CITY OF WEST SACRAMENTO TECHNICAL SERVICES MANAGER DEFINITION: The Technical Services Manager designs, develops and/or re-engineers complex information technology systems on a city-wide basis; plans, organizes and manages technical staff and operation of the city’s networking and application support units. The Technical Services Manager is an at-will position that is appointed by and sits at the pleasure of the City Manager. SUPERVISION RECEIVED AND EXERCISED: Receives general supervision from the Information Technology Manager. May supervise professional level information technology staff, as well as clerical, technical, student intern and temporary staff. CLASS CHARACTERISTICS: This is a single, management level position. The incumbent reports to the Information Technology Manager and has responsibility for providing daily supervision to assigned staff. Plans, organizes, manages and leads the staff and operations of the application support and desktop units, which include the following functional areas: network and telecommunication infrastructure, server administration, help desk and application support. Develops, implements and monitors city-wide networking, desktop and application support goals, objectives, standards, and procedures. Develops operational standards, policies and procedures for the networking and application support units. Supervises, evaluates, and develops training plans for assigned staff. Participates in the selection, training, supervision, evaluation and discipline of assigned staff. Researches, analyzes and prepares proposals and/or recommendations for new programs, services, and equipment. Participates in the development and implementation of city-wide information technology goals, objectives, policies, and priorities. Analyzes and resolves network problems. Performs comprehensive technical evaluations in assigned areas of responsibility. Analyzes, designs, implements, manages, and evaluates major technology projects. Determines project timetables and monitors for completion. May act in the absence of the Information Technology Manager. QUALIFICATIONS: Knowledge of: Principles, procedures, and operation of modern computer networking equipment; current methods used in planning, supervising and controlling local and wide area networking and application support systems; and principles of supervision, management and training. EDUCATION AND EXPERIENCE: Any combination of training and experience which would provide the required knowledge and skill. A typical way to obtain the required knowledge and skill would be: Education: A Bachelor’s Degree from an accredited college or university with major course work in Management Information Systems, Computer Science, Computer Engineering, Information Technology or related field. Experience: Three (3) years of progressively responsible experience in network systems design and maintenance. Two (2) additional years of experience may be substituted for the educational requirement. LICENSES AND CERTIFICATES: If required to drive, possession and maintenance of a valid California driver license. PHYSICAL DEMANDS: Mobility to work in a standard office environment, use standard office equipment and attend off-site meetings. On an intermittent basis, sit at a desk for long periods of time; intermittently walk, stand, bend, squat, twist, and reach while performing office duties. Manual dexterity to use standard office equipment and supplies and small tools and to manipulate both single sheets of paper and large document holders (manuals, binders, etc.); vision to read handwritten and printed material and a computer screen; hearing and speech to communicate in person and by telephone; ability to lift and carry items weighing up to 25 pounds such as files, manuals, or small tools and equipment for distances up to 50 feet. ENVIRONMENTAL ELEMENTS: Employees work in an office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances.
