JAFFNA DISTRICT

Situation update
The situation in Jaffna remained tense with occasional confrontations and exchange of fire between the parties reported mainly around Muhamalai and Nakarkovil.
Frequent and at times heavy, artillery shelling towards LTTE positions, primarily around the Pooneryn coastal areas, continued intermittently both day and night.
Cordon and search operations, as well as extensive checking at the numerous checkpoints across the peninsula continued.
The Nallur Temple Festival is ongoing, drawing thousands of visitors daily. The slightly relaxed curfew has remained in place for the duration of the Festival.

Sector Developments/Gaps
Planning to address gaps and avoid duplication in food assistance was discussed at the monthly Food Sector Coordination meeting. To support this, a spread sheet
indicating next month's food related distributions will be circulated among agencies. WFP did not receive its food commodities from Colombo due to shipping delays.
As a result, food assistance was reduced from the regular four week’s to one week’s provision. The assistance consisted of 318 MT of mixed food commodities for
120,000 IDPs (post 2006 caseload) and economically affected people.
KILINOCHCHI & MULLAITIVU DISTRICTS

Situation update
The security situation in Kilinochchi and Mullaitivu Districts remains tense and unpredictable due to ongoing military operations and exchange of mortar/ artillery
shelling around the northern and southern FDL areas, as well as claymore mine attacks and air attacks deep inside the Vanni.

On 28 August, the ZDE of Kilinochchi, Mullaitivu districts and Vavunia North and Madhu zones reported that displaced students need to register in schools located
close to their current locations, before the end of next week. Resources will then be reviewed / allocated among schools to plan education activities for the upcoming
third term.
Unseasonal rains are increasing vulnerabilities for those IDPs without adequate shelter.
On 26 August, the Justice and Peace Commission of Vanni organized a peace march in Kilinochchi town to urge the UN Secretary General to the plight of the recently
displaced, now accommodated in the Kilinochchi and Mullaitivu districts. The March ended at the UNHCR field office, where organizers handed over a memorandum
to the SG.
Telephone communication within the Vanni was cut off last week. SLT phone lines for communication out of the Vanni have been turned off since 23 July.
Displacement/ Returns
District Secretariat Kilinochchi reports 38,033 individuals (9,655 families) have been registered as displaced in Karachchi and Kandawalai AGA divisions in Kilinochchi
between 1-15 August.
District Secretariat Kilinochchi reports 1,476 families (6,538 members) are sheltering in 22 government schools in Karachchi and Kandawalai AGA divisions.
Sector Developments/Gaps
On 27 August, DRC transported 1,000 packs of supplementary food from Vavuniya on the GA-Kilinochchi convoy for distribution to IDPs.
Last week, WFP transported 100 MT of wheat flour for its ongoing dry ration distribution in Kilinochchi and Mullaitivu districts and 70 MT of Corn Soya Blend for its
Mother & Child Nutrition Programme.

Situation update
The general situation in Vavuniya and Mannar District remains volatile, with persistent tension amongst the general population. Security forces remain on high alert
with ongoing cordon and search operations being conducted in the districts. The SLA’s military offensive continued in northern parts of Manthai West Division in
Mannar.
Three divisions of Mannar district remain inaccessible including; Madhu Division (no access since March 2007), Manthai West Division (partial access since
September 2007 and no access since the end of July 2008) and Musali Division (no access since September 2007). The entire population of these divisions is
reported to have fled.
Procedures at Medawachchiya and at checkpoints on the A14 road are impacting supply of essential items as well as construction materials, which in turn is resulting
in price increases.
Since 20 June 2008, CDMA phones have not worked in Mannar and as of 10 July 2008, there has been no mobile phone network coverage in the District. There also
continue to be interruptions in the electricity supply to the town and surrounding villages.
Mobile telephone coverage in Vavuniya district is functional between 1800 – 0000 hrs.
Displacement/Returns
Small numbers of IDPs continue to arrive in Mannar by sea from LTTE controlled areas. New arrivals are being accommodated in the Sirukkandal IDP site. The
population at the Sirukkandal IDP site now stands at 88 families (185 individuals), whereas 224 families (501 individuals) are accommodated in the Kallimoddai site.
GA Mannar reports, 21,770 IDPs from Manthai West are staying at Vannerikulam in Kilinochchi District.
Sector Developments/Gaps
Construction work on the Mannar bridge and causeway is progressing. Repair of roads in Mannar town is also ongoing.
The GA Mannar requested that the upgrading of shelters for Musali IDPs in Nanattan is put on hold due to planned returns to Musali in mid-September 2008.
The SLA has indicated that no new IDP sites would be established in Mannar and that once the Sirukkandal site reaches capacity, new IDPs from LTTE controlled
areas will be accommodated in Vavuniya.

