CSS Mission
Serve as the single point of contact for all ARNG units for
combat service support equipment modernization,
distribution, fielding, acquisition, and NET/DET activities.

Goal and Objectives
• Ensure ARNG equipment requirements are validated
and recognized by HQDA in the Program Objective
Memorandum (POM).
• Provide the most modern and capable equipment to
ARNG units through coordination with Program/Product
Managers, HQDA G8 and ARNG G8 Leadership.
• Prepare and develop distribution and modernization
plans for assigned systems based on funding received in
the POM and NGREA.
• Provide equipping related technical guidance and
assistance to ARNG units, ARNG G8, and DARNG.
• Mentor and develop Officers as future FA50 leaders.

Sustainment Portfolio Defined
Sustainment: Comprised of various combat service support systems. Future Army forces require the capability to
conduct the distribution of personnel, equipment, and supplies in several theaters with limited resources. The
systems need to perform with more efficient types of power, have greater reliability and availability with less
specialized maintenance, and are interoperable with joint, interagency, intergovernmental, and multinational
partners to support distributed operations.

Tactical Electric Power:
AMMPS (Advanced Medium Mobile Power Sources) still being fielded to BCTs only.
Modified Work Order (MWO) kit for the Standard Automotive Tool Set (SATS) is only
being released to units that have been fielded the AMMPS generator. If your units have
been fielded the AMMPS generator (BCTs) please contact CPT DeBold to assist you with
getting the MWO kit.
Field Feeding/Field Services:
Energy efficiency Kits are being fielded for the Food Sanitation Center
PAWS/ MHE:
-Modular Fuel System (MFS) – Tank Rack Module (TRM) was pushed back a few
months due to manufacturing issues. ARNG fielding is scheduled to start
August/September timeframe.
-HIPPO fielding should be complete by FY19. CAMEL II fielding should be complete by
FY20.
-5K Forklift fielding will slow late FY16 and FY17 due to contract.

MC4/ Medical Field Services:
MC4 is mainly being fielded to priority 1 units. The regional managers are on board with
consolidating NET/NEFs to priority 2 & 3 units with those priority 1 units being fielded
within the state. MC4 will transition to the Joint Operational Medicine Information System
(JOMIS) in FY21.
Maintenance:
Machinist’s Measuring Tool Set fieldings are on hold at this time. Maintenance Support
Devices are being fielded to states with shortages. The ARNG has the opportunity to
piggy back off other NETs.

Sustainment (Transportation) : Comprised of Tactical Wheeled Vehicles (TWV), Mine Resistant
Ambush Protected (MRAP) Vehicles. Future Army forces require the capability to conduct
distribution of personnel, equipment, and supplies with platforms that have greater protection, use
more efficient types of power, have greater reliability and availability with less specialized
maintenance, and are interoperable with joint, interagency, intergovernmental, and multinational
partners to support distributed operations.

Protected (MRAP)
Multi-purpose platform that provides light tactical protected mobility. Transportable systems,
supporting payloads up to 2.5 tons, employed as command and control, special purpose shelter
carriers, and special purpose weapons which provide mobility, protection, sustainment and networking
capabilities on and off-road.
Multi-purpose platform that provides medium tactical protected mobility. Rapidly deployable systems
supporting payloads from 2.5-ton to 10-ton capacity that perform local and line haul, unit mobility, unit
resupply on primary and secondary roads, trails and cross-country terrain, in all climactic conditions.
Multi-purpose platform that provides heavy tactical protected mobility. Heavy systems employed to
support Combat Forces, Combat Support and Combat Service Support units in transporting high
tonnages of supplies and fuel, and recovering and evacuating combat-loaded main battle tanks and
other heavy tracked and wheeled vehicles to and from the battlefield.
Multiple mission role protected mobility for 5 – 11 personnel and mission equipment. Enables freedom
of maneuver and ability to operate effectively in complex asymmetric threat environment. Design
mitigates threats from mines, improvised explosive devices (IED), rocket propelled grenade (RPG) and
small arms fire (SAF).

LTV:
HMMWVs Ambulances are being produced and fielded and if current funding trends continue, all
states should have pure fleet modern vehicles by 2018. The addition of JLTVs will allow for the
Army as a whole to eliminate the most troublesome legacy HMMWVs in the fleet while some
cross leveling among COMPOs and states is likely to occur.
MTV:
There are 309 more trucks being fielding under the existing contract. Future funding is being
planned for future production.
MRAP:
Maxx Pro Dash are completing fieldings. M-ATVs are going through a RESET program and will
be fielded late FY16.
HTV:
HEMTT and PLS are currently undergoing Recapitalization programs and will begin fielding as
factory output is allocated to the ARNG. Funding is planned for future production of 20 Ton Dump
Truck, M172 25 Ton Low bed trailer, and M870 40 Ton Low bed trailer. Enhanced Container
Handling Unit (ECHU) are currently being installed on PLS/HEMTT vehicles. PLS Trailer is
currently being fielded. Container Transfer Equipment (CTE) upgrades are funded for the PLS
Trailers and likely to start in FY17. The 12 Ton Light Engineer Utility Trailer (LEUT) is funded for

