Provide one tank for SMF and two tanks for IBMF. Provide 12,000-gallon aboveground tanks for storing E85 gasoline fuel. Tanks shall be insulated and protected, listed under latest edition of UL 142 and UL 2085, and equipped with a remote tanker offloading station as shown in the Drawings. AST foundation shall be suitable for Seismic Zone IV. B Ancillary Components. Provide aboveground storage tank systems and associated fuel piping systems that are complete and operable, in accordance with these specifications, drawings and the contractor's approved engineering drawings. Fuel piping systems covered in this section include aboveground piping, valves, tank penetrations for tanker offloading and level gauging. C Tanker offloading equipment shall be listed by CARB for Phase I Vapor Recovery for Aboveground storage tanks. D. New Equipment. All equipment shall be newly manufactured and unused in any other installation or facility. 1.4 A. 1.5 A. 1.6 A. CONTRACTOR WORK EXPERIENCE General. The Contractor selected to design and install fuel systems shall have designed and constructed a minimum of 4 petroleum fueling facilities during the previous three years. Contractor shall provide written documentation (work references) of his experience with his bid documents. QUALITY ASSURANCE General. Materials, apparatus, and equipment required for the work described in this Section shall be constructed and installed in accordance with the references cited above; and with the requirements of the local and state building and plumbing codes and ordinances, all legally constituted public authorities having jurisdiction, including State and county laws, rules and regulations, and Clark County and Cþ of North Las Vegas ordinances as appropriate. SUBMITTALS General. Contractor shall submit equipment data for review and approval by the RTC Construction Manager. Prior to fabrication or delivery of any material or equipment to the jobsite, submit four (4) hard bound and indexed copies of a brochure completely describing each major system, material and equipment proposed to be used. The review period will be ten (10) business days. Provide submittals electronically via 'E-20120' system as directed by RTC. B. C. Shop Drawings for AST. Submit shop drawings for the proposed shop-fabricated tank vault. Shop drawings shall indicate overall dimensions, primary and secondary containment tank materials and thicknesses, insulation material and thickness, and reinforcement arrangement. Drawings shall also show the locations and sizes of all tank penetrations, including the emergency vents. Product Data. Manufacturer's product data shall be submitted for the equipment listed below. Data shall include model numbers, materials of construction, features and design codes or standards used. V/here data include several different products on one sheet, clearly mark the sheet to indicate which product(s) is (are) proposed. Certificates of compliance shall be submitted, including mill certificates for cement, aggregates, reinforcing steel, admixtures and embedded items, as applicable. PART 2 - PRODUCTS 2,T ABOVEGROUND GASOLINE STORAGE TANK A. General. Furnish one tank for SMF and two tanks for IBMF. Provide three 12,000gallon above ground tanks for storing E85 gasoline fuel. Tanks shall be insulated and two hours fire rated, have secondary containment, and be integrally protected from vehicle impact and penetration by projectiles. B. Quality Assurance. Tanks shall be manufactured according to the following: 1. 2. 3. National Fire Protection Association (NFPA 30) Flammable and Combustible Liquids Code. Factory Mutual System approval J.I. IG4AOAF. 30 year warranty against failure or breakage or collapse due to structural failure. Provide documentation from the tank manufacturer testifuingthalthe tank is suitable for storing these petroleum products. C. Vault Design. 2 J 4 5 6 7 I 9 10 11 Tank vaults shall be constructed and listed in accordance with Underwriters Laboratories Inc. Standard 2085 for Insulated Secondary Containment Aboveground Tanks for Flammable and Combustible Liquids, Protected Type. The tank's fire rating shall exceed all requirements of The National Fire Protection Association Standards 30 and 304 for "fire resistant" tanks and meet the requirements of the Fire Code for "protected" aboveground tanks. The tanks shall be approved by the California Air Resources Board (CARB) for Phase 1 Vapor Recovery. All openings shall be from the top, with threaded NPT risers, or ANSI flanges, per the Drawings. All pipe risers shall be seamless ASTM 453 carbon steel pipe, with dimensions conforming to ASMEiANSI 83 6. 