213 ELECTRICAL INSPECTOR NATURE OF WORK This is skilled, technical field inspection and code enforcement work in securing and maintaining regulatory compliance with applicable ordinances governing the installation and alteration of electrical systems and related equipment in structures of all types. Work involves responsibility for the rough-in and final inspections of new, existing and altered electrical systems to ensure regulatory compliance with City electrical codes and ordinances and all pertinent technical standards and regulations for workmanship and safety. Work includes the investigation of electrical installations for evidence of tampering, the review of blueprints and specifications outlining proposed electrical installation activities for possible regulatory conflict, the recommendation of necessary changes to meet technical standards and the authorization to issue stop work orders on substandard electrical wiring. Decisions involving inspection and enforcement activities follow extensive, often sensitive, contact with builders, architects, contractors and journeymen and requires the exercise of considerable judgment, firmness and initiative. Work is performed in the field and the office with considerable independence under the general direction of a supervisor. Work is reviewed through conferences, observation, approved plans, the analysis of reports and the evaluation of results achieved. ILLUSTRATIVE EXAMPLES OF WORK Inspects new and existing electrical wiring installations in industrial, commercial and residential structures, including low voltage systems, for compliance with approved plans, applicable City codes and standards for workmanship, safety and quality. Investigates electrical installations for evidence of tampering; checks load conditions. Reviews blueprints and specifications outlining proposed electrical installations for possible regulatory conflict and recommends changes necessary for code compliance. Explains National Electric Code and other applicable codes, regulations and City electrical inspection policies to contractors and the general public. Authorizes stop work orders for substandard electrical wiring and monitors reinstallation activities for proper compliance. Cooperates with housing, health and fire department inspection personnel in the investigation and disposition of consumer complaints with respect to electrical installation activities. Maintains knowledge and awareness of regulatory changes and trends in the electrical inspection and code enforcement field through electrical code schools and conferences approved by the department. Prepares related reports and maintains records of activities. Performs related work as assigned. DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES Thorough knowledge of municipal, state, regional and national regulatory codes and ordinances with respect to electrical wiring installations. Considerable knowledge of the methods and practices involved in the construction, installation, maintenance and operation of a variety of electrical installations, equipment and appliances. 213 ELECTRICAL INSPECTOR (Continued) Considerable knowledge of the occupational hazards connected with the work and the application of safe working practices during inspections. Ability to read, understand and inspect from construction and wiring plans, blueprints, drawings and diagrams and understand the National Electrical Code and other codes pertaining to electrical wiring installations. Ability to compile, summarize and accurately document information and data relative to each inspection. Ability to enforce regulations, laws and codes with firmness, tact and impartiality. Ability to establish and maintain effective working relationships with peers, subordinates, builders, architects, contractors, journeymen and members of the general public. Ability to communicate clearly and concisely, orally and in writing, and to understand and follow oral and written instructions. DESIRABLE TRAINING AND EXPERIENCE High school graduate or GED equivalency. Ten years responsible experience as a journeyman electrician, electrical contractor, or electrical inspector. NECESSARY SPECIAL REQUIREMENTS An employee in this class must possess, or within six (6) months of position assignment obtain, a standard or provisional license from the Florida Department of Business & Professional Regulation for electrical inspections; thereafter, possession and maintenance of same. Possession and maintenance of a valid State of Florida driver's license. Must provide a personal motor vehicle for performance of assigned duties and maintain an automobile insurance policy that meets the minimum requirements of liability established by the State of Florida for property damage and personal injury coverage for "business use".
