The work that international Scout and Guide
community carry out cannot be overestimated,
especially when we are faced with many new
challenges. We are currently witnessing the
change of eras, the world is becoming more and
more fast-paced, while we have to do all we can
not to overlook the good of man and the most
precious values. In many a place, Scouting remains the mainstay of such values, as well as
of the concern for others. For years I have been
proclaiming that the new Europe and the world
should build on a set of agreed universal values.
It is on these values that we need to establish all
programmes and structures which will shape
the world as safe, prosperous and friendly.
Lech Wałęsa (born 29 September 1943) is a Polish politician, trade-union
organizer and human-rights activist. A charismatic leader, he co-founded
Solidarity (Solidarność), the Soviet bloc’s first independent trade union, won
the Nobel Peace Prize in 1983, and served as President of Poland from 1990 to
1995. Honorary Protector of the Polish Scouting and Guiding Association.

The Scouting community has been and must
remain the place of the education of human
conscience; the individual who will want and
will know how to help others, an individual who
will always be in solidarity with others. When
working with young people, remember that it is
through fun and education that we have to prepare them for their adulthood and a responsible
life. Today, the main socio-economic problem
in the world, particularly affecting young people, is the lack of jobs, and resulting from that,
lack of opportunities, hope, and prospects. It is a
great task to prepare young people to cope with
these challenges, to teach them how to discover their own talents, grow their potential, and
develop creativity and entrepreneurship. We
need to educate young people to be resourceful,
open-minded, and community-oriented. Several years ago in Argentina, Spain, and recently
in Greece, mainly young unemployed people
were protesting. We must do everything in order to prevent them from going out into streets
in search of hope. We must do everything to
provide them with job opportunities which are
the basis of stability, security, and development.
We must do it for every individual and civilization as a whole. No one can be left as disadvantaged....
For years your mission has been yielding beautiful fruit. I believe that you will not cease in
your effort to contribute to the promotion of
global solidarity across boundaries and borders.
Seek common values for peoples and nations,
which can become a solid reference point for
our civilization. Do it with passion, openness,
truthfulness, and dialoguing.
Even though I may no longer be an active politician, you are bound to come across me when
searching for new solutions. This discussion
should be open to everyone, on every level, be
it locally, nationally, or internationally. The discussion should be carried out by all citizens:
representing local, national, and international
governments. This planning of the future world
should bring together representatives of educational organizations, such as WOSM and WAGGGS. It is the task we all have to accomplish,
which is not easy...
I deeply believe that we can work out a solution
that will satisfy not only us, but will also provide a response to contemporary problems. I
hope that more and more people are able to rise
above divisions, avoiding conflicts, wars, and
civilizational dangers. Once again the world
needs solidarity and shared responsibility. The
Scouting movement has the advantage of having for long spoken of peace, cooperation, and
action for the common good, it works globally
and understands the concept of a global community and cooperation. Of major importance
is also the fact that when supporting the cooperation of Scouting organizations, you do not
only focus on the international level, but also
nationally. Stemming from different circles, the
organizations have often been shaped in different traditions. Thus the cooperation should
consist in getting to know one another and the
skill to face the shared challenges within the
world Scouting family. I am deeply confident
that such an example of solidarity cooperation
will additionally yield a great interest in the
Scouting idea, and will eventually increase the
number of young people grouped in packs and
troops.
I encourage all the Participants of this year’s
World Scout Conference to take part in an
open discussion and to make an attempt to
develop action strategies for the years to
come, so that we reach the best solutions
in the spirit of solidarity and community,
looking into the future with much hope.

BE PREPARED OR...
CZUWAJ!
Our story began in 1910 when Andrzej Małkowski
translated ‘Scouting for Boys’. It was a spark
that spread through all Polish lands. Since then,
hundreds of thousands of young people have
been experiencing a scouting adventure. Their
motto is “Czuwaj!” which means: “Stay awake!”
or “Be prepared!”
Between 1918 to 1939, after regaining independence by Poland after 123 years of absence on
world maps, Polish scouts and guides had been
actively participating in the social life of a nation. Before 1939 The Polish Scouting and Guiding Association (ZHP), a founding member of
the World Organization of the Scout Movement
and World Association of Girl Guides and Girl
Scouts, was one of the largest social and educational associations in Poland with over 200,000
members. We had built a democratic, multi-national and multi-religious country, then World
War II interrupted our work. Polish scouts felt
obliged to fulfil their promise to serve the country and nation.
ZHP operated under a code name ‘Szare Szeregi’
(‘Grey Ranks’). The wartime scouting performed
the programme ‘Today-Tomorrow-The Day After
Tomorrow’. ‘Today’ for an education in the occupied country and acquiring skills necessary to
live after the war. ‘Tomorrow’ for participation
in a military uprising. And finally, ‘The Day After Tomorrow’ for working in free, independent
Poland. In 1944 many scouts took part in the
Warsaw Uprising. They were paramedics and
liaisons. Many of them fought as soldiers.
The Day After Tomorrow never came. Poland
has become a communist country. We had to
withdraw from WOSM and WAGGGS. Neverthe-
less, ZHP continued work, involving successive
generations of young people. The Polish Scouting and Guiding Association (ZHP) became one
of the very few official organizations that retained some independence from the communist party. Because of this, its growth was rapid
and in 1980 ZHP had more than three million
active members. Polish scouts were involved in
a variety of activities from helping farmers of
the poorest regions in the fields to organizing
the visits of Pope John Paul II. After the martial
law was imposed in 1981, ZHP was the only large
social non-prohibited organization.
In the reformative climate of the late 1980’s,
ZHP adopted some of Polish scouting’s pre-war
traditions. In 1989 communism in Poland collapsed. In 1993 President Lech Wałęsa (Nobel
Prize winner and a leader of Solidarność) became the honorary protector of ZHP just like all
former Polish presidents. In 1996 ZHP rejoined
WOSM and WAGGGS. It started a new chapter in
ZHP’s history.
Today, after 25 years of freedom we have a strong
desire to show you what the Polish scouting
exactly is. The long way is behind us. We have
already successfully performed political and
economical transformation of our country.
Poland has become a member of the European
Union and NATO. Our economy is growing. This
has a positive effect on developing scouting. We
invite you to a short trip. This book is a report
of what we have done. This is a story about
our successes and challenges. It is also an
invitation: rediscover Polish scouting!

