“Jingle bells, jingle bells...”
Yes, it’s still summer in San Diego. Soon enough, though, the fall and winter
holidays will arrive. While joyful and fun, these occasions often bring the familiarity
of extra expenses, financial obligations and seasonal temptations. Still, it is possible
to save money without sacrificing things that make holidays special.
Specifically:
TRAVEL
“There’s no place like home,” right? But
when travel is on your wish list, the cost of
plane tickets and road trips add up quickly.
The holidays are peak periods with increased travel demand, and with it, higher
prices. Here are tips to help you save:
‘Tis the Season
for Financially
Happy Holidays
By Rebecca Ligtenberg
• Book flights as early as possible. Traveling
mid-week instead of weekends can save a few
dollars. Be sure to check for potential baggage
fees and meal costs.
• Drive during off-peak hours. This saves you
from wasting fuel while stuck in traffic. It also
saves time and stress. Don’t forget to book hotel
rooms in advance for the best prices.
• Consider a holiday alternative. Celebrate with
your friends and family on an alternate date.
This can reduce stress and prove cost effective,
allowing more budget for gifts and entertainment.
GIFT GIVING AND BLACK FRIDAY
The personal financial managers
at Fleet & Family Support Center
are available to assist you in
creating a holiday action plan
and gift checklist, or to answer
any of your financial questions.
Call 866-923-6478 to learn more.
Holiday gift giving is among the biggest
spending categories. Black Friday shopping,
particularly, is famous (and infamous) for
“door-buster” deals at your favorite stores.
Follow these tips to control your spending
and to simplify your shopping efforts:
• Make a good gift list. Include the names of the
recipient, ideas for what type of gift, and a
general budget amount for each person. Create
your list early so that you’re ready to take
advantage of good deals that suit your holiday
budget.
• “Other days” to save. Black Friday aside,
valuable offers can be found on other days
without the frenzy and hassle. Keep an eye out
for them!
CASH IS KING
Not surprisingly, many people turn to
credit cards to finance holiday spending.
While convenient, the interest charged on
purchases can eat away at your savings from
thrifty shopping and travel. Instead, spend
with cash, which can help you stick to a
realistic budget, avoid impulse spending,
and enter the New Year with smaller bills
to pay. Some useful cash strategies:
• Open a separate savings account. Make monthly
deposits towards holiday purchases. Saving
just $50/paycheck ($100/month) adds $1,200
annually. It’s not too late to start for this year!
• Use the “envelope method.” Get a stack of
envelopes and on each one, write the name of
someone on your shopping list. Stuff each
envelope with cash you’ve budgeted for that
person. Shop only until the money is gone and
you’ll stay on budget.
• Pay down those cards. If you need to shop with
credit, make extra payments in order to combat
credit card interest.