1 0M. The tank manufacturer shall provide proof of a minimum 10 years of manufacturing vault tanks of the specified type. The primary steel tank shall be cylindrical in shape and have continuous welds on all exterior seams, manufactured in accordance with UL listing requirements and UL Standard 142. The primary steel tank shall be pressure tested at 5 psig for a minimum duration of48 hours. The primary steel tanks shall have an 8 inch emergency vent system in accordance with the requirements of NFPA 30. The protected and insulated AST systems shall have a through-tank leak detector tube for continuous monitoring between the primary and secondary containment. The primary tank shall be insulated against fire exposure by a layer of thermal insulation in interstitial space exceeding the UL requirements for two-hour fire test. The secondary tank may be constructed from either reinforced concrete, or steel. The AST must be shop fabricated and tested in accordance with the UL listings. The primary storage tank shall be constructed of ASTM A-569 or A-36 carbon steel. The primary tank shall be frtted with the following penetrations through the roof, and located as shown in the drawings: a. b. c. d. e. f. g. D. 2.2 The primary tank shall be pressure tested to UL 142 Standard (minimum 3 to maximum 5 psi) at the factory, and shall be field-tested by the contractor to a maximum of 3 PSIG. The primary steel tank shall be designed to store diesel fuel, biodiesel fuel (820) automotive gasoline, M85 (methanol), and ethanol (885). Acceptable Products: 1 Fireguard, manufactured by Modern Welding Company of Califomia, Inc. 2 Or approved equal REMOTE GROUND-LEVEL FILL STATION A. Provide the gasoline tank vault with a dedicated remote ground level contain spills from the tanker product and vapor fittings. B. Specification. Fill station shall be fabricated from l2-gauge stainless steel, have a holding capacity of not less than 30 gallons, and be equipped with a hooded cover to prevent the entry of rainwater and dust. Fill station shall be equipped with adjustable legs and its basin fitted with a drain line controlled by a ball valve. Fill station shall contain both the remote fill adapter and the Phase I vapor adapter. C. Acceptable product: OPV/ 621 l SSR-3 0 2 B3 LD with two 4 inch by 3 inch reducer inserts. 2.3 fill station, to REMOTE FILL AND PHASE I VAPOR ADAPTERS A. Provide 3 inch tanker fill and vapor adapters for the tanker offload and Phase I vapor connections. Each adapter shall be equipped with a spring-loaded self-closing poppet valve to prevent product leakage after the fuel delivery coupler is disconnected. Poppet valve shall be equipped with a Viton seal. B. Acceptable product: OPW 1612AN-0300 Poppeted Kamvalok@ Adaptor 2.4 OVERFILL PREVENTION VALVE A. Furnish a 3 inch overfill prevention valve above the drop tube. Valve shall be equipped with a float that closes the valve to prevent overfilling when than ullage decreases to 8 inches. Valve shall be designed for pumped offloading at pressures as high as 150 PSIG and flow rates as high as 400 GPM. Valve materials shall be designed for use with gasoline, aviation fuels, diesel and kerosene. B. Valve shall be anodized model for E85. Morrison Bros. 90954-3300 AV model shall be compatible with E85 DROP TUBE A. General. Install a 3 inch extruded aluminum drop tube below the overfill prevention valve, to prevent product aeration during filling. Drop tube shall be designed for use with the overfill prevention valve selected. B. Acceptable Products shall be approved for E85. 1. OPW 61FT-0312 2. Morrison Bros. Fig. 419-Series. 2.6 MECHANICAL TANK LEVEL GAGE A. Furnish a mechanical level gauge in each tank vault, visible to personnel at the remote fill station. The gauge shall display product level in feet and inches, using a float inside a drop tube, and shall have its display face angled downward approximately 20o from vertical to improve visibility from the ground. B. Acceptable product: OPW 200TG-ENG (gauge) and OPW 61T-0208 (drop tube) 2.7 VALVES A Install ball valves as shown in the Drawings. Ball valves shall be listed and labeled under UL Standard842. B Install check valves as shown in the Drawings. Check valves shall be labeled by their manufacturers as being suitable for water oil and gas (WOG) service. 