LINEHAN FOLEY RAISES YOUGHAL RAIL LINK WITH TAOISEACH Cllr. Mary Linehan Foley has raised the possibility of the Youghal rail link being reopened during a meeting with An Taoiseach, Brian Cowen TD. Cllr. Linehan Foley raised the subject with the Taoiseach during his recent visit to Midleton. Speaking about the meeting, Cllr. Linehan Foley said, The Taoiseach was in Midleton to hear a presentation about the benefits to the town and the region of the new Midleton rail line and how this piece of infrastructure will lead to more investment and economic opportunities for the area. While he was in town I managed to grab a quick meeting with him to discuss the issue of a rail link to Youghal. I explained how the people of Youghal have been campaigning for this line for many years. I outlined how it would be of huge benefit to the town and would help create jobs for the area and bring more economic investment to Youghal. The Taoiseach seemed amenable to the idea of a Youghal rail link. He said that extensions were regularly being added to existing rail lines and that a link to Youghal wasn t something he had any objections to. He indicated he would look into the subject further and that if the economic conditions allowed it was something that the Government may be prepared to support. Obviously I was delighted to hear that directly from the Taoiseach. Everyone used to use the old Youghal rail link travelling to and from Cork and I see no reason why that wouldn t be the case if the line was re-established. It would substantially cut down on the number of people driving to and from the city and would also act as a tourism boost to Youghal. I will continue to pursue this with the Taoiseach and the Minister for Transport and I will let the people of Youghal know if I hear any further details on how the Government is viewing this idea, Cllr. YOUGHAL TOWN COUNCIL MEETING APRIL 2009 By Christy Parker Report of the Town Clerk on Matters Arising from the Monthly Meeting of Youghal Town Council held on 9th March 2009. FINANCE: The Department of Transport have notified all Local Authorities including Youghal Town Council that all Regional and Local Road Grant Allocations from 2009 have been substantially cut in the aftermath of the April 7th budget. Youghal’s budget has been cut from 287,000 to 177,000 for 2009. Consequently, expenditure on roads for 2009 will be out by a similar 110,000. It is anticipated that the Housing Capital Allocation Budget for 2009 will now be out by a similar percentage. Communication from the Department of the Environment, Heritage and Local Government is awaited and should be received by the end of April. WATER & SEWERS: The reservoirs are currently operating at full capacity with an average daily demand of approximately 597,000 gallons per day. The foul drainage system is operating satisfactorily and to my knowledge there are no operational problems with any of the County Council Pump Stations. A full information report on the current status of the Youghal Main Drainage Scheme will be on the agenda for next month. ELECTIONS 2009: The Notice of Election for Youghal Town Council will be published the first week of May and sets the time frame for nominations to contest the local elections. The timeframe for submission of nominations will be from the 9th May to 16th May 2009, with the election set for 5th June next. Congratulations: Cllr Barbara Murray issued congratulations to Christy Cooney on his recent appointment as GAA President. She also proposed that the next Town Council (post-June election) afford him a civic reception. "If I’m here, well and good and if not, tough luck," she added, effectively speaking for all members. Her suggestion was accepted. Cllr Sammy Revins issued congratulations to the Irish rugby team for its Grand Slam success and also for an under-sung Youghal sporting star. "I know he’s my brother," he began, "but I’d like to congratulate David who is masseur to the team and who is also masseur to Munster. "Two Heineken Cups and a Grand Slam with possibly a third Heineken Cup soon isn’t bad." He also paid tribute to 14 year-old Arron Tobin of Youghal CYMS, who won the Munster u-21 Championship became the youngest ever winner. Cllr Mary Linehan Foley congratulated Cliff Winser on his retirement from coastguard service after 30 years. She also congratulated snooker player Brendan Cooney for reaching the final of the European Masters as half the Irish team. Along with brother GAA President Christy, he is part of "a great sporting family," she said. The Councillor asked also that a letter be sent to former Ireland rugby coach Eddie O’Sullivan for "doing a lot of the groundwork" that preceded the Grand Slam. "Eaten bread is soon forgotten, as we al know in politics," she observed to general agreement. Cllr Michael Beecher congratulated Julie Coyne on winning the Munster Junior Ladies Golf Championship in Shannon recently. The 16 year-old finished ahead of a field of 112 competitors in emulating the achievement of Jean Farrell, the first and only previous Youghal girl to win the Munster Championship. Cllr Beecher also congratulation the organisers of this year’s St. Patrick’s Day parade. Cllr Sandra McLellan paid tribute to Pobalacoil na Trionoide’s All Ireland Colleges senior football semi-final. Town Foreman’s Report: Cllr Linehan Foley asked that the council send someone to look at a wall at Dermot Hurley Estate, where children were climbing a wall that was easily scaled on one side but had a 15ft drop into a private residence on the other. The councillor also drew attention to a dangerous hole in the path near Maggie May’s pub. She asked for news on the Sarsfield’s Terrace car park and the Clock Gate Page 1 guttering, some of which is missing. The road by the Holy Family Church needs refilling she said and she repeated a call for a railing at the Mall to facilitate wheelchair access. Cllr Dave Savage said the Mill Road playground was dominating election material and was reminded that the funding for repairs ( 120,000) had been secured, the tenders would be opened at the May meeting and the work would begin shortly afterwards. Liam Burke reeled off a short list of concerns to the foreman, which included a pothole at the end of Windmill Hill, ponding between 13 and 16 Dominic Collin’s Place and the drainage between 61 and 77 Sarsfield’s Terrace, where the shores are a continuous problem in heavy rain. Illegal dumping Cllr Sandra McLellan said the council cleans up a mess left at Sweetfield Estate once weekly but the residents do so six days a week. She said the builder was responsible and needed "reminding of his obligation." Potholes at Raheen Road, Spa hill, top of Raheen Park and, again, bottom of Windmill Hill needed attending. The councillor said illegal dumping has never been worse and added that Cork County customers are unhappy at paying quarterly to have their waste collected and yet paying another 3 to enter the civic amenity site (the dump). They were unhappy too about paying a recycling fee at purchase for electrical goods and another 3 to dump it! Cllr Murray interceded to say she agreed "100% with Cllr McLellan and intended to raise the double-charge felony (my words, not her’s) in regard to disposing of electrical goods. Cllr Michelle Hennessy repeated her previous request that the disabled car space at the Fair Field be moved to a more suitable slot. She said the size of the space is not an issue it’s the location, which is adjacent to a corner and a broken pavement! Access is inhibited on one side and getting a wheelchair around to one side is extremely compromised. The councillor also asked for extra mooring rings on the quays before explaining that the road surface on Cork Hill opposite Quain’s Terrace is abysmal. One car was punctured while being parked recently. Taxis overcharging Cllr Beecher complained of two abandoned cars. People were even putting rubbish in the one at Dolphin’s Square, although the tendency hadn’t spread to the abandoned vehicle at Raheen Road yet, which has missing glass. He said the Gardai couldn’t name the owners publicly, it seems that if the cars are removed, the owners appear, demanding where they’ve gone! The councillor said a proper taxi rank is needed in Youghal to alleviate the "overcharging that’s going on." (The apparent problem relates to non-metre, per passenger payment system, with numerous