HISTORICAL BACKGROUND
Poland's history as a state begins near the middle of the 10th century. By the mid-16th century, the Polish-Lithuanian Commonwealth ruled
a vast tract of land in central and eastern Europe. During the 18th century, internal disorders
weakened the nation, and in a series of agreements between 1772 and 1795, Russia, Prussia,
and Austria partitioned Poland among themselves. Poland regained its independence in 1918
only to be overrun by Germany and the Soviet
Union in World War II. It became a Soviet satellite state following the war, but its government
was comparatively tolerant and progressive. Labor turmoil in 1980 led to the formation of the
independent trade union "Solidarity" that over
time became a political force with over ten million members. Free elections in 1989 and 1990
won Solidarity control of the parliament and
the presidency, bringing the communist era to a
close. A "shock therapy" programme during the
early 1990s enabled the country to transform its
economy into one of the most robust in Central
Europe. Poland joined NATO in 1999 and the European Union in 2004. With its transformation
to a democratic, market-oriented country largely completed and with large investments in defense, energy, and other infrastructure, Poland
is an increasingly active member of Euro-Atlantic organizations.

Poland has pursued a policy of economic liberalization since 1990 and Poland's economy
was the only one in the EU to avoid a recession through the 2008-09 economic downturn.
Although EU membership and access to EU
structural funds have provided a major boost
to the economy since 2004. While the Polish
economy has performed well over the past five
years, growth slowed in 2012 and 2013, in part
due to the ongoing economic difficulties in the
euro zone. However, Polish economy still goes

ZHP mission is to educate young people,
that is to support them in their full development
and character formation by posing challenges.

The Polish Scouting and Guiding Association
(ZHP) is registered as an independent legal entity in Poland providing dynamic, values-based,
non-formal educational and leadership training
programmes for girls and boys between the ages
of 6 and 25. Its activities are open to all young
people, regardless of origin, nationality, race or
creed. It aims to provide a safe environment for
young people to develop their fullest potential
as responsible and active citizens who participate in their local, national and international
communities and all areas of society. Currently
the membership of ZHP is about 95 000 girls and
boys and leaders.

of imagination plays an important role. Any
kind of learning is accomplished by playing
games. The youngest members are organized
into cub packs. Children learn to integrate into
a collective of friends. Adults give them real responsibility gradually but at the same time they
ensure physical, emotional and mental safety.

The characteristic form of activity for senior
scouts and guides is quest. The teams begin
their quest to discover new authorities and their

The importance of the patrol
system is growing at this age. It is a system of
natural “gangs” of young people, which enables
full participation and self-realization of each
member. At the head of such a patrol there is an
experienced peer – a young leader (patrol leader). A symbolic framework of scouts and guides
is discovering and exploring the world around
them and the outdoors is the preferred environment for activities.

The majority of activities of this age group take
place at the level of rover groups. Adult leader is
the first among equals. The centre of rover programme is composed of wandering, travelling,

character. Rangers and Rovers prepare challenging projects for themselves. They organize
mountain expeditions and international trips.
They participate actively in environmental protection and carry out service for local communities.

GOVERNANCE
The most important authority of ZHP is General Assembly, which takes place every four years. General Assembly elects the National Board, led by the Chief Scout (or Chief Guide). The National Board
consists of minimum 5 people and is an executive board of the association.

The General Assembly also elects the National Council and the ZHP’s President. The Council is
comprised of 30-40 members. It decides inter alia in the matters of the methodological system,
directions of the educational work and work with the leaders, and it approves the directions of the
board’s actions taken in a given year. The President cares about unity, ideological principles and
tradition of ZHP. Dariusz Supeł was elected to be the ZHP’s President for the 2013-2017 term.
On the national level also Cenral Auditing Committee and the National Scout and Guide Court are active.
As a non-government organization, ZHP consists of 17 regions – one in each local government and
one separate in the capital city of Warsaw.

PROTECTORATE OF
THE PRESIDENT OF THE
REPUBLIC OF POLAND
ZHP is encompassed by the Honourable Protectorate of the President of the Republic of Poland. This Protectorate is the expression of the
highest acknowledgement of the actions taken
by scouting organizations and their educational mission. The first protector of ZHP was Marshal Józef Piłsudski, thankful for the scouts’
involvement in the fights for independence.
His successors, Stanisław Wojciechowski and
Ignacy Mościcki, also were among the protectors of ZHP. The following presidents of the Republic of Poland returned to the tradition of the
interwar protectorate: Lech Wałęsa, Aleksander
Kwaśniewski, Lech Kaczyński and Bronisław
Komorowski.
It is worth adding that President Bronisław
Komorowski has been a scout. Just like
his wife, Anna Komorowska – in their
youth they used to lead scout troops in
Warsaw. As a matter of fact, the presidential
couple met in the scouting association.