2.8 A. ABOVEGROUND VENT AND PRODUCT PIPING Aboveground pipe normally wetted by gasoline product shall be Schedule 40 carbon steel pipe manufactured according to ASTM A53, Type S. Pipe dimensions shall conform to ASME/ANSI B36.10M. B Flanged fittings. Aboveground pipe NPS 3 and larger shall be joined by butt welding or by ANSI Class 150 Raised Face Weldneck Flanges, except as follows. Pipe thread connections may be used to connect to appurtenances, fittings and valves specified herein, and which utilíze threaded couplings. C. Threaded Pipe Fittings. Threaded steel pipe shall be joined using ASME 2000 Forged Steel Fittings, formed with ASTM 4105 carbon steel. Threaded Joints: Threaded joints must be reamed and have clean-cut, perfect threads and be made up with non-hardening joint compound insoluble in petroleum products. Approved joint compounds include Rectorseal True Blue, Hercules Real Tuff, and Permatex High Temperature Thread Sealant. PRESSURE-VACUUM VENT VALVE General. The AST vent pipe shall be frtted with a pressure-vacuum vent valve certified and warranted for E85 gasoline. PROTECTTVE COATTNGS (PATNT) Specihcation. Aboveground carbon steel pipe, pipe supports, and other structural steel shall be painted with a durable industrial maintenance epoxy coating that is resistant to diesel, gasoline and ethanol fuels. Finish coat color shall be Intemational Protective Coatings Interline 871, or approved equal. 1 2 J 2.17 A. Clean surfaces by abrasive blast and otherwise prepare pipe surface according to the paint manufacturer's written recommendations. Apply coating directly to the abraded steel surface using a twin feed external spray unit. Dry thickness of the coating shall be between I and 3 millimeters. Clean all spray equipment with the paint manufacturer's recommended solvent, immediately after completing application. Finish coat's color for gasoline product and vapor pipe shall be safety yellow; all other steel painted at the site shall be gray. CATWALKS General. Provide integral catwalk along entire length of each tank walk to allow servicing and inspection of all center-mounted equipment, bungs and other tank-top appurtenances. B. Appurtenances. Provide handrails along both sides of each catwalk. Standalone tanks at IBMF shall also include fixed vertical ladders for catwalk access from ground level. Tank at SMF shall include adjoining catwalk platform and handrails to provide continuous access to the adjacent existing diesel tank and catwalk, including modification to the existing railing to provide access as needed. All new catwalks shall be welded and securely fixed to their tanks, shall meet OSHA standards and requirements, and shall be painted per article 2.10 of this specif,rcation. RTC of Southern Nevada- IBMF & SMF E85 Upgrade PWP-CL-2O12-l8l Specification Section 13212-8 ABOVE-GROUND E85 STORAGE TANK PART 3 - EXECUTION 3.1 ABOVEGROUND TANKS A Handle and transport pre-cast tanks with suitable equipment that will not damage or subject the product to excessive stresses. B Additional reinforcing, inserts, strongbacks, or other items shall be provided at time of installation per pre-cast manufacturer's recommendations for erection and handling stresses. C. Anchor AST's to their foundations using the tank manufacturer's recommended seismic anchoring system. Seismic restraints shall be approved for Zone IV. D Install tank vaults as shown on the Drawings, and according to the tank manufacturer's recommendations. E. Contractor shall follow the vault manufacturer's written field installation guide detailing all steps necessary to properly install complete structure and all appurtenances connected to the tank vault. F A manufacturer's technical field representative shall be present at jobsite on the day the vaults are set. 3.2 A. 3,3 PRODUCT, VENT & VAPOR RECOVERY PIPING Materials: All pipeline, fittings, risers, wrapping materials, etc., shall be furnished and installed by the Contractor. HANDLING OF PIPE AND FITTINGS A. Steel Pipe and Fittings: Protect against damage to the protective coating, pipe threads or wrapping, if present. B. InstallationRequirements: I 2 3.4 A. Interior surface of all pipe and fittings must be free from dirt, scale, metal, etc., before connecting. Vent piping shall terminate at a height of not less than 12 feet above ground surface. Fit vent with a suitable vent valve assembly, complying with Clark County requirements for the approved vapor recovery system. CUTTING OF PIPE Steel Pipe: Cut with hand or power operated pipe cutter, RTC of Southern Nevada- IBMF & SMF E85 Upgrade PWP-CL-2012-181 as in normal fitting practice. Specification Section 13212-9 ABOVE-GROUND 885 STORAGE TANK 1. 