Who can use CE-File?
Any person who wishes to file a claim in any of the Rolls Building jurisdictions,
whether they are practitioners, law firms or corporate bodies can register to use CEFile and file their claim. You can also file on any ongoing cases regardless of whether
the case was started electronically or not

How can I access CE-File?
Go to https://efile.cefile-app.com

How can I get a username and password to get access to CE-File?
Click on the registration link Register as an user on the CE-File home page:
https://efile.cefile-app.com and register.

How do I use CE-File?
CE-File is very easy to use, just follow these 5 simple steps:

Access the CE-File website https://efile.cefile-app.com and register for an
account or log on as an existing user;
(2)
Enter details of a new case or search for an existing case;
(3)
Specify filing information and upload the claim form or documents in Word or
PDF format;
(4)
Pay any necessary fees either by credit card or on Account; and
(5)
Submit your claim.
What is the maximum size permitted for a document to be uploaded to CE-File?
The maximum capacity is 10 MB. If a document is too large split it into 2 and add
them separately. Add a note to this effect in the Comments box.

Do I need to pay to use the CE-File system?
There are no fees for using the CE-File system. However, you will need to pay a fee
to file your claim and for filing certain types of documents payable by either credit
card or on Account if you have Account facility with the Court.

Will CE-File be mandatory?
CE-File will not be mandatory to use.

How can I quickly get back to the home page of CE-File?
Click on the HM Courts & Tribunals CE-File Service heading at the top of the page
as it is also a link.

How is my data protected on CE-File? Is the information entered secure?
Yes, your information is secure. The solution has a high-level of built-in security
based on roles and confidentiality tags. The solution is hosted by Thomson Reuters
at a ISO270001 compliant data-centre and it has been IL2 certified.

Can I use CE-File if I am entitled to a Remission or Part Remission of fees?
A party who wishes to apply for remission or part remission of fees cannot use CEFile to file claim forms and documents.

How can I set up a Payment on Account (PBA) for CE-File?

The link provides access to an information leaflet and he application form that needs
to be completed.

How long does it take to get a PBA Account?
It usually takes about 7 days to set up your account once HMCTS has received your
completed application form.

Can I pay by cheque when using CE-File?
No. It is not possible to use CE-File and pay by cheque.

Where can I find explanations for the Type and Subtype categories listed in CEFile?
There is a guidance document on the CE-File web site which will provide information
about type and subtype categories and will help explain which options are relevant
for you.

I have submitted my filing but I now want to make changes to the claim form.
How can I do this?
It is possible to submit an amended claim form to the court through CE-File. If you
are in any doubt or would like some guidance then please feel free to contact the
court.

I have submitted the claim form and now need the Case Number to quote in
correspondence. How/when will I get this?
Once Court Personnel approve the document a case number will be created and you
will be notified of it in CE-File and via email.

How will confidential documents be identified and treated in CE-File?
When you are making your filing in CE-File, on the Filing Information page, click on
the arrow by Confidential Reason and select from the options Classified
Information or Other. On receipt, the court will review your request for your
documents to be confidential. If accepted then you document/case will be highlighted
in red. This confirms that the document/case is confidential.

I am getting too many emails from CE-File, can I switch them off?
Yes, click on the drop down menu under your name in the top right-hand corner of
the screen, select My Account, select Application Notification next to the
Notification Type, then click Save.

Can the system support foreign characters?
No.

Is there any way to auto-populate CE-File from the information already added
to the claim form?
Not at present.

I attempted five times to login to CE-File and now my account is locked. How
do I get my account unlocked?
If your account is locked, you must wait 2 minutes for the account to unlock before
you can log back into the system again, or you can reset your password from the
login screen.

Can the Widgets have the ability to be maximised when double clicked?
Not at present

Can I submit my filings in CE-File at any day of the week and at any time?
CE-File allows registered users to file documents 24 hours a day all year round,
including weekends and bank holidays. This will enable claim forms to be issued and
documents to be filed in electronic format out of normal court office opening hours.
However, there will be two exceptions to this:

Planned “down-time”: as with all electronic systems, there will be some
planned periods for system maintenance and upgrades when CE-File will not
be available; and
Unplanned “down-time”: in the event of unplanned periods during which CEFile will not be available, for example, due to a system failure or power
outage.
How does CE-File identify urgent applications?
It is the responsibility of the person filing the case to inform the Court that the filing is
urgent.
When an urgent application is filed, the filing party will need to upload a letter with the
claim form outlining the reason(s) why a case must be dealt with urgently. The filing
party must also place a comment in the Comments field stating that the filing is
urgent.

Can I file all case documents on CE-File?
You can file a claim form and any supporting documents on CE-File. You can also file
on an existing case on CE-File if you know the case number.
Documents must be in Word or PDF format.

What do I do if I file a document on a wrong case?
Where a document is accidentally filed on the wrong file, the person who filed the
document will need to contact the Court for assistance as soon as possible.

How long does it take for my filings to be processed?
The Court will aim to turn around your filings as soon as possible. This is a new way
of working for the court as well and at this stage we will not be publishing turn around
times.

Can I view the documents that I have filed?
Once your filings have been accepted by the Court, you can monitor the progress of
your cases and see the sealed documents by searching for them via the CE-File
system.

Why might a filing be rejected?
There are a number of reasons why a filing may be rejected. It is usually that the form
has to been completed correctly or the incorrect fee has been paid.

If I file on one day and my filing is rejected and I resubmit the next day what
day will it be sealed?
It will be sealed with the date that you resubmitted the document – however it is
probably best to contact the court if this situation arises.
