4th Quarter Federal Facilities Agreement (FFA) Progress Report
Eielson Air Force Base (AFB), Alaska

For the Period 1 October 2013 through 31 December 2013
Remedial, Removal, and Investigation Activities: Documents submitted for this quarter are
covered under Timetables/Deadlines section of this report below. Documents, fieldwork, and all other
remedial activities completed this quarter are also listed in detail in the attached schedule excerpt.

Conducted Remedial Project Manager (RPM) monthly meetings on 30 October, 12-13 November,
and 18 December 2013. See approved minutes attached for the RPM meetings held on
29 August, 27 September, 30 October, and 12-13 November 2013. NOTE: Meeting Minutes are
not yet signed for the 25 December RPM meeting and will be included in the next quarter
quarterly report. Meeting Minutes included in this report are non-restricted.

During the reporting period, the following field work was performed by various contractors, as
follows:








Completed IC/LUC inspections during 10-15 October.
Performed berm maintenance at Containment Cell Nos. 1 and 2 in October.
IWMP VI Phase 2 sampling event for cold weather was completed along with installation
and sampling of soil gas wells between 24 October and 20 November.
Installed institutional control signs at 10 locations. Two signs along Garrison Slough were
replaced (one due to frost-jacking and one due to issues with wobbling). Three signs were
replaced at the Waste Water Treatment Plant because they were leaning. Four new signs
were installed at the PCB landfill as signage was not present. One new sign was installed
along Garrison Slough at its intersection with Broadway where no other signs were
located (all the other intersections have signs). Photographs are provided in the
attachments section.
Completed Stage III field work for additional soil borings and groundwater grab samples
at LF03/FT09, ST13/DP26, SS37, CS081, and CS082 from 16-19 October and completed
waste load-out and demobilized of field trailer from 20-22 October.
Completed field work under the CSM Update investigations at source areas ST20
9 November.
Completed field work under the CSM Update investigations at source areas ST48
12 November.
Institutional Controls (ICs)/Land Use Controls (LUCs) Construction Update: Provided
RPMs construction updates during the monthly meetings using a spreadsheet report and map of
the construction sites in relation to the source areas and CRP sites. A copy of the most recent
spreadsheet report and map are provided in the attachments to this report.
There are no certificates for soil remediation or off-site disposal this quarter.
Reviewed 11 Work/Excavation Clearance Requests (All) (AF103), 44 Base Civil Engineer Work
Requests (All) (AF332), and reviewed 2 projects for LUC conflicts during the quarter. Total year
to date of 48 Work/Excavation Clearance Requests, 204 Base Civil Engineer Work Requests, and
48 Projects for LUCs conflicts.
ICs/LUCs Action Updates: The following updates are in accordance with the ICs/LUCs Settlement
Agreement and are only required to continue for six months from the execution date of this
agreement:

(1) Inaccurate site boundaries in the Geo Base mapping system (GIS).
(2) Incomplete plume delineation – extent of contamination is unknown.
STATUS: Field investigations of known contaminated sites were conducted in summer 2012.
The sampling data from these investigations is now available in the Draft Installation Wide
Monitoring Program Report which was delivered on 23 April 2013. In addition, a GIS contract
was awarded on 27 March 2013 intended to update analytical data layers and estimated site
plume boundaries based on current data within the USAF Environmental Restoration Program
Information Management System (ERPIMS) data base. Development of plume boundaries is ongoing, taking into consideration both historical and new sampling data. Final plume boundaries
will be adjusted upon agreement by the RPM’s. 12 areas, including areas of potential
contamination, were added to the Eielson GIS system, in addition to updating 17 boundary areas
from points plus a 200 foot buffer to more accurate polygon shape based on previous sampling
plus a 200 foot buffer.

(3) Lack of clear reporting requirements to Eielson Environmental and the regulatory agencies
when contamination is encountered.
STATUS: Many discussions have occurred and further clarification has been received from the
regulatory agencies and incorporated into the formal checklist. The formal checklist was
provided to the fire department operators group. The Draft LUC/IC Management which is
currently in development will include details of reporting requirements, as specified in the 16
April 2013 IC/LUC Settlement Agreement, to Eielson Environmental and the regulatory agencies
when contamination is encountered.

