Recognising the benefits this event delivers for Scotland, a contribution of £150,000 has been made by the Scottish Government to contribute towards the significantly increased costs of staging the event and to help its organisers in ensuring its successful transition to the new site at Strathallan." The £lS.4m impact figure was produced by independent analysts EKOSLtd for DF Concerts. As discussed, a formal offer of grant has not been made yet but I expect that to take place this week. Any comments you have on this would be very welcome. Alan - I've highlighted para 8.2 which currently reads: If, in the Scottish Ministers' opinion, the Grant or any part of it is state aid and they consider that they are required to recover such sum in order to ensure compliance with their obligations under EU law Scottish Ministers may require immediate repayment of the Grant or any part of it together with interest at such rate and on such basis as may be determined from time to time by the Commission of the European Union. Whilst out of date, this would appear to offer a platform for us to "publish" our support for T in the Park, subject to the views of State Aid colleagues. A link to the landing page and the current text within it, along with a suggested addition in red to capture the T in the Park contribution for consideration by you/State Aid colleagues is shown below. I have spoken to Willie who has editorial rights over the SG internet pages and who can make the amends to the pages as soon as we have clearance on the wording. Happy to discuss once you have had the chance to review. Once we get this immediate issue out of the way this might also we be a good project for one of the wider team to look at in terms of updating the entries more generally? Kevin http://www.gov.scotITopics/Business-lndustry/Tourism Tourism is everyone's business - everyone in Scotland is an ambassador. The tourism sector is of vital importance to the Scottish economy - latest figures indicate total overnight and day visitor expenditure in Scotland was around £9 billion in 2013 - this comprised of expenditure from overnight visitors of £4.6 billion and expenditure by day visitors of £4.6 billion. Spending by tourists in Scotland generates £10 billion of economic activity in the wider Scottish supply chain and contributes £5 billion to Scottish GDP (in basic prices). This represents just under 5% of total Scottish GDP. Employment in the tourism-related industries sector (as measured by the Scottish Government's Tourism Growth Sector) in Scotland was 211,200 in 2013 - accounting for around 8.5% of employment in Scotland. - ON requires update Scotland's national events strategy, Scotland the Perfect Stage sets out the Scottish Government's vision for events by utilising and developing our assets and delivering a portfolio of events that provide authentic experiences for the people of Scotland and our Visitors; and 2 highlights the range of benefits that a strong portfolio of events can yield for Scotland in cultural, reputational, economic and legacy terms. 2014 was an unique year when Scotland welcomed the world as host of the highly successful Commonwealth Games, Ryder Cup and Homecoming Scotland 2014. Scotland's events sector is going from strength to strength with a diverse range of events happening throughout the calendar year across the length and breadth of the country. To sustain and build upon the momentum generated by Homecoming Scotland 2014 and to continue to inspire the people of Scotland and our visitors, work is underway on the planning and delivery of a second programme of themed years, which will focus on Food and Drink in 2015, Innovation, Architecture and Design in 2016, History Herltaqe and Archaeology in 2017 and Young People in 2018. The themed years programme is used to shine a spotlight on some of Scotland's greatest assets, icons and hidden gems through a wide ranging variety of new and existing activity to boost tourism in every corner of Scotland. For example, in 2015/16 we will see a celebration of Scotland's vibrant music scene through Celtic Connections, which will see a unique collaboration with Black and Ethnic Minority Infrastructure Scotland (BEMIS) to enhance the engagement of multi-cultural communities in Scotland's Winter Festival programme; and T in the Park who, for 2015, have received funding support of £150,000 from the Scottish Government to help ensure the successful transition of this iconic music festival to their new tem site at Strathallan in Perthshi 3 Duff WE (Willie) To: Subject: Hanlon K (Kevin) FW; URGENT - T in the Park - Publication of State Aid Funding From: Hanlon K (Kevin) Sent: 13 July 2015 08:11 To: McClintock E (Emma); MacLeod G (Gail) Cc: Coleman A (Alan); Crockett S (Shirley); Pentland MK (Malcolm); Duff WE (Willie); Sirrell I (Ian) Subject: RE: URGENT - T in the Park - Publication of State Aid Funding Emma Thanks. In terms of the text for the webpage the proposed text below is fine in terms of what you would like your section of the website to read as. But for the purposes of what the EC will want to see I have included some links below to some other schemes I have notified and the depth of information you will need to have all on one page of the website. http://www.gov.scotITopics/Business-lndu$try/Energy/Actionllowcarbon/LCITP/StateAid http://www.interfacefoodanddrink.comlfunding/state-aid-informationl You will need the page to be titled - State Aid Registration (and leave a space for