SCOUTS CENTRES
ZHP manages three scouting centres located in the most picturesque parts of Poland. Additionally,
regional offices manage ten-odd objects in which scouts learn and rest.
Głodówka
In the middle of the Tatra Mountains, not far
from Zakopane there is the Mountain Hostel
on Głodówka glade. This charming place offers
one of the most beautiful views in the entire
Tatra region – from the terrace there is a view
on the 77-km-long panorama of the mountains.
Głodówka is the training center and the starting point for mountain hikes. Over 100 accommodation places, excellent Polish food and atmosphere which is unforgettable. It all always
makes the stay at Głodówka the experience to
remember.

Perkoz
Perkoz is located on the peninsula in the middle
of the forest, by a very clean lake called Pluszne,
in the borderland of Warmia and Mazury. This
scouting centre is a base situated far from noise
and busy city life. A wonderful marina which is
the base for practicing water sports is an additional asset of the training centre.

The Centre of Maritime Education (CWM ZHP)
is located in the heart of Gdynia. The main actions carried out by CWM ZHP are: sea tourist
and training cruises, sea specialist trainings,
diving and kayak sea events, supporting the
scoutmasters and the staff of ZHP’s sea scouts
in their actions connected with maritime education.

At present, ZHP implements the strategy for
years 2012-2017, which is based on five strategic directions. The ZHP’s development strategy
puts the troop leaders in the middle of the interest of the entire organization. All strategic goals
taken by the organization serve to strengthen
the support that the troop leader needs.
1. Quality programme for units – the analysis of scouts’ educational needs and system
support for the troop leaders in creating, implementing and evaluating the troops.
2. Simple documents e-zhp – clear and simple
documentation available in online circulation. Improvement of functionality and clarity of the electronic membership database.

3. Motivating and promoting leaders – building the leader’s positive image, both within
ZHP as well as in the society, the image of
a person who is motivated to work, deriving
satisfaction from challenges and aiming at
constant development of both oneself and
the entire organization.
4. Better and clearer finances – strengthening
the awareness and responsibility for the association’s finances on its every level.
5. Friendly structure – defining tasks for each
level of ZHP’s structure and adapting it to its
recent number of members and the needs of
the association.
FINANCIAL MANAGEMENT
IN CHALLENGING TIMES
Challenging times?
Yes, even pretty challenging.
A few words connected with our history - one of
our founders Olga Małkowska was among one
of the first nine members of the WAGGGS World
Committee, after WW II ZHP stepped out of the
scouting and guiding family, and we were able
to re-enter in 1996.
But it doesn’t mean that there were no scouts
or guides in Poland before 1996. Due to political changes, since June 4, 1989 ZHP began to
change. There were no longer millions of scouts
and guides in Poland, but the numbers of members started to decrease… We still received subsidies form the government till 1998, but we
had to deal with challenges which we had not
experienced before. Suddenly we had to compete with other organizations and activities for
young people. And even though we wanted to be
part of the scouting and guiding family again.
In 1996 we have re-entered WOSM and WAGGGS.
Since then we have faced another challenge
- membership fees. Until 2012 the arrears to
WOSM and WAGGGS mounted up to PLN 2.5
mln. Why? We lacked subsidies from the government, districts and regions did not transfer
respective fees to the headquarters…
It was shocking for our association when the
Headquarters had announced the numbers - ZHP
HQ debt in 2009: PLN 7.26 mln (EUR 1.73 mln) –
ZHP HQ budget: PLN 3.8 mln (EUR 0.9 mln)
What have we done? First of all, we signed
agreements with all debtors (national insurance, tax office) and we have dealt with the
debts through: expenses reduction, project
employment, managing the debts (prioritising
debts, cancelation of some leaders meetings
- no travel reimbursement). We have also considered suspension in WAGGGS and WOSM.
In September 2010 Polish Scouting and Guiding
Association developed and adopted for implementation a Recovery Plan for National Level
Finances in ZHP.
In accordance with the provisions of this document, recovery actions have been implemented
in three areas: debt management (consisting in
restructuring and gradual, based on agreement
processes, repayment of debts), fixed costs of
the national level of ZHP (involving full identification of costs and their optimisation), income of the ZHP Headquarters (involving the
introduction of diversification, gradual increase
in revenue from subordinated and dependent
units, and an increase in administrative contribution from grants).
Recovery Plan for National Level Finances in
version 3.0 is being prepared at present, taking
into account the results achieved after 3 years
of operation of the previous one and evaluating
respective areas of activities:
•• Risk factor associated with the performance of ZHP (risks associated with management powers of ZHP, risk related to ZHP
staff, risk of financial policy changes, the
“skeleton in the cupboard” risk)
•• Risk factors associated with the environment (risk of economic downturn, risk of
changes in the legislation, risk of unpredictable events, risks associated with instability of exchange rates, risk of inflation)
•• Risk of low activity
We are constantly working on the improvement of the ZHP’s financial situation. This work
brings results. In 2009-2013 we paid off nearly
PLN 3.5 million of Headquarters’ debt. That is
half of the total obligation. At the same time
we have developed educational activities. We
spend more and more money on programme
and training. Today’s financial situation of ZHP
gives us a strong basis for growth.