(4) Lack of defined communication protocols between Engineering and EM staff.
STATUS: The Fighter Wing instruction has been returned to the Judge Advocate for review. In
lieu of an approved instruction, the draft procedures are followed by Environmental,
Engineering, and Operations at a minimum. The instruction defines the roles and responsibilities
for all Air Force (AF) parties. The instruction also points to using the design guide, which
includes a checklist of required actions for projects. Information of the Fighter Wing instruction
was included in the Draft LUC/IC Management Plan.

(5) Lack of clear requirements for characterizing and managing contaminated media from
discovery or generation until disposal.
STATUS: All current contaminated media stockpiles were removed from base and final
disposal occurred during the summer 2013 field season when the incineration plant re-opened.
For any contamination discovered within known contamination areas on base, contractors and/or
local base personnel shall follow the state requirements for reporting and disposal as outlined in
the approved work plan. For any contamination newly created, or found, in unknown
contaminated areas, the contractor and/or local base personnel shall comply with state spill
reporting and response procedures and as outlined within the Eielson AFB work plan template,
or approved equal. The Dig Permits (AF Form 103) shall not be signed off until the work plan
has been approved.

(6) Lack of oversight by Eielson Environmental to ensure that all construction projects comply
with regulations for sampling, soil (and other media) handling and offsite transport and
disposal.
STATUS: Construction projects are being tracked as a special interest item by Asset
Management and construction project meetings have occurred to identify environmental
concerns and requirements regarding any construction activity taking place within 200 feet of
known areas of concern. These construction projects have been layered within GIS and a printed
map has been made available and briefed during the monthly RPM meetings. Eielson contracted
environmental support oversight for the 2013 field season.

(7) Lack of follow-through on precautions and procedures delineated in the Authorization Form
approval.
(8) Environmental review deficient due to lack of clear documentation of Compliance
Restoration Sites… as CRP sites not included in Geo Base…
STATUS: A wing form has been developed for concurrent approval with the wing instruction
and is currently being staffed through upper management for approval. Compliance restoration
sites have been added to the base GIS system and are incorporated into environmental reviews of
projects. 12 areas, including areas of potential contamination, were added to the Eielson GIS
system, in addition to updating 17 boundary areas from points plus a 200 foot buffer to more
accurate polygon shape based on previous sampling plus a 200 foot buffer.

(9) AAFES Service Station project did not initiate work clearance forms and dig permits until
ADEC alerted Eielson Environmental staff.
STATUS: No further update since the clarification from the 13 April 2012 letter.

Current Schedule Items Status: Refer to the MS Project schedule excerpt attached to this letter
for further details on planned IC/LUC activities. Below is a summary of the current status of
scheduled IC/LUC items.
1. LUC Updates:
a. Data Gaps Investigation – Ongoing.
b. Update the Conceptual Site Models of the IRP Sites – Ongoing with revised target
completion after the 2013 Five-Year Review.
c. Update Base Management Plans – Ongoing with target completion after 2013 Five-Year
Review.
d. 2013 Five-Year Review – Ongoing with target completion by October 2013.
2. The Fighter Wing Instruction is being revised before being re-staffed for approval through
wing management.
3. Annual regulatory training on spill reporting procedures and contaminated soil management
will incorporate updated spill response requirements. Additionally, informal cross functional
meetings to identify new regulatory requirements versus past practices will be incorporated
into planning meetings. – Ongoing.

4. More Formal Training – Ongoing.
5. Digging Permit (AF Form 103) Updates and Implementation – Ongoing with informal
implementation until final approval of the Wing Instruction. Effective as of the date of
the signed, fully-executed IC/LUC Settlement Agreement (16 April 2013), no dig permit
for major construction will be approved without a regulatory-approved work plan /
sampling and analysis plan.
6. Soil stockpiles within LF03 Cell #1 and #2 have been disposed of with approval by
regulatory personnel and no further stockpiles are on hand. Soil generated during the 2013
construction season are stockpiled on the construction site.
7. Eielson AFB has awarded a land use control contract. A revised Draft LUC/IC
Management Plan is tentatively scheduled to be delivered for regulatory review on
17 August 2013. A GIS contract to update source area boundaries was awarded on
27 March 2013.
Community Relations Activities:

