Advantages of

Light-emitting diodes (LEDs) are solid-state devices that convert electric energy directly into light of a single colour. Because
they employ “cold” light generation technology, in which most of the energy is delivered in the visible spectrum, LEDs don't
waste energy in the form of heat. In comparison, most of the energy in an incandescent lamp is in the infrared (or non-visible)
portion of the spectrum. Fluorescent and HID lamps produce a great deal of heat.

1. Since the LED fixtures are very expensive, decision to provide LED fittings be taken selectively and
where it is considered to do so in the interest of work.
2. Feedback on the performance of LED fittings be sent to S&S Unit for consideration.
3. While selecting LED fittings suitable guarantee be taken from the manufacturer for life and quality of the
fittings.
4. NIT approving authority to decide technical requirements and in accordance with CVC guidelines.
5. The matter will be placed before Specification Committee for E&M Works for wider consultation and
recommending guidelines for selection of LED fittings for various applications and for implementation of
NMCC's recommendation.
6. Based on feedback, application of LED fittings be increased gradually.
7. The matter to be reviewed after standard & test protocol of LED fittings are issued by BIS and test
facilities are established by CPRI.
The approval given above does not absolve the executive/supervisory officer from their overall responsibility
for using this product. It is only after they are satisfied about the quality, rate and performance; the product
shall be used. To achieve this, proper check on the quality of the product actually to be used should be
exercised.

Your prototype samples of 110V AC LED Signal lamp for Main Colour Light signals for Railway signalling
have been evaluated as per RDSO specification no.RDSO/SPN/199/2010 (Draft)
Please refer to your letter cited under reference on the above subject. In this connection I am directed to enclose
herewith the Test Report No. 143/1013/2013/1/1/SL in respect of your submitted samples in original, for ready
reference and record.
Based on evaluation, competent authority (Sr.ED/Sig) has approved for manufacture and supply of 500 nos.
of LED Signal lamp for Main colour light signals for Railway signalling for field trial subject to following
terms and conditions:
Discrepancies, if any observed, in respect of any of the entries contained in the above report should be brought to the
notice of this office within 30 days from the date of issue of this letter, failing which it will be presumed that the
entries therein are in order and no further correspondence will be entertained thereafter in this particular report.
a) No modification without necessary permission/approval from RDSO is permitted in
design(Hardware/Software), process, raw material/components, engineering and /or facilities in the approved
model subsequent to the issue of this certificate. Any modification in the product shall lead to the
cancellation of approval.
Further you are also requested to collect your samples at your cost within 30 days, positively, from the date of
issue of this letter failing which SEC will not be responsible for the loss/damage for your sample.
b) RDSO reserves the right to inspect this product at any premises where it is in use or at the place of
manyufacturer. If any deterioration of performance of the approved product is noticed during use, RDSO
reserves the right to cancel the approval.
I am enclosing a Feed Back Form. I request you to fill up this form and send us the same as soon as possible. Your
suggestions are very valuable for us to make our further planning/corrective action/ improving the quality of service.

c) In case of any dispute at any stage, verdict of the competent authority of RDSO shall be final and binding
on the manufacturer.
The above approval shall purely be tentative and shall be applicable subject to approval of LED signal lamps

Acceptance/Approval conveyed herein neither relieve the sub-vendor/contractor for subject items(s) of
his contractual obligations and his responsibilities for correctness of dimensions, material or
constructions, weight quantities, design details, assemble kits,performance particulars and conformity
of the supplies with the Indian statutory Laws, as may be applicable , nor does it limit the Purchase's
right under the specific contract.
Additional Remarks:
1. The approval/acceptance conveyed herein is generally applicable with Rev 05 of subject lighting
technical specification for supply & installation of items listed in Annexure. In case of any change in
the revision of technical specification, separate approval shall be obtained by manufacturer.
2. The approval does not cover any specific requirements, if any of a particular project. Approval in
this regard is to be obtained separately by the concerned project group.
