JOB PURPOSE
2.1
The post holder is responsible for managing the outsourced Street lighting PFI contract,
ensuring the Service provider meets its contract obligations. They will ensure the Unitary
Charge is paid according to performance and enable the Service Provider to deliver a high
quality maintenance and construction service for Surrey County Council.
The role will deliver Surrey Highways signage requirements (both illuminated and nonilluminated) to support the Client deliver asset strategy and ad-hoc replacements, while
implementing an overall energy management strategy.
The role will be accountable for the minor works programme and in-house delivery team,
delivering low value/high volume works to support local priorities and concerns on the
highway network.

PRINCIPAL ACCOUNTABILITIES
3.1
Develop a high performing team of Officers and Engineers to deliver personal development
plans and manage poor performance, while developing a learning culture that ensures the
team is continually updated with the latest legislation and innovations.
3.2
Support Surrey Highways Asset Strategy by ensuring the Asset Team is provided with
accurate inventory and condition data for the lighting and signage assets, and provide option
analysis for maintaining/improving asset condition
3.3.
Assist the Infrastructure Manager on the identification and management of significant
financial, reputational and health and safety risks to mitigate potential negative impacts on the
Council
3.4
Act as Client Representative for the Street lighting PFI to ensure the contract meets
Performance Standards, is administrated to the contract terms and report progress to the
Department of Transport and Network Board.
3.5
Develop and manage an energy strategy for street lighting to reduce cost and carbon
footprint through new technology, innovation and industry best practice
3.6
Ensure public health & safety and staff welfare is continually monitored and delivered to the
highest standard.

Replace, maintain and clean the council’s Illuminated Street Furniture (ISF) and signage
asset as detailed in council Asset Strategy and Client priorities
3.8
Manage the Minor Works programme, ensuring the Client is informed of proposed installation
date and manage strict programme change control to ensure works are delivered

deliver to Client expectations and industry led quality of workmanship

WORK CONTEXT
The Highways and Transport Service is one of two services within the Environment & Infrastructure
Directorate. It is responsible for ensuring the effective management, maintenance and improvement of all
highway and transport assets including flood risk management. These are the most valuable assets
managed by Surrey County Council with a replacement value of approximately £7.5bn, are critical to the
economic growth of the County. As such, the service manages significant financial, health and safety, and
reputational risks.
Highways and Transport has a budget of approximately £80m per annum. The service comprises three
groups; Network and Asset Management, Works Delivery, and Local Highways Services, and has
approximately 230 staff, lead by an Assistant Director and three Group Managers. Strategic partnerships
are critical to the effective delivery of Highways and Transport services, the post holder will be expected to
operate in an integrated partnership environment, where partners from the supply chain and other agencies
report as part of an integrated team.
The Team Leader will work in the Infrastructure Team, responsible for delivering routine and planned
maintenance to highway structures, drainage and street lighting assets. The team has three distinct teams,
an Asset Team focussing on design/build of capital programmes for drainage/structure assets; an
Operations Team focussing on delivering routine cyclic maintenance/inspections and a Street Lighting/Minor
Works Team.
In 2009 SCC outsourced the maintenance and management of its 89,000 street lighting columns to Surrey
Lighting Services under a 25 year Private Finance (PFI) Initiative, which requires the service provider to
replace the majority of columns within the first 5 years of delivery and thereafter maintain under a strict
service level agreement. The Team Leader will be primarily accountable for the contract management of
the PFI contract. Ensuring Skanksa meets its contractual and best practice requirements to deliver a quality
and value for money service to residents of surrey.
The Team Leader will also act as Programme Manager and Asset Manager for the council’s lighting and
signage (illuminated and non-illuminated) asset. They will work to deliver agreed level of service and
support local community deliver local priorities, they will ensure accurate inventory management and
explore options to enhance service delivery.
The role will act as energy manager on behalf of Surrey Highways seeking to reduce annual £3m cost and
reduce overall carbon footprint through innovative technology and best practice. While as part of the service
the Team Leader will manage an in-house and external resource to deliver minor improvements or works to
the highway network as directed by local stakeholders.
The role will also represent Work Delivery at public and stakeholder meetings to submit reports and respond
to local concerns. They will seek to promote the wider contract benefits by implementing the agreed
Communications Strategy and ensuring customer queries/complaints are managed in accordance with the
county council customer service policy.
During periods of severe weather or snow the Team Leader will also act as Winter Duty Manager. During
this emergency period the Team Leader will support the management of the Snow Desk through leadership
and risk assessment to ensure the network is maintained during prolonged weather.
