PHILLIPS MEMORIAL PUBLIC LIBRARY Job Description DEPARTMENT: TITLE: DIVISION: REPORTS TO: DATE: STATUS: Library Technical Services Manager Technical Services Assistant Director March 2015 Exempt SUMMARY Under general supervision, this position is responsible for Technical Services division operations, including the supervision of daily flow of materials through the division. Plans, directs, and manages acquisition, cataloging, classification, and processing of library materials; strategizes and collaborates with Technical Services (TS) staff for optimum workflow; manages the operation of Sierra Client of Innovative Interfaces; annually sets and reviews goals for division. Performs copy cataloging and derived original cataloging on local and unique titles. EDUCATION/EXPERIENCE/TESTING REQUIREMENTS Master’s degree in Library Science from an ALA-accredited institution is preferred. Bachelor's degree with a minor in Library Science from an accredited college or university or equivalent is required. Basic experience with Microsoft Office software including Access, Excel, Outlook and Word is required; intermediate to advanced skills preferred. Previous experience with an integrated library system (III Millennium or Sierra preferred), including knowledge of its modules and features, is required. Two years of progressively responsible cataloging experience in a variety of formats using current cataloging tools is required. Two years of supervisory experience is required. QUALIFICATIONS The requirements listed below are representative of the qualities, knowledge, skill and/or ability required to perform the essential functions of the job. Knowledge of principles and practices of public library technical services, including experience using bibliographic utilities, understanding of authority control and familiarity with materials acquisitions. Deep understanding of DDC, OCLC, AACR2, RDA, MARC language, Library of Congress Subject Headings and descriptive cataloging. Strong interpersonal and communication skills, oral and written. Planning, organizational, project management, budgeting and training skills. Ability to meet deadlines, set priorities, collaborate, yet work independently. Ability to use and interpret computer programs and to analyze and interpret statistical data. Ability to maintain customer confidentiality. Enthusiasm to explore new technologies and constructive change. ESSENTIAL FUNCTIONS The following are the regular duties for this position. These duties are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Technical Services Plans, directs and manages acquisition process, cataloging and processing of all library collection materials; directs monitoring and purchase of TS supplies. Manages and monitors materials flow through division for efficient, steady movement of materials to customers. Performs copy and original cataloging, database maintenance and authority control. Runs create lists as necessary for statistical analysis. Supervises creation of statistical reports for annual report. Hires, supervises, trains and evaluates the Technical Services staff; seeks training and educational opportunities for staff development and optimal use of staff skills. Attends training as required and directed. Develops work output standards for each of 3 areas of concentrated duties; cataloging, entering and processing, according to general written standards of other similar public libraries. Annually, collaborates with TS staff for goal setting, review of past goals and projects. Regularly assesses recommendations for changes in procedure to enhance efficiency. Monitors flexible schedules, requests extra hours as needed during vacations and extended sick leave to keep consistent flow of materials to customers. Reviews and approves timesheets of all TS staff. Manages and monitors the developed knowledge bank of technical service staff and documentation of major duties of each position. Manages and directs cross-training for each position. Coordinates writing and updating of cataloging ‘white book’. Created for consistency and ease of use of the collection by customers, this is a set of local practices. Prepares and monitors division budget including expenditures on specialized division equipment, buffer, donut-label, etc., and the TS supplies budget. Responds to each librarian’s specific requests for classification, processing, loan rules, etc., of materials in their area of expertise. Works closely with other management team members to oversee the creation of a collection that accurately reflect and communicate the library’s content and service objectives. Planning, Policies and Procedures Empowers staff to interpret policies and procedures and encourages discussion as necessary. Directs long-range planning for the division. Participates in library planning through committee and team structures. Conducts research on problems, improvements and new developments in the field. Professional Organizations Attends relevant library conferences such as the Innovative User’s Group annual conference. Develops and maintains professional contacts with MORE consortium and Indianhead Federated Library System (IFLS) staff. Communicates and collaborates with MORE/IFLS staff to create consistent cataloging standards and seek answers to problems with the Sierra Client. Serves as the liaison for the Library on the MORE Bibliographic Standards committee. Reads professional journals, specifically Library Resources & Technical Services to keep abreast of issues and read in-depth reports regarding subjects relating to technical services. Technology Keeps staff and the library as a whole informed of changes in cataloging rules, changes to the collection, enhancements, updates and changes in the automated library system, new features and policy issues relating to MORE. Develops and maintains a solid understanding of ILS client functionality through experience, training and other professional development activities. Develops in-depth knowledge of Innovative Interfaces’ Sierra acquisition, cataloging, and serials modules – investigates and analyzes usefulness of all aspects of this and other products purchased by MORE. Communicates with ILS vendor as appropriate. Collection Development Through the use of a variety of print and electronic resources, selects materials for certain areas of the library's collection. Evaluates existing collections to correct weaknesses and reinforce strengths. Inventories and weeds materials as needed or directed. NONESSENTIAL FUNCTIONS The following are nonessential functions for this position. Other duties may be assigned. Performs related duties as required. WORK ENVIRONMENT/PHYSICAL DEMANDS Work is mostly sedentary, sitting at a desk working on a computer. There are available desktop additions that allow for standing while working at a computer. There is occasional walking and carrying of materials to one end of the division or up to circulation. Occasional pushing of carts full of materials, standing and lifting less than 20 lbs. There is a moderate amount of noise generated by printers, disc buffer and donut-label creation. Extra projects, Sierra not working optimally, or frequent interruptions can make for a moderate to high stress level. Minimal presence of hazard. Occasional bending, squatting, climbing and reaching motions. There is a moderate amount of dust and dryness of hands due to handling of materials. LANGUAGE SKILLS Must be able to read, write, give, follow and comprehend verbal and written instructions. Must have effective oral and written communication skills to communicate productively with staff and the public.
