Negotiate agreements between Mexico-USA-Canada governments, so American and Canadian patients can be treated in Mexico. (An experimental program) 2. The Mexican government needs to ensure the personal and medical security of tourists and expats. 3. Align political agents and development banks to create a strategic program that promotes and removes obstacles to develop the necessary infrastructure for the retired communities. 4. Promote joint efforts between government and private investment to develop medical facilities that can fulfill the underserved demand. Fulfilling the need 1.