complaints from tourist families in particular as regards beach-to-town journeys with children). Cllr Beecher further informed that railings at Seaview are rotting. Graveyard unkempt Cllr Murray asked that an anti-slip chemical be sprayed at Nealon’s Quay now to ensure safe access during the summer season. She said eircom covers are protruding on cracked footpaths around town. The councillor then recalled meeting "an extremely upset lady" who felt her loved one’s resting places weren’t being tended in the graveyard. She said the grass wasn’t being cut under the "new directive" for graveyard outlay and maintenance and if lack of resources was bringing unsatisfactory results, maybe it was better to return to the old way, whereby visitors maintained the graves themselves. "It’s very upsetting to have no control over the situation," she said. County Council Items: Strand bins Cllr Murray suggested an efficient regime be installed whereby ’poop bins’ at the Strand are emptied regularly and bins installed. Presently, she said, the ’poop bins’ are being used to for general waste of which more being left alongside. (This effectively means Whit weekend, regardless of fine weather or even heat wave in between. Mr. Murray later said the situation will be ’kept under review’ should the weather delight us.) Cllr Beecher said the footpath by Pax’s Lane needs repairing, while the yellow box at Lighthouse Hill needs painting. The councillor said it seemed the sludge drying facility (formerly AVR) at Foxhole is causing obnoxious odours and recalled that "these people came into the chamber and promised us there would be no odour." He asked for an update on the footpath installation at Claycastle-Aura. The Town Engineer said the work was imminent. Cllr Burke asked for an update on the blue flag application for Redbarn and a progress report on a new library for Youghal. He asked if the engineer had made any contact with the developer relating to the concealed entrance sign for Summerdale Lawn. He asked of work on Moll Goggin’s Corner is likely to start this year and that two viewing facilities are now missing. He issued "the usual list of broken footpaths, including on Tallow St., South Abbey and South Main St between Water and Mall Lanes. Outflow pipe Cllr Savage asked for an update on Front Strand outflow pipe. Mr. Murray said the engineers had been in contact for details but funding is an issue. The Town Manager said the County Council was intent on re-evaluating the full picture regarding various outfalls, etc. "with a view to getting the best value for money" She would talk to the County Engineer again and perhaps investigate "different types of solutions rather than just extending the outfall." Regardless, Cllr Savage said flooding in the McCurtainstown area is getting progressively worse every winter and he recalled the County Manager stating the County Council would match Youghal Town Council’s funding. Cllr Savage asked if the lifeguards would be present at the Front Strand again this year and was told they would, as would the County Council’s beach services generally, proceed without deviation from previous years, assured Mr. Murray. Cllr Revins said part of the road at the top of Kilcoran Park needed refilling. He asked that the County Council erect signs warning "irresponsible" dog owners about unleashed dogs and their fouling habits. He said caravan visitors were already being frightened by the volume of canines. Cllr Linehan Foley expressed gratitude to the Town Engineer and Cork County Council on their stated commitment to resolving two local issues she had raised persistently. The matters concerned vehicles parking on the footpath at Dr. Kennedy’s Place and the potential death trap resultant from vehicles obstruction exit views from estates by parking opposite Crowley’s shop. She said Mr. Murray was drawing up landscaping plans for both sites. Stop the bus stop The councillor said the bus stop at the post office "has to be moved." She spoke of ongoing problems derived from a stop outside a bank and post office. She said there is constant confrontation and the previous week an assault had been committed following a disagreement between a car driver and a bus driver. Cllr Linehan Foley asked if the stop could be moved a few metres forward, though Cllr Beecher warned that a large vehicle needed to have a clear space at one end as parking between two stationary vehicles would be very difficult. Cllr Barbara Murray introduced a fresh dimension to the issue when she noted that new, wheelchair-access buses would shortly be in service. "These will require a wide, level footpath to facilitate a ramp and a stop whereby the driver pulls in fully and not half way out on the road," she said. The councillor noted that the Devonshire Arms seemed one suitable location but that an appropriate site in town presented a crucial issue." The Town Engineer suggested moving the stop to the end of DeValera Street and this was generally considered a good solution. Page 2 Cllr Linehan Foley asked if the narrow ’slip trenches’ that have recently emerged across roads will be flattened down as they are inconveniencing cyclists and motorise wheelchairs particularly. "We could do with them at the entrance to some of our estates," she observed wryly. Mr. Murray said the trenches were created by engineers taking ground samples in advance of the town drainage scheme and that the contractor is expected to complete the job by repairing the roads properly in the near future. Blue flag and Redbarn Town Manager Patricia Power said she the County Council’s application for a blue flag at Redbarn had received an early decision fro An Taisce. Unfortunately it had been refused. The manager said the agency wishes to continue monitoring the beach this year to ensure three particular issues are managed satisfactorily. These include "the problem of seaweed," which is to be pushed out on the outgoing tide. Traffic management is also under scrutiny, whereby he safety of beach users is assured, ’even if the structure around which it is done is temporary’ and finally, An Taisce want to see ’another year of good water quality before awarding the blue flag for 2010.’ Councillors wondered as to what threat seaweed on a beach presented, with Cllr Savage describing An Taisce’s concerns over a "non-toxic, natural nutrient" as "stupid" in comparison to previous issues of poor water quality by which the blue flags at Claycastle and the Front Strand had been previously withdrawn." The Council had attribute last year’s water quality deterioration to the unfortunate coincidence of testing having been undertaken at a time when bad weather had washed land toxins into the sea. Cllr Savage was now concerned that "a spin" would emerge in the media, depicting Redbarn beach as unsafe. He said it was immensely important to communicate that the water quality at Redbran is sub-standard and that the beach is perfectly safe to use in every aspect. Cllr Burke said Redbarn was "on probation" for a year and was broadly upbeat on the blue flag prospects for 2010. Ms Power also saw "positivity" in the wording and content of the refusal, having been "very disappointed" on first reading. Mayor’s Business: Mayor Olly Casey communicated the gratitude of the Casey family to all who assisted with the recent launching of the Emer Casey 10km 2009. The mayor reminded councillors of the civic reception for Paddy De LaCour following his retirement from the fire service. Town Clerk Liam Ryan opened 15 tenders for the Town Walls Design Team. While naming the applicants, he did not divulge the figures involved nor any range of discrepancy within. All will undergo a technical analysis before a recommendation is made to the Town Manager. Cllr Linehan Foley reminded the mayor of the council’s wish to mark the retirement of his wife Ann’s service to the Town Council in some functionary manner, following her recent retirement. Mr. Casey said the initiative was very much appreciated and he would be in contact regarding availability. Submission from Youghal Farmers’, Artisan Food, Arts & Crafts Market Society: The Town Clerk said 1,000 from the council’s Contingency Fund has been made available to Youghal Farmers Market. Munster Motorhome Club Visit to Youghal: Mayor Casey said the visitors had donated 30,000 to local charities and had left their stopping site at the Strand in