic and in image terms;
Capacity of the venue and mobilisation of the public.
The Steering Committee’s decision will be indicated to all candidates.
An agreement, that will include a detailed back-planning for the performance of the respective obligations, will then
be signed between the LNH and the candidate selected by the LNH Steering Committee.

8- INVITATION TO TENDER SCHEDULE

As of 1 April 2015: dissemination and advertising of the consultation file, notably on the LNH site
10 June 2015: submission deadline for declarations of interest;
Between the submission of the candidate’s declaration of interest and 25 June 2015: possible requests
for clarifications from the LNH administration;
30 June 2015: selection of the shortlisted candidate(s) by the steering committee;
From 30 June 2015 to mid-November 2015: preparation period for the application files (for example:
additional information and/or site visits and/or presentation to the LNH services)
As of mid-November 2015: Analysis of the final files by the Steering Committee, presentations by
candidates before the Steering Committee, announcement of the selected site.

APPENDIX 1: Principles for local organiser’s handling of the Champions Trophy
Travel:
-
Travel arrangements for players and coaches of the clubs participating in the Tournament, for the
Tournament’s referees and officials, journalists and partners (jointly referred to as the “Participants”),
between Paris – or preferably for each of the teams, another city in France – and the competition site.
These travel arrangements will apply for a maximum of 200 people.
Organisation of local transport from the arrival airport / train station, to and within the city of the
Tournament and/or the city in which the Participants are housed;

Accommodations and meals:
-
Meals and accommodations in a minimum 4* equivalent hotel in France for the Participants;
Organisation of the competition’s gala evening. This gala evening will be held between the competition’s
semi-finals and finals. 120 guests of the LNH will be invited to this evening at the local organiser’s
expense;
Competition and training site:
-
Reservation, payment of an advance, operating royalties and compliance with the requirements relative
to the usage of the competition venue(s);
Securing of a training facility close to the Tournament’s competition venue for the participating clubs
for the duration of the Tournament;
Coverage of the expenses for the rental, delivery, security services, installation and removal of the sport
flooring;
Availability of a clean and secure room for use of the LNH members in charge of the competition’s
organisation;
Arrangements for the personnel and manpower who will be working in the sports complex used for the
Tournament, including assistants, caterers and servers, security guards and other possibly necessary
personnel;
Insurance coverage for the Tournament and notably for the sports complex hosting the Tournament;

Communication / press relations:
-

Verification:
 of the compatibility of the infrastructures with the requirements of a professional handball
match;
 of the presence of personnel in order to assist the professionals deployed by the LNH;
 of the presence of security personnel able to control access to the dedicated media areas;
of the availability of maximum display spaces on the local level (notably in the surroundings and within
the accommodation and competition sites). The purchase of these spaces and the printing costs will be
covered by the local organiser;
Reservation of urban advertising spaces;
Guarantee of the presence of a sufficient number of security personnel in order to ensure the smooth
operation of the press access and optimal working conditions;
Public relations, partnerships and ticket office:
-
Reception and handling of VIPs;
Set-up, lay out, decoration and management of all reception areas, but also stands for VIPs and officials;
Securing of the access to VIP areas;

Handling and organisation of a gala dinner;
Coverage of expenses for rental, transportation, guard services, installation and removal of the LED
display panel system, as well as the expenses relative to media ordered on its own behalf;
Coverage of the cost for manufacturing stickers;
Creation of marketing files intended for sponsors, and approval of these marketing files by the LNH;
Delivery to the LNH for validation of any partnership proposal or any draft contract between a possible
partner and the local organiser;
Collaboration with the LNH as part of the creation and implementation of a marketing / promotion plan
and strategy intended for the target audiences within the French and international markets.
Safety:
Verification of the compliance of the installations;
Securing of all permanent or exceptional administrative authorisations, in writing;
Contacts with the police services;
Arrangements for all necessary insurance policies;
Delivery to the LNH of the report from the last security inspection performed by the competent
authorities;
If relevant: Arrangements for police, military or private escort for each participating club.
Medical:
-
Assignment of a physician specifically in order to provide medical services to the public;
Arrangement of an emergency evacuation service;
Availability of an anti-doping control room;
In case of anti-doping controls, availability of 6 to 8 people who can be assigned without delay in order
to escort the players who are being checked;
Design and implementation of a medical emergency plan.
Organisation duties / royalties:
-
Payment of organisation duties;
20% royalty on the locally signed partnerships (with the understanding that, in principle, the available
advertising spaces identified by the LNH will be shared on a 50-50 basis, between the LNH and the local
organiser)
The local organiser will notably have access to the following receipts:




All of the event’s ticketing;
Results of the marketing of the public relations services that it sells;
Results of the marketing of the advertising spaces at its disposal;
Aid from the State or public / quasi-public structures that it will have secured.
This appendix is intended to provide a potential candidate with information prior to its declaration of interest.
All of the obligations and rights of the parties will be explained in detail in the competition specifications
provided to the candidates shortlisted for the second part of the invitation to tender.
