CD0502 Construction of AC Substations
1. Package Description
Contractor shall engineer, procure and construct, test and commission equipment and systems related
to constructing a new 735-315-13.8 kV Substation at Churchill Falls (including an extension to the
existing 735kV
Substation), a new 315-138-25 kV Substation at Muskrat Falls and a new 230kV Switchyard at Soldiers
Pond including, but not limited to, the following:
• All civil works encompassing final grading including materials, concrete foundations and material
supply and erection of buildings; all bulk material supply as specified; and installation of all
electromechanical equipment (power transformers supplied by Company), as specified including
mechanical completion and static commissioning; for Churchill Falls 735kV AC substation extension, for
Muskrat Falls 315-138-25 kV
AC substation, for Soldiers Pond 230 kV switchyard, and foundation pads for power transformers and
25kV switchgear for Soldiers Pond synchronous condenser.
• Control room buildings with all utilities, as specified, for Churchill Falls, Muskrat Fall and Soldiers Pond,
ac switchyards.
• All AC switchgear equipment at each substation including, but not limited to, circuit breakers;
disconnects; ground switches; current transformers; voltage transformers; lightning arresters; station
service transformers (where applicable); station post insulators; all support structures for switchgear; all
control, metering and relay panels; all in accordance with single line diagrams;
• 25 kV Switchgear for Soldiers Pond synchronous condenser.
Work covers the complete requirements for the design engineering; fabrication; factory acceptance
testing; transport and delivery to site; installation, testing, commissioning; manufacturers supervision of
installation, testing, commissioning; spare parts; warranty and performance guarantees; operations and
maintenance manual; and all Supplier Document Requirements.
Control, metering and relaying panels in new control buildings at Churchill Falls, Muskrat Falls and
Soldiers Pond for AC substations.
Grounding system at Churchill Falls, Muskrat Falls and Soldiers Pond for AC substations. Dismantling of
Construction Power facilities at Muskrat Falls 138/25 kV Tap substation and Churchill Falls 230/138 kV.
This package also includes:
• Telecommunications services by Contractor for their own use at construction sites, except at Muskrat
Falls where the basic infrastructure will be in place
• Design review and acceptance by Engineer
• Quality, Surveillance and Inspection and Expediting coordination between Engineer/Company and
Contractor.
• Agreement of schedule milestones with Engineer/Company
• Approval of inspection and test plan by Engineer/Company
• Factory acceptance testing witnessed by Engineer/Company
• Review of transportation logistics and coordination of site delivery with manufacturers (and their
SubContractors)
• Submission by Contractor of all Document Requirements on a timely basis. Progress reporting by
Contractor on a monthly basis (or ad hoc basis, if required)