very good condition on their departure. He then described a suggestion made by the mobile home owners that access to a locked car park, through a swipe card system @ 100 per head per annum could generate funds for the Council. The words had barely been spoken before the first murmurs of disagreement were heard. It was left, fairly disparagingly, to "the next council" to consider if they wished. YOUGHAL TOWN COUNCIL MEETING APRIL 2009 Youghal Landfill Site Correspondence: The councillors have welcomed a written acceptance of their request to meet with Tim Lucey, Divisional Manager at Cork County Council, regarding the pungent odours that have been emanating from the landfill site area for the past couple of years. Mr. Lucey states however that while he has "an overall strategic role in the management of the County Council’s Waste Management Services," he has "no operational responsibility" for the Youghal landfill site. He suggests it might be "more appropriate to meet with Mr Mary Ryan, Director of Services (South Cork) and/or the Divisional Manager (South Cork)." Nobody has yet mentioned buck-passing. The council had opted to meet with Ms Ryan "and Mr. Lucey as well if need be," says Cllr Revins. Motion by Cllr McLellan, seconded by Cllr Hennessy: 1 "That Youghal Town Council take immediate steps to alleviate the serious flooding problems at 56-59 Blackwater Heights." 2. "In the interests of Health & Safety to our tenants that Youghal Town Council immediately take back the make shift temporary ramp given to the tenant at Blackwater heights." It emerged -to Cllr McLellan’s surprise and delight- that the works had been quickly performed since the Motion had been submitted. Youghal Town Council Heritage Municipal Policy Committee The following is a report on activities from January 2009 to date:1. Signage The full complement of triangular multi-lingual information signs are now in place and add greatly to the visitor enjoyment of Youghal‘s heritage buildings. The bilingual directional signage together with bilingual information panels funded by Failte Ireland are on order and will be put in place during the summer months. 2. Town Walls A grant application for the repair of the collapsed section of the Town Walls has been made to the Heritage Council and the outcome is being awaited. All heritage grants are likely to be greatly reduced this year due to the national financial crisis. 3. Graveyard Wall A 40 foot section of the wall between the College Gardens and St. Mary‘s Collegiate Church collapsed during January. This wall will be replaced on an emergency basis from the Council‘s own resources during the coming year. Youghal Town Council greatly appreciates the offers of professional assistance from Dan Noonan Archaeologist, David Kelly Engineering and students from U.C.C who have provided their services free of charge for aspects of this work. 4. College Gardens Due to the works which need to be carried out to both the Town Walls and the Graveyard Wall, the upper part of the College Gardens will be closed to the public for health and safety reasons for some time. There will be no access to the Gardens through the main entrance gate except for the day of the Procession in June. Access to the lower tier of the Gardens will be through the recently refurbished small entrance gate at the top of North Cross Lane. One of the sally ports will be open to provide access to the Wall Walk for the coming tourist season. 5. Medieval Day. This year‘s Medieval Day will be held on Sunday August 23rd in Green Park due to the temporary unavailability of the College Gardens. This event has been an enormous success since its inception in 2007estimated by KPMG to have been worth 480,000 to the local economy in 2008. 6. Town Archive It is proposed to establish a Town Archive to preserve many old photographs and documents which are in the possession of many citizens of the town. Many very interesting and historically priceless photos, slides, movies and documents exist which are of great academic and local nostalgic importance. The idea is that this material will be digitally scanned and returned to its owners. Eventually it will all be available on-line to a world-wide audi- Page 3 ence. Further details of this proposal will be announced in due course including the location to which people may bring this material for digitising. 7. Conservation and Management Plan for the Town Walls This Plan will be launched on next Thursday April 23rd by the Minister for the Environment, Heritage and Local Government Mr. John Gormley T.D. This is the only Conservation and Management Plan for any town that is being launched by the Minister himself and as such is a great tribute to Youghal and to the quality of its heritage. 8. Historic Towns Forum Youghal has recently been accepted as a member of the Historic Towns Forum. This is a great honour for Youghal in that it is the first Irish town to join the prestigious Historic Towns Forum-an association formed in England in 1987 to support professionals in the historic built environment. 9. Heritage Trail Launch During June it is proposed to launch the Youghal Heritage Trail. Representatives of business, product providers and employees will be taken on a guided tour of Youghal‘s historic core to familiarise them with the great heritage assets of Youghal‘s built environment so that they in turn can enthusiastically engage with tourists interested in discovering more about the great history of Youghal. 10. Joseph Higgins, Sculptor and Artist. On foot of a proposal by our Mayor Cllr. Oliver Casey a plaque will be unveiled to Joseph Higgins (1885-1925) during the course of the year at his former residence at Strand St. Joe Higgins was a renowned sculptor and artist. He was father-in-law of Seamus Murphy RHA the famous Cork sculptor. His works include sculptures of Michael Collins and Daniel Corkery and paintings of great local interest such as the Blessing of the Boats and the Corpus Christi Procession both dated 1916. He regularly exhibited at the RHA between 1916 and 1925 when he died at the tragically young age of 40 from TB. Conclusion; I would like to thank all those who have assisted the Heritage Committee during the past few months with many hours of voluntary work, Dan Noonan, David Kelly and also the outdoor staff of Youghal Town Council for their continuing work for Youghal‘s wonderful heritage. Any Other Business: Cllr Burke requested agreement from all parties and candidates that the town be exempt from election posters for the forthcoming elections, as of previous elections. Candidates cannot be legally forbidden to erect posters so a voluntary commitment is the only option. He believed the "lead should come" from the April meeting. It was agreed circulate the proposal. FUNDRAISER FOR ECUADOR On June 6th three former Loreto Youghal students - Deirdre Fitzgerald from Inch, Susan Cronin from Ballyhubbart, and Katie Murray from Youghal will travel to Guayaquil in Ecuador to help Fr. John Keane from Youghal, who is a missionary priest there at the moment with the Society of St. James. While there they will work on the children’s feeding programme. Every two weeks, Fr. John gives out rations to feed the hungry to last them for a fortnight. He also has a Malnutrition Programme going for the babies and small children suffering from malnutrition. He buy’s medicines for all those who are ill and cannot afford to buy them as they have no money and there is a Breakfast Programme for all the children who come to school hungry in the mornings. Clothes are bought for the very poor people and cane houses are built for people who have nothing and live in dire poverty.In order to raise funds for the trip a cake sale is being organised in the Holy Family hall after 11.00 am Mass on Sunday May 3rd. The Minister, speaking at the event in the stunning surrounds of St. Mary’s Collegiate Church in the historic core of Youghal, Co Cork, thanked the Council for its invitation to launch the Plan. He com- John Griffin, Cliff Winser and Katrina Griffin mented that this very worthwhile and timely initiative was very much in keeping with his Department’s Walled Towns Policy (November 2008). The Plan contains a set of specific proposals established to guide the continued conservation, management and presentation of Youghal’s Town Walls. Youghal Town Council commissioned an Integrated