PEACE LIGHT
OF BETHLEHEM
The Peace Light of Bethlehem is a programme
inaugurated in Austria in 1986 as part of a charitable relief mission for handicapped children
and people in need. The idea of spreading the
Light from Church of Nativity during Christmas
Time has evolved into worldwide relay.
Polish guides and scouts have been participating in the Peace Light of Bethlehem since 1991.
Every year, over 2 000 scouts meet on a Peace
Light Gathering in Zakopane (Tatry Mountains)
changing the town into the capital city of brotherhood. For more than 2 days they take part in
city games, mountain trips, workshops, conferences and concerts. It is an amazing and uniting event where everyone, no matter of age and
religion, prepares to a special service. The final
part of the meeting is an ecumenical service,
celebrated together with Slovak scouts, during
which representatives from all Polish regions
receive the Bethlehem Flame and begin their
individual journey to spread the Light.
In Poland guides and scouts deliver the Light,
together with Christmas wishes, to all who
need hope and solace: hospitals, working places, schools or governments. Nevertheless, it
isn’t the end of their mission. The most important value of the programme is to initiate the
self-consideration, discussion and positive social actions. For example, they organize funding
events during concerts and festivals, displays
or debates.
The number of scouting
activities increases year by
year. In 2013 the Peace Light
from Bethlehem reached over
700 Polish villages and cities.
The Polish Scouting and Guiding Association
passes on the Light to other scouting organizations in Ukraine, Belarus, Lithuania, Germany
and Denmark.

work, scout leaders do extraordinary things,
considering every smile of a child the biggest
prize.
are given, is organised to celebrate the World
Thinking Day (Founder’s Day). It is an unusual
event and a big feast of the Polish Scouting and
Guiding Association.
Thanks to their work, engagement and selflessness, we have been able to carry our mission for
more than a hundred years – we raise children
and teenagers in the spirit of scout values, we
teach them active, patriotic attitude and responsibility, we share our knowledge and practical skills, we stimulate interests, we encourage constant development.
What is so unusual in the event?
Among 30 000 of the adults of the ZHP there are
many people who, with their eagerness, charisma and creativity, can initiate extraordinary
activities. With the things they do, they change
the world for better. By setting a good example,
they set a new quality of social activity, they
break stereotypes, they cross the barriers. This
is how the „Extraordinary“ ZHP Leaders work.
The poll named „Niezwyczajni“ (Eng. „The Extraordinary“) is one of few possibilities to say
it aloud to our leaders – „Thank You“! Being
awarded the title of „Extraordinary“ is a sign of
respect in the eyes of thousands of ZHP members, as it is them who nominate the candidates
and choose the winners in online voting. It is
also a big prestige, as the title and the prizes are
handed in by publicly known people.
In order to say a big „Thank You!“ to our leaders,
we have organised the „Niezwyczajni“ poll three
times already. The gala, during which awards
•• Its range is national: each leader can participate.
•• Openness: it is the local scout groups that
propose their Extraordinary candidates.
Practically everyone can propose their candidate or vote for them.
•• Strategic role: the poll plays an important element of the ZHP Strategy for the years 20122017 – motivating and promoting leaders.
•• Most important trends – extraordinary leadership skills, innovative programme, international cooperation or particular care over
leaders’ issues are the most frequent categories appearing in the poll.
•• Everyone can participate in the gala – it is
transmitted by the scout Internet TV ZHP360
•• Grading system – two-level system of grading candidates ensures the highest quality
of the voting – leading candidates are graded both by internauts and by a board made
up of previous winners.
•• The poll has met with great interest and with
the support of Polish entrepreneurs and politicians, who, in that manner, show their
gratitude towards the scouts for acting for
the sake of country development.

SCOUTS SUMMER
(#HARCERSKIELATO)
Holiday is one of the most important moments
of the scouting work. Camps and summer hikes
sum up the entire year of activity.
The Polish Scouting and Guiding Association
(ZHP) is the biggest organizer of the holiday
leisure for kids in the country – every
year over 85 thousand people take part
in the camps organized by the scouts.
A scouting adventure cannot be compared to
anything else – it is great to share it at the same
time with the entire scouting Poland. From this
year on it is possible. On Facebook or Instagram
we tag #harcerskielato (the scouts summer), we
go to a special tagboard, where we will find hundreds of holiday adventures, captured in photographs everyday.
No matter in what corner of the country or the
world our scouts are, every day they show what
fun they are having on the scouting trail.
We already know how popular a new action is in
the social media. Every day a few dozen of entries from each corner of Poland and abroad appear on the tagboard. Thanks to and new brand,
young people have become creators of information, stood out among their peers and obtained
stronger identification with scouting community. The usage of the new media has never influenced the refreshment of the image of scouting
to such an extent.