NAVY OMBUDSMAN
APPRECIATION DAY
Meet theFleet & Family
Support Team
IS SEPTEMBER 14.
SAM HATCH
WHAT DOES AN OMBUDSMAN DO?
Ombudsman
Coordinator Assistant
Ombudsmen are volunteers appointed by
each Command. There are more than 500
Ombudsmen in the San Diego metro area
trained to:
SUPPORT THE COMMAND’S MISSION
Serve as liaisons between families and
Command leadership
Facilitate communication between
Commands and families
OMBUDSMAN APPRECIATION DAY IS SEPTEMBER 14 AND ALL MONTH LONG.
Q How long have you been with FFSC?
A I have been volunteering with FFSC
since January 2016.
Q Describe a great day at work.
A My job at FFSC is to assist the
Ombudsman Coordinator. Every
day work provides me a variety of
ways to assist. It is hard to narrow
down just one great thing about
each day, because so much happens.
However, a great day is when I leave
and reflect on everything that I was
able to assist with and knowing that I
was able to help make a difference in
the ombudsman community.
Q What is an interesting fact about you?
A Interesting fact: I love my country’s
history — especially our military
history. I have a long heritage of
military family members all the way
back to the Revolutionary War. I am
a daughter of an American revolutionary
and I love to visit old historical
sites — to walk the streets President
Lincoln walked, to watch the
Gettysburg re-enactment, to see
the Declaration and Constitution
with my own eyes, and to visit the
oldest government-owned property
at the Navy Yard in Washington,
D.C. I have travelled to 46 of our
great 50 states and look forward to
finishing that bucket list to visit
every state!
Q Why do you like supporting Service
Members and their families?
A Being a spouse to an Active Duty
Service Member, I know first-hand
the sacrifices that both the Service
Fleet & Family Readiness • www.navylifesw.com
Member and their families make to
defend our freedom. It is an honor to
help in any way that I can. I absolutely
love to volunteer: I am a Command
Ombudsman for Portsmouth Naval
Shipyard Detachment, San Diego,
a COMPASS mentor, and the
director of children’s ministries at my
church. I volunteer at my kid’s
school, at the San Diego chapter for
ALS, and with various organizations
that support our military in San Diego.
Q What would you like others to know
about your position/what you do
and services you provide?
A My position here changes every day.
There is always something new to
learn or experience. I look forward
to coming into the office every single
day. The Ombudsman Program is
there to help empower Service
Members and to build resiliency
throughout Navy families within
the fleet. We are trained in a variety
of resources and are always available
for families during times of need.
This is why I love to assist Service
Members and their families.
Q What are you proud of about
your job?
A One of my first tasks was to assist in
getting the Ombudsman Registry in
San Diego to 100%. I made several
calls to Commands to retrieve the
status of their implementation of the
Ombudsman Program. It is with
pride that I share that San Diego has
reached 100% in the Registry.

REACHES 100%!
Have you ever located to a new duty station
and wondered how to find the name of your
Ombudsman? The Ombudsman Registry
at www.ombudsmanregistry.org is the
go-to CNIC database where all Command
Ombudsmen and designees from around
the world, are officially registered. San
Diego, one of the largest Navy installations,
is proud to have their Ombudsman Registry
at 100% for the first time since being
established nine years ago.
THE OMBUDSMAN REGISTRY:
Contains all the Commands in the area and
shows the Command designee and their
Ombudsman.
Assists Commands and Ombudsmen with
updated program and resource information.
Provides an online database with contact
information in case of a natural disaster or
other crisis situation.
The San Diego registry covers over 2,000

Q What do you like most about your job?
A Supporting military families. I have a passion for assisting
families and watching them blossom together. Also, the
families that I work with give so much back to me. So many
times I have had a rough day and they can come into my
office and completely change that. My goal when I started
with FFSC was always to eventually be part of the EFM
Program. I know that I am exactly where I should be.
Q You have recently set up an office at Naval Medical
Center San Diego. How do you think that having an
EFMP case liaison at this location helps families with
special needs?
A Families with an EFM have to come through an EFM
coordinator’s office at some point. I actually share an office
with one of the coordinators, so when a family comes in, we
have an immediate connection. I can start to share and
equip them with some of the resources that are available.
Q Describe a great day at work.
A When I get to educate a family. There are some
misconceptions associated with the EFM Program. When
I get to teach them about the program and provide resources,
they end up leaving a little bit lighter than when they
came in.
Q Describe something interesting about yourself.
A I am a military spouse of 25 years. My husband is still
Active Duty. I have three children, all of whom have been
raised in this unique lifestyle. I feel like this helps me bring
something special to the table when I am interacting with
military families. I can personally relate to some of the trials
and tribulations, as well as the amazing aspects that come
with this lifestyle. Our connections go beyond EFMP.
Q What is your favorite thing to do when you aren’t
at work?
A My family is a desert family. We have quads, buggies and
other off-road vehicles. But I will admit that San Diego has
some fantastic beaches that I enjoy spending time at,
as well.