Conservation Group to deliver the plan and which was led by Margaret Gowan, Archaeological Consultant. "The conservation and management works proposed to the Town Walls will benefit the town both directly and indirectly", Minister Gormley said, adding that "the proposals can begin to change perceptions of the town, its attractiveness to the visitor, investors, and as a place to live". The Minister made particular reference to the partial wall collapse in January 2008, and stated he was keenly aware that the wall is under serious threat from further collapse. On the topic of funding for the walls he stated: "As you may be aware the Book of Estimates for 2009 was published earlier today and provides for 12.5m for Built Heritage capital expenditure". The Minister went on to express his hope that he would be in a position shortly to announce the funding to be made available in 2009 for the Walled Towns initiative which would provide funding for Youghal’s Town Walls. The Minister noted that "All works to the wall will be carried out under the instruction and guidance of an inter-disciplinary team assembled by the Council" and further cautioned that the works "will be undertaken over a long term basis, as the unique walls are a non-renewable heritage resource that requires a specialist conservation approach." In Aid of The Minister, wishing to emphasise the tourism and wider economic benefits for Youghal, said that "In Youghal, conservation, urban regeneration and tourism are inextricably linked. Visitors are attracted to Youghal as a sea-side town and for the quality and character of the built environment, and the success of tourism is, therefore, dependent on the quality of these resources." In welcoming the Minister to Youghal, Mayor of Youghal, Oliver Casey emphasised just how much the Town Walls had come to mean for generations of Youghal people. Death of Mrs Noirin Fitzgearld With deep sadness we record the death of Mrs Noirin Fitzgearld wife of the late Michael Fitzgearld. Noirin was a patient in Youghal Community Hospital where she died peacefully on Tuesday last April 21st. Reposing at Egan’s Funeral home Youghal, Noirin’s removal took place to Clashmore Church on Friday evening. Mary died peacefully at St Joseph’s Hospital Dungarvan on Tuesday March 31st after a long illness. Predeceased by her husband Billy Mary is survived by her daughter Anne her sons David and Billy her grandchildren brother sisters relatives and many friends to whom we tender our deepest and heart felt sympathy. On Thursday morning Fr Billy Meehan celebrated requiem mass for the happy repose of her soul at the church of the Immaculate Conception Tallow. Following mass Mary was laid to rest in Clashmore Cemetery. May she rest in peace. For news and details of all fixtures, see www.eastcorkgaa.com CLLR LINEHAN FOLEY DETAILS TIDY TOWN'S TASKFORCE MEETING By Christy Parker Its spit, polish, dig and dust time again for the most conscientious of the citizenry and Cllr Mary Linehan Foley delivered a concise report on the latest Tidy Towns Taskforce meeting to the April sitting of the Town Council. Speaking on the town centre planting schemes (flower baskets), the councillor said the plants have been ordered and lists of potential customers are being compiled. Letters will be sent to past participants, with invitations also being forwarded to new businesses to join the scheme. Cllr Linehan Foley explained that the recession had sparked some trepidation about costs but gave assurance that prices would remain at last year’s level, with the bonus of some extra flowers per basket. She hoped the rainfall levels that washed out the baskets in 2008 would not be repeated this summer. Dog fouling has become the most problematic issue on the Tidy Towns agenda and the councillor said it was proving very difficult to counteract. "I don’t think people realise the health risks or the diseases that dog fouling can cause," she said. (The roundworm Toxacara is particularly prevalent and is easily contracted from shoes, toys, wheels etc. It mostly infects and affects children between 18 months and five years and live in the abdomen for up to two years. Just a thought ). Cllr Linehan Foley said the committee intended to bring the issue to the schools in the hope that an informative programme might lead to better responsibility from future dog walkers of the future -or for that matter with regard to all aspects of environmental and neighbourhood respect. Other initiatives forwarded at the recent meeting include mounting all the business signs at the Millennium Commercial Centre (near Foxhole) on one board, rather the current series of individual signs all over the place. This was being addressed, so to speak, by Cllr Barbara Murray. The issue of the various derelict sites throughout the town was considered and Cllr Linehan Foley explained that in many cases, owners had yet to reply to letters forwarded from the Town Council. "The Tidy Towns committee has now decided to write to them also," she said. Sammy Revins Carey TAOISEACH 'NOT AGAINST' RE-OPENING YOUGHAL RAIL LINE By Christy Parker Cllr Mary Linehan Foley availed of Taoiseach Brian Cowen’s visit to Midleton recently to ’advise’ him of the merits of re-opening the Youghal rail link. The councillor managed to have a word with her embattled party leader and was pleased to find he was not unsupportive of the idea. "I explained how the people of Youghal have been campaigning for this line for many years and I outlined how it would be of huge benefit to the town in terms of job creation and attracting investment," she says. Her submission was particularly relevant in that Mr. Cowen was in Midleton to hear a presentation on the expectant benefits of the new Midleton rail link in terms of investment and opportunity to the town and surrounding region. "He seemed amenable to the idea of a Youghal link and said that extensions were regularly being added to existing rail lines," the councilor elaborates. "He said he wouldn’t have any objections to extending the line and indicated he would look into the subject further. If the economic conditions allowed, it was something the Government may be prepared to support." Cllr Linehan Foley says she was "delighted to hear that directly from the Taoiseach. Everyone used to use the old Youghal rail link to and from Cork and I see no reason why that wouldn’t again be the case if the line was re-established. It would substantially cut down on the number of cars on the road and would be tourism boost." She says she will, "continue to pursue this with the Taoiseach and the Minister for Transport." Sarah competing in her first university Championships took the pole vault title in very testing conditions. The day started with torrential rain and high winds, which meant events, ran behind time. Thankfully the rain stopped and the competition started only 30 minutes behind time. The Vaulters faced a strong cross wind which made vaulting very difficult. Sarah entered the competition at 2.00 metre with a first time clearance and then was successful at 2.20 metres first time. The wind was making life difficult for the vaulters and with only two competitors left entering the next round. Sarah put in a marvellous vault at 2.40 metres to clear it first time and when the other vaulter knocked the bar first time it put Sarah in the lead. Both competitors failed at 2.60, but Sarah can feel lucky as she came so close on her third attempt at the 2.60. Her first time clearance at 2.40 earned her the title and gold medal. With such difficult weather conditions the standard of Sarah’s vaulting was top class as she used a short run up of eight strides and a soft pole to reduce the effect of the wind, it just shows that with time Sarah will soon be back to her very best on full run up. They can voluntarily subscribe (Free of Charge) to the registration scheme which has many advantages, especially in an emergency. Perhaps the main advantage is to the Harbour Authority / Gardai / Coastguard. Obviously anyone who registers is indicating that he/she is a responsible boat user and will be more likely to be compliant with rules and regulations and to behave in a safe manner. If recreational boaters haven’t registered it may be that they haven’t heard about the scheme or that they couldn’t be bothered which would indicate that they will be inclined to hold equal contempt towards