Aerial Delivery Systems -
Systems Integrator: CPT Garrett Gray
NET/DET Requirement: Yes
The Joint Precision Airdrop System (JPADS) is a guided, high altitude capable, precision
airdrop system providing controlled flight upon release from an aircraft and reduces
ground load dispersion through superior landing accuracy. JPADS is the primary aerial
delivery system for tactical ground war fighting forces when mission profile demands high
altitude and/or standoff precision delivery.
Field Feeding - Systems Integrator: CPT Garrett Gray
NET/DET Requirement: Yes
Comprised of several ration support capabilities that provide nutritious meals to the war
fighter in all types of scenarios. This system includes refrigeration and sanitation
capabilities as well.
Fuel & Water - Systems Integrator: CPT Garrett Gray
NET/DET Requirement: Yes
Providing forces with the right fuel/water, in the right place, and at the right time involves
determining peacetime and wartime requirements, contracting and allocating product,
arranging for bulk storage, moving products forward to and within the theater, ensuring
quality control, issuing and accounting for the fuel/water, and maintaining distribution
equipment requirements.

NET/DET Requirement: Yes
Provides Second Level maintenance capability to fabricate replacement parts, test
equipment that will test and improve accuracy of weapon systems and to perform
diagnostics on the Army’s fleet of TWV, armored and aviation weapon systems.
Medical Field - Systems Integrator: Ms. Aleisha Branche
NET/DET Requirement: No
Grouping of 100+ LINS, to include Blood Analyzers, Defibrillators, Ventilators, Patient
Monitors, X-ray and Imaging Systems, and various Medical and Dental Equipment Sets.
Medical Equipment Sets (MES) are reviewed by the United States Army Medical Materiel
Agency (USAMMA) every three years to determine the type and quantity of components
to be added or removed from the unit assemblages (UA).

Systems Integrator: Ms. Aleisha Branche
NET/DET Requirement: Yes
Seven different hardware LINs which serve as the Army’s Tactical Medical Information
System (TMIS) and are located wherever a medical capability is found. The MC4 system
capability produces a life-long medical record for continuity from point of injury onward. It
streamlines medical logistics and enhanced medical situational awareness for Army
Operational Forces.

Material Handling Equipment (MHE) – Systems Integrator: CPT Garrett Gray
NET/DET Requirement: Yes
The 5K Light Capacity Rough Terrain Forklift (LCRTF) handles all classes of supplies and
designed to load and unload standard size ISO containers. With the boom fully retracted,
the lifting range of 5,000lbs is from ground level up to 12ft high at a 50 degree boom
angle. For all highway, rail, marine, and air transport, except C-130, the LCRTF meets all
weight and dimensional requirements while in its fully operational state, with no reduction.
Tactical Electric Power (TEP) – Systems Integrator: CPT Samuel DeBold
NET/DET Requirement: Yes
The Family of Power Generations capabilities that includes: Advanced Medium Mobile
Power Sources (AMMPS); Large Advanced Mobile Power (LAMPS); Small Tactical
Electrical Power (STEP); and Deployable Power Generation & Distribution System
(DPGDS-840kW), as well as Power and Improved Distribution Illumination Systems
(PDISE, IPDISE).

Light Tactical Vehicles - Systems Integrator: Ms. Monique Vaughter
NET/DET Requirement: Unit Dependent
The ARNG has a requirement of ~ 37K. It comes in the following configurations: Cargo
(2D/4D), TOW/ITAS (Tube-launched, Optically-tracked, Wire-guided, Improved Target
Acquisition System), Heavy Weapons (M2/MK19), and Ambulance. Ambulances are
currently being produced and fielded. The HMMWV will be replaced in-part by the Joint
Light Tactical Vehicle (JLTV). The JLTV will have Cargo (2D/4D), TOW/ITAS and Heavy
Weapons variants (no Ambulance variant is planned). The first JLTVs are estimated to be
fielded to IBCTs in FY20.
Medium Tactical Vehicles - Systems Integrator: CPT Jocelyn Cabe
NET/DET Requirement: Unit Dependent
The MTV family of vehicles consists of trucks with a payload from 2.5 Tons to 10 Tons.
The ARNG has a requirement for ~26K of these trucks in 14 different variants (Cargo,
Van, Dumps, Tractor, Long Wheel Base/Bed/Chassis, Material Handling Equipment
(MHE), and Wrecker). These vehicles are currently in production and being fielded.

Mine-Resistant Ambush Protected Vehicles (MRAP) - Systems Integrator:

NET/DET Requirement: Yes
The ARNG has a validated requirement for 294 MRAPs. These vehicles were produced
for OEF/OIF missions and are returning from theatre. Maxx Pro Dash are currently
fielding. M-ATV will go through a RESET program and be fielded in FY16.
Heavy Tactical Vehicles - Systems Integrator: CPT Jeremy Blenn

The HTV Family of Vehicles consists of vehicles with a Payload over 10 Tons. Its
comprised of the Heavy Expanded Mobility Tactical Truck (HEMTT) Family, the Palletized
Load System (PLS) Family, the Heavy Equipment Transporter (HET), Line Haul Trucks,
20 Ton Dump Truck, and associated trailers and enablers/attachments.