The RAB adjournment memorandum was prepared and is being reviewed at the Public Affairs
office prior to further staffing for the Wing Commander’s approval.
Planned Activities for Next Quarter (1 January – 31 March 2014): The 4th quarter activities
planned are primarily related to preparing reports for the IWMP, CSM Update, CRP, and SER sites;
finalizing the SMP and Five-Year Review amendments, and formally adjourning the RAB with the
signing of the RAB Adjournment Memorandum. See schedule excerpt with more detailed listing of
activities planned for the next quarter.

2. ADMINISTRATIVE (Minutes/Action Items):
a. Minutes Review/Approval (Mr. Beistel): The Remedial Project Managers (RPM)
reviewed and approved the meeting minutes for the 3 l July 2013 monthly meeting. Mr.
Beistel and Ms. DeRuyter signed the meeting minutes in-person. Mr. Lambert will sign
electronically post meeting after the hard copy of the signed minutes is e-mailed to him.
b. OLD Action Items (Mr. Sueltenfuss/Ms. Findlay): The RPMs reviewed the latest action
items, which are non-restricted and not procurement-sensitive, provided on the 20 August
2013 Open Action ltems list, as follows:

Action Item No. 179 (previously No. 24) was for the RPMs to discuss prioritization of
the SERICRP site list. This item was determined to be overtaken by Performance-Based
Remediation/Minimum Performance Objective review during the government-only RPM

meeting on 28 August 2013 and will be moved to the Completed Action Items list.
•
Action Item No. 215 (previously No. 60) was converted to a restricted action item.
•
Action Item No. 217 (previously No. 62) was for the U.S. Air Force (USAF) to provide
ADEC/EPA with slides and handouts from the Unit Environmental Coordinator course,
including base supplements. This item was confirmed complete during the governmentonly RPM meeting on 28 August 2013 and will be moved to the Completed Action Items
list.
•
Action Item No. 220 (previously No. 65) was to discuss with regulatory agency
attorneys on the interpretation of which documents are Primary and Secondary.
Specifically, there are some data reports that are Secondary/Other documents that do not
have a Primary document to feed into. Of note, language in Sec. 20.2 of the FFA says
"they may" feed into Primary documents. Mr. Lambert is continuing to work on this
action item and Ms. Kramer has been added as an owner. A new due date of24
September 2013 was determined.
•
Action Item No. 224 (previously No. 69) was for the USAF and ADEC will nominate
workgroup members to develop procedure for utilizing the values in the background
study in future investigation reports. All parties determine participants who should be a
part of the workgroup. This item was confirmed complete during the government-only
RPM meeting on 28 August 2013 and will be moved to the Completed Action Items list.
•
Action Item No. 225 (previously No. 70) was for the EPA to develop model language
for complying with Section 5.4.3 of the Institutional Controls (IC)/Land Use Controls
(LUC) Settlement Agreement. Mr. Lambert will initially develop language and then send
out to other RPMs for review with a due date of28 August 2013. This action was revised
to read "Concurrently obtain advice from agency management on how best to comply
with Section 5.4.3 of IC/LUC Settlement Agreement" and reassigned to all RPMs. A new
due date of 24 September 2013 was determined.
•
Action Item No. 226 (previously No. 71) was for the USAF to disseminate data for
source area ST48 to enable the RPMs to determine if sufficient data have been collected
to properly delineate the boundaries of polycyclic aromatic hydrocarbons. This item was
assigned to Ms. Radu with a due date of 6 August 2013. Field Status Report for source
areas ST48, ST20, and SS35 disseminated on I August 2013. This action will be moved
to the Completed Action Items list.
c. NEW Action Items (Mr. Sueltenfuss/Ms. Findlay): The RPMs agreed to add the
following new action items, which are non-restricted and not procurement-sensitive, to the
Open Action Items list:
•
Action Item No. 228: Provide a written statement (with timelines and lessons learned)
concerning recent activity at containment cells. This action item was opened during the
government-only RPM meeting on 28 August 2013 and assigned to Ms. Tallant and Mr.
Wilkinson with a due date of ll Sep 2013.
•
Action Item No. 229: Describe the proposed disposal of drums including a timeline and
comprehensive list by work plan. This action item was opened during the governmentPage 2 of3