the laws and rules on the water, and therefore, everyone elses’ safety. What is the Small Craft Register? The ISA Small Craft Register provides a clear and unique identification mark suitable for use by all types of recreational craft operating in Ireland and abroad. In doing so it; - Provides one, single and co-ordinated system for identifying recreational vessels in Ireland. - Is voluntary. No craft is included on the register unless the owner chooses to do so. - Assists local and other authorities in the implementation of permit schemes. - Provides proof of the boats nationality, replacing the ISA Certificate of Identity - Provides details of vessels for use in search and rescue operations. - Clearly identifies what information may be accessed by whom. It does not; - Provide proof of ownership - Provide evidence that a vessel is insured or that the owner, master, skipper or coxswain is competent to control the vessel. - Provide information to anyone for purposes other than that declared at the time of registration. - Prove that tax or any other dues have been paid on the vessel. Vessels on the SCR may also; Be listed on the "ISA Safety Net". This will allow the Irish Coast Guard to access information on your vessel for use in the event of an emergency in which you or your craft are involved. This facility will be available shortly. What sort of craft can be registered on the SCR? Any craft less than 24 metres (79 feet) in overall length, including windsurfers, canoes and kayaks and Personal watercraft, except the following; - Those owned by a company - Those over 24 metres in length - Fishing or submersible vessels Who may register a craft? A craft may be registered if it is owned by one or more of the following persons who are ’ordinarily resident’ in the Republic of Ireland or Northern Ireland. Irish Citizens - To prove this we ask that you provide use with a copy of the photo page from your passport. Persons who are resident in Ireland - To prove this we ask that you provide two utility bills issued in your name in the last 6 months. How long does registration last? Registration on the SCR lasts for 5 years. The date of expiry is shown on the certificate of registry. You may apply to renew the registration up to 3 months before the certificate expires. Registration ceases immediately if a craft is sold or any details which appear on the certificate of registry change. Where this happens the registered owner must return the certificate with a brief explanation of the circumstances of any change. You must also notify the ISA of any change of address. This tournament has one of the highest entries in the snooker calendar to honour the memory of a great man. Richard was a committee member for many years and also a former caretaker who was well respected by both senior and junior members alike. A day later, the 57 year-old head of the country’s premier sporting organisation was ferried on a raucous, horn-blowing, hazardsflashing lap of honour round the town from his home in Copperalley. Having sanctified the main thoroughfares and all on them, the presidential cavalcade terminated at Youghal GAA’s Club ` ras headquarters on Magners Hill, at 7pm. Amidst considerable Christy-chaos, the most awaited man in town was afforded a guard of honour from the joy-filled boys and girls of Youghal’s Juvenile sector as he entered the club. Within, the celebrations would unfold like a second half dream. Comhaltas Craobh Eochaille performed to the international standard for which Ireland’s most-travelled Comhaltas branch is renowned, while every heart pulsed to the rhythm of pride. The President graciously and gratefully accepted gifts from various organisations, including Youghal camogie club, Youghal GAA’s Juvenile sector and the Youghal GAA club itself, which presented him with a unique pencil-painting of the Copperally playing arena from the extremely talented hands of Youghal artist Paul Daly. It was, perhaps, as much Youghal GAA club’s night as it was Christy Cooney’s as the reflected glory of its son’s achievement transformed to a national spotlight. The search for glory on the field had, for awhile, given way to the celebration of success away from it. On Monday, President Cooney awoke from what was surely a brief night’s sleep to undertake a tour of local schools, where further plaudits, tokens, presentations and handshakes were given and received. It was a pleasant and deserved interlude before he confronts the infinitely more daunting encounters with the GPA, sponsorship, rules changes, discipline, player welfare, provincial games, ticket allocations, the Aussies, fixture congestion, global recession and reduced income once Lansdowne Road is reopened. CORK COUNTY COUNCIL RADON CAMPAIGN A MODEL FOR THE REST OF THE COUNTRY IRELAND’S largest Local Authority is taking urgent action to protect thousands of people against dangerous levels of radioactive gas by extending a life-saving campaign from a radon hotspot to a countywide basis. Since 2007 Cork County Council has carried out a programme to guard the residents of council houses against high levels of radon gas in North Cork. Based on its success, a fullscale survey is now under way to test council houses across the county so as to detect dwellings where people could be in danger of contracting lung cancer from radon gas. "Cork County Council believes it has a duty of care to people who live in council houses", said Michael Cremin, the Mallow-based senior executive officer who spearheaded the North Cork campaign. "The countywide survey covers 2,000 houses in North Cork, 3,325 dwellings in South Cork where the Council has begun a probe, and 1,111 houses in West Cork that will be tested in the short to medium term ", he added. The projected cost of the overall survey and remedial work is estimated at nearly 1.4 million. The initial campaign was triggered after a mapping survey of radon levels in Ireland identified high risk areas across the country. Tests later found some houses in North Cork had radon levels more than four times higher than the national reference standard. Doneraile, and parts of Mitchelstown were identified as particular hotspots. But similar radon levels have also been detected in East Cork, particularly around Cobh on the western side of Cork Harbour, an area now under the spotlight. According to the Radiological Protection Institute of Ireland (RPII) a "high radon area" is where more than 10% of houses are predicted to have radon levels in excess of the 200 becquerels per cubic metre of air (Bq/m3), the national reference level. "We identified every council house in the high risk category", said Mr Cremin. "We alerted the Elected Members to the fact that we were going to test those dwellings. We then wrote to each of the tenants involved. We felt we needed to handle the matter very carefully." "We were up-front about it and the Elected Councillors were very supportive. We allayed people’s fears. We gave them the RPII results and said someone would be calling with a detector and that it would be left there for three months. These detectors made no sound and did not interfere with the tenant in any way. People accepted the factual situation." Out of 599 houses tested in North Cork, analysts found high levels of over 800 becquerels in 26 dwellings. They required immediate remediation, which involved boring a cavity roughly the size of a small bucket beneath the floor from the outside. A pipe containing an extractor fan, wired to the fuse-board in the house, was installed as a sump to disperse the gas. "It was agreed that we would organise the physical remediation works while the RPII would act as media spokesperson and the HSE would prepare frequently asked questions and give health advice. The cost, amounting to roughly 1,200 per house, was met by the Council." "Those houses have been done and we’re in the process of re-testing them now. A further 95 houses were found to be less urgent and they’re being done right now." The RPII estimates that 10-15% of 1,500 lung cancer deaths in Ireland each year can be linked directly to radon. This represents almost 2,000 lung cancer deaths over the past decade. Combining their resources, Cork County Council and Mallow Town Council have been to the forefront nationally in highlighting the dangers of excessive radon levels. That blueprint is being replicated countywide in a