Merit Badge College will be on Saturday, February 28, 2015 on the campus of J. D. Meisler Middle
School campus in Metairie. Check–in will take place in the Library of the school. All classes will be
held in the school classrooms. This event is open to all Boy Scouts and Webelos. Come out and have
a day of Scouting fun while working on merit badges and activity pins. Some merit badges are halfday, 3-hour, instruction. Other merit badges are full day, 6-hour, instruction. Please make note of
the times. In some instances, the Boy Scout may be able to take up to three merit badges. Check-in
will be from 7:45 – 8:30 AM. The opening ceremony will take place at 8:30 AM in the gymnasium.
Classes will begin at 9:00 AM. Lunch will be from 12:00 to 1:00 PM.
Scoutmasters/Parents – Lunch will be provided for the Scouts. If you plan on staying and
would like to have lunch with the Scouts, please indicate on your on-line registration. The cost
for adults is $5.00.
There are vending machines available; however, there is no change machine/ATM available. Please
send single one dollar bills or coins with your Scout if they wish to purchase items from the vending
machines.
The classes will end at 4:00 PM. The cost will be $10.00, with lunch included (see the back of this
guide for the refund policy).
Preregistration is required in order to ensure proper staffing of the event. The registration deadline is
February 18, 2015. Since some merit badges/activity pins will be popular, it will be on a first paid,

first-served basis. There are some pre-requisites listed on the following page for some of the merit
badges. Please make sure that your Scout reads this information as well as the merit badge
pamphlet. Some of the merit badges will not be able to be completed on this day. If anyone requires
accommodations, please contact the POC for this event and specify (seating, enlarged handouts,
food allergies, etc.).
Scouts are REQUIRED to bring the merit badge pamphlet/book to class. Please note any additional
information listed for some of the merit badges. Worksheets are available for use with the merit
badges. Boy Scouts can go to the website www.meritbadge.org and print the worksheet(s) for the
merit badge(s) they are taking and bring to class. Some of the merit badges involve additional fees to
cover the cost of supplies. The Boy Scout field uniform, class A, is encouraged, but activity uniform,
class B, (scout shorts and appropriate Scout t-shirt) is acceptable.
Adult Leaders/Parents – We are looking for help monitoring the hallways and classes to make sure
the Scouts are where they are supposed to be. If you are to help with this task please let us know.
The merit badges being offered are listed on the following page along with the minimum/maximum
class size and the scheduled time of instruction. Please look closely at the time slots to avoid

Regular preregistration deadline will be on February 18, 2015. This is the final date to register for this
event. NO registrations will be accepted at the door. All registrations will be on line through the SELA

2015 Webelos Activity
Badge Program
Webelos I & Webelos II scouts are invited for this unique opportunity to earn two
Webelos Activity Badge/Pins in one day. This year, twelve of the twenty activity
badges/pins will be offered.
Activity Badge/Pins: Citizen, Communicator, Engineer, Forester, Geologist,
Readyman, Scientist, Naturalist, Handyman, Craftsman, Artist, and Scholar.
Additionally, we are offering a 6-hour Arrow of Light program for those Webelos II,
AOL Den, Webelos that want to participate in a program designed to prepare you
to complete your AOL requirements.
Scout Spirit and Patrol Activities
Scout Oath, Scout Law, Scout motto, Scout slogan, Outdoor Code, Scout sign, Scout salute,
Scout handshake, Scout badge
• Patrol name, patrol yell, patrol flag

Citizenship
• Repeat Pledge of Allegiance

• Square knot, two half hitches, taut-line hitch, bowline, timber hitch, clove hitch

Class space and Activity Pin selection are limited and will be accepted on a FirstCome, First-Served Basis. Advance registration required. Wear your Class A
Webelos Uniform.
Completion Certificates: Upon completion of each Activity Pin session, Webelos will
be given a completion certificate signed by the instructor indicating the requirements
that have been completed. In most cases, the Webelos should be able to complete all of
the requirements necessary to earn the Activity Pin. Two of the Activity Pins, Citizen
and Scientist, require that the Webelos complete a belt loop which we will not be
offered/completed in class. The completion certificate should be presented to your Den
Leader who can submit the award to your Pack’s Advancement Chairperson. We are
NOT providing Activity Badge Awards and they must be purchased by the Pack and
presented at your home Pack or Den meeting. Use Internet Advancement for proper
processing of the award earned.
This is a Webelos event only. Younger Cub Scouts and siblings should not attend.
Due to classroom size and distractions to teaching in the class, parents will be
discouraged to accompany their son to the selected class unless there is a special
need.
We need instructors! A team of instructors for each activity works best. Please