only RPM meeting on 28 August 20 13 and was assigned to Ms. Tallant and Mr. Jones
with a due date of 16 Sep 2013 .
•
Action Item No. 230: Generate a letter for file confirming the 17 sites moving under
state regulation . This action item was opened during the government-only RPM meeting
on 29 August 2013 and was assigned to Mr. Beistel with a due date of 16 Sep 2013.
•
Action Item No. 199 (previously No. 44): Cross-reference the DEC and the Enterprise
Environmental, Safety, and Occupational Health Management Information System site
identifications. Create a spreadsheet containing the appropriate site information. A
monthl y review will occur during standing agenda topic at RPM meetings. Action item
"Present and review a consolidated comprehensive site list" created 27 Feb 2013 and
completed 24 May 2013 (with comment "Discuss site identifier and site status. Work
with Eric Breitenberger and Aaron Lambert."). This action item was re-opened during
the government-only RPM meeting on 29 August 2013 and changed to current wording.
This action item was assigned to Mr. Breitenberger with a due date of24 Sep 2013.
•
Action Item No. 231: Review most recent version U.S. Army Corps of Engineers,
Alaska District manual for electronic deliverables and consider for potential use as a
standard data deliverable format. This action item was opened during the governmentonly RPM meeting on 29 August 2013 and was assigned to the RPMs with a due date of
24 Sep 2013.
•
Action Item No. 232: Review regulations for Investigation-Derived Wastes and convey
those in writing to USAF . This action item was opened during the government-only RPM
meeting on 29 August 2013 and was assigned to DEC/EPA with due date to be
determined.
3. DECISION POINTS: The RPMs approved to withdraw two previous decision points and
approved one new decision point during this meeting. These decision points are non-restricted
and not procurement-sensitive, and are attached to these meeting minutes.
4. SUCCESS STORIES: Two success stories were discussed during this meeting, as follows:
a. The efforts of the EPA, DEC, and USAF to approve work on the volunteer disc golf project
allowed installation of the course to occur this season. Thi s enabled USAF personnel to hold
a disc golf tournament and provide engaging on-base activities for Airmen stationed at
Eielson AFB .
b. The EPA, DEC, and USAF were highly effective in coordinating to obtain expedient reviews
and approvals of construction sampling and analysis work plans, which ensured that $78
million in construction efforts affected by contaminated site concerns were not delayed for
the 2013 construction season.

The SMP is enforceable via the IC/LUC Settlement Agreement and it is an "other'' type
document. The submission of the initia l (2013) SMP will be submitted/reviewed in
accordance with Section 5.4 of the IC/LUC Settlement Agreement. Subsequent
amend ments (5.4.4) will be reviewed in accordance with the schedule for "primary" type

FYR
In order to meet the tight deadline for completion of the FYR , the
delivery date of the draft final FYR on 31 JUL2013 will be the official
delivery date for this document. The RPMs agreed that the
31JUL2013 deliverable will include the following : (1) the draft final
version of the FYR and (2) a redline version; the redl ine version will
consist of the changed pages in track form and the RTCs table ,
which will be included as an appendix to the draft fin al FYR . Note
that this redline document is consistent with redline procedures
implemented programmatically at Eielson AFB. The EPA and AD EC
RPMs agreed during this meeting that the 31JUL2013 draft fina l
version may undergo changes based on forthcoming AF legal review
and that the version revised based on AF legal review is the one that
will be submitted within the regulatory agencies for upper
management review; however, the regulatory RPMs will benefit from
added review time by initiating technical review on the 31 JUL2013
version of the document.

2. ACTION ITEMS:
a. OLD Action Items (Mr. Sueltenfuss/Ms. Villarreal): The RPMs reviewed the latest action
items, which are non-restricted and not procurement-sensitive, provided on the 26 September
2013 Open Action Items list, as follows:

Action Item No. 199 (previously No. 44): Was for DEC to cross-reference the DEC and
the Enterprise Environmental, Safety, and Occupational Health Management Information
System site identifiers and to create a spreadsheet containing the appropriate site
information. This action item was re-opened during the government-only RPM meeting
on 29 August 2013 and changed to current wording." This action item was assigned to
Mr. Breitenberger. A new due date of 30 October 2013 was determined.
•
Action Item No. 220 (previously No. 65) was to discuss with regulatory agency
attorneys on the interpretation of which documents are Primary and Secondary. This
action was determined to be overcome by events due to the Site Management Plan
approval and was moved to the Closed Action Items list.
•
Action Item No. 225 (previously No. 70) was for all RPMs to concurrently obtain
advice from agency management on how best to comply with Section 5.4.3 ofiC/LUC

Settlement Agreement. Mr. Bell provided a proposed process (indicated in Pending NonRestricted Decision Point No. 60). The EPA and DEC RPMs will discuss this with their
management prior to accepting, altering, or rejecting this pending decision point.
•
Action Item No. 228 was for USAF to provide a written statement (with timelines and
lessons learned) concerning recent activity at containment cells. This action item was
assigned to Ms. Tallant and she completed it on 17 September 2013. It was moved to the
Closed Action Items list.
•
Action Item No. 229 was for the USAF and EA to describe the proposed disposal of
drums including a timeline and comprehensive list by work plan. This action was
deferred to the next RPM meeting and a new due date of30 October 2013 was
determined.
•
Action Item No. 230 was for USAF to generate a letter for file confirming the 17 sites
moving under state regulation. The following comment was included: "Transmitted on 24
Sep 2013. 18 sites were listed on the multi-SER report." This action was moved to the
Closed Action Items list.
•
Action Item No. 231 was for the RPMs to review the most recent version of the U.S.
Army Corps of Engineers, Alaska District manual for electronic deliverables and
consider for potential use as a standard data deliverable format. This action remains open.
•
Action Item No. 232 was for DEC/EPA to review regulations for Investigation-Derived
Wastes and convey those in writing to USAF. The due date is to be determined and this
action remains open.
b. NEW Action Items (Mr. Sueltenfuss/Ms. Villarreal): The RPMs agreed to add the
following new action item, which is non-restricted and not procurement-sensitive, to the
Open Action Items list:

Action Item No. 233: Generate a Geobase map to incorporate all spill sites within the
airfield I flightline. This action item was assigned to Mr. Beistel with a due date of 30
October 2013.
3. HIGH-LEVEL SCHEDULE REVIEW:
a. Five Year Review (FYR) Update (D. Beistel): Regulators are working on comments on the
Draft Final FYR as well as the concurrence letter. Their intent is to provide these by 30
September 2013. The Air Force will begin to incorporate regulatory comments and issue a
final FYR thereafter.

pending decision point. This decision point is non-restricted and not procurement-sensitive.
•
Decision Point No. 60: Meet the requirement of Section 5.4.3 of the IC/LUC Settlement
Agreement by doing the following upon a new or changed task that has a Primary or
Secondary document:
1. Revise the Milestone Schedule Table of the SMP by adding a new line/entry or
changing a due date.
2. Post the table/SMP to the SharePoint site, and then
3. Air Force sends an e-mail to EPA and ADEC indicating that the SMP Milestone
Schedule has been revised and posted. This should be done within 14 days of a new
or revised Target or Deadline date
c. WITHDRAWN Decision Points (Mr. Sueltenfuss/Ms. Villarreal): The RPMs did not

RPMs decided to collect and store samples per QAPP. In the

27JUN12 RPM monthly meeting, the RPMs discussed their various
experiences and ideas on soil collection and storage for later soil
properties testing. Mr. Shirley stated that in his experience, very
often, soils or other type of samples are collected to analyze later,
and nothing is ever done with the samples, the labeling fades or is
otherwise destroyed, the tracking documents are lost, or the
samples themselves are lost. Mr. Shirley does not support
samples for physical analysis at a later date because if the physical
analysis is important, then it should be accomplished at the time
the samples are collected. According to the Site Specific IWMP
QAPP, the last paragraph on Page 14-3 states the following:
“Disturbed soil samples will be collected for each source area from
different soil types encountered from within the vadose zone and
aquifer. Soil will be transferred from soil cores into polyethylene
bags, labeled, and stored onsite. Following completion of well
installation, boring logs will be reviewed and select samples will be
submitted to a laboratory for grain size analysis (by ASTM D422).”