house-by-house survey and the number of houses requiring remedial work could possibly be as high as 20%. The Radiological Institute has strongly endorsed the proactive approach of the Council which has also carried out radon tests in all public buildings under its control. "The way Cork County Council is addressing this problem is com- mendable" said David Fenton, manager of the Institute’ Radon Advice Centre. "We see the Cork approach as a model for the rest of the country", he added. Colourless, odourless and tasteless, radon is a naturally occurring radioactive gas that results from the decay of uranium in rocks and soils. It can only be measured using special equipment. Though harmless when diluted in the open air, radon can build up to dangerous concentrations of radioactive particles in enclosed spaces such as houses, schools , factories, or office buildings. When these particles are inhaled, they can give a radiation dose that may damage cells in the lung and eventually lead to lung cancer. Tests for radon cost around 60 and involve placing a small detectors on each floor of house for three months. The RPII has regulatory, monitoring and advisory responsibilities in matters relating to ionising radiation. Mitchelstown dominated the early four minutes of the game with a very positive start, but it was Youghal who struck first on the sixth minute with a great move out on the right wing setting Niall Clohessy on a searing run from outside the Mitchelstown 22, touching down for a try in the corner. Keith McCarthy converted from a very tight angle to give Youghal a seven point advantage. To Mitchelstown s credit they battled back, but the Youghal defence was superb throughout the first half and whatever was thrown at the Seasiders was dealt with efficiently. Youghal held on to their seven point lead to half time in this very exciting match. Youghal couldn t have asked for a better start to the second half Anthony Mason (Captain) lifts the cup as Youghal begin their celebrations with forwards Cian Kenneally and Danny O Brien putting instant pressure on the Town defence, forcing the penalty, which was duly slotted over by McCarthy to give Youghal a ten point advantage. In the end McCarthy s converted penalty kick was to prove crucial to the outcome of the final and if Mitchelstown had possibly taken very kickable penalty opportunities early in the second half the outcome could have been so different. The remainder of this match was basically Town attacking the Youghal goal line and Youghal defending for their lives. Towns Mark Kavanagh and Patrick Norris kept battering their way towards the try line but to no avail as Youghal s defence led by their captain Anthony Mason were determined not to concede and it was deep into injury time when David Norris did eventually get the try which was converted by Tom O Callaghan, late consolation but the victory cheer on the final whistle was for Youghal who now will face Fermoy in the South Munster Under 18 Development League Final as the South Munster Branch deemed this game to be a double header decider between the teams who were to face each other in the league semi final. Youghal AC won the William Harte trophy after two days of competition just finishing 7 points ahead of Midleton AC who hosted day two at Midleton CBS on Sunday 26th April. Some superb performances were displayed by our juvenile athletes in Midleton. Track Events Boys U/9 Matthew Cody and Jake O Brien led the field in the 200m race from the start; Matthew went on to win and Jake finished in 3rd place. Peter Buckley had a great race to finish in a good 5th position. Girls U/9 Caoimhe Barry, Ciara Leahy and Tirna Cahill all ran very well in their 200m race. Ciara just finished outside of the medals in 5th place closely followed by her clubmates Caoimhe Barry 6th and Tirna Cahill 8th. Girls U/10 Aine O Regan and Alannah Budds ran a great race in their 300m. Aine finished in a strong 3rd position having a mighty sprint finish to secure her bronze medal. Boys U/10 Colm Breslin and Ben Donovan put in very solid performances in this race which was run at a very fast pace. Colm Breslin finished in 2nd position and Ben in fifith position. Girls U/11 Fidelma Flavin and Chloe O Keefe ran very well in their 600m race finishing well up the field. Boys u/11 Diarmuid Clancy went into the lead with a Midletoin athlete and overtook him in the second lap to win the race well. Padraig McCarthy also ran a very strong race and finsihed in sixth position. Girls u/12 This race was dominated by the Youghal AC girls, Jennifer hennessy, Emily O Keefe, Niamh Bernard and Rachel Dunne. Jennifer and Emily led the race from the start and finished seconds apart with Jennifer getting the first place and Emily in a close second. Niamh was pipped for 3rd place and Rachel Dunne finished in 5th position. Boys u/12 Fearghal Curtin was our only competitor in the 800m race. He led from the start and ran a superb race to win by a good margin. Girls u/13 Zoe Goggin delivered another good performance. She was in 4th position in the first 400 metres and battled it out to come in 3rd position. Lauren O Mahoney ran a very good race also and finished in 5th place. Boys u/13 Bily Dunne and Shane Buckley both ran great in this 800m race. Billy battled to come form 4th to 3rd place in the final leg of the race in a very competitive field. Shane ran well to finish in 6th place. Boys U/14 Ross Donovan and Adam Malone recorded a 1/2 positioning at the finish of this race. Both athletes ran very well. Ross took the lead in the final lap finishing strongly in 1st place and Adam in 2nd place in this 1500m race. Girls u/15 Lorraine Bernard gave her usual great performance finsihing in 2nd place inthe 1500m race. Girls u/16 We had two girls competing in the 1500m race, Ciara Broderick-Farrell and Emma Flavin. Both girls ran very well. Ciara went into the lead in the final to take 2nd place and Emma in a good 3rd position. Boys u17-19 Eamon O Regan ran very strongly in this 1500m race to take 1st place. FIELD EVENTS Some superb performances were shown in the Long Jump. The U/14 Boys and the U/16 girls dominated this event. Girls U/16 Emma Flavin was in her usual winning form to win the title with Patricia Curtin 2nd and Ciara Broderick-Farrel 3rd Boys U/14 Cian Green came 1st with a jump of 4.27m, Ross Donovan 2nd 4.27m and Daniel Smiddy 3rd 4.09m. Adam Malone (3.32M), Gavin Curley(3.54m) and Adam McCarthy(3.04m) also competed. Girls U/15 Rhianna Cooney and Lauren McCarthy came joint 3rd in their competition with jumps of 4.06m Boys u/13 Corey Broderick had a good 3rd place here in a very competitive field. Girls U17-19 Nikita Savage won this event. Boys u/10 Ben Donovan and Colm Breslin both competed very well. Colm on the event when he jumped 3.20m Ball Throw Jake O Brien won the U/9 event. Padraig McCarthy won the u/11 competition and Tirna Cahill came 2nd in u/9 competiton. Discus Lauren O Mahoney and Zoe Goggin had some great throws in this event. Lauren came 2nd and Zoe came third. In the Girls U/15 Discus Isobel was also in the medals with her throw of 16.83m. Adam McCarthy won the Boys U/15 competition in his first competition. Javelin Boys U/14 - We had three lads, Corey Broderick, Daniel Landers and Adam McCarthy competing and all lads did some really good throws for beginners. They have only had a couple of training sessions and they all show potential, Corey came 2nd with a great throw of 16.54m, Daniel Landers came 3rd 15.76m and Adam McCarthy came 5th 12.00m. Girls U/14 - We had two girls competing Zoe Goggin and Lauren O Mahoney. Zoe cmae in 3rd place and Lauren in 4th place. Shot We had two great wins and two 3rds in the Boys and Girls u12 shot. Sean Broderick in his forst shot competiton won with a fien throw of 5.89m, Fergal Smiddy came 3rd with a good throw of 5.49m. Christopher Coughlan, Diarmuid Clancy, Fearghal Curtin and Padraig McCarthy also competed. In the girls u/12 Shot Rachel Dunne won with her throw of 5.45m, Jennifer Hennessy came 3rd 4.88m. Emily O Keefe, Chloe O Keefe, Fidelma Flavin and Niamh Bernard also competed. Isobel O Mahoney won the G/16 Shot followed by Patricia Curtin in 2nd place and Ciara Broderick -Farrel in 3rd place. Tiny Tots We had a lot of younger brothers and sisters competing in these events including Evan O Keefe, Darragh Leahy, Kristiane Coughlan, Lucy O Keefe and Abbie