LEADER+
Scouting is based on leadership, on the attitudes and skills of those who are scout leaders.
We expect them to set a personal example and
have considerable standing. We expect them to
be role models for their colleagues. Therefore, a
programme LEADER+ has been created. It is a
training programme designed for ZHP leaders
who take up the role and manage the work of
the various leader teams in their environments.
The aim of the programme is to improve the
quality of leadership and supervision exercised
by the scout leaders through the development of
skills such as effective communication, people
management, motivating, and using leadership
techniques in practical situations which require team management. Through completing
the training, scout leaders acquire the knowledge and skills necessary to manage people by
influencing their behaviour, as well as become
able to apply the management cycle, adapt a
management style to the level of independence
of a co-worker, recognize the attitudes adopted
by the leader towards a co-worker, delegate responsibilities and powers.
The inauguration of the programme LIDER+
took place during the Summer Training Action in August 2014 in a scout mountain hostel
“Głodówka”. This edition is aimed at the staff
working at a regional level. During the next four
years, all adult ZHP leaders will be involved in
this training programme.
GRUNWALD HIKE
The Grunwald Hike is the largest educational
and tourist project of ZHP. Since 2009, at the
beginning of July a few hundred tourists wander along the trails of ‘Pogranicze’, a micro region which is located where the Mazowieckie,
Kujawsko-pomorskie and Warmińsko-mazurskie Regions meet, to reach Grunwald after
5 days – the field where a famous medieval battle took place.
The Grunwald Hike is an extraordinary
adventure in the trend of culture tourism,
which is not so widely spread.
What can the participants of the hike expect?
First of all, the selection among a few program
routes – there are story routes, performance
routes and typical sightseeing routes. The enthusiasts of role playing games may take part
in a Live Action Role Playing, which is RPG in
the field. You can become one of the characters
from the Middle-Ages, follow the trail of the lost
pieces of art, participate in the intelligence bat-
tle during the Second World War or even move to
the future. Other routes are fun with inventions
which even McGyver could not compete with,
it is an adventure for Indiana Jones fans. Even
those who are interested in ethnography and
social psychology will find something for themselves. Sightseeing trips, kayak rafting and cycling tours are on a daily agenda of the hike.
In 2009-2014 over 4000 people participated in
the Grunwald Hike, the participants included scouts from Poland as well as Lithuania,
Ukraine and Belarus. The Hike’s continuous
popularity indicates that there is a large interest in such forms of tourism and proves that
even we have a lot to offer in the areas that seem
not to be appealing to the young people of today.
The Grunwald Hike is a wide partnership,
which includes regional and local governments,
associations and informal groups of history
and culture enthusiasts. Thanks to establishing cooperation with local partners the hike’s
programme is more and more interesting, and
the potential of the places which are visited is
exploited even better.

ZHP360 AND NEW MEDIA
ZHP360 is a unique educational project run in
Poland since 2011. It is the essence of learning by doing. With use of modern technologies
ZHP360 is a channel of internal communication
that gives scouts all over Poland opportunity
not only to actively participate in scouting on
national level, but also gets them to be part of
something special. ZHP360’s team is composed
of young volunteers who believe that scouting
can truly change the world. That’s what makes
things we do special.

More than 40 scouts under the supervision of
specialists have been carrying the production
of TV programmes and live broadcasts of major
scouting events in Poland.
ZHP360 was created in 2011 to broadcast ZHP’s
National Congress. From that moment we covered most events held on national level such as
Grunwald Hike, The Extraordinary, Peace Light
of Betlehem and many more.

VISA ID CARDS
A member card of the Polish Scouting and
Guiding Association (ZHP) is a document that
confirms membership in the Association. It is
also one of the most innovative solutions in the
scouting world – the card is not only a simple
identity card, but also an electronic data carrier.
Each member of ZHP receives a member card
after entering his/her data into the electronic
membership database. A scout can choose an
appropriate version of the card: without payment options or a pre-paid VISA card.
Innovative member card, produced due to cooperation with BRE Bank, one of the leading banks
in Poland was introduced in 2012. The card allows to shorten many procedures and reduces
unnecessary documentation. The ZHP member
card gained the title of „Most innovative Polish
card of 2012” in a business poll Medien Service.
THE GOAL IS TO EDUCATE
The main goal of scouting is not to organise free
time but to educate young people in specific
way. However, it can only be achieved thanks to
attractive, suitable and modern forms of work.
Programme directions enacted by the 38th ZHP
General Assembly indicate that the main aim of
our work is education and they set the proper
path for the development of the programme.
In ZHP we focus on implementing 6 programme
directions. Our educational programme will
be effective if all those are implemented in the
troops’ programmes.
SCOUTING IN MOTION
Go to the world! Involve your senses actively
during the meetings! Any activity in the fresh
air is important. Outdoor activity teaches respect for the nature. Such activities promote a
healthy lifestyle. We organize hikes, trips and
camps, we do not let ourselves be closed in
cramped spaces, we do not fear any weather inconveniences!
SKILLS FOR THE WHOLE LIFE
This direction includes: developing hobbies,
practical learning of skills which are useful in
life, scouting techniques full of the up-to-date
content, specialties, self-organization, diligence
and thoroughness while fulfilling one’s tasks.
CURIOSITY OF THE WORLD
The scout has always been associated with a
person who is constantly developing himself/
herself. This openness to new knowledge and
constant curiosity of the world can easily be
found in our young people. Curiosity of Poland,
Europe and the world, getting to know the nature, its beauty and actions – these are the elements of our programme.

