REQUEST FOR EXPRESSIONS OF INTEREST
Anguilla Electricity Company, Ltd., (ANGLEC or the Company), commenced operations in April 1991 and
is a publicly held limited-liability company. Between 1991 and 2008, the Company experienced rapid
growth and peak demand grew from 3 megawatts to 15.5 megawatts in that period.
ANGLEC presently relies on diesel generation to produce electricity for Anguilla. The power is produced
by a single generating plant (Corito Power Station), containing 11 turbo-diesel generating units. The
output voltage and frequency of the plant is 13.8kV and 60Hz respectively. The installed capacity of the
generating plant is 24 megawatts.
Future plant requirements are determined by load projections and plant firm capacity. Plant firm
capacity is based on dispatchable generating plant (using the n-2 method) to ensure a reliable supply of
electricity after allowance for breakdown and scheduled maintenance. Capacity planning also takes into
account a 15% spinning reserve policy.
The Company's transmission and distribution (T&D) system is comprised of a 34.5kV transmission line
(that feeds a 13.8kV substation on the Western end of Anguilla); and a 13.8kV distribution network that
emanates directly from Corito Power Station.
ANGLEC is inviting interested parties to submit an Expression of Interest for the turnkey supply of a solar
(PV) renewable energy generation facility of approximately 1 megawatt. The location of the PV
generation site shall be determined by ANGLEC, and will be within 300 feet of an approved
interconnection point. Upon completion of the project, ANGLEC shall own and operate the facility.
It is ANGLEC’s intention to ultimately accept up to 2 megawatts in aggregate of grid-connected
renewable energy sources on Anguilla, representing a 15% penetration of peak demand.
Following final selection, the proposer will be required to perform all the relevant technical and nontechnical studies related to the development of the renewable energy generation facility, followed by
the design and installation thereof. These requirements may include (but are not limited to) detailed
designs for the project (site, civil, electrical and mechanical studies performed by the contractor or
others and grid interconnection studies).
In addition, the contractor will be responsible for other development costs including, but not limited to:

Procurement of materials, equipment, and labour for the project.
The site, civil, electrical, and electromechanical works for the project.
Interconnection facilities.
Field testing, commissioning, performance testing and reliability testing.
Other development costs including staff training.
The Expression of Interest should indicate the following:
1. The respondent’s track record in designing and constructing comparable size renewable energy
generation projects within a specified timeframe.
2. An outline of the technology and generating facilities being proposed including capacity,
expected annual net generated energy, corrosion resistance, hurricane protection, safety and
other technical details specific to the proposed solution.
3. A proposed Commercial Operation Date, based on a project start date of January 14th, 2013.
4. The respondent’s understanding of the local permitting process and how permitting will be
achieved.
5. An outline of proposed performance guarantees for the project
6. A “not to exceed” pricing proposal covering all aspects of the project.

Expressions of Interest must be delivered to the address below, no later than August 23rd, 2012.
ANGLEC will review the Expressions of Interest by September 3rd, 2012 and invite selected parties to
submit full proposals by October 4th, 2012. Thereafter, ANGLEC will evaluate proposals by November 1st,
2012, at which time a successful developer may be invited to negotiate a turnkey contract with ANGLEC.
