The number and type of resources required for the project team is determined by the project scope, timing, number
and level of client personnel to be trained, and whether the project is for an existing or new facility. Fluor’s staff also
searches for training material resources already available commercially, as opposed to developing a custom product
solution.

Raising the Bar
Industrial Services was initially asked to asses the existing training plan for the BP Whiting Refinery Modernization
Project (WRMP) to make sure all OSHA training requirements were addressed prior to start-up and commissioning.
In the report that followed, gaps were identified, and we were contracted to help develop training material for the
1,200 pieces of equipment identified as new, unique, or different to address those gaps. The project came in ahead of
schedule and under budget. In the words of a senior BP manager, it generated a set of training deliverables that “raised
the bar for future training initiatives at BP Whiting.”