CHEERFUL PATRIOTISM
ZHP educates conscious citizens who are prepared to live an adult life. Nowadays we pay attention to a cheerful form of patriotism – it is
pride of one’s origin, satisfaction with national
successes, dissemination of traditions and customs. This direction puts an emphasis on belief
in one’s own possibilities and a civic attitude.
Scouts who are educated that way are not afraid
of promoting Poland in the world.
SOCIAL ACTIVITY
Social activity one of the last values promoted by the programme resolution. It comprises
many different factors, such as brotherhood,
skills for the whole life and cheerful patriotism which have already been mentioned.
BROTHERHOOD
Team work, openness – this is what we teach
from the early age in scout patrols and troops.
We educate in the spirit of tolerance and acceptance, we shape the sensitivity to other people’s
needs. It is brotherhood that leads to establishing solid and strong friendships and opens the
mind to a dialogue despite differences.

TRAINING PARTNERSHIP
BETWEEN POLAND,
AZERBAIJAN AND GEORGIA
How it all began
During 2nd Europe-Eurasia Meeting (November
2011 in Prague) ZHP, The Association of Scouts
of Azerbaijan (ASA) and The Georgian Organization of the Scout Movement (GOSM) decided
to start a joined project with its general aim
dedicated to the training of leaders, support in
development of the training system in ASA and
GOSM and exchange of experience and best
practices between Polish, Georgian and Azeri
scout leaders and scout trainers. In Spring 2012
all partners met in Azerbaijan for a study visit
to see, in practice, what scout activities in the
region look like and to learn more about both
Caucasus organizations and to adjust cooperation plan according to that knowledge.
In July 2013 full-time troop leader training “Seven Summits” for 16 leaders from ASA and 16
from GOSM was orgnised in Poland. Training
lasted 8 days. It began and finished in Warsaw
but main part was organized within frames of
a regular ZHP camp together with two, chosen
scout groups. Programme was based on the Polish troop leaders minimum requirements.
Since then... many things happened!
In August 2012 delegation of ZHP took part in
ASA 15th Anniversary Jamboree, which was the
next step on the way to know ASA leaders better (future recipients of the trainings), style and
frames of conducting scout activities.
Trainings
In October 2012 in Baku first 4-day training for
future scout leaders was organized jointly by
ASA and ZHP. Azerbaijani partner was responsible for the recruitment of the participants and
all organizational issues. Polish partner was responsible for the programmeof the entire training. As well the Eurasia Region was involved in
the training. Training contained introductory
knowledge about scouting, scout method and
basic scout techniques.
In February 2013 three workshops took place.
They were organised for patrol and troop leaders and conducted by the Polish partner with
cooperation of ASA National Board. Workshops
tackled: scout method (first one), preparation
of the scout programme (second one), scout
spiritual values and World Thinking Day (third
one).

In June 2014 preparations for the training of
trainers “Elbrus” began. Training will take place
in Baku and will be dedicated to 8 leaders from
GOSM and 8 from ASA.
Camps
In August 2013 five ZHP leaders took part in ASA
Jamboree “Wonderland” as a programme staff.
The camp was organized near Sheki, one of the
ancient Azerbaijani cities. During the camp
Polish trainers were working on programme
together with ASA “Seven Summits” graduates.
In August 2013 ZHP delegation (4 scout patrols
+ leaders + IST) took part in the 2nd National
Scout Jamboree of GOSM in Vartsikhe. They
spent 2 weeks in Georgia taking part in camp
activities and home hospitality.
In July 2014 four ZHP leaders took part in ASA
Jamboree “Wonderland” as a programme staff.
The camp was organised near Lerik, south
Azerbaijan. Polish leaders were involved in
different activities – opening ceremony, camp
games and workshops.

Intercamp Nysa 2015
Central European Jamboree 2016
InterCamp is an international scouting camp,
held each year over the Whitsun weekend in
a different location. It is ment for scouts and
guides between 11 and 16 years of age. Each year
3000 scouts participate in this event. In 2015 InterCamp will be in Nysa, Poland.
The tradition of Central European Jamboree
started in 1997 in Prague, but it connects to the
Camp of Slavonic scouts, held in 1931 in Prague
(Czech Republic) and 1935 in Spała (Poland).
The participant fee is set to 25 € / person (with
5 € reduction for early payments). Who can take
part? All scout groups from associations recognised by WOSM or WAGGGS. Each group has to
organize their own travelling and provisions.
The programme for the weekend is provided.
How can you register? The registration is running over the website – www.intercamp.info.
Want to spend some extra days in Poland? Why
not arrive before IC or stay a bit longer after the
camp? You can camp on IC area or meet Polish
troop during Home Hospitality project. And of
course visit some interesting places. Our tour
team will organize cheap and very interesting
one-day-trips for you and your scouts.
Since 1997 the Central European Jamboree has
usually taken place every two years and the organization of the event rotates between Junák
- Svaz Skautů a Skautek ČR, Slovenský Skauting, Związek Harcerstwa Polskiego and Magyar
Cserkészszövetség.
The goal of Central European Jamboree is to
strengthen the cooperation between those
scout associations.
After 1997 CEJ has taken place twice in Poland:
“San” in 1999 and “Silesia” in 2008 in Chorzów.
In 2016 about 2000 scouts and guides will meet
in Wrocław. During 10 days they will have an opportunity to hike in the mountains, sail, develop
art skills with local artist and learn science at
the university.

