Message from ICLP President
Dear friends and colleagues,
On behalf of the ICLP Scientific Committee, I have the pleasure of
welcoming you to the 30th International Conference on Lightning
Protection, Cagliari, Italy.
Since 1951, this is the fifth time ICLP is organized in Italy, the last
Italian Edition having been held in Florence in 1996. This is a clear
recognition of the long-lasting involvement and high-level research
work of Italian scientists and engineers in the field of lightning physics and
protection. I should mention, however, that unlike the previous Italian editions, it is
the first time that ICLP is organized off the mainland, in the beautiful island of
Sardinia and in the charming city of Cagliari.
The program includes four keynote lectures given by eminent scientists in the field,
about 30 technical sessions, including two special sessions on lightning safety and
medicine and a special session on Lightning to Tall Structures and Wind Turbines coorganized with the IPLT (International Project on Lightning to Tall structures). The
technical sessions will provide an in-depth coverage of lightning physics,
electromagnetic effects on various systems and structures and lightning protection
challenges.
Many individuals and institutions have contributed to the organization of this
conference. I wish to express my deepest gratitude and appreciation to the
Chairpersons Prof. Carlo Mazzetti and Prof. Carlo Alberto Nucci for their outstanding
leadership. My deep appreciation goes to the members of the Local Organizing
Committee chaired by Prof. Fabrizio Pilo for their dedication, efficiency and hard
work to make this 30th ICLP a success.
Special thanks are also due to the Chairman of the Technical Program Committee,
Prof. Alberto Borghetti for his excellent work. Without his active commitment, ICLP
2010 would not have been possible at this level of quality. My sincere gratitude goes
also to the members of the Scientific Committee, to Prof. V. Cooray and Dr. Fabio
Fiamingo of the ICLP Executive Board, to the Sessions Chairs and co-Chairs and, last
but not least, to all the authors and speakers of the conference.

Scope
The International Conference on Lightning Protection provides an excellent opportunity for scientists, engineers,
designers and users of lightning protection systems, from a wide range of universities and industries, to present and
discuss the latest scientific results and share their practical experiences in the field of lightning research and lightning
protection technology.

The working language of the conference is English and will be used for all printed matters.
Conference Venue
The opening session and invited lectures on the morning of Monday 13 September 2010 will be hosted in the Main Hall
of the Faculty of Engineering of the University of Cagliari (Piazza d'Armi, Cagliari, Italy).
All the other conference sessions will be held at the T Hotel, Via Dei Giudicati n.66, Cagliari.

Accommodation has been pre-booked for participants who asked for that through registration.
Accompanying Persons
Registered accompanying persons have daily lunches included at the Conference Hotel. A one day guided tour is also
scheduled on Sept. 14 to visit Cagliari and the Roman Ruins of Nora, 40 km west of Cagliari. Lunch will be served in a
typical restaurant on the beautiful west side of the Gulf of Angels.

To meet and interact together during the coffee breaks and the poster sessions, refreshments and coffee or tea will be

Opening Session

Opening Session consists of Opening Ceremony and four Invited Lectures. After the Opening Session, there will be a bus
to transport all participants to the T hotel.

Oral and Poster Sessions
300 extended summaries were received by the ICLP 2010 Technical Program Committee and 271 summaries have been
accepted or conditionally accepted by the Scientific Committee of ICLP. 228 full papers have been included in the ICLP
2010 Conference Program. Papers will be presented and discussed either orally or in poster sessions.
All oral papers shall be presented exclusively through a computer projector system. The presentation must be in MS
Power Point format (versions 2007 or previous) and should be delivered to the Local Organizing Committee at least 24
hours before the corresponding oral presentation. Make sure to get a back-up file available. In general, each
presentation is expected to be 15 minutes long or shorter and to be followed by a 3-5 minutes-long discussion. When
you want to use other kinds of software, please contact the organizers well in advance. A PC will be available in each
conference room.
Two poster sessions (PA and PB) will be held on Monday and Tuesday from 16:00 to 17:30. No other sessions are
scheduled in parallel.
Each poster must be written in English and must fit within a 1.15 m (Height) x 0.95 m (Width) space. Presenters are
requested to be ready to put up posters on an allocated space recognized by the paper number in the morning of the
day of presentation.

Each presenter is expected to be present with his/her presentation during the Poster Presentation Session to explain
his/her presentation and answer attendees' questions. It is also expected that presenters put the title, authors name,
affiliation and contact information on the poster. Posters have to be pasted on the board with the material that will be
provided by the organization; adhesive tape, drawing pins, etc. are strictly forbidden. Presenters are responsible for
placing their own posters and for taking them down by the end of the day.
Technical exhibition
A small technical exhibition will be opened during the conference at T Hotel. Scientific Committee of ICLP wishes to
inform all the ICLP participants as well as the visitors to the exhibition that the displayed projects, including their aimed
performance are solely the responsibility of the individual exhibitors and thus ICLP does not endorse these nor take any
responsibilities for the functioning of the displayed products.
Publications
Thanks to the IEEE Power & Energy Society - PES (Technical Sponsor), the ICLP 2010 Conference Proceedings will be
included in IEEE Xplore (Conference Publications Program). In addition to Conference Proceedings, the papers presented
at this conference will be considered for possible publications in special editions of Journal of Lightning Research,
Atmospheric Research, and Electric Power and Energy Systems.

Social Events
All social events require pre-registration well in advance.
Welcome Reception
Sept. 12 between 20.00 and 22.00, the ICLP2010 Welcome Reception will be held at the Bastion of Saint Remy, indoor
promenade. The Bastion includes the huge and beautiful terrace Umberto I and the indoor promenade both planned in
1896. The whole construction made of granite and limestone was opened in 1901. From the Bastion you can enjoy the
magnificent panorama of the town of Cagliari. In summer, there are two open-air wine bars, which attract many tourists
and local people, making the Bastion one of the most crowded places in town.
The indoor promenade, recently restored, is mainly used for culture and art exhibitions and in special occasions – like
ICLP 2010 – the Municipality of Cagliari may offer it for cocktails and buffets. This event is included in the registration
fee. Dress code: formal or business casual.
Buses will departure from the THotel on Monday, Sept. 12th at 19:00. Buses will also take the attendees back to the
Conference Hotels at the end of the social event.
Conference Banquet
The conference banquet will be held at the Restaurant Sa Festa in the small village of Maracalagonis, 20 km north east
from Cagliari, beneath the Serpeddì Mount (www.safesta.it). The dinner in the farmhouse consists in traditional
Sardinian dishes, like the roasted suckling pig and suckling lamb, hews cheese, pastry and the tasting of the brightest
wines of the Sardinian wine firmament. Meals for vegetarians or not meat eating people there will be also available.
During the dinner the Folk Group Kalagonis will dance and sing folk songs, accompanied by the accordion, the guitar and
the Launeddas, which is the oldest music blow instrument in the Mediterranean area, a bagpipe-like instrument made
with 3 reeds. An English-speaking guide will show the attendees the typical old Sardinian life style and the peculiar
culture of Sardinian.
The banquet is included in the registration fee. Buses will approximately departure at 18 from the various Conference
Hotels. Please, read the buses timetable at the Conference Desk or ask a hostess for information on the bus departing
from your hotel. Dress code: informal, business-casual.

Cagliari
Cagliari is the capital of the island of Sardinia, a region of Italy. Cagliari's Sardinian name Casteddu literally means castle.
It has about 160,000 inhabitants, or about 400,000 including the outlying townships (metropolitan area). An ancient city
with a long history, Cagliari has seen the occupation of several civilisations. It was the capital of the Kingdom of Sardinia
(which in the 1861 became the Kingdom of Italy) from 1324 to 1720 and from 1798 to 1815. Seat of the important
University of Cagliari and the Primate Roman Catholic archdiocese of Sardinia, the city is an important regional cultural,
educational, political and artistic centre, known for its diverse Art Nouveau architecture, vibrant nightlife and several
monuments. It is also Sardinia's economic and industrial hub, having one of biggest ports in the Mediterranean sea, an
international airport, and the 28th highest income rate in Italy, comparable to several Northern cities, such as Turin,
Vicenza and Genoa.
History
Cagliari has been inhabited since ancient times. It occupies a favourable position between the sea and a fertile plain,
and is surrounded by two swamps (which afforded defences from enemies from inner lands) and is close to high and
green mountains (to which people could evacuate if everything else was lost). Some testimonies of prehistoric
inhabitants were found in Monte Claro and in Cape Sant'Elia. Under the name of Karalis, it was established around the
7th century BC as one of a string of Phoenician colonies in Sardinia. It passed with the rest of the island first to the
control of Carthage and then to Rome in 238 BC when the Romans defeated the Carthaginians. Subsequently ruled in
turn by the Vandals and the Byzantine Empire, Cagliari became the eponymous capital of an independent kingdom.
During the 11th century, the Pisan republic conquered Cagliari and re-built the town itself. The Pisans built some of the
fortifications that still surround the current district of Castello, most notably the two remaining white limestone towers
designed by architect Giovanni Capula. During the 14th century, the Kingdom of Aragon conquered Cagliari after a battle
against the Pisans and advanced its plan to conquer all of Sardinia. When Sardinia was finally conquered by the Crown
of Aragon, Cagliari became the administrative capital of the viceroyalty of Sardinia, which later came under the rule of
the Castilian/Spanish Empire. In 1718, after a brief rule of the Austrian Habsburgs, Cagliari and Sardinia came under the
House of Savoy. As ruler of Sardinia, the Savoys took the title of kings of the Sardinian kingdom. The Sardinian kingdom
comprised Savoy and Nice (currently in France), Piedmont and Liguria, as well as Sardinia. From the 1870s, with the
unification of Italy, the city experienced a century of rapid growth. Many outstanding buildings were erected by the end
of the 19th century during the office of Mayor Ottone Bacaredda. During World War II Cagliari was heavily bombed by
the Allies in February 1943. After the war, the population of Cagliari rebounded and many apartment blocks were
erected in new residential districts.
Main Sights
The old part of the city (called Castello, the castle) lies on top of a hill, with a wonderful view of the Gulf of Cagliari (also
known as Gulf of the Angels). Most of its city walls are intact, and feature the two 13th century white lime-stone towers,
St. Pancras Tower and the Elephant Tower. The local white lime-stone was also used to build the walls of the city and
many buildings. D. H. Lawrence, in his lively memoir of a voyage to Sardinia, Sea and Sardinia, undertaken in January
1921, described the effect of the warm Mediterranean sunlight on the white limestone city and compared Cagliari to a
"white Jerusalem". The city is said to be built on seven hills (Sant'Elia, Bonaria, Monte Urpinu, Castello, Monte Claro,
Tuvixeddu and San Michele).
The Cathedral was restored in the 1930s turning the former Baroque façade into a Medieval Pisan style façade, more
akin to the original appearance of the church. The bell tower is original. The interior has a nave and two aisles, with a
pulpit (1159–1162)[18] sculpted for the Cathedral of Pisa but later donated to Cagliari. In Castello is also the Sardinian
Archaeological Museum, the biggest and most important regarding the prehistoric Nuragic civilisation of Sardinia.
Finally, Castello hosts many craftsmen workshops in its tightened and scenic lanes. The Basilica di San Saturnino is one

of the most important Palaeo-Christian monuments in Sardinia. A Palaeo-Christian crypt is also under the church of San
Lucifero (1660), dedicated to Saint Lucifer, a bishop of the city. This has a Baroque façade with ancient columns and
sculpted parts, some of which found in the nearby necropolis.
The Sanctuary of Our Lady of Bonaria was built by the Aragonese in 1324–1329 during the siege to the Castle in which
the Pisan had taken shelter. The other early districts of the town (Marina, Stampace, Villanova) retain much of their
original appeal and still seem to function as distinct villages within the town. Considerable other remains of the ancient
city are still visible at Cagliari, the most striking of which are those of the Roman Amphitheatre, carved into a block of
rock (the typical lime-stone on which Cagliari is built), and of an aqueduct; the latter a most important acquisition to the
city, where fresh water is scarce.
Beaches
Cagliari has one of the longest beaches in an Italian town. The Poetto beach stretches for 13 km.
Economy
Cagliari is the main commercial and industrial centre of the island, with many major Italian factories within its provincial
boundaries. Cagliari also has one of the largest fish markets in all of Italy with a vast array of fish for sale to both the
public and trade. Tourism is also one of the major industries of the city.
Climate
Cagliari has a Mediterranean Climate, with hot dry summers and very mild winters. Its climate is comparable to that of
Southern California, but it is often refreshed by northwesterly winds.

Culture
Cagliari hosts the University of Cagliari, the first university in Sardinia, founded in 1620. The University of is a public and
state University. It has about 36,000 enrolled students, a teaching staff of over 1,200 and a technical-administrative
staff of about 1,300 people. In addition, there are 270 visiting professors. There are 11 faculties: Architecture,
Economics; Educational sciences; Engineering; Foreign Languages and Literatures; Humanities; Law; Mathematics,
Physics and Natural Sciences; Medicine and Surgery; Pharmacy; Political Sciences. The University of Cagliari is one of the
largest enterprises in the Region of Sardinia, thanks to its international policy and its numerous agreements with
prestigious universities in Europe and around the world.
Gastronomy
Cagliari has some peculiar gastronomic traditions. Many dishes are based on the wide variety of fish and seafood, but

Nightlife
Cagliari is a touristic city and, especially in summer, a lot of clubs and pubs are goals for youth and tourists. Pubs and
nightclubs are concentrated in the Corso Vittorio Emanuele II, a narrow street in Stampace district, Marina district, near
to the port, in Castello district, and through the Poetto beach (in summer).

Passport and Visas
Delegates are advised to contact the nearest embassy, consulate or travel agency for information about the passport
and visa requirements from their country for entry to Italy.
Insurance and Vaccinations
Conference registration fee does not cover insurance for the delegates. The organizers recommend that delegates take
out insurance in their home country to cover pre-journey cancellation for personal reasons and necessary insurance to
cover accidents, medical expenses and loss of personal belongings during the visit. No vaccinations are needed when
visiting Italy.
Local Currency
The Italy monetary unit is the Euro (sign: €; code: EUR). The euro is divided into 100 cents. The coins are issued in €2, €1,
50c, 20c, 10c, 5c, 2c, and 1c denominations. Notes are issued in €500, €200, €100, €50, €20, €10, €5. Euro coins and
notes from any Member State of the Eurozone may be freely used in any nation that has adopted the euro. Major credit
cards are accepted in most shops and restaurants.
Electricity
If you are travelling from outside Italy, you may want to bring electrical adaptors for any electrical appliances you bring.
The electricity supply in Italy is 220/230V, 50 Hz. Italy uses the Euro plug (grounded and ungrounded).
Travel to Cagliari
Cagliari can be reached from the Cagliari-Elmas International Airport by Bus or Taxi. Bus station and taxi parking are
right outside the arrival hall. A taxi ride from the airport to Cagliari costs 20 € and takes 15-20 minutes. The ticket for
public bus is 2 €, the frequency is 15 minutes. Public buses stop close to the railway station in the town centre.

In the event of the entire conference having to be cancelled due to force majeure, the organiser cannot accept liability
