AVe have done a rent deal ot hard work which enables the rlsltiK Kcnemtlon to read nnd to write, but .outside of Honolulu there Is praetluully i incontlve for the young people to .rend nnd to open out before their minds the resourced, the advantages and the delights of literature. In n few schools, a very few schools, the unurgy of the teacher and the of a few friends has got together some kind of a library, but It Is aisunlly made up haphazard, and Is woefully lacking In completeness, still on the principle that half a loaf Is better than no bread, so some kind of a library Is better than none at all. The time now seems to have arrived when public funds could be advantage-- . uusly appropriated for furnishing the ."Nucleus of llbrurles In most of the pro-- . julnent schoolhouses throughout the Territory, and the sturt once made, a aiinall sum a year could be voted which would udd to and build up the libraries as time went on. These libraries need not be entirely ;lor children, though they must neces-carll- y contain a large proportion of children's books. The country school .libraries might however do a greater work. The adult population might have the right to take out books under certain restrictions, and scientific, agricultural, and Industrial works might .form a proper portion of such libraries. Once established with proper rules as to the class of works to be admitted, these libraries would form a center of culture and Information for every district. There could be no doubt of their .success. It is very probable that a bill establishing such libraries, working out the details, will be presented at the coming Legislature. Whoever draws the bill should be careful of one thing. No sectarian literature should be allowed in such libraries and the namby pamby Sunday school literature would be thus effectually barred. With such .restrictions It Is probably that such a Bcheme would work for the mental advancement of the Territory far more effectually than wo at present Imagine. The Star believes the Idea is a thoroughly good and a thoroughly progressive one, and hopes to see It mn- terlalize. i If , JANiiAMf MDNDAtf, M AM, ru. tJ Ttw iwlammir kt par f a MHkf In t ) to him In raa " wf 'Hi "f tlM' wKa nrxt ti hhi mtli!jrM--t for th It priM wtlna thr atiafiPiiatftM of wnth In provided. fotwrver. that mi Indemnity xhnll b' paid If a roNimlttpr of mnn lll itpntlal airant apiolHld lir the an-i'ltlc,.hall, after a full inveatltfatlon of all tha clrrtimataHcea, nnd tho attiha a JuatlAablr one It la worthy of nnr tlmt a repwt up'on ami illartiaalon of th? aitalnat ati'lhwT forma a pro inlnent feature of the prottrHHime itf the n national convention of A ui Irian which mat last Oetobar. Whether this recognition will have any practical result, remains for the present a matter of conjecture. We may Just as well face the question first ns last. It has been one of the curses of the Islands to let things run nnd to avoid unpleasant possibilities. It was In this way, when It wns plain that annexation meant the end of the contract labor system, that little or no effort was made to prepare to meet the change. There were thinkers among those who had largo Interests here that urged that some effort should bo made to prepare for meeting the changed conditions, but the advice of such men wns usually cast aside and they were regarded as rather anulsanco than otherwise. It Is Just tho same with strikes, methods of preparation to meet such crisis will be Ignored until we get them good and solid. Then there will be a hasty scramble to meet an economic trouble. Economic troubles are better met with forethought than by hasty expedients when the trouble comes. It Is only another phase of the old proverb that an ounce of prevention is worth a pound of cure. "Our county was not organized In those days nnd our nenrest court of jurisdiction was In Bismarck, 1G5 miles to the east. The only real attempts at recognizing this jurisdiction ended In Marquis do Mores' party shooting a man named Luffsoy, nnd It then became the fashion for the deputy sheriff from Bismarck or Mnndnn to be stood up under guard and put on the first train east whenever an nttempt at arrest was made. The Montana 'stranglers' afteralward shot nnd hung twenty-eigleged 'rustlers' who had given the Bad Lands the reputation of being tho toughest place on the frontier. g In Medora, Mar"At a quis do Mores was elected chief of the fire department and I was elected chief of police. Not long afterward a man named Flnni gan 'turned loose' nnd announced that It was 'his time to howl.' A Mr. Fisher was In my office shaving, the mirror being propped up on the feedboard of a Gordon press. One of the bullets from Flnnegnn's Winchester went clear through the office and passed between Fisher and the mirror, nicking off a corner of the latter on the way. When Fisher emerged from the door wildly waving a towel In one hand and a razor In tho other, with one side of his face shorn and tho other covered with lather, It seemed time to Interrupt the festivities. So we locked Flnnegan up In nn empty box enr, the nearest approach to a Jail we had. That night his partner helped him out and they went down the river, stealing a boat on the way from Roosevelt's Elkhorn ranch. "The next morning Roosevelt learned of his loss and started in pursuit, accompanied to two of his cowboys named Seawell and Dow. Flnnegan had with d Indian nnd an old Gerhim n man who had been deeply inpllcated In the worst of frontier crimes, cattle-killin- g Roosevelt found and the German nlone In camp about eighty miles down the Missouri river his two companions being off hunting. They made him safe and then sat down by the bandit's lire to wait for the others. When they were within twenty jnrds or so Roosevelt and Seawell covered them with their rifles nnd shouted to them to hold up their hands. Flnnegan hesitated for a second but when he recognized Roosevelt he dropped his rifle and held his hands up beside his head. A blizzard was blowing that night and It was fiercely cold, so Roosevelt con cluded to lie up until the weather moderated. He took away the arms from his prisoners, but he dare not tie them, because If he did their hands and feet would In all probability be frozen, so he concluded to keep gunrd over them and take his chances. As a precaution, however, he made them take off their boots, which were safely hidden away, and let them He around the camp fire. It would have been Impossible for anyone to escape in his stocking feet In that blizzard. "While two of his companions and the cantlves slept, Roosevelt took his sta- and watched for the first tVir hours, then turned In and wns relieved by one of his companions. The next day he started for Dickenson, the nearest town After suffering severely from exposure, the party reached a ranch house where he hired a wagon and a pair if horses from a rugged old plainsman, who could not understand why he t.r.K so much bother with the thieves Instjac" of hangPlacing the caping them tives In the wagon, 'Roosevelt marched behind, through the snow for thirty-si- x hours without sleep ir rest, until he delivered his prisoners Into the hands of the sheriff. Southern States are Making Millions of Dollars. Macon's jug trade Is something wonderful at this season of the year, but it is especially so this year. The Jugs that have been shipped out to neighboring towns through the express office alone amount to over 2,000 a day from Wednesdny up until Saturday, and for Saturday and Monday and Tuesday it was expected that the number for each would approximate 3,000. It is thought that fully 14,000 will represent the total for the week, beginning contain last Wednesday. These jugs from a half gallon to five gallons, but generally they have about two gallons In them. Putting the average at two gallons, it would make 28,000 gallons. Besides these there are kegs and barrels shipped by freight and In private conveyances. "The beauty about this Is that the whiskey brings retail prices," said a citizen the otherday "That whiskey will average nearly $i a gallon, making the whiskey trade of Macon's customers amount to upward of 1100,- 000 during one week, speaking alone pf the express route and, itts, perhaps, safe to say that as much more goes out by other routes."
