Request for Comments on the PROPOSED POSTPONEMENT OF
EFFECTIVE DATE of September 29, 2009 for the Third Edition of the Standard for Surge
Protection Devices, UL 1449, Covering Product Categories XUHT, XUHT2, XUHT3, XUHT7,
XUPD, XUHT9, XUHT8.
PROPOSED POSTPONEMENT OF EFFECTIVE DATE
UL is proposing to postpone the September 29, 2009 Effective Date for UL Product Categories, XUHT2, XUHT3,
XUHT7, XUPD, XUHT9, XUHT8, XUHT, until September 29, 2010. In addition, in order for UL to complete our
investigations by this newly proposed Effective Date, UL also proposes November 29, 2009 as the new “Cutoff Date”.
For the record, the “Cutoff Date” is the date by which UL shall have all items necessary to determine compliance.
NOTE: The scope of this proposed postponement does not include UL Product Categories
OWHX2, OWHX8, OWHX, OWHX7 (Surge Arresters) and DIMV (Circuit Breaker Surge
Arresters) UL’s originally established September 29, 2009 Effective Date and schedule covering
these products will be retained.
The scope of this proposed postponement also does not include UL Product Category DIPJ (Circuit Breaker
TVSS). All products covered under DIPJ have been investigated and are in compliance with the

requirements in UL 1449, 3 edition.
RATIONALE:
The proposed change in the effective date is intended to give industry and UL the additional time necessary to
complete testing and investigations by the Effective Date.
The changes to UL 1449 were driven (by the UL 1449 STP) to synchronize with the published changes in the 2008
NEC, Articles 280 and 285 for SPDs, and to reflect the new SPD type designations. For products currently Listed
under XUHT, XUHT2, XUHT3, XUHT7, XUPD, XUHT9, XUHT8, critical safety issues have been previously

addressed by the 2 Edition requirements and as such there is no continued or ongoing risk of injury to users of
these products.
UL is requesting comments on the proposed postponement on or before September 9, 2009.
