NATIONAL NEWS
Amending the childcare disqualification arrangements in schools and non-domestic registered
settings Government consultation: The DfE is seeking views on proposals to make changes to the
childcare disqualification arrangements in England. This consultation sets out three separate options for
changing the arrangements in schools and non-domestic registered settings. They are not proposing to make
changes to the arrangements where childcare is provided on domestic premises. Their aim is to improve the
fairness of the current arrangements, particularly in respect of the ‘by association’ elements, which mean that
a childcare worker can be disqualified because someone who lives or works in their household is disqualified.
They are looking for people to give their comments on the options they are proposing, together with any views
you have on the childcare disqualification arrangements more generally. This consultation closes on 1 July
2016 at 12:00am.

collaboration with TNS BMRB about the Early Years Pupil Premium (EYPP) and are looking to talk to

Congratulations! Calderdale Early Years Learning and Childcare teams would like to send our sincerest
congratulations to the following providers who have been taking part in two specific schemes which focus on
Early Years Quality:
“Steps to Quality” Quality Assurance Scheme
The Steps to Quality is the Quality Assurance Scheme owned by Calderdale, York, North Lincolnshire and
Hull. Achieving each Step takes approximately one year and requires dedication, team work and a
commitment to quality and providers are then assessed to ensure they meet the full criteria. To achieve Step 2
means that the provider is implementing quality early years care and education. To achieve Step 3 means that
the provider has clear systems of reflection in place to enable them to maintain quality at this high level.

Making Children’s Learning Visible
Making Children’s Learning Visible is a project that has been completed in partnership with Pen Green
Research, Development and Training Centre, through a licence agreement. This project includes looking at
pedagogical strategies advocated by Pen Green, which support the development of informed assessment of
children’s learning, early years practice informed by pedagogical research, specifically using the Leuven
Scales, schema and peer observations, in addition to a data collection tool which helps to identify cohorts of
children. This is a 3 day course and involves undertaking a project with whole staff teams, resulting in
presenting projects to their peers on the course. Our second cohort of providers successfully completed this
project, with a fantastic day on the 16th April. It was a delight to see their individual presentations and to see
the impact of this course upon their teams practice and moral, in addition to the impact on the individual
children focussed on through this project. Feedback from all who took part in the project on Day 3 was
extremely positive, here is one of the many comments from a participant: “This is one of the best courses I
have attended, very informative and has helped my team improve its practice”.

New Continuum of Need and Response: The Calderdale Safeguarding Children Board have produced a
new guide for the Continuum of Need and Response. The guide provides information on the different levels
and give examples of children and young people’s needs. It also gives clear guidance for ‘Early Intervention’.
Please ensure that the information in this guide is cascaded and understood by all staff in your settings and
that all relevant policies and procedures are reviewed and updated. If you want more information about ‘Early

Safeguarding Referrals: The Multi-Agency Screening Team (MAST) team of child protection professionals
including: Police, Children’s Social Care and Health. MAST is a triage service for all safeguarding concerns
and will give advice on the correct procedures for individual cases. You will need to update your policies and
procedures to reflect these changes.

The team consists of representatives from Children’s Social Care, Police, Health and the CAF Co-ordinator.
All referrals into Children’s Social Care are received and screened by the MAST team within 24 hours. Further
information is gathered in relation to referrals by screening social workers, and referrals identified at level 4 or
5 on the Continuum of Need are discussed in a daily Multi Agency Meeting or strategy discussion as part of
the decision making process. Referrals not reaching this threshold may be returned to the referrer with advice
for further action, signposted for other services and support, including a locality Early Intervention panel. The
MAST team also offers advice on whether to make a referral or register a Single Assessment. Those cases
requiring further social worker assessment and intervention will be transferred to Children’s Assessment Team
who can be contacted on 01422 393340.

Early Years and Childcare Learning and Development Programme Update:
July training essentials
Child Protection: An Introduction – Saturday July 9th 9.30 -12.30
Provides the initial mandatory child protection training for all practitioners working with children and young
people. This course introduces the four categories of abuse and neglect. Participants discuss their role in
recognising key indicators and the importance of observation and referral. Includes current referral
procedures for Calderdale through MAST, Early Intervention and Prevent. Book now for July, next scheduled
date November 2016.