McCarthy. They all ran really well. LEEVALE OPEN SPORTS - Sunday 17th April We had 15 athletes who travelled to this fixture. There was a huge attendance and the weather was brilliant. On the Track we had three very impressive wins. Cian Greene won his heat in the Boys U/14 Sprint and went on to win over Darragh Lee Of Leevale in a superb time of 12.84. Cian looks to be back in form. Jennife Hennessy ran in a thrilling racein the G/12 600M and beat the All Ireland Cross Country Champion from West Waterdford whom Jennife was just behind in Cavan last December. This was a great win for Jennifer and is indicative of her committment to training. Fearghal Curtin also had a big win in the B/12 600m race going in to the lead in the first 50 metres and increasing the lead to win comfortable ahead of Matthew Murnane of Leevale AC. Fearghal is also showing good form at present. Conor Forde ran in the B/12 Sprint heat and narrowly missed out on qualification to the semifinal. Jake O Briem won the b/9 heat and did well when he came YOUGHAL Athletic Club SPONSORS - YOUGHAL CREDIT UNION 4th in the final. Alannah Budds ran in her first track race in the G/10 300m and did very well to come in the first half of the field in a very competitive field. Diarmuid Clancy also had a great run in a very fast paced 300m race and came in strongly in 2nd place in the B/11 500m race. Lee Curley and Gavin Curley competed in the B/15 High Jump. Lee did extremely well finishing in 3rd place with a jump of 1.30m. Gavin finishe din the top six and also jumped very well. Jennifer Hennessy, Heather Curley and Zoe Goggin competed in the G/13 High Jump. Jennifer produced a brilliant jump of 1.20m to finish in 3rd place. Heather cleared 1.15m and finsihed in the top 6 as did Zoe. Lauren McCarthy finished fourth in the G/15 High Jump and Patricia Curtin in 3rd place in the G/17 High Jump. Emma Flavin, Alison Hennessy, Niamh Daly and Patricia Curtin very well in the Long Jump recording PBs. Padraig McCarthy, Conor Forde and Fearghal Curtin all did very well at the Long Jump in a very competitive field. Amanda Crotty also competed well in the Senior Ladies 800m at the Mardyke venue. Multi - Events - CIT - 24th May (u/13 up) SENIOR SECTION The road running season got underway with the Castlemartyr 4 on Thursay 16th April last. Youghal AC had twelve athletes competing. Fiona Hickey is aback in form finsihing fourth in 25.36. We ahd two other ladies competing Martina Landers 32.09 and Yvet Arnott 35.00. It was great to see a big turnout in the mens section. The first in was Maurice Cahill 25.42, Andrew Nicholson 26.28, Darren Chambers 26.34, Kevin O Reilly 26.35, George Bulman 27.28, Pat Arnott 28.09, Gordon Nicholson 28.40, Eamon Flanagan 29.46, Willie O Mahoney 32.45. East Cork Road Championships We had a ladies team of Fiona Hickey, Niamh Walsh and Mary O Keefe. They all ran very well. Fiona finsihed 2nd, Niamh 3rd and Mary 5th in the 2000m event. In the 5 mile mens’ event Noel Curtin finished 4th, Marty O Keefe 7th, Eamon Flanagan 21st and Willie O Mahoney 25th. YOUGHAL HANDBALL AND RAQUETBALL CLUB All Ireland Junior Championships; Last Saturday Youghal cohosted the Irish Junior Open with local clubs Touraneena and An Rinn. In total there were over 125 entries from all over the country. Youghal hosted the Under 11 boys section where we had local player Keane McCarthy competing. Keane had an excellent day in Youghal and through some great front of court shots came through his matches to qualify for the final. This was played on Sunday in An Rinn. Keane played well but was unable to take the spoils but he is very happy with his All Ireland Silver medal well done Keane. The Munster Council have been working with Keane over the past months and this has reaped dividends in the fact that he did so well in this competition. However, Keane s good fortune was not over for the day, as in this event he had the National Coaches in attendance and they were so impressed with his game that they have invited him to Irish trials next month. We will keep you posted on his progress. Elsewhere in the Irish Open we have local lads Killian McCarthy and Thomas Coleman competing in the Under 14 boys. This was Thomas s first competitive game and he had a difficult first game against more experienced player. However, once his initial nerves settled, he did well and managed to pull some good rallies together to give his opposition a struggle to win through. Killian is in his second year of competitive racquetball and he was in good form coming into this competition. He won his opening games and got through to the quarter finals where he was up against some stiff opposition. This was the end of the road for Killian, but we will keep an eye on these lads as they have gained some valuable experience and we should see them do well in future competitions. Youghal Novice Cup; Meanwhile in our local Novice Cup, on Thursday, 16th November we had another round of matches as follows: First up were Michael John Curley and Derek Kenefick. Derek started well and kept pace with Michael John for most of the first game, but once Michael John got some pace into the game he had Derek out of position and Michael John came through on a 2-0 scoreline. Second match on the night had Barry Goggin and Alan Whyte battle it out. This was a very high paced game for the first 30 minutes with neither player giving up any rally easily and chasing every ball. This suited Barry and he was more than happy to keep this pace going all night. Unfortunately is was Alan that ran out of steam first and once he lost the first match he never recovered and Barry booked his place in the second round on a 20 scoreline. The third game to be played in this round was held last Saturday morning where Brian Fitzgerald was up against Jim Cronin. Jim had a difficult first round so he entered this game with a little more urgency in his game to finish off rallies when the opportunity arose. Both players went point for point, but it was Brian that won the first game on a 15-14 score. The second game was no different, but on this occasion it was Jim that came through on a 15-14 score line also. Both players were on their feet as their bodies were not sure what was happening them this early on a Saturday morning. After a short break they went in to play their tiebreaker to 11. Jim started with a ferocious pace and quickly got himself into a 7-3 lead. However, Brian got back in to serve and through a combination of ceiling shots he pulled 8 consecutive unanswered point on Jim to win the tiebreaker and book his place in the next round also. Last Thursday, 24th November, the Novice cup entered the quarter final stages. First up were Barry Goggin and Dave O Dwyer. This was always going to be a big challenge for Dave as Barry is on top of his game at the moment. Dave was not daunted by the challenge and played the game with great commitment and got some good scores off Barry. In the end it was Barry that booked his place in the semi final on a 2-0 win. Next game of the night had Brian Fitzgerald face the challenge of SiobhÆn Downing. This was going to be a tough one to call as we had Brian s power play style against SiobhÆn s great fitness and placement of the ball. After a good start both players went point for point until SiobhÆn started to string the point together and came through on a 2-0 scoreline to book her place in the semi final also. Third game on the night had Michael John Curley and Liam Joyce battle it out. What a game we were in for here as both players refused to give up the chase on any ball. It was Liam the took the first game. As the second game started Michael John managed to get a couple of early scores that Liam tried hard to claw back, but it proved too much and Michael John won the second. We were in for a tiebreaker to 11. This game went point for point as both players played out of their skin. Liam was in at 10-8 and serving for match, Michael John returned a great serve and got in to serve himself and got to 10-10. Liam turned him and Liam was back in and serving for game, Michael John pulled a kill z-ball and he was back in. No more messing for Michael John as he served a lovely ball down Liam s back hand that pinched the wall and won the point, Michael John as his place in the semi on a 2-1 score. The last game of the night had Jody Cooper up against Colin Kennedy. Again this