All Electronic Meters shall meet the requirements of Central Electricity Authority (Installation & Operation of meters)Regulations,2006 vide Gazette Notification No. 502/70/CEA/DP&P dated 17th March, 2006. 2. All meters shall be of static type. 3. All the three phase meters shall have data storage capacity for at least 35 days in a non-volatile memory. 4. All the meters shall be sealed by the manufacturer at its works. Polycarbonate or acrylic seals or plastic seals or holographic seals or any other superior seal shall be used. 5. A tracking and recording software for all new seals shall be provided by the manufacturer of the meter so as to track total movement of seals starting from manufacturing, procurement, storage, record keeping, installation, series of inspection, removal and disposal. 6. Immunity to External Factors(as per schedule of act):The meter shall be immune to external influences in respect of parameters covered in IS:13779/99 with amendment nos. 1 to 4. 7. Anti-Tampering Features:The meters shall be provided with anti-tampering features listed below:(i)The meter shall not get damaged or rendered non-functional even if any phase and neutral are interchanged. Meter shall operate accurately even when Phase and Neutral are interchanged at the supply side of meter. LED or LCD indication shall be provided on the meter wherever such tamper occurs for indication purpose. (ii)The meter shall register energy even when the return path of the load current is not terminated back at the meter and in such a case the circuit shall be completed through the earth. In case of metallic bodies, the earth terminal shall be brought out and provided on the outside of the case. (iii) Meter shall operate accurately even when incoming mains is connected to outgoing terminals and load is connected to incoming terminals. LED or LCD indication shall be provided on the meter wherever such tamper occurs. (iv)Three Phase meters shall have anti tampering features like Phase sequence reversal, current reversal, missing potential and missing neutral. (v)In the case of 3 phase/4 wire system, the meter shall keep working even in the presence of any two wires i.e.even in the absence of neutral and any one phase or any two phases. In the case of 3 phase/3 wire meter, even if reference Y phase is removed, the meter shall continue to work. (vi)In case of whole current meters and LV-CT operated meter, the meter shall be capable of recording energy correctly even if input and output terminals are interchanged. (vii)The registration must occur whether input phase or neutral wire are connected Page 4 of 6 properly or they are interchanged at the input terminals. (viii)The meter shall be factory calibrated and shall be sealed suitably before dispatch. (ix) Neutral missing feature: Meter will register energy even if neutral is disconnected from both ends and load is earthed in single phase. 8. The meter shall have down loading facilities of metered data through Common Meter Reading Instrument(CMRI).The CMRI shall conform to the requirements of CBIP Technical Report No.111. 9. The terminal block, terminal cover and meter case shall ensure reasonable safety against spread of fire. 10. Energy meter shall be projection mounted type. 11. Suppliers shall furnish complete and satisfactory type test certificate (TTC) for EACH rating of meter and CMRI. In addition to the test reports from Central Government labs, test reports from NABL / ILAC approved labs shall also be acceptable. Separate Type test certificates, covering only additional Anti-tampering features and additional features- may be considered acceptable for same type of Electronic Energy Meter which has already been type tested from NABL / ILAC / Central Government labs and its TTC is submitted by the firm. 12. The meter shall have downloading facility of metered data through common meter reading instrument(CMRI)through galvanically isolated optical RS-232 Port or any other latest technology. 13. Following value added features should be provided in the meter:a.Measurement and display of Instantaneous voltage,current,power factor and frequency. b.Measurement and display of billing parameters. c.Logging of tamper events (50 or more events) with date and time in the memory for downloading through Basic computer Software (BCS). 14. TTC for CMRI shall be as per requirement of CBIP Technical Report No.111.