PSED to Support Vulnerable Children – Saturday 9th July 9.30 – 3.30
**Essential for Designated Safeguarding Leads.
This course explores the wider contexts of vulnerability and asks what makes a child vulnerable. The session
aims to identify how the practitioner can support the child’s personal, social and emotional development
through sensitive early intervention. Examples of vulnerabilities explored include material deprivation, living in
a chaotic or dysfunctional households, gender dysphoria & isolation. Being able to support and signpost
parents to appropriate sources of help is a crucial part of early intervention.
British Values and Prevent Duty – Friday 15th July 2pm -4pm
The course will provide further clarity on what British Values means in the early years. The Counter Terrorism
and Security Act 2015 also places a duty on early years providers ‘to have due regard to the need to prevent
people from being drawn into terrorism’ – this course explores how you fully meet Prevent duty. Book now for

Skills Builder: New To Management – Monday 18th July 9.30- 12pm
This course aims to support managers & supervisors who are new in role to develop their skills. It especially
looks at those promoted from within the organisation. This is a great interactive course, where you will learn
from each other – a solid start on the journey of management training! This course would suit room leaders,
those new to management, Out of School Club leaders…

FINANCE TEAM UPDATES
EEF Summer Term Task: The Summer Term Actual Task is now closed. We are now calculating your final
payments.
EEF Autumn Term Forecast Task: This will open on 4th July 2016 and will close on 15th July 2016.
30 Hours of Free Childcare: We have developed an online questionnaire for parents seeking their views on
the increased entitlement. Please promote via your networks and encourage parents/carers to complete it at
http://www.calderdale.gov.uk/council/consultation/parent-and-carers/index.htm. Paper copies are available if
required – please let us know if you would like a supply.

Update on the Delivering 30 hours of Free Childcare – Capital Grant: The Stage 2 Eligibility Forms
were e-mailed to all current partners in the bidding process on the 3rd June 2016. The deadline for returning
completed forms is 6pm on the 1st July 2016. The form must be sent by e-mail to eef@calderdale.gov.uk. The
Local Authority submitted an Expression of Interest to the Education Funding Agency (EFA) and is still
awaiting details of the remainder of the process.
-------------------------------------------------------------------------------------------------------------------------------------------------Change to Tasks from Summer Term 2016: From the start of the new financial year there will now only be
two Tasks to complete each term – a Forecast and an Actual Task. The Forecast Task remains as before
and will be used to calculate your 90% initial payment and 90% of your Quality Supplement. The Actual Task
will be used to capture information about changes to funding arrangements, including late starters and leavers,
as well as the data needed for the EYPP checks. After this Task has closed there will be no further
opportunities to add any new starters so any children you take on after this point will not receive any LA
funding for that term.
Quality Supplement: If your setting is eligible, the Quality Supplement of 0.23 / hour will be added to your
base funding rate from the Summer Term 2016. This means that your rates will be enhanced from £4.90 to
£5.13 for two year olds and from £3.97 to £4.20 for three and four year olds.

Access to Childcare Support Payments: If you are a provider claiming Access to Childcare Support
funding, please ensure that your electronic timesheets are submitted to Viv Starkey via fis@calderdale.gov.uk,
no later than the end of each month, in order for your payment to be processed promptly. Timesheets older
than three months will not be accepted for payment. You must inform Viv Starkey of any ATCS funded
children who no longer attend your setting/cease attending for any reason.

To enhance childminder practice through the use of video:

Reflective practice and peer observations
Eligible childminders taking part in the project will receive a free tablet.
(This will initially be on loan for one year to assist you in embedding the strategies learnt on the course;
following this year it will then become your tablet to keep.) To undertake this project you will need to attend
both dates outlined below, undertake case study of things learnt and receive a visit from a peer support
childminder. Dates: Tuesday 27th September & Tuesday 15th November 2016 Time: 6.30-9.00pm for a prompt

If so, you need to come to one of the Reception Transition events:
 The Quality Improvement and Support Team have been working with the schools to look at how we
can best support children who are due to start reception class in September.
 These events will provide an opportunity to come and meet with reception class teachers and early
years leads, to discuss transitional information about the children who are due to start school in
September.
 You will be able to share children’s transition documents, including assessments and any information
that will support children’s transition into the school.
 It will also provide an excellent opportunity for you to network with schools and other providers from
your area.
 Each area has a school who have kindly offered to host an event and we have invited all other schools
from each cluster area to attend.
 You will need to find out which schools the children from your setting will be going to and then look to
see which event that school is attending.
 You are welcome to attend as many of the events as you need to in order to support all of the
children’s transitions.

--------------------------------------------------------------------------------------------------------------------------------------------------Early Years SENCO network is launched: On Friday 20th May we celebrated the launch of the new Early
Years SENCO network with the first meeting being held at the Orangebox in Halifax. 23 SENCOs & managers
from across Calderdale attended the session where we had a fantastic response by the sector for facilitating
these ‘much wanted’ sessions. Aims of the SENCO network were discussed and agreed, a presentation on
local and national updates on the SEND agenda was given and participants were involved in a workshop
looking at Quality First Teaching and the Graduated Approach to SEN Support. The next SENCO network
