ADDENDUM NO. 1
TO
EASTERLY/WESTERLY POWER QUALITY STUDY (EWPQS) PROJECT RFP
FOR THE
NORTHEAST OHIO REGIONAL SEWER DISTRICT
DECEMBER 14, 2015
PROPOSALS DUE: 4:30 P.M. (OFFICIAL LOCAL TIME) ON

Addendum No.1 consists of three (3) pages:
ATTENTION BIDDERS
The following, as additions to and modifications in the Request for Proposal, will be included in,
and become part of the Easterly/Westerly Power Quality Study (EWPQS) Project. Proposers
are, therefore, instructed to take the following into account in rendering any Proposal for this
work.
I. PRE-PROPOSAL CONFERENCE
A. A pre-proposal conference was held on December 8, 2015 in the First Floor
Training Room at the George J. McMonagle (GJM) Administration Building,
3900 Euclid Ave., Cleveland, OH 44115. A list of attendees who signed in at the
meeting and the presentation have been uploaded onto the project Share File site
and can be accessed there (https://neorsd.sharefile.com/i/iede16d6e5cd4339a).
The meeting convened at 10:00 AM, with the Project Manager, Bruce Buchanan
introducing himself.
B. NEORSD began the meeting with Bruce Buchanan introducing the project and
the schedule of events for the proposal and interview process. Some of the key
dates discussed were as follows;
i. Deadline for Questions : December 16, 2015, 3:30pm
ii. Proposals Due : December 23, 2015, 4:30pm
iii. Design Notice to Proceed : April 2016
II. MBE/WBE/SBE Participation
A. The NEORSD’s Business Opportunity Program is on the NEORSD web page as
well as the certified list of MBE/WBE companies. The Project’s goal for Business

Opportunity participation is 5% for any combination of MBE and/or WBE firms
plus an additional 10% for any combination of any type of SBE firms registered
with the District. If you have any questions or concerns, please call Ms. Tiffany
Jordan, Contract Compliance Officer at (216) 881-6600.
B. Bruce Buchanan stated that verbal questions would be accepted at the preproposal meeting. After the pre-proposal meeting, all questions must be submitted
to Bruce Buchanan in writing by 3:30 PM, on December 16, 2015. They may be
sent by email to BuchananH@neorsd.org, with a cc to HoffmanG@neorsd.org.
Answers to questions will be issued via Addendum to the list of attendees from
the conference if warranted.
III. QUESTIONS AND COMMENTS
A. The meeting was opened to questions from the attendees. The following are the
questions asked at the meeting and answers to those questions:
Q1. What type of content are you expecting in the Basis of Design Report
(BODR)?
A1. The intent of the BODR is to afford the Consultant the opportunity to explain
their approach and methods of data collection required to complete the study. By
reviewing this document prior to the start of data collection, the District can make
sure that the study will cover the areas that they feel are of greatest importance.
Q2. Will Plant staff be available to assist in opening panels and installing any
metering equipment?
A2. No. Due to the daily activities required to operate these facilities, the District
cannot supply labor to work hand in hand with the consultants. District personnel
will be available to review and authorize equipment shut down requests but the
Consultant should have team members that are qualified electricians to open
panels and install equipment. There are many qualified electrical contractors in
our area who have worked at District facilities in the past and are familiar with
District safety procedures. Please refer to the District’s Business Opportunity
Program Certified Directory for a listing of all registered M/W/SBE electrical
contractors. Even though it is not a contract requirement to use registered
M/W/SBE electrical contractors, this list is a good reference source to utilize.
B. The following are questions that have been asked after the meeting and answers
to those questions:
Q3. Can you provide the name of the contractor who currently provides routine
electrical testing for the District facilities?

A3. The District doesn’t currently employ a single contractor to perform testing.
However, in the past, High Voltage Maintenance, Eaton Services and Great Lakes
Testing have all performed in that role on other contracts.
Q4. Page 11 notes that the consultant should include a preliminary list of
drawings. Is this required in this proposal?
A4. No. Since this project is a study, a list of drawings is not required.
Q5. Page 12 calls for both a risk register and a construction approach? Are both
items required in this proposal?
A5. For purposes of this RFP, please provide a description of your firms approach
to risk in lieu of a formal risk register or construction approach.
Q6. Should the team include an allowance of hours to cover the 6 month
monitoring as well as an allowance of hours to cover the contractor that will
support the team with the field investigations?
A6. Yes.
IV. REQUEST FOR PROPOSAL

the first paragraph “In the Proposal, the consultant is requested to demonstrate
their project understanding, provide a design risk register, and sequence of
construction to meet the District’s objectives.” and ADD “In the Proposal, the
consultant is requested to provide a narrative to demonstrate their project
understanding. Include key activities and approaches that improve the chances of
project success along with key issues and challenges and how they will be
addressed. In addition, the consultant should explain their approach to managing
risk, as well as providing internal quality control in order to meet the District’s
objectives.”
D. Page 11 of 15, Section 4.4.1 “Project Understanding” DELETE the last sentence
of the first paragraph “The consultant should include a preliminary list of
drawings the team feels will be necessary to successfully deliver the Project.”
E. Page 12 of 15, DELETE section 4.4.2 “Risk Identification” in its entirety.
F. Page 12 of 15, DELETE section 4.4.3 “Construction Approach” in its entirety.