was an interesting game as Colin is seasoned from competition with his recent run in the Munster Singles Championship and Jody had gained valuable competition time in the Fermoy open. Jody started great and was driving serves and line shots from all angles to keep Colin moving all over the court. Both players went point for point in the first, in the end it was Colin the took the first. In the second game Jody started great and took an 8-0 lead. It looked like Colin was dropping the head in this game but through some great drop shots Colin strung some points together that got him back in the chase and come through to take the second on a 15-10 score and secure the last position in the semi final. Youghal Spring Ladder The ladder competition is in full flow at the moment. Keith Gallogley has re-joined the club based on all the recent activity and he has joined the ladder at the bottom. However, he is flying through games and working his way up quickly. SiobhÆn Downing, a late joiner also, is working her way up the ladder as she has picked her games. Barry Goggin is also making progress as he has worked his way from the mid 20 s to come in at ranking 13 this week. Andrew Gallogley has also made progress as he has worked his way up to third, in second we have Liam Joyce and in a change to the top position we have Wayne Fitzgerald move to top through some strategic match selections. The comment from those below him is that there is no ducking for Wayne now as the challenges come in!! Interest is spicing up for sure . Youths Racquetball Given the success of our youths in the recent Munster & All Ireland competitions we are formalizing the youth section and will hold training every Saturday from 1.00pm to 4.00pm. Sessions are open to both boys and girls from 6 years of age. Training sessions are FREE and equipment will be provided by the club. The decision reverses the recent emergency budget’s abolishment of the Scheme of Community Support for Older people, which assist with provision of such home security devices as monitored home security alarms, door chains and stoppers, security lighting, etc. for older people. The scheme is implemented through community groups such as Muintir na Tire. The grant restoration will not come into effect until next September. At April’s meeting of the Youghal and District’s Community Alert Programme (YDCAP), Muintir na Tire Development Officer Diarmuid Cronin welcomed the decision but cautioned that, "its unfortunate that numerous groups who made applications since the budget and were been turned down, seem likely to have to wait until September." Fianna Fail TD for east Cork, Maurice Ahern, who attended the meeting, said he would make representation to the Department to have provision made in cases of genuine emergency in the interim. "On a weekly basis there are going to be priority cases. Whether through people discharged from hospital, victims of accident or crime victim, etc," Mr Cronin advised, "there will be serious needs for monitored alarms." YDCAP is particularly striving towards providing the monitored alarms, through Muinir na Tire, in the Youghal area and application forms and information can be obtained from Youghal garda station. The movement is currently preparing an information day to be held in conjunction with various groups affiliated to Cumann na Daoine. Details will be forthcoming. The monitored alarms function through a computerised system that is instantly activates on pressing a button worn on the wrist. This alerts a central, manned monitoring station and sets in train a series of security facets whereby a) station personnel can view client’s details on computer screen, including medical details, key holders (three per client), telephone numbers, directions to home, etc. b) the monitoring station communicates with the client via built-in speaker and c): speakers on house alarm picks up sounds in house once alarm is pressed. The Department will allocate 3m grant aid for the system come September, a sum similar to last year, when over 11,000 units were installed. Disruptive tenants. April’s public meeting, though sparsely attended, saw some strong concerns being aired across a wider range of issues. Particularly, anti-social and generally disruptive behaviour by a minority of young tenants in some housing estates is causing havoc in many lives. Speakers from the floor said responsibility essentially lay with parents but that quite often, they were neither able nor willing to control the behaviour of their offspring. While no specific estates, families or individuals were named, complainants were often met with threats and abuse to the point where the intimidation rendered them reluctant to confront their tormentors. "Some nights is just hell where I live and nobody seems able to do anything about it," said one speaker. The Garda response to what seems to be a deteriorating situation was questioned. Sergeant John Sharkey said it was often the case that the garda were unaware of ongoing situations and depended greatly on people providing them with information. He said, "a lot of garda work is intelligence-driven" and asked that residents write, phone -even anonymously- and give as much information as possible to the gardai in what would be strictly observed confidence. The sergeant also explained that in some instances criminal pursuit was not the most practical response given the resources available and that a longer term solution can often lie through the intercession of social workers and/or community liaison officers. It was also stated that the Town Council are also often unaware of often unaware of specific problems and the attendance was advised of the need to ’compile a case’ through regular complaints and information, preferably in writing. That was the idea that prompted Ivan O’Sullivan’s speech in Youghal Yappers at their meeting of the 23rd April. Ivan was revisiting his Icebreaker speech which reflected on the opportunities that life holds for all of us. School days not been the most enjoyable time for Ivan he was glad to have his school days over when he finished his leaving cert. Ivan settled down to many happy years working in the family dairy farm. But 20 years later Ivan yearned for more from life and so sold off his dairy herd and returned to full time education in UCC as a 1st year student in Geology. Ivan also reflected on his time in Toastmasters and the many opportunities it has provided. Great speeches, great company, great friends and the highlight of which was meeting Caroline, his future wife, at a Toastmaster event. The second speech was provided by Chris who dealt with how to find topics on which to base a speech. This was from the Toastmasters "Better Speaker Series". Eric Downey was the master of ceremonies for the meeting and also provided the questions in the impromptu session. The questions ranged from "should Youghal host a remake of the film Moby Dick" to "who should succeed Pat Kenny as the Late Late host". On Sunday 19th April Youghal United’s senior team won promotion to the MSL division 1 with a 2-0 home win against promotion rivals Ballinhassig. With the lads drawing away earlier in the week to Glasheen 3-3 this game was going to be a cliff hanger. Ballinhassig came to Youghal knowing that a win for them would clinch the promotion spot while we knew a least a draw would be good enough. With all this in mind Youghal were not sitting back and settling for a draw , they played some good football and attacked the opposition at every opportunity. Youghal got the opener 30mins in through a Michael John Hennessy penalty kick. This put more pressure on the away side although they were unlucky just before the half time whistle when David Kearns denied them an equaliser. Youghal came out for the second half a bit flat and the Ballinhassig lads sensed this as they attacked for the first 10mins. With a series of corner kicks and last ditch defending the back four of Paul Kelly, Ken Dempsey , Paul O Driscoll and Anthony Kelly stood firm and dealt with everything thrown at them. At the other end vetern Alan Hennessy put the game to bed with Youghal’s second , a cracking left legged shot low into the corner and the crowd went mad. Youghal saw out the remainder of the game with ease and when the final whistle blew the celebrations began. A couple of refreshments were enjoyed later in "Bertie’s bar" .
