Job Profile Job Title: Engineer (Street Lighting) Group/family: Highways & Transport Grade: PO2 Directorate: Environment Traffic and Transportation Reports to: Principal Engineer (Street Lighting) Team: Highway Management CONTEXT The Department is divided into four teams with the Highway Management section part of the Highway and Transport team. The section is primarily responsible for planned maintenance, implementing new scheme, inspection and management of bridges and other highway structures and all aspects of street lighting. In addition the section provides help and assistance to other parts of the organisation in relation to general highway construction and similar work. Richmond Council is continually reviewing its structures and ways of working in order to provide the best services possible for residents, in the most efficient way. As a result the key tasks in any role may be varied and the post holder will be expected to take on such variations within the constraints of the grade and the level of responsibility. CONTEXT FOR THE SPECIFIC ROLE Richmond’s street lighting maintenance services are provided by a term maintenance contractor, the post holder is required to have extensive knowledge of all aspects of street lighting maintenance, will be required to monitor and measure the performance and quality of work provided by the street lighting contractor The post also requires the updating of Richmond street lighting electronic asset inventory, a knowledge of GIS mapping and asset management system is advantageous. Post holder requires City & Guilds 2382-10 17th Edition Institute of Electrical Engineers The work involves a mix of office based administration together with site visits to all parts of the highway network, There is a strong emphasis on ‘customer care’, high quality work and ensuring there is appropriate engagement with the public, Members and interested groups where required. PURPOSE AND RESPONSIBILITIES The role requires the performance management of the street lighting contractor for both maintenance and new works of all lit street furniture in the borough. You will be responsible for the day to day operation of the street lighting section and work in partnership with other service providers to develop an integrated approach to service delivery and assist in the overall management and delivery of the street lighting term contract. EO 4035: 06/11. Main Purpose of the Job 1. To Monitor the performance and quality of the street lighting term contractor and Distribution Network Operator (DNO) to meet key performance indicators. 2. Assist the Principal Street Lighting Engineer managing the performance of the Council’s street lighting maintenance contractor to achieve the desired level of service delivery 3. Assist in the preparation and monitoring of street lighting budgets. 4. On site daily inspection and supervision of the street lighting term contractor repair of faults and cyclic maintenance, and coordinate Richmonds street lighting electrical, structural, cyclic maintenance and concrete column replacement program during the day and night time. 5. Assist to maintain and up date the councils inventory of street lighting equipment linking to GIS corporate mapping, for energy tendering, asset management and other purposes. 6. Preparation of monthly Performance Indicators information as required by the Head of Highways Management for the street lighting service. 7. Represent the council at meetings and provide street lighting technical advice for contractors, consultants, officers and council members 8. Authorising works orders, measuring inspection and final authorisation of invoices for payment. indentifying defective street lighting equipment. Be responsible for checking completed works and authorising invoices for payment. 9. Ensure works are undertaken with particular attention to: Compliance with Health and Safety at work act, Electricity at work act NRSWA and ASLEC competency schemes. Compliance with codes of practice specifically ILP, BS EN standards and specifications, relevant standards of good practice. 10. Respond to enquiries from Members, MP’s and customers and take them to a full and satisfactory conclusion. including the writing of letters, reports or discussing issues at site meetings 11. Good knowledge of Chapter 8 of the Traffic Signs Manual and all relevant, current Codes of Practice relating to Safety at Street Works and Road Works, the New Roads and Street Works Act 1991, BS7671 and the Health & Safety and Electricity at Work Regulations 1989 and an ability to utilise such knowledge to investigate and arrive at conclusions on issues involving such legislation.
