“On establishing cost rates for accommodation
at the dormitory of the Petrozavodsk State
Glazunov Conservatoire for students”
In compliance with the section 39, paragraph 5 of the section 78 of the Russian Federation Federal
Law "On education in the Russian Federation” №273-FZ of Dec. 20, 2012, the Government Decree of
the Russian Federation of Oct. 8, 2013 №891 “On fixing up quota for education of foreign citizens or
persons without citizenship in the Russian Federation”, the Government Decree of the Russian
Federation of Nov. 14, 2014 №1190 “On the regulations of the determination of the charge for public
utilities paid by tenants of the domestic establishments in dormitories that are residential
accommodations of the organizations that provide educational activities, by agreements of recruitment of
domestic establishments at the dormitory”, the sections 100, 154, 156 and 157 of the Housing Code of
the Russian Federation,
I hereby order:
1. To confirm the cost rates for the communal services according to the norms of consumption,
affirmed by the Government Decree of the Russian Federation of May 23, 2006 №306 for one
student of the Petrozavodsk State Glazunov Conservatoire according to Annex №1.
2. To confirm the cost rates for one bed for students of the conservatoire according to Annex №2.
3. To confirm accommodation cost rates for students according to Annex №3 from Sept. 1, 2015.
4. To confirm that the students who occupy a bed at the dormitory:
4.1. pay the fee not less than one time a month until the 10th day of each month;
4.2. have a right to pay the fee in advance for one or more months, for e.g.:
for the first six months – until October 20;
for the following six months – until April 20;
4.3. in case of a late or incomplete payment must pay the delay penalty that equals to 1/300 of
the refinancing rate of the Central Bank of the Russian Federation, valid at the time of
payment, of the unpaid sum for every day of the delay, starting with the next day of the time
fixed for the payment until the day of the actual payment.
5. The finance department of the conservatoire (Usoltseva M.I.):
5.1. to charge the fee for accommodation at the dormitory according to the residential property
lease agreements, in compliance with this order;
5.2.
to provide the administration of the dormitory until the 20th day of the month after the
reporting month with the information on the payment arrears for accommodation at the
dormitory.
6. The director of the dormitory (Prokhorova O.J.):
6.1. to maintain control of the timely payments for accommodation and other services for all
categories of citizenry, living at the dormitory.
6.2. To sigh new lease agreements (additional agreements) until Nov. 1, 2015, and notify all
tenants of the new cost rates.
6.3. To sigh residential property lease agreements with new tenants in not later than 5 days
period after their accommodation, and to turn over one original document to the finance
department of the conservatoire.
6.4. To provide the finance department with the information on accommodation and departure
of tenants in the last month, until the 5th day of each month. If the information is provided
later, the finance department does not accept it for recalculation of accommodation fees.
6.5. To explain the students that accommodation fees can be withheld from the educational
scholarship over claim of the student twice or more often throughout the year.
6.6. If accommodation fees are not paid for 6 or more months, the administration of the
dormitory cancels the lease agreement, and the tenant is evicted from the dormitory.
7. I will follow up the execution of this order in person.
8. The Order № 280-d of December 30, 2014 on the prolongation of the validity period of the order
of Dec. 11, 2014 №266-d “On establishing accommodation costs for living in the dormitory of
the Petrozavodsk State Glazunov Conservatoire” is to be considered invalid.

Cost rates of the accommodation at the dormitory of the conservatoire

Paragraph 1. Students and Ph.D. students of the full-time tuition, who study at the expense of the

1.4. At the cost of budgetary provisions in the rooms that are not equipped with household appliances beds
are provided free of charge for the students who are:
- orphans and children left without parental custody,
- persons from among orphans and children left without parental custody,
- children-invalids, disabled persons of group I and group II, lifelong disabled persons,
- students, who were exposed to radiation due to the Chernobyl catastrophe and other radiation accidents
due to the nuclear weapon testing at the Semipalatinsk test site,
- students who are invalids due to military injuries or diseases obtained during the period of military
service, and combat veterans,
- students who have the right to receive governmental social assistance,
- students among citizens who have been doing military service under the contract for no less than three
years in the Armed Forces of the Russian Federation, in the internal military forces of the Ministry of Home
Affairs of the Russian Federation, in the engineering, road construction military formations under the federal
government executive bodies and in the life-saving military forces of the federal executive body that is authorized
to solve issues in the field of civil defence, in the External Intelligence Service of the Russian Federation, bodies of
the Federal Security Service of the Russian Federation, in the bodies of State guard and in the federal body of
providing mobilization training of the governmental authorities of the Russian Federation on military posts, that
are subject to substitution by soldiers, seamen, sergeants, foremen and those dismissed from service on the grounds
of the item “b” to “g” of the article 1, item “a” of the article 2 and items “a” – “v” of the article 3 of the section 51
of the Federal Law of March 28, 1998 N 53-FZ “On the military duty and military service”.
1.5. The fee for the temporal absence is not collected if until the temporal absence an additional agreement is
signed on vacating the premises for the period of the temporal absence.
1.6. Sections 1.1-1.5 also apply for students who are on study leave.
Paragraph 2. Students and Ph.D. students of the full-time tuition, who receive fee-paid education:
For one bed (6 square meters) per month: 1 600 rubles;
Paragraph 3. Students and Ph.D. students of full-time tuition, accommodated in the rooms of enhanced
comfort (voluntarily):
For one room (2 beds) per month: 2 600 rubles;
For one room (3 beds) per month: 3 600 rubles.
Paragraph 4. Students and Ph.D. students of extra-mural mode of study:
For one bed (6 square meters) per day: 270 rubles.
Paragraph 5. Applicants:
For one bed (6 square meters) per day: 270 rubles.