BE THE SPARK!
The World Scout Jamboree in Poland is our
dream. But it is not something unreal. For twenty-five years Poland and ZHP have constantly
been changing. 25 years of freedom have been a
time for hard work for us. Today, a generation of
young people who were raised in the first years
of independence is ready to take responsibility for the future. People, for whom the legend
of Solidarność became an inspiration, entered
into adulthood and are now changing the world.
Since the year 1996, when we came back to being members of the World Organization of the
Scout Movement (WOSM) and World Association of Girl Guides and Girl Scouts (WAGGGS), we
have been observing the development of scouting in other countries. We are learning from the
experiences of other National Scouts Organizations. After tough years of transformations and
dealing with economic challenges, today we are
a stable NSO.
The time of Young Europe is coming. We feel
that Poland, strong with the energy of young
people, can transfer the idea of inspiration for
scouting. We want to supercharge scouting
with incredible adventures and inspire you
with our ideas. Together we want to carry out
an educational event that will stay in positive
memories of young people from all over the
world. In three years from now you will have to
make decisions regarding giving us the right to
organize the World Scout Jamboree. We want
to prepare ourselves well for that. This is why
we have already started talking about our candidacy. This is also why we have been intensely preparing for the procedure that will last
until the 41st World Scout Conference in 2017.
These preparations are an inspiration for
changes in our organization. We are transferring the dream of 100.000 young people from
Poland into changes in our association. We are
improving the educational programme, supporting the training of leaders. We cooperate
closely with our partners. Today we want to get
your attention, so that you can discover Polish
scouting all over again and let yourselves become enchanted by the energy of young people
who are creating it. To be able to talk seriously
about our application, we have created in Poland a strong basis in cooperation with the government and business. Our country sees in the
future jamboree a tool to build social capital and
the foundation of youth policy. We realize that
there is plenty of work ahead of us, but we are
eager to do it all.
We are dreaming of a jamboree that will fill the
scouting world with imagination. A jamboree
that in a natural way will show the phenomenon of a global movement that can – and actually does – change the world. Be the spark! That is
the motto of our candidacy. A spark starts a fire.
A spark releases energy. We want every scout
in the world – no matter what their sex, skin
colour or religion is – to be that spark. The upcoming three years will be a great adventure for
us. An adventure during which we will develop
our organization and gain your trust. We will be
working very hard for that. We will be learning
from more experienced organizations. We will
be asking. We will not stop dreaming and our
dream will be transformed into real actions.
This is the way we are. We believe that the spark
from our dreams will also inspire you.

MASTERPLAN
The activities which are related to the preparation and promotion of Poland as a candidate country for organization of the 2023 World Scout Jamboree consist of a complex organizational process, which The Polish Scouting and Guiding Association must deal with. These activities are
spread over the years 2014-2017. The whole candidacy process is also treated as a tool for the development of scouting in Poland. The candidacy is for ZHP a tool for the membership growth
and the initiative which unifies the organization around a common purpose. The candidacy will
cause changes in the organization – the improvement of the educational programme, the quality of work with the leaders and financial management. It will be a tool to promote scouting.
The whole plan of the preparations for the submission of the application has been divided into
two modules: domestic tasks and international tasks. As part of the domestic tasks we have set
Six paths of the preparations:
1. Gaining the internal acceptance of the
project (national promotion)
A ‘Jamboree Dream’ has been present within
ZHP since the National Jubilee Jamboree in
2010 in Kraków. Since that time we have been
discussing the Polish initiative in the circle of
our organization leaders. In autumn 2013, within the ZHP, we conducted a large nationwide
information campaign addressed to the leaders. The campaign was called ‘Young Jamboree Ambassadors’ and reached more than 1,500
leaders in all regions of the country. 150 of them
took part in the ‘Jamboree Academy’, which was
a valuable workshop. The effect of the information campaign was that the General Assembly
passed a resolution which declared for applying
for the right to organize the World Jamboree in
2023. Thanks to the campaign and invested effort, the resolution was adopted by a vote of 270
in favour and 1 abstention.
2. The development of programme and
promotional aspects of the candidacy
During the World Scout Jamboree the most important thing is the educational programme.
Despite the fact that the programme consists of
permanent components, we have developed the
elements characteristic for Poland – the ones
we would like to share with other scouts. A created slogan ‘Be the Spark!’ represents our brand
and its reputation. We would like to organize
a jamboree that will be a spark of adventure,

freedom, friendship, innovation and positive
energy. While building a promotional strategy,
we cooperate closely with the Polish Tourist
Organization - a government agency responsible for the promotion of Poland abroad and the
Ministry of Foreign Affairs. We are in a unique
position because we have developed the concept of promotion which turns out to be coincident with a newly adopted strategy to promote
our country brand. It allows us to multiply the
effects of our actions – which is of benefit to the
world scout movement.
3. Getting external support (government,
business, third sector)
We would not be applying for the right to organize such an important event without a deliberate
support ensured by the Polish government. Our
country has had experience in the organization
of EURO 2012. It is a valuable asset. The government treats the candidacy as an important public action. It is reflected in the special patronage
of The Chancellery of the Prime Minister of Poland and – more importantly – in a package of
government guarantees already adopted in May
2014 in the form of a resolution of the Council of
Ministers. A jamboree is also important for the
business community. We work closely with the
Polish Business Roundtable, whose president
directly committed himself to the preparations
as the head of the committee’s candidacy. During the preparations we will also use the potential of other non-governmental organizations.
4. Legislative and financial support
As mentioned above, the creation of a friendly
external environment at an early stage of the
preparations is extremely important to us. We
want to ensure a complete financial security
to the candidacy and a subsequent jamboree.
Thanks to the guarantees granted by the government, we are confident about the safety of
the project. In carrying out the public mission,
the government granted funds to ZHP that will
support the process of the preparations. As a
result, it will not lead to a significant burden
to ZHP’s budget and ongoing educational and
training programmes will not suffer.
5. The procedure of the place selection
We want to show the best side of Poland. The
time spent by young people in our country
should be an amazing and inspiring adventure.
To achieve it, we need to create a broad base. A
lot of energy is being put into selecting a region
where the jamboree will be held. After a year of
work, several meetings and documentary visits,
today we are considering three places. Each of
them is located in a different part of the country
and offers a different context and attractions.
There are many factors that will determine the
final choice. We want to finalize the discussions
with local governments by the end of 2014.
6. International tasks
International tasks are much more difficult.
Our aim is to convince national scout organizations that Poland is the best possible choice. We
want to achieve it through transparent information on the process of the preparations and
creating the atmosphere of trust in Poland. We
will strengthen our activity at the regional and
world levels. By showing good practices, we are
going to inspire a worldwide scout family.
This is how we can outline the conception of
the activities briefly, for 10 years prior to the
planned event, and three years before the World
Scout Conference which will decide on the host.

