CITY OF WARRENVILLE DuPage County, Illinois ORDINANCE NO. 2822 ORDINANCE AMENDING CERTAIN PROVISIONS OF TITLE 8 OF THE CITY CODE RE ELECTRICAL CODE WHEREAS, the Mayor and City Council find and hereby declare that it is in the best interests of the City to amend the provisions of the City Code in order to update the Electrical Code of the City as hereinafter set forth; NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF WARRENVILLE, DU PAGE COUNTY, ILLINOIS, AS FOLLOWS: SECTION ONE: The foregoing recitals shall be, and they are hereby, incorporated as findings of fact as if said recitals were fully set forth within this Section One. SECTION TWO: Section 8‐2‐2 of Title 8, Chapter 2 of the City Code of the City of Warrenville shall be and is hereby amended in its entirety and shall hereafter be and read as follows: 8‐2‐2: STANDARDS AND SPECIFICATIONS: The standards and specifications of the electrical code are herein set forth: A.
The standards, specifications, rules and regulations of the National Electrical Code, 2008 NFPA (70) Edition as published by the National Fire Protection Association, with certain exceptions as herein listed and subject to additional standards, specifications, rules and regulations as hereinafter set forth. B. The following articles are hereby deleted entirely and therefore will not be recognized or accepted wiring methods. 1.

Article 330: Metal‐clad cable Type MC. Type MC cable is required and only to be used with remodel type recessed lighting fixture and required to have an equipment separate grounding conductor installed. Article 348: Flexible metal conduit Type FMC will be limited to indoor use only, 6ft. in length and required to have separate equipment grounding conductor installed. Article 350: Liquidtight Flexible Metal Conduit Type LFMC not to be installed in direct contact with earth or concrete, limited to 6’ in length, and required to have a separate grounding conductor installed. Article 352: Rigid Polyvinyl Chloride Conduit Type PVC is only to be used for underground installations. It will not be used above ground or in concrete slabs and all pre fabricated bends larger than 30 degrees are to be made with RMC or IMC. Article 358: Electrical Metallic Tubing Type EMT will not be permitted in concrete or in direct contact with earth or exterior installations. Services and Panels / General a. Article 230.43 Service Entrance conductors are to be installed in rigid metal conduit, intermediate metal conduit or PVC (underground only). b. Article 230.70 (A)(1) A service disconnecting means shall be provided when there is more than five feet between the panel and metering device or transformer. This includes service entrance conductors under a building. c. Article 230.90 All services and sub panels shall have main breaker. 1. All commercial and industrial panels require bolt on type circuit breakers. 2. The use of tandem, piggyback, duplex or buddy breakers is prohibited. 3. All overhead electrical services shall be in rigid metal pipe for the riser and shall be installed rigid galvanized backs and straps. Independent means of support shall be provided for service drops. -2-
4. All services shall be grounded to street side of water meter and jumpered across. d. Article 310.15(6) and table 310.15(B)(6) have been deleted from the 2008 NEC. Residential services shall be a minimum of 100 amps and installed according to the following table: 7.

Wiring Methods / General a.
All electrical equipment shall be UL or third party listed. b.
Article 314.23 (B) 1 Bracketed boxes or listed box supports shall be used in new construction when wall or ceiling cavity is accessible. c.
Article 314.23 © Remodeling (A.K.A. “Gem” or “cut in”) boxes are only to be used for that purpose and cut directly into drywall. d.
Wires terminated at receptacles or switches shall be under the screw of the device. Backstabbing shall not be permitted. e.
Receptacles shall not be dependent upon for splicing. The wire shall be looped or they shall have a pigtail jumper to the device. f.
Article 310.2 (B) All conductors for wiring shall be copper. Aluminum and copper clad conductors are prohibited. g.
Table 210.21 (B)(3) 20 Amps receptacles (Nema 5‐20R) shall be installed on all 20 Amp 120v branch circuits. h.
All unused wiring, including low voltage, shall be removed back to source. i.
Any transformer with a primary voltage greater than 120 volts and over‐
current protection of 10 amps or larger shall require a means of disconnect. Commercial a.
Article 310.5 all commercial and industrial work shall use minimum #12 AWG conductors. Exception control wiring. b.
All fire alarm cable run in free air shall be listed for free air runs and red in color. When conduit and boxes are installed they shall also be red in color. -3-

e. f. g. Any fire alarm, data/telephone, thermostat or other low voltage cable installed in plenums or other space used for environmental air shall be plenum rated. All emergency lighting shall be equipped with one and a half (1 ½ ) hour battery back up. Exit signs and night lighting are to be installed on a separate dedicated circuit and locked out. Battery back up emergency may be installed on the lighting circuit that serves the area. All egress doors shall have exterior battery back up emergency lighting either installed in exterior fixture remote head from exit sign. All exposed low voltage wiring for exterior commercial HVAC units and rooftops shall be installed in a raceway. Task lighting for office furnishing shall be individually fused. 9.
D.
Residential a.
Any new or remodeling residential construction with access to wall or ceiling cavities will be installed completely in EMT. (Exception: Short lengths of flexible metal conduit for under cabinet lighting.) b.
All center ceiling boxes in habitable rooms shall be rated for ceiling fans. c.
All recessed lighting fixtures installed in residential construction shall have an ICT rating. d.
All closets at least five square feet or longer shall have an approved lighting fixture installed. All walk in closets shall have a wall control switch for the light fixture. e.
All residential doorbell and thermostat wiring shall be installed in conduit until it becomes accessible. The standards, specifications, rules and regulations of the life safety code, NFPA 101, current edition, as published by the National Fire Protection Association as it pertains to electrical equipment required for the safe habitation and use of listed occupancies. SECTION FIVE: Any policy, resolution or ordinance of the City that conflicts with the provisions of this ordinance shall be and is hereby repealed and shall be of no further force or effect to the extent of such conflict. -4-