MERIT BADGE PREREQUISITES/NOTES
FOR ALL MERIT BADGES – PLEASE OBTAIN THE MERIT BADGE PAMPHLET
AND READ IT BEFORE ATTENDING THE CLASS.
PREREQUISITES SHOULD BE COMPLETED AND BROUGHT TO CLASS WITH
YOU.
ART
Scouts will not be assessed an activity fee to cover the cost of supplies. Supplies are
being donated.
CHEMISTRY
Scouts will be assessed a $5.00 activity fee to cover the cost of supplies.
This merit badge is for 8th grade boys and above.
COIN COLLECTING
Scouts will be assessed a $3.00 activity fee to cover the cost of supplies.
CITIZENSHIP IN THE COMMUNITY
Requirements 2a, 2b, 3a, 3b, 7, and 8 can be done beforehand and brought to class.
CITIZENSHIP IN THE NATION
This badge can be competed if, and only if, requirements 2 and 3 have been completed prior
to class, with the exception of explanations or discussions with the counselor. For requirement
2, make sure any tour or visit has been completed, and /or any research has been completed.
Be sure to document your research or visit. For requirement 3, have either your reading or
watching done, and have noted at least two issues of national importance. Be able to discuss
how at least one of the issues affects you and your family.
CITIZENSHIP IN THE WORLD
Prerequisite: 4b, 7a, and 7b.
ELECTRICITY
Each Scout will need to bring the merit badge pamphlet to class since there is material in it that
will be covered. Requirement No. 2 and 8 should be done prior to class and brought with them
to class. For Requirement No. 9 the Scout will need to take a picture of their home electric
meter with all the numbers clearly visible and easy to read, and will need a copy of their home

electric bill. Please make sure that all names, penal account numbers, and home phone
numbers are blotted out so that no personal information is visible.
ELECTRONICS
Scouts will be assessed a $5.00 activity fee to cover the cost of the kit.
EMERGENCY PREPARDNESS
The course will cover all of the requirements except:
1. First Aid Merit Badge (required)
2c. Scouts will be expected to meet with their family and prepare and emergency kit and
present their kit (picture) and plan to their Scoutmaster.
9. Scouts will be expected to meet with their family and either inspects their home for
hazards and/or develops an escape plan in case of a fire AND present their hazards/plan to
their Scoutmaster.
ENERGY
Requirement 4 cannot be completed in class. If completed at home prior, bring log to class for
instructor to confirm credit.
ENGINEERING
Students need to bring a small appliance/toy that is broken and can be taken apart. If they can,
under supervision, go to science/engineering websites to research information.
FAMILY LIFE
Requirements 3, 4, and 5 should be completed before attending College and your written work
brought to class.
FIRST AID
Complete requirement No. 1 in your home Boy Scout Troop.
Complete requirement No. 2d by bringing your First-Aid Kit.
GRAPHIC ARTS
Scouts will be assessed a $5.00 activity fee to cover the cost of supplies.
1. Design a printed piece (flier, t-shirt, program, form, etc.) and produce it. Explain your
decisions for the typeface or typefaces you use and the way you arrange the elements
in your design. Explain which printing process is best suited for printing your design. If
desktop publishing is available, identify that hardware and software would be
appropriate for outputting your design.
2. Produce the design you created for requirement 3 using one of the following printing
processes:

a. Offset lithography – Make a layout, and produce a plate using a process
approved by your counselor. Run the plate and print at least 50 copies.
b. Screen printing – Make a hand-cut or photographic stencil and attach it to a
screen that you have prepared. Make the screen and print at least 20 copies.
c. Electronic/digital printing – Create a layout in electronic form, download it to the
press or printer, and run 50 copies. If no electronic interface to the press or
printer is available, you may print and scan a paper copy of the layout.
HOME REPAIRS
Scouts will be assessed a $5.00 activity fee to cover the cost of supplies.
JOURNALISM
Complete requirement No. 1 and bring to class. Requirement No. 2A or 2B must be competed
outside of class.
MEDICINE
Bring requirement No. 1 to class with you. Requirement No. 10 must be completed outside of
College (discuss with your counselor).
LEATHERWORK
Scouts will be assessed a $5.00 activity fee to cover the cost of the leather kit.
PERSONAL MANAGEMENT
The merit badge instructor strongly encourages each scout to bring the merit badge worksheet
(www.meritbadge.org) to class. For requirements 1a, 1b2, and 1c, choose an item that your
family might want to purchase that is considered a major expense. Completion of requirement
9a-e prior to class is encouraged by the instructor. For requirement 10a, choose and research
a career you may want to enter after high school or college graduation. Prepare an oral
presentation based on 10b. Requirements 2, 8c, and 8d cannot be completed at Merit Badge
College. If completed in advance, bring to class and if time allows, the instructor will review it.
WEBELOS – CRAFTSMAN ACTIVITY BADGE
Webelos Scout will be assessed a $5.00 activity fee to cover the cost of supplies.
WEBELOS – ARTIST ACTIVITY BADGE

COUNCIL REFUND POLICY
The following policy statement is applicable to all Council and District events where a fee is
collected. This includes such events as Day Camps, Cub Resident Camp, Summer Camp,
Thanksgiving Camp, Winter Camp, training courses, camporees, district events, etc.
It is the policy of the Southeast Louisiana Council, that all fees are transferable but not
refundable. However, refunds may be requested in writing, two weeks prior to the event for
unforeseen circumstances. Failure to participate in an activity does not warrant a refund.