2012
On 23rd August 2010, during the Polish Jubilee
Jamboree in Kraków for the centenary of scouting,
one of the journalists of ”Skaut Krakowski” conducted an interview with the International Commissioner of the ZHP, Rafał Bednarczyk. Rafał said
- “Poland is ready to host World Scout Jamboree”.
That is of course not the moment the Polish dream
about the Polish jamboree began, but it is the point
at which we begin our story.
On 4th August 2012 in the ZHP Headquarters a
meeting of a conceptual group took place, at the invitation of Chief Scout Małgorzata Sinica. The goal
of the group was to prepare a first outline of the
concept of organizing the Jamboree 2023 project.
2011
On 2nd August 2011, the ZHP National Board adopted the resolution no. 74/2011 on the bid for World
Scout Jamboree in Poland.
The First Lady of Poland, Anna Komorowska, on
the 4th August 2011 visited Polish scouts participating in the 22nd World Scout Jamboree near
Kristianstad in Scania, on the south of Sweden.
She supported the idea of hosting a similar event
in Poland in the year 2023. Anna Komorowska visited the Polish National Tent and the exhibition
prepared by the scouts, she also participated in
the flag ceremony. In her speech, the First Lady
who herself used to be a member of ZHP where she
met her husband, Bronisław Komorowski, recalled
the traditions of Polish scouting. She conveyed
her husband’s greetings, and wished the scouts a
“fruitful promotion of Poland”.
We left the jamboree in Sweden with a candidacy
promotional slogan. Spark the adventure! The jamboree participants will experience an unforgettable adventure. The idea of the jamboree will be
based on a challenge, a game, making decisions,
courage and good fun. Adventure is the basic element of scout education. Experiencing the adventure is not only great fun, but also allows one to

2013
On 1st March 2013, the president of Poland,
Bronisław Komorowski, accepted the invitation
and took over the presidency in the Honorary Committee of the ZHP Candidacy to organize the World
Scout Jamboree. The president of Poland thus emphasized the role of the honorary scout protector.
In October 2013 thanks to the partnership with the
Polish Tourism Organization, leaders working on
the Jamboree 2023 project had the opportunity to
participate in the biggest tourism fair in the world
– World Travel Market in London.
“During our conversation I have listened with interest about the World Scout Jamboree and its
meaning in promoting youth cooperation and development, also in the international aspect. I am
positive that such an event is not only a great tool
for promoting a country, but first of all a wonderful
experience and inspiration for many young people
involved in activities related to the candidacy and
then organization of the Jamboree.” - wrote the
prime minister of Poland Donald Tusk, in his letter to the Chief Guide Małgorzata Sinica and the
President of the Organizing Committee, Zbigniew
Niemczycki. The prime minister accepted the invitation to the Honorary Committee of our candidacy.
2014
On Tuesday, May 20th of this year, The Council of
Ministers adopted a resolution on government guarantees for the ZHP candidacy to host the World Scout
Jamboree in Poland in 2023, and the preceding
events (ZHP Centenary Jamboree in 2018 and EuroJam in 2021).
The scale and rank of these three rallies, justifies
the granting of government guarantees, which will
be carried out according to the Polish and European Union law. Government guarantees are to relate
in particular to respect the Constitution of the World
Organization of the Scout Movement, take action to
ensure fulfillment of the obligations by the ZHP, ensure free entry to our country and traveling through
it by accredited people on the basis of a passport or
other documents required by separate regulations
and an identification and accreditation card.
Detailed government guarantees predict inter alia,
that the organization staff will get permission to
work in Poland under an expedited and simplified
procedure or be exempt from this obligation. Trademarks and other intellectual property rights as defined by the World Scout Bureau will be protected.
Direct preparation of meals by the participants and
import of food products to Poland from outside of
the European Economic Area (EEA) will be permitted. Tax and duty exemptions on imports of products
needed for the organization of the event will be applied.
President Bronisław Komorowski, along with his
wife, met the General Secretary of the World Organization of the Scout Movement Scott Teare and the
Global Director, Strategy and Education Göran Hägerdal.
The General Secretary of the WOSM was accompanied by Chief Guide Małgorzata Sinica, ZHP President Dariusz Supeł, International Commissioner Rafał Bednarczyk and Board Member Karol Gzyl.
During the meeting the issue of the activity of scouting organizations in Europe and the world was
raised, as well as the matters related to the cooperation between organizations of equal countries.