September. 3 additional surface soil samples, were added to SS35 between Garrison
Slough and the Ball Fields.
EPA, ADEC, and AF (David Beistel) conducted a site visit on 15 Nov 12. It was noted the FYR
field conditions differed from what was anticipated. The slough had not frozen solid even
though temperatures have been well below freezing. This differing site condition has
slowed the sampling effort to the point of making it not feasible to continue. The work is to
stop and restart in the spring of 2013. Delaying the work will impact the five-year review.
The data that was to be collected will not be available for the fiveyear review. All parties acknowledged this but still agreed stopping the work and restarting
in the spring is the correct thing to do.

Data that are being obtained under the CSM Updates project will be included after the

closure to UU/UE have also changed. As a result, a COC audit and review of remedial action objectives is

Proposed Path Forward: A significant portion of this audit and review can be accomplished as sites are
evaluated through the IWMP and conceptual site models are updated. Data collected during the 2012 field

audit. The audit will include COPC data from the 2012 IWMP Report and a thorough review of site history and
historical data. The outcome of the COC audit will be compiled in a stand-alone report evaluating the

1. The attenuation factors based on radon sampling results can be utilized for buildings of
similar construction type and period of construction with approval of ADEC/EPA.
2. The need for radon sampling and/or the application of site-specific attenuation factor will
be determined after the first round of vapor intrusion evaluations are completed. ADEC
may require more than two indoor air radon samples per building based on the size of the
building.
3. The measurement and evaluation of radon should be conducted in accordance with

In order to meet the tight deadline for completion of the FYR, the
FYR
delivery date of the draft final FYR on 31JUL2013 will be the official
delivery date for this document. The RPMs agreed that the
31JUL2013 deliverable will include the following: (1) the draft final
version of the FYR and (2) a redline version; the redline version will
consist of the changed pages in track form and the RTCs table, which
will be included as an appendix to the draft final FYR. Note that this
redline document is consistent with redline procedures implemented
programmatically at Eielson AFB. The EPA and ADEC RPMs agreed
during this meeting that the 31JUL2013 draft final version may
undergo changes based on forthcoming AF legal review and that the
version revised based on AF legal review is the one that will be
submitted within the regulatory agencies for upper management
review; however, the regulatory RPMs will benefit from added review
time by initiating technical review on the 31JUL2013 version of the
document.

Progress on Soil Transportation: 123 cubic yards (CY) have been approved for transport. There is another approximately 914 CY that had samples taken with
results anticipated to be received by 23 October, at which time an authorization to transport will be submitted. Eielson AFB has had 1,659 CY additional soils that
has either been transported to OIT, Inc. or has had authorization to transport approved.
Soil-Disturbing Construction Report and Map: The USAF is now providing a summary report and color-coded map of soil-disturbing construction sites at Eielson
AFB. This report and map will be updated as needed and provided during the RPM monthly meetings.
Interim Removal Action: Eielson AFB has reduced the mass and source of contaminated soil at the DLA Rail Line Upgrade project site, essentially completing an
interim removal action.
Jacobs Engineering started field work at Garrison Slough this winter.
Contaminated soil stockpiles will all be removed from Eielson AFB by next week.

o Field work was performed using the Triad approach from July – August with follow-up work performed August – September. Completed activities included

During construction of projects on Eielson Air Force Base, contractors need to know if they will be working within contaminated sites so that adequate measures can 27-Sep-13
be put in place to ensure worker safety and the safe handling of contaminated soil. During 2013, Eielson AFB made substantial improvements in applying
institutional controls to the contracting and construction processes. A base-wide generic sampling and analysis plan (SAP) was developed. For some projects,
specific SAPs were developed. Regulatory agencies (ADEC and EPA) expedited their reviews of SAPs as much as possible to allow construction projects to
proceed within the constraints of the short Alaska construction season. A close collaboration between regulatory agencies, Air Force environmental staff,
contracting staff, and contractors ensured that environmental, contracting, and logistical concerns were promptly and efficiently addressed. Approximately fifteen
project-specific SAPs were produced, reviewed, and approved, and a number of other projects were completed under the generic SAP. As a result, construction
projects totaling approximately $78 million were completed with appropriate environmental safeguards in place and with minimal delays and contract modifications.

