The Draft Environmental Impact Statement (EIS) for the proposed West
Waukesha Bypass has been approved by the Wisconsin Department
of Transportation (WisDOT) and the Federal Highway Administration
(FHWA) for public review and comment. The EIS documents the
reasons for the project, the alternatives that were considered, and the
impacts of those alternatives. It also documents the opportunities for
public involvement that were provided during the study, which began
in early 2010.

A 45-day public comment period on the Draft EIS began on October
26 and will end on December 10, 2012. The Draft EIS is available for
review at waukeshabypass.org. Paper copies of the Draft EIS may be
reviewed at the Waukesha County Department of Public Works office,
City of Waukesha Library, City of Waukesha Department of Public
Works office, Waukesha Town Hall and WisDOT offices in Waukesha
and Madison. The addresses of these locations are found on the back

Public hearing scheduled
A public hearing on the West Waukesha Bypass will be held on
November 13 from 4 p.m. to 8 p.m. at the Waukesha North High
School auditorium (2222 Michigan Avenue, Waukesha). The public
hearing will include both an open house for viewing plans and exhibits
and an opportunity to present testimony in writing or spoken to a
panel. You may also give spoken testimony to a court reporter on an

Spring 2013 - Anticipated Record of Decision from FHWA. The Record of Decision
identifies the selected alternative, mitigation measures that will be taken, and is the final
environmental approval that is needed before a project may proceed to design and later
to construction.

Winter 2013 - The Final EIS will be available for
public review. The Final EIS will identify the preferred
alternative and will summarize input received from
the November 2012 public hearing and comments on
the Draft EIS.

What happens next?
A team made up of Town of Waukesha, City
of Waukesha, Waukesha County and WisDOT
representatives have met regularly throughout
the study. Based on input from this team the Town
of Waukesha, City of Waukesha and Waukesha
County will likely pass resolutions in November
and December to state their position on the
project. WisDOT and FHWA will select a preferred
alternative after considering public input and the local
government resolutions. Ultimately the FHWA has the
final decision-making authority on which alternative
is implemented.

From Rolling Ridge Drive to the Wisconsin & Southern
Railroad one Build Alternative remains under
consideration. Under this alternative County TT
would be widened to four lanes and a traffic signal
or roundabout would be added at the Madison
Street intersection. South of Madison Street the
new roadway would generally follow County TT and
then cross over to the west side of County TT after
the Kame Terrace subdivision. A new bridge would
carry the new roadway over Pebble Creek, the Glacial
Drumlin State Trail and the railroad.

Four alternatives remain under consideration. Under
the No-Build Alternative no improvements would
be made to County TT. This is not considered a
reasonable course of action, but this alternative is
evaluated as a baseline for comparison to the Build
Alternatives.

Your testimony, either written or spoken, will be
reviewed by WisDOT and the Federal Highway
Administration (FHWA) as part of the decisionmaking process. Your input is important to ensure
that all voices are heard and that the West Waukesha
Bypass plans address transportation deficiencies
while meeting the needs and expectations of the
community. You can also e-mail your comments to
westbypass@waukeshacounty.gov by December 10,
2012.
The Pebble Creek West Alternative, Pebble Creek
Far West Alternative and the Sunset-to-County X
Alternative are the three ‘Build Alternatives’ that
remain under consideration between the railroad
and WIS 59. The Pebble Creek West and Far West
Alternatives are similar to each other, but the Far
West Alternative lies further west, which reduces
wetland impacts but would require a larger cut into
the hillside south of Sunset Drive. The Sunset-toCounty X Alternative would follow Sunset Drive and
County X to reach the County X/WIS 59 intersection.
Each of these alternatives would cost about the same.
Eight houses would be displaced by the Sunset-toCounty X Alternative. Two houses would be displaced
by the Pebble Creek West and Far West Alternatives.
The Build Alternatives impacts on the natural
environment vary, and are documented in the Draft
EIS.

Summer 2013 and beyond – If a Build Alternative is selected, final design and
engineering, real estate acquisition and utility relocations, would occur in 2014.
The earliest construction would begin is 2015. Public participation in the design and
construction planning will continue in the upcoming months and years ahead. For more