Historian Arnold Toynbee once wrote, “There are always two
parties to a death: the person who dies and the survivors who are
bereaved.” The Navy is committed to the families who have lost a
loved one serving on active duty, including Survivors of suicide. Navy
Gold Star provides a liaison to the Navy – a program dedicated to
the emergent needs of the Survivor.
The Navy also has programs in place for suicide prevention and
awareness. However, the sad reality remains that some of our Sailors
continue to commit suicide. Due to the social stigma surrounding
suicide, Survivors may feel the pain of the loss, yet they may not
know how to express it or if they even should. Navy Gold Star
coordinators serve as a family’s case manager, referring them to
available organizations and support services.

SCENARIO 1
I am a 26-year-old spouse with a five-year-old daughter.
My husband and I have been married for seven years and
we recently moved to San Diego. My husband will deploy
in two months.
Recently, I feel like I have been walking on eggshells; I
never know what will make him mad. If we need to talk
about something, I have to think for days about how I
should approach the situation. When he is underway,
there is more peace in the household. He recently has become unrealistically jealous and will not let me speak with
my family or friends. He does not like me making friends
in the community or joining any groups because he fears
people will take advantage of my caring disposition. My
husband calls me his princess because he gives me and our
child housing on base and $500 a month to feed us and
pay for bills. All of the bank accounts are in his name and
I am worried about the finances when he deploys.
My daughter is starting school soon and I would like to
go back to work. My husband tells me that I’m a bad
parent because I want to work. He threatened that he
could kick me out of housing and decrease the allotments
he gives me so there would be no extra money. He would
never hit me, although he hits the wall and throws things
around the house. His actions scare me.

SCENARIO 2
My wife and I have been married
for 10 years and have two children.
We have always had ups and downs,
but want to keep the family together
because we know what it is like to
grow up in a broken household. We
have had various physical arguments
since we have been married, but since
I returned home from deployment
they have gotten worse.
I’ve never reported the arguments
because they happen randomly and I

usually go underway and things level
out when I come back home.
This past argument was the worst and
as I was leaving the room, she ran in
front of me and blocked the doorway.
She grabbed my cell phone from my
hand and threw it at me, telling me
to stop running from my problems.
I asked her to please move and she
punched me in the face. I do not
bruise easily and without marks I feel
like people wouldn’t believe that she

C. PHYSICAL ABUSE
can actually hurt me. I grabbed some
clothes and left to stay on the ship. I
would rather be at work or deployed
than be back at home.
I feel like I am the man and men do
not get abused. I’m concerned that
if my Sailors see me have problems,
they won’t respect me. My wife and
I love each other, and this is the first
time it has gotten this bad.
D. BOTH B AND C
SCENARIO 3
My husband and I have been married
for five years. We have a 10-monthold baby and are living off-base. After
two consecutive sea duties since we’ve
met, he finally has shore duty and
we are able to work on our relationship more.
When things are good, they’re great,
but when things at home are bad,
they’re really bad. We only argue
when he’s at home; when he’s gone
our relationship couldn’t be better.
He is very supportive, loving, and
a great father.
When he was on sea duty, anytime
he physically hurt me, he usually
left to work for long periods of time.
This gave both of us a chance to cool
down, for him to reflect on what
happened and work on our emotional
relationship again. He says he loves

me so much and would never do
anything to hurt me. He promises he
will get better and will do whatever
it takes to be the best husband and
father there is.
Now that he is on shore duty, there
is no time away for him to cool off
and the incidents are becoming more
frequent. He is always telling me
what to do like I’m his servant. Since
he’s been back, he has started calling
me a “slut” and checking my phone
and social networking pages to see
who I talk to. My friends and family
are beginning to question my bruises
and I am limiting my communication
with them to hide home problems.
Recently, we got into the worst
argument we have ever had. We
were arguing in the bedroom after
I had put our child to sleep in the

