cooling tower water pH, hardness, phosphate (total), alkalinity, conductivity. Analysis of boiler water for tannin,
hydroxide (causticity), phosphate (total), sulfite, conductivity. Company will provide all chemicals, provide
EPA-certified laboratory analysis of samples, provide training on water testing and handling of hazardous chemicals,

Remedial Environmental Services (RES) portion of the Superfund Remedial Acquisition Framework (RAF). This RES

Remedial Action Contracts (RACs) will no longer be used to deliver Superfund remedial program requirements.
Instead, requirements will be met with three (3) different suites of contracts: (1) Design and Engineering Services
(DES) (RFP# SOL-HQ-00022) contractors will perform professional services of a scientific, architecture and engineering
nature for remedial investigations, feasibility studies; remedial designs; and general technical assistance; (2)
Remediation Environmental Services (RES) (RFP# SOL-HQ-00023) contracts are explained in detail below. (3)
Environmental Services and Operations (ESO) (RFP# SOL-R1-14-00003) contracts will be for EPA-lead remedy
operation (e.g., groundwater restoration and source treatment activities) and technical oversight of the environmental

include remedial investigation/feasibility studies, remedial designs, treatability studies, and some oversight of
environmental remediation work provided by responsible parties, other federal agencies, states, and tribes where
professional services are necessary. The ESO contract is acquiring services under FAR Part 15. The contracts will
primarily be used to operate remedies (e.g., groundwater pump and treat systems) and provide a majority of the
oversight of environmental remediation work provided by responsible parties, other federal agencies, states, and
tribes. The ESO Statement of Work (SOW) also contains work areas that would typically be handled under the DES
contract, but do not require the professional architecture and engineering services acquired under Part 36. This SS/RFI

NAICS: 562910. This is a draft announcement by U.S. EPA to provide industry with sufficient time to begin developing
responses prior to EPA's official final announcement requesting Standard Form 330 (SF 330) for the Design Engineering
Services (DES) portion of the Superfund Remedial Acquisition Framework (RAF). THIS IS NOT AN OFFICIAL REQUEST
FOR THE SF 330. The purpose of this DRAFT request for the SF 330 is to solicit comments regarding the planned

procurement and also allow offerors to practice TEST submissions of the electronic version of the SF 330 form. Vendors
wishing to submit a draft SF 330 via the FedConnect electronic submittal system must do so by 5 pm ET, October 22,
2014. These submittals will not be evaluated for award. If vendors prefer not to submit a draft SF 330 through
FedConnect, they are still encouraged to test the Microsoft Access SF 330 form. Vendors should submit any
questions/concerns regarding the SF 330 form or the technical instructions for the form to the Contracting Officer prior
to the upcoming DES final announcement and request for official SF 330s. A final announcement requesting official
submission of the SF 330 will be made in the near future. EPA requires professional architect and engineering (A&E)
services to support remedial planning and oversight activities for Regions 1 through 10. The DES procurement for
professional A&E services is subject to the Brooks Act, 40 U.S.C. 1101 et. seq., and its implementing regulations at
FAR Part 36.6. To be considered for award, offerors must submit SF 330s, as directed in the final published
announcement. The DES requirement is one of three suites of contracts to be issued as part of the previously
advertised Remedial Action Framework posted on FedBizOps on February 27, 2014, as a Sources Sought/Request for
Information -- Superfund Remedial Acquisition Framework (RAF) under SOL-R3-13-00006. As explained in the SS/RFI

support in providing Emergency and Rapid Response Services (ERRS) for time-critical removals and rapid remedial

authority of Section 104 of CERCLA, as amended by SARA; Section 311 of the Clean Water Act, as amended by the Oil
Pollution Act of 1990; Subtitle I of RCRA as amended, the National Oil and Hazardous Substance Pollution Contingency
Plan (NCP); and the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public Law 93-288 as amended

the issuance of Draft RFP DE-SOL-0007515 to provide management, operation, and oversight of the Nuclear

necessary to comply with each of the NRC licenses listed below: (a) Management and operation of the FSV ISFSI
facility (license number Special Nuclear Material (SNM)-2504) in Colorado (herein referred to as FSV); (b)
Management, operation, and oversight of the TMI-2 ISFSI facility (license number SNM-2508) at INTEC in Idaho
(herein referred to as TMI-2); and (c) Management of the ISFF license (license number SNM-2512). Requirements
include, but are not limited to, services for operations, physical security, general infrastructure (including utilities and
communication services), maintenance and execution of the key programs (Worker Safety and Health, Occupational
Medical Program, Integrated Safety Management System (ISMS), emergency management, quality assurance,
radiation protection, waste management, safeguards and security, information management, records management,
property management, training, radiological environmental monitoring, aging management, natural gas and oil
monitoring and radioactive effluent control, preparation of technical evidence to support license renewal for TMI-2,
support of NRC or DOE inspections, and support for information requests. The Contractor shall maintain all records as
specified by the NRC regulations and DOE requirements. DOE intends to conduct a presolicitation conference, site
tour(s) and industry one-on-one sessions for this procurement. Interested parties are encouraged to review the Draft

requirements by containing specific tasks which include a multi-disciplinary approach to basic and applied

NAICS: 541620. US EPA intends to procure on a sole source basis with Cedarville Engineering Group, LLC for the
following services: soil taxonomic, site characterization, soil hydrologic measures, and basic fertility chemical analysis
on samples taken by the contractor in multiple urban sites. The soils extracted for sampling will require identification to
the lowest possible taxonomic level, using a range of soil taxonomic classifications. This research will provide more
specific data to be used in a report titled "Urban Soil Taxonomic Descriptions and Characterization of Soil Properties
Applied to the Sustainable Use of Vacant Land" for EPA's Office of Research and Development, National Risk
Management Research Laboratory, which was initiated under a separate order awarded to Cedarville Engineering
Group, LLC. The nature of the acquisition requires a contractor that possesses the unique capability of handling all
phases of urban soil site characterization, soil hydrologic measures, indentifying soils to a taxonomic resolution and
quality that is consistent with samples collected in previous years and to carry out basic chemical/fertility (texture,
organic matter, CEC, etc.) laboratory analysis. This includes handling all administrative tasks (site selection in
collaboration with EPA, right of access, permissions) related to site work in urban core areas, including Cleveland OH,
Detroit MI, Omaha NE, Philadelphia PA, and the Pacific Islands (including Hawaii). The necessity for this variety of sites
across the country allows a cross section of soil types to be analyzed. Cedarville Engineering Group, LLC has unique
capabilities that are specific to the taxonomic(s) for conducting site soils identification. Cedarville Engineering Group,
LLC has experience with the exact nature of this work based upon its experience in the urban soil taxonomic
classifications based upon previous contracts with the US EPA. No other contractor is known to have the experience
and required expertise in this collaborative effort for gathering data that will be of use to the urban environment for
meeting the challenge requested by EPA's Regional Office under Consent Decrees for reducing stormwater flow to/and
within their communities. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. However, any firm that believes it is
capable of meeting this EPA requirement must submit technical documentation to establish its assertion. This

intends to award a Purchase Order to the International Commission on Radiation Units and Measurements (ICRU),
under the authority of FAR Part 13, Simplified Acquisition Procedures. The purpose of this purchase order is to subsidize
ICRU to identify international experts and convene a working group of those experts who will work with EPA, the

to convene international experts with direct experience in responding to the Chernobyl and Fukushima nuclear power
plant accidents. It has been determined that ICRU is particularly well suited to address the question of what
measurements are required to answer critical questions following a radiological incident accompanied by large releases