3.5 Steel Pipe ends shall be reamed and deburred. PIPING CONNECTIONS A With limited exceptions as described below, all piping wetted by diesel product, NPS 3 and larger, shall be connected by butt welding or by flanged fittings. L Butt welding fittings shall be manufactured according to ASME/ANSI 816.9. Butt welded pipe ends shall be prepared according to ASME/ANSI 816.25-Buttwelding Ends. 2. Perform pipe welding in conformance with ASME/ASTM 831.3. 3. Only Qualified Welders and welding procedures approved in accordance with ASME Boiler and Pressure Vessel Code Section IX, shall be used to weld fuel pipe. 4. The contractor shall maintain the Welder Performance Qualification for all welders performing pipe welding, and Procedure Qualification Record for each welding procedure used, and furnish it (them) to the RTC upon request.All butt welds shall be radiographed, and radiograph images and written test report submitted to the Engineer for approval, before any diesel product is delivered to the facility. B All valves NPS 3 and larger, shall be fitted with Class 150 ASME/ANSI B16.5 raised face flanges with the following exceptions, which shall have NPT fittings: 1. 2. 3. 4. PIPE COATING & PAINT A No steel pipe shall be directly buried underground. All aboveground steel pipe shall be coated with an industrial maintenance paint. Prepare surfaces of pipe and apply paint as described in paragraph 2.9. B Affix permanent labels describing the piped material and its flow direction, at intervals of not less than 6 feet. Labeling shall state *GASOLINE PRODUCT" oT "GASOLINE VAPOR" as appropriate. Lettering for labels shall be not less than2 in. high 3.7 A. B. FIELD TESTS Test Procedure: Prior to application of test pressure, remove or valve off piping components which may be damaged by the test and install a currently calibrated test gauge in the system. Maintain test pressure for time periods specified in article B, below. In the event of leakage, locate and repair the leak(s) and repeat test. Tanks. Locate a pressure gage in the vent/monitor fitting. Locate a second pressure gage at a fitting in the manway and connect the air pressure hose to this same fitting. Pressurize the tank to between 4.0 and 5.0 PSIG, using air. Monitor the pressure gages for a minimum of 2 hours. Post-Installation Tank Pressure Test. Procedures for pre-installation pressure test shall be repeated. This test may be performed with or without piping and f,rttings attached. C. Piping Test. During pneumatic tank testing, allow pressure to communicate with offload piping. Soap test at joints to detect leaks. D Responsibility. The Contractor is responsible for all labor, materials, and equipment to conduct pressure tests (air or hydrostatic) of all product piping. 3.8 A. 3.9 LABELING Major Equipment. The manufacturer shall provide a stainless steel or brass nameplate on each major item of equipment. The nameplate shall be mechanically affixed and shall be embossed with the manufacturer's namo, address, model number, serial number, pressure rating and flow capacity, as applicable. FIELD STARTUP SERVICES A. General. Contractor shall provide complete field startup services for the Facility and its components and systems. Contractor shall provide appropriate field-starlup services from manufacturers and vendors, including on-site assistance from the main vendor. B Initial Fuel-Product Delivery. To facilitate startup tests, contractor shall co-ordinate with the Owner for the Owner to purchase and deliver 4,000 gallons of 885 gasoline product to each new AST (12,000 gallons, in total). C. Requirements. Contractor shall initialize and make fully operational the following l. D. Functional Tests. 1 3.10 A. Mechanical tank level gages. Observe offloading operation during the initial product delivery. Repair any valve malfunctions or piping leaks that occur during the delivery. OPERATION AND MAINTENANCE MANUALS Organize maintenance and operating literature into suitable sets of manageable size, and bind into individual binders, properly identified and indexed (thumb-tabbed). Manuals shall be provided on CDR in PDF format as well. Use a standard method for highlighting safety procedures. Bind each manual of each set in aheavy-duty Z-inch,tbree ring vinyl-covered binder and include pocket folders for folded sheet information. Mark identification on both the fiont and spine of each binder, including "Volume ll# of ##" information. 1. Delivery: Supply 4 complete manuals for approval with the colnmencement of the delivery of the equipment to the site.
