Professional Services Contract for leadership training and development of employees.
BACKGROUND
Dr. Bill Mitchell and Charlie Black of Dale Carnegie Training will provide leadership training to include materials
for employees. The Skills for Success training will assist supervisors in effectively managing employees by
strengthening people skills, enhancing communication skills, developing leadership skills, building self-confidence
and teaching them how to manage stress. The training will be conducted at the Tech H2O training facility.
EVALUATION PROCESS
Dr. Bill Mitchell has over 30 years in corporate leadership training and personnel development. He has served as
President and CEO of several large multi-million dollar corporations and has coached several Fortune 500 CEOs,
Civic and Government leaders. Charlie Black is a certified Licensed Trainer in several Dale Carnegie courses
including Leadership/Management Effectiveness. He has over 25 years in training and development and over 20
years in the Performance Improvement field. Both Dr. Mitchell and Mr. Black reside in El Paso, Texas. Dale
Carnegie is a world renowned training organization founded in 1912 that provides training in all 50 states and 80
countries.
FINANCIAL IMPLICATIONS
Sufficient funds are available in each Section’s Account Number 7260, and the funding source is the Water and Sewer
Fund.
PROPOSED ACTION REQUESTED
Approve a one-year professional services contract with Dale Carnegie Training in an amount not to exceed $120,000.

Dale Carnegie Training® has been delivering training to the public and private sectors
since 1912. As a result, we have an extensive collection of intellectual property,
including Leadership Development, Team Member Engagement, Customer Service, Sales
Effectiveness, Presentation Effectiveness and Process Improvement that can be delivered
in the classroom or live through on-line learning.
Dale Carnegie is structured in 3 distinct areas: Customized Corporate Solutions, Public
Programs, and Seminars.
Our Customized Corporate Solutions Division provides solutions that will bring specific
business results to organizations.
Dale Carnegie Public Programs provide longer term coaching programs that produce
significant performance changes in individuals and teams. The programs fall around our
core competencies of Leadership, Communications, Sales, Human Relations,
Presentations, and Team Development.
Our Seminar Business have one day two and three-day intense tactical coaching on
specific business areas such as conducting performance reviews, dealing with difficult
people, delegation, leading effective meetings, etc.
We have six curriculum areas that represent our core capabilities. Each curriculum area
contains a variety of modules (currently over 160) that can be delivered in 90 minutes
to 3 hours, depending on the importance of the topic and your needs.

THE DALE CARNEGIE COURSE:
EFFECTIVE COMMUNICATIONS & HUMAN RELATIONS
Delivery Format: 12 Weeks, 3 ½ Hours per Week
Through a proprietary process that uses team dynamics and intra-group activities, this
course will help supervisors master the capabilities demanded in today’s tough work
environment. Participants learn to strengthen interpersonal relations, manage stress
and handle fast-changing workplace conditions. They’ll become better equipped to
perform as a persuasive communicator, creative problem-solver and focused leader.
They will develop a take charge attitude that creates confidence and enthusiasm. In
short, the course will help the participants move far beyond their comfort zones as they
stretch for and attain ambitious new goals.

Dale Carnegie Training can develop facilitated training components units using our
Competency Based Development System.
Based on the increasing demand from customers to provide customized training solutions to
meet their unique needs, Dale Carnegie Training® undertook the development of the
Competency-Based Development System (CBDS). A competency is an underlying
characteristic which results in effective and/or superior performance in a job. Competencies
can include knowledge, skills, and abilities needed for successful performance and results.
The CBDS is a configurable curriculum model that enhances flexibility in delivering highly
customizable training solutions that maintain a consistent look and feel. This configurability
presents a great opportunity to target the customer needs, add measurable value, increase
satisfaction, and impact key business issues.
Delivering customized training starts with identifying the client need. Our delivery
expertise falls into six Curriculum Areas, shown in the graphic below.
Within each Curriculum Area there are a series of Content Categories. The Content
Categories represent common areas within which a series of training modules may
reside. The value of this design is that it allows for Dale Carnegie Training to configure
training programs to meet specific customer requirements.

All CBDS modules are designed to be delivered in 90 minutes to three hours (or even a full day),
depending on the importance of the topic. A trainer can cover four modules in a standard
workday or cover less material in greater depth. For example, one client in the banking business
introduced performance appraisals for the first time, and we delivered a full day of training on
conducting effective performance reviews.

Live Online Training from Dale Carnegie features 150 modules covering 6 curriculum
areas and 24 professional competencies. Each module is delivered as a workshop, and
workshops may be combined to create highly tailored seminars.
Live Online Workshops: Two- or three-hour high-impact sessions that provide
ample opportunity to practice and learn from peers. Online Workshops are available in

tool for Microsoft Solomon. This integration streamlined the global network process to
order materials and review the status of their orders over the Internet.

only. The Client Builder Enrollment Management Software is designed to enhance
student enrollment and reporting capabilities for Dale Carnegie Training® and Dale
Carnegie clients. The Client Builder system is used by Dale Carnegie to provide the
following reports to clients:

• Class and Course data
• Attendance/Award reports
Companies and organizations that sign a strategic account have the ability to create their
own Microsite. The Microsite handles all enrollments for the company and gives the
company the ability to be billed from one central location.
The Dale Carnegie Global Service Group uses Adobe InDesign, Adobe Illustrator, and
Adobe Acrobat for graphic design and customization of more than 1,100 training
projects per year.

The Cycle of Performance-Improvement creates a culture for learning and behavior
change:
Participative: Adults learn by doing. Active involvement, rather than lecture-based
training produces optimal results. Dale Carnegie Training® will emphasize skills over
knowledge. Knowledge is important as an entryway to skill development, but for
success, we must practice new skills. It’s not so much what we know, but what we can
do with what we know, and our attitude toward doing it!
Positive: Research has shown that adults learn quicker, are more likely to position
themselves for breakthroughs, and enjoy longer lasting results in a positive
environment—an environment where we can try new things and build off of our
strengths. Dale Carnegie firmly believed that a person is made up primarily of strengths.

Permanent: Training is conducted over a period of time resulting in new habits that will
remain with you long after the training is complete.
Practical: Instead of role-playing, participants apply the training tools to their current

Pushes the Comfort Zone: What comes to mind when you hear the term comfort
zone? We define it as “the mental home in which we live.” Most of us prefer to
associate with people who are within five years of our age, similar socioeconomic
background, work, values, etc. The challenge is that opportunities often lie outside our
comfort zone.
We may know something is outside of our comfort zone when we hear that voice in
the back of our heads say, “Oh! I could never do that!” The single most limiting factor
in an adult’s life is often the size of their comfort zone. Our goal is to gently and
persistently stretch our comfort zone by developing more confidence/flexibility, so that
we can take advantage of new opportunities. A breakthrough is typically far outside our