Situation update
On 26 August, an LTTE aircraft attacked the Navy Base in Trincomalee. Media reports indicate that 10 sailors were injured in the attack.
Displacement/Returns
On 25 August, 41 families (103 individuals) returned to Paddalipuram GN division from Kiliveddy (40 families returned to Veeramanagar and 1 family to Paddalipuram
village).
DS Muttur indicated that the next return movement of 65 families (209 individuals) from Kiliveddy will take place on 29 August to Nalloor GN division. 17 families (48
individuals) will return to Nalloor village (where the construction of shelters is being completed by ZOA) and the rest will return to Neenakerny. This will be the first
return movement to Naloor village.

The situation in the district remains relatively stable.
Displacement/Returns
Following returns to Muruthanai GN (in Kiran/Koralai Patti South) on 19 August the number of IDPs has reduced to 15,612 individuals (4,111 families) from the 16,213
individuals reported last week, according to Government statistics dated 26 August.
The GoSL with UNHCR and UNICEF organized a “Go & See” visit for IDPs to Uthuchenai and Vaddamunai on 22 August. Returns to the two areas are scheduled to
take place early September.
Sector Developments/Gaps
At the Livelihoods meeting in Kiran/Korali Pattu South, the DS requested support for villagers who will be returning to Vadamunai and Uthuchenai, including the
provision of a boat to assist in transporting villagers while the Kalichchai bridge is under construction. The returns are expected to take place next week. The DS also
requested transportation support for villagers in Muruthanai GN due to lack of public transportation.
DS Kiran reported paddy cultivation needs are well covered in the Kiran resettled areas. The DS requested agencies to look into additional support to Uthuchenai,
Vadammunai and Koravely GNs, which will be resettled soon. FAO is considering support for paddy cultivation in Uthuchenai and Vadammunai.
The IDP WG on 27 August discussed Returns to Muruthanai GN in Kiran/Koralai Pattu South. Some families that chose not to return noted continuing security
concerns, and difficulties in accessing education and health facilities due to villages’ isolation and limited infrastructure.
ACTED is phasing out of WASH and IDP activities in Batticaloa at the end September. The IDP Technical WG lead by UNICEF and UNHCR, will review camp
management activities and attempt to identify other agencies to fill gaps as required.
AMPARA DISTRICT

The security situation in Ampara is generally stable.

IDP Statistics from the Office of the Ampara Government agent indicates a stable displacement trend with no changes to the IDP figure reported last week. Currently,
4,278 persons (1,162 families) remain displaced in Ampara District. Of them, 864 persons (229 families) are from Trincomalee District, 2,927 persons (816 families)
are displaced within the district, and the remaining 487 are displaced from Batticaloa (284), Jaffna (64), Vavuniya (35), Kilinochchi (24) and Mannar (80). More than
95% of the displaced persons are living with friends and relatives.

FAO launched an Integrated Agriculture, Fisheries and Forestry project in Vinayagapuaram 1,2,3 & 4 villages in Thiukkovil . The fisheries component in this area is
currently being assessed.

150 families and livelihoods assistance to start small business provided to 4
families
Value Addition Training was conducted for 16 women
01 client (Returnee from UK) reported to IOM Office requesting assistance
under AVR programme. Another one returned from France has been identified
to support with a three wheeler; Evaluation is underway.
Based on livelihood promotion and conflict transformation, sessions on
PRA/PNA have been completed on all proposed 22 villages. Based on the
identified gaps/ needs proposals are being formulated; MoU is in progress.
Lectures have been conducted in 5 villages on home gardening
Provision of goat input packages for 12 beneficiaries. Each beneficiary received
vaccinated one male and three female goats.
Provided a 3 days "Generate your Business Ideas" (GIYB) training for the
targeted livelihood beneficiaries to start income genearting activities
Construction of wells at schools finalised; construction works of sanitation
facilities (urinals and toilets) at Villavadduvan, Eechantivu finalised, progressing
in Karaveddy South and Kayanmadu, tiling, piping and construction of septic
tanks and drainage fields ongoing in Kayanmadu
Water quality testing in all camps have been carried out
15000 litre water per day being distributed and 2 toilets repaired
6000 litres water per day being distributed
17 toilets in Veppawettuwan and 2 toilets in Vahanery were repaired
5 barrel wells have been upgraded.
1 common well and 5 latrines construction completed in Pullumalai
(Chenkalady). 2 wells' construction works is in progress at Pattipalai DS
division. 5 wells construction work is in progress at Pondukalchenai in Kiran DS
div and tank renovation work is in progress in Koravely with the support of
ESCO
Organized 3 village based cleaning events at 3 villages. In total, 160
beneficiaries participated in these events, conducted 2 village level water
management committee training programme and trained 57 members.
2 days awareness campaign was conducted in by NERTRA. This campaign
was aimed to bring awareness among the community in better hygiene
practices. More than 250 members (women, men and children) participated and
the key messages were carriedout thorough drama, games, pictures, sessions
A need assessment on Watsan facilities was carried out where identified a
need for 26 toilets, approval from Local Authority is awaited to start the
construction work.