The efforts of the EPA, DEC, and USAF to approve work on the volunteer disc golf project allowed installation of the course to occur this season. This enabled
USAF personnel to hold a disc golf tournament and provide engaging on-base activities for Airmen stationed at Eielson AFB.
The EPA, DEC, and USAF were highly effective in coordinating to obtain expedient reviews and approvals of construction sampling and analysis work plans, which
ensured that $78 million in construction efforts affected by contaminated site concerns were not delayed for the 2013 construction season.

Repair by replacement approximately 1,800 LF of
concrete utilidor and its associated water, steam,
condensate, and sewer lines. Replace and upgrade
pipe supports. Repair by replacement lighting,
electrical system, and sump pumps. Remove
communications cables and place in conduit outside
utilidor as needed. Abate asbestos and PCB's as
necessary. Replace any damaged or destroyed
utilidor concrete, replace lids with traffic rated lids
along entire length. Finish manholes with new split
face brick covering and install lockable AT/FP
approved lids. Cover repaired ducts and landscape
to match original condition to maximum extent
possible.
Demolish two Outdoor Rec Buildings (B6213 and
B6214) and consolidate their functions into existing
facilities. Demolition shall include all of the facility,
utilities, asphalt surfaces, and man-made
infrastructure; work effort will return land beneath the
facility and man-made infrastructure to improved
grounds (green area). Utilities shall be demolished
back to the main line utilidor connection and main
line utilidor shall be patched to prevent water/rodent
infiltration.

Perform complete renovation of Fire Station 1
including repair of room finishes, heating, ventilation,
and air conditioning (HVAC), plumbing, fire
detection, fire alarm, fire sprinkler (including smoke
and carbon monoxide detectors, and a mass
notification system), electric power, and
communications systems throughout the building.
The renovation shall include, but not be limited to,
replacement of all kitchen appliances and cabinets,
and installation of a new storage mezzanine and
access staircase (less than 25% of the facility
footprint). The renovation will include floor plan
changes or room use changes to improve the
functionality and safety of the facility. Repair work
shall include exterior windows, roof and lightning
protection, cracked slabs in vehicle bays, all exterior
doors, service water line, electrical service,
upgrading the exterior finish to an exterior insulation
and finish system (EFIS), and all necessary
supporting facilities for a complete and usable
facility. Construction shall include addition of a new
patio area, and Arctic Entry Vestibules at two entries.
Additionally, the work will include relocation of the
emergency generator and its accessories, and
hazardous materials abatement, as necessary. All
work will comply with DoD anti-terrorism and force
protection requirements per Unified Facilities
Criteria.

Fire Station sits on IRP site. Project will
disturb soil to excavate and rebury
underground utilities to the building, add
foundations for two new entryways,
demo small section of asphalt, replace
floor slab in Crash Bay, and to add
CMU wainscot around entire perimeter
of bldg. Vapor issues expected from
sub-slab gases when indoor slab is
removed and replaced. Info has gone
to USACE to include in package for
contractor submittal. Jacobs report on
indoor air/subslab has been provided to
regulators.

Repair AGE equipment refueling area to include
repairing all electrical deficiencies to dispensers,
defueling area and fuel pumps. This is to include
replacement of all dispensers, all containment tubs,
ECCO leak detection system and all piping back to
the fuel tanks. The containment tub between the
tanks and the dispensers need to be removed.
Recommend replacing the ECCO system with a
Veeder Root system as it is more user friendly.

Repair the AC pavement on Twy Golf. This project
will repair a 75ft wide section for the full length of the
taxiway from Twy Echo to Twy Charlie. Scope

equipment. New environmental control elements
(selective catalytic reduction utilizing aqueous
ammonia used to control nitrogen oxide and dry flue
gas desulfurization used to control sulfur dioxide) will
be included as part of the boiler package. Existing
baghouses will be utilized. Additionally, a continuous
emission monitoring system and a continuous
opacity monitoring system will be required.