nursery. My husband grew angry that
I was not listening to him and threw
me against the wall with one hand
around my neck and the other on
my mouth telling me to shut up so
I wouldn’t wake the baby.
After putting pressure on my neck for
a few seconds he let go and I began
to cry and begged him to stop. He
slapped me so hard in the face I fell
backwards and hit my head on the
wall. I grabbed my phone to call for
help and he said that no one would
believe me. He told me that if I
report him, I would lose everything
and lose custody of our child. He
said that the military trained him
to hurt people and not leave a mark
so I would never have any evidence
against him and people would just
see me as the crazy woman I am.
D. BOTH B AND C
SCENARIO 4
My husband recently returned home
from deployment. We are working
hard at reintegrating as a couple and
for the most part things are going well.
However, while he was deployed we
both spent a little too much money
and now we’re in debt. Our finances

difficult not to take it out on one
another. Last week, we got into an argument because I was frustrated that
he had been monitoring the bank

instead of eating at home.
B. EMOTIONAL ABUSE
C. PHYSICAL ABUSE
Once I realized that I was taking my
frustration out on him, I walked away

ANDREW SEIGEL
Clinical Counselor/
Family Advocacy
Program Case Manager
Q How did you learn about working
at FFSC? How long have you
worked here?
A I have worked here since July 2011.
I was looking for jobs after getting
licensed and knew a few individuals
who worked at FFSC and liked the
job. I wanted to work with a
population of adults who were
capable of doing insight-oriented
work, which is exactly what I have
found at FFSC.
Q Describe a great day at work.
A I like being able to help people who
are dealing with various problems
and issues. Having a fun lunch with
co-workers always makes the day
better as well.
Q What are you most proud of about
your job?
A Helping people to learn more about
themselves and making changes that
help support healthy living and
family. When someone gains awareness
about themselves and how they impact
others around them, and then make
changes based on this, it is very
powerful. I enjoy the daily opportunity
to challenge others and make them
look deeply at themselves and decide
how they want to live.
Q What would you like for others to
know about your job?
A Therapy is not for everyone. Not

every therapist is a good fit for a
client. There is a time and a place for
making changes and healing. It has
to happen with the right person. If
you do not like whom you are working
with, ask to work with someone else.
We are all therapists, but none of us
have the same skill set, personality or
approach. Find someone who works
well with you and whom you feel
safe with. If it does not work at
first, try someone else. Also, go in
with a positive outlook. You don’t
want to knock something until you
give it a legitimate try.
Q What do you like about working
with Service Members and their
families?
A The satisfaction from feeling like I am
helping my country. I am proud to
support those doing something that I
choose not to do. It is my way of
giving back for all the privileges I
have. We are all human beings and
all of us need support. I like being
able to support those who also
support my country and freedoms.
Q Tell me an interesting fact about
yourself.
A I am an avid comic book fan and have
a massive collection that started in the
1990s. I need more space in my house
to keep them all. I have considered
having my kids share a room…to
have one for my collection, but I was
outvoted at home.

Welcome to the
2016/2017
School Year!
If you are new to San Diego,
check out our website at
www.navylifesw.com/slo for
valuable information on starting
the school year right. You will
find a “Checklist for School
Moves,” the Academic Anchor
Newsletter, which highlights
activities and resources in
your area, plus several links to
both military and community
resources, as well as to your
School Liaison Officers.
Important Items to Note:
IMMUNIZATIONS
Immunization information can be found
on the California Department of Education
website at www.cde.ca.gov/ls/he/hn/
cefimmunization.asp. Start planning now
if your child needs immunizations to start
school this fall.
KINDERGARTEN ENROLLMENT
In order to enroll your child into kindergarten
in California for SY16/17, your child must
turn 5 years old on or before September
1, 2016. If your child turns five between
September 2 and December 2 they are
eligible for Transitional Kindergarten (TK).
More information on TK can be found at
www.cde.ca.gov/ci/gs/em/kinderfaq.asp
or contact your School Liaison for local
school district information.
FEDERAL SURVEY CARD
Each district receives funds from the
federal government based on the number
of children in their schools whose parents’
employment is related with federal activities.
The government stipulates that a survey be
done in order for the district to be eligible
to receive these funds. A survey card will be
sent home for each child in the district. A
card must be turned in for every child, even if
his/her parents’ work is not related to federal
activities. Be sure to check the box and return
your card since this could result in financial
resources for your school district!