the scheme number as this is where it will go once I have had acceptance from the EC). You will then need a few lines to explain that you submitted an ad hoc notification to award £150,000 to DF Concerts. As you will see from the examples you then have to outline the article to which you have cover for in the GBER and the provisions under that article. If you follow the structure of these examples above it should be quite straight forward. You can let myself or Alan see this before it goes live and we can tell you if it all looks OK. Also, you indicated that the wording we have proposed is a helpful descriptor but doesn't carry the necessary information to satisfy the commission requirements. Therefore, if you could provide the wording required (I understand you had a template for this?) that would be great. I appreciate that Emma and Ian 8irrell may have already had this conversation, but lan's on leave next week so please just send it through to myself, Kevin Hanlon and Malcolm Pentland once Emma's back in the office. I've had a chat with Willie Duff who looks after our webpage on the SG site. The plan would be to use the proposed wording as below, but imbed a link into it which would take you to a separate page detailing the required information. We would then use this link for you to provide to the commission. Will this be suitable? The main time issue we face is the actual 'notification' of this award onto the EC's registration database, which is a requirement under the General Block Exemption Regulation, under which this award is being made. This must be done within 20 working days of the measure coming into force (in this case the day the award was made). When we register the award on the system there must be a weblink to the full legal terms of the award which explains the GBER Article used and how the award fits with 2 that Article - in other words while the proposed wording you have offered looks agreeable, it does not provide the level of information that would be necessary to satisfy the Commission's transparency requirements. You can choose where this goes on the SG website, but for the purposes of annex 2 you will notice that you need to provide me with two web links. The first demonstrating what area of government this aid has come from - so perhaps the main 1 tourism section of the website, and secondly the link to the full text of the aid measure - which will have all of the State Aid information in it. Therefore, you will need to ensure that the State Aid web link is a sub link of whatever main link you send me so that the ECcan see the link for full transparency. In terms of content for the page, as per my email on • is" July I would suggest the following: Have a look at other web links to see how much information is required. Below are some links below to some other schemes I have notified and you see the format they normally take. http://www.gov.scot!Topics!Business-lndustrv!EnergvLAction!lowcarbon!LCITP!StateAid http://www.interfacefoodanddrink.com!funding!state-aid-information! • You will need the page to be titled - State Aid Ad Hoc Registration (and leave a space for the scheme number as this is where it will go once I have had acceptance from the EC). • You will then need a few lines to explain that you submitted Concerts. • As you will see from the examples you then have to outline the article to which you have cover for in the GBER and the provisions under that article. • Other things such as the legal basis (with hyperlinks to the act of this), incentive effect etc will also need to be included and addressed. You can choose where this goes on the SG website, but for the purposes of annex 2 you will notice that you need to provide me with two web links. The first demonstrating what area of government this aid has come from - so perhaps the main tourism section of the website, and secondly the link to the full text of the aid measure - which will have all of the 3 State Aid information in it. Therefore, you will need to ensure that the State Aid web link is a sub link of whatever .main link you send me so that the EC can see the link for full transparency. th In terms of content for the page, as per my email on 13 July I would suggest the following: • Have a look at other web links to see how much information is required. Below are some links below to some other schemes I have notified and you see the format they normally take. http://www.gov.scot/TOpiCs/Business-lndustry/Energy/Action/lowcarbon!LCITP/StateAid http://www.interfacefoodanddrink.com/funding/state-aid-informationl • You will need the page to be titled - State Aid Ad Hoc Registration (and leave a space for the scheme number as this is where it will go once I have had acceptance from the EC). • You will then need a few lines to explain that you submitted an ad hoc notification to award £150,000 to DF Concerts. • As you will see from the examples you then have to outline the article to which you have cover for in the GBER and the provisions under that article. • Other things such as the legal basis (with hyperlinks to the act of this), incentive effect etc will also need to be included and addressed. Worthwhile noting that this page cannot be subsequently removed at a later date as the ECwill want it to be accessible for anyone to look at for transparency purposes. If you follow the structure of these examples it should be quite straight forward because although yours is an ad hoc aid measure the content is pretty